Women make up the majority of local government employees in Great Britain but are not, however, evenly represented throughout the employment structure. Rather, women are overwhelmingly concentrated in low paid, low status and often part-time jobs, and are under-represented as decision makers, either as managers or elected council members. The situation of black and ethnic minority women is one of even greater marginalization. From 1982–7 over 200 local authorities adopted equal opportunity (EO) policies, both for employment practice and service delivery, the aims of which included redressing this inequitable situation for women. The achievements of these EO policies have proved to be very limited. Most have been introduced with few resources and little managerial or political support and without mechanisms for implementation or management accountability. EO reforms have been contained within the existing relationships and structures of local authorities when by definition, successful EO policies will upset the status quo. Nevertheless important lessons have been learned from this first pioneering phase of EO policy development.  相似文献

Evaluation practices developed in France, especially by local authorities and above all by regional councils, provide an interesting opportunity to examine from the inside the way public policies are constructed. Taking evaluation practices seriously as a subject of study reminds us, in a way, of the necessary empiricism needed to analyse public policies. At a time when this discipline experiences, at least in France, a surge in conceptual proposals, the point of view expressed here aims to point out the necessary modesty we have to show in the face of the complexity of the subjects studied and of the usefulness of evaluation practices to explain territorial public policies.  相似文献

This article seeks to highlight the conditions in which organizations with different levels of 'publicness' interact in the framework of policy-making. In France, decision making and implementation is shared among public, semi-public and private organizations. The specific responsibility and influence of public organizations within institutional collective action however is a source of ambiguity. It becomes therefore a matter of political authority for public organizations to invest in the structuring of public problems and policies. The case analysed here shows that the publicness of implemented policies is a construction which stakeholders may try to influence. Responses by public organizations show that publicness does not only relate to the plurality of organizational forms but also to the existence of a form of hierarchy within systems of governance themselves.  相似文献

In Sweden, performance-based pay has gone furthest in the public sector. This development has placed demands on employers to have a transparent and salient salary review process with which to evaluate employees uniformly and fair – and to act in a unitary manner, as one employer. Pay policies aim to coordinate salary reviews in organizations. However, the transfer of policy to practice is not easy and research has shown a gap between intended and implemented policies. Drawing on a case study in a municipality, this article expands knowledge on policy transfer by exploring and describing how HR, unions, managers and employees perceive implementation and integration of the pay policies, and to what extent the municipality succeeds in a one-employer approach. The findings suggest that the municipality fails to act as one employer and that the units that are most successful in implementing the policy are those closer to top management.  相似文献

The position of women in the NHS suggests widespread latent discrimination. The prospects of developing equality of opportunity are not promising, as neither external agencies nor internal managers are capable of bringing about the necessary changes. This four-country comparison has four sections. First, some remarks on appropriate definitions and concepts are made (inter alia by introducing and emphasising the distinction between 'traditional' and New Public Management-inspired administrative reforms). Then, country by country accounts of the pertinent reforms are submitted 'in a nutshell'. Third, with the 'convergence or divergence?' question in mind, the conclusion is put forward that significant differences persist (and even increase), particularly between Sweden and Germany, on the one hand, and England and France on the other. In the final section, an attempt is made to assess the 'performance' of the different local government systems in looking at their capacity to 'co-ordinate' policies and activities. It is argued that Sweden's and Germany's traditional type of democratically accountable, multi-functional and territorially viable local government does relatively well in achieving policy co-ordination, democratic participation and political accountability. Why is new public management reform so difficult to implement in France? In order to answer this question, this article examines the changes that have affected the higher civil service since the late 1970s. Decision‐making networks have been considerably politicized, and public policies are now largely devised by ministerial cabinets staffs. Simultaneously, the tasks of career senior civil servants are increasingly technical and specialized. The management reforms undertaken since 2002 by an economically liberal government might have offered senior bureaucrats the opportunity to regain a more active professional role, but the reforms run counter to their political culture, since the large majority of them still share a leftwing political ideology. Reformers seem to have no other choice than to change the institutional system in order to resolve this contradiction.  相似文献

This article analyzes how the idea of “innovationism” in Sweden has generated a new kind of idea-driven policy around the creation of innovative regional policy. In contrast to similar policies in this area, this policy does not manifest itself through traditional instruments, but evolves through symbolic and ritual performances, in particular through events and conferences. The article asks how this emerging idea has changed the existing institutional formation of sponsoring industrially relevant research. The vision of concerted action between decision-makers within modern innovationism reinforces territorial identity, but it also tends to devolve responsibility to the regional level since concerted action on the national level is hard to obtain. What emerges is a system of governing at a distance where different actors perform their roles according to often academic ideas of innovationism. The study is based on two qualitative studies in Sweden entailing both documentary sources and semi-structured interviews.  相似文献

The progress toward institutional changes should be evaluated through the prism of their influence on a country's development abilities. In Poland, during the twenty years of comprehensive systemic shift, gross domestic product (GDP) has increased more than in any other post-communist country. While judging the transformation progress, not only the improvement of competitiveness and growth in terms of quantity must be taken into account, but also social and cultural aspects. There have been five distinct periods in Poland, from the viewpoint of economic growth. Had there been a better policy coordination of systemic change and socio-economic development, GDP over the periods considered could have increased by a half more. This opportunity has been missed due to the intermittent implementation of wrong economic policies based on wrong economic theories. Poland's transformation can be seen as a success, but only to the extent of two-thirds of its potential.  相似文献

This paper attempts to contrast the industrial policymaking “styles” of the U.S. and Sweden. The study looks past the clutter of economic and trade issues into underlying political culture and institutional regime. The conceptual framework of pluralism versus managed pluralism is employed to examine some complex issues related to economic and industrial management, and to help explain the problem. A strategy to advance the long-term interests of a country must go beyond the “legislative pork barrel” approach, simply to create employment and to keep jobs. Industrial policy must have both institutional and policy linkages. Government-business cooperation at a sectoral level is essential in providing policy loans and tax incentives. The state, to facilitate policy implementation, has to pursue linkage developments between industrial, human resource, economic, and trade policies.  相似文献

This study assesses the comparability of public sector responses to energy conservation research and development (R&D) in the United states and Sweden. Using the evaluative criteria of policy objectives, organizational structure, and funding, the extent to which the institutional context for R&D either constrains or fosters conservation as an element of each nation's energy policies is examined. Sweden, unlike the United States, appears to have been successful in achievement consensus primarily through an open, deliberative process of mutual partisan adjustment regarding where specific allocations should be made in the energy R&D budget for optimal conservation results. To a great extent, it is within these differing institutional contexts of policy uncertainly that the content of specific energy conservation policies and strategies should be evaluated.  相似文献

This article applies a processual approach to the explanation of administrative reform in Italy over fifteen years. By carrying out a comparison between better regulation and digitalization policies it shows that the oscillation in the level of implementation over time and across policies can be explained by the intensity and direction of spillover and certification mechanisms and that in turn these mechanisms are activated by design features and contextual factors at different levels of analysis.  相似文献

Abstract

Recognition of the importance of institutions that provide security of property rights and relatively equal access to economic resources to a broad cross-section of society has renewed interest in the potential of asset redistribution, including land reforms. Empirical analysis of the impact of such policies is, however, scant and often contradictory. We use panel household data from India, together with state-level variation in the land reform implementation, to address some of the deficiencies of earlier studies. Results suggest that land reform had a significant and positive impact on income growth and accumulation of human and physical capital. Policy implications are drawn, especially from the fact that the observed impact of land reform seems to have declined over time.  相似文献

This article will present the argument that frontline bureaucrats fulfilling their duties within an infrastructure bureaucracy can be understood as negotiating bureaucrats, policymakers, and cousins to street‐level bureaucrats. Empirically, the argument is based on data from an exploratory case study of a major road construction project in Sweden collected through passive participatory observation, interviews, and documents; the main source of theoretical inspiration is implementation theory and the theory of street‐level bureaucracy. Working conditions, both similar to and different from street‐level bureaucrats, are discussed, and patterns of negotiating practices are identified and analyzed. The analysis indicates that a fragmented implementation structure has effects on when and how negotiating practices are applied, and on policy outcomes, bureaucratic legitimacy, and political efficacy.  相似文献

This article examines the seeming contradiction between the publicly stated objective of successive governments to promote greater equality of opportunity for racial minorities and the limited impact of successive policies and programmes on processes of racial discrimination and exclusion in British society. The article begins by outlining the different conceptual approaches used to analyse the development of public policies on racial inequality. It then analyses the main aspects of national policy change in this area over the past two decades, and more recent initiatives which have sought to use local government as a vehicle for promoting racial equality. This analysis offers a critical review of the achievements and limitations of both past and present policies. For all governments, the principle of how and whether policies are implemented as intended is fundamental. The aim of this paper is to examine the difficulties for governments in delivering policy goals when they do not directly control the processes of implementation. This paper examines two case studies – anti-social behaviour and street crime – and demonstrates the difficulties faced by policy-makers in translating policy into practice when the policy problems are complex and implementation involves many actors.  相似文献

Beginning in the mid-1970s and continuing through the 1980s and into the early 1990s governments in the industrialized democracies have brought about tremendous changes in their own State structures and in the relationship between the State and society. In the United States we refer to the “Reagan revolution,” but the changes have been no less profound in other countries, including those such as France and Sweden with very large and well-respected bureaucracies. While these changes in the nature of government are well-known and well-documented, their implications for the implementation and management of the public sector have not been explored adequately, especially in comparative context.(1) To the extent that the implications have been discussed it has been primarily in the context of the “new managerialism” but the changes really extend much more deeply into the process of governing and the manner in which the State relates to society.

This paper will be a step in the direction of more fully ramifying the nature of the changes using the phrase “the hollow state” to capture the changes that have occurred. The paper will attempt to look at what has been happening in government, as well as the implications for the future of the State, and for “statecraft” in contemporary democracies. That statecraft, by which the policy initiatives of government are linked to the lives of citizens, must continue to be a central element in the design of governments, but often has been ignored in the rush to reach fashionable political goals. If government is to continue to be a positive force in the future, then that craft must be fostered and mobilized rather than ignored with contempt.  相似文献

Full-day schooling was introduced in Vietnam to deal with the lack of instructional time in primary education compared to international standards. Yet full-day schooling could impact educational inequality by filling the gap in instructional time between children from different family backgrounds, given that well-off families tend to offset the lack of instructional time with private tutoring. This paper draws on data from the 2011–2012 Young Lives School Survey to investigate whether the massive rollout of full-day schooling in recent years could improve equality of opportunity in Vietnam. First, it examines the variation in instructional time and school resources between pupils with and without full-day schooling from different social backgrounds. It then investigates the learning progress associated with full-day schooling across social backgrounds. The paper suggests that full-day schooling has not narrowed the inequality of opportunity in learning achievement at this stage of its implementation.  相似文献

As a result of current economic changes (with the consequent premium placed on citizens’ and countries’ competitiveness in the global economy), democratic countries face a fundamental challenge: How can efforts to enhance economic competitiveness be reconciled with citizenship obligations? This article suggests parameters for debate on how to meet this challenge. It first explores the nature of citizenship obligations in modern democracies. Next, it offers a conceptualization of competitiveness (and the general characteristics of policy choices which may facilitate a reconciliation. It then surveys competitiveness policies in one region of Sweden which were founded on the premise that it is appropriate to pursue simultaneously economic competitiveness and enhancement of human welfare. These policies may provide insights on what citizenship-based policies can look like.  相似文献
