In the literature on sport and politics the potential of sport to unite fragmented societies is emphasised. Lebanon is a counter example. Sport does not unite but further divides people. Confessionalism, the political system of this ‘mosaic state’ with 18 state-registered sects, produces conditions that only allow for competition within sects. The sport sector, especially the professional men's teams in football and basketball, serves as a tool for competition within and between sects. In a middle-income country with only four million inhabitants, club revenues from ticketing and broadcasting are almost non-existent. Therefore professional sport teams are completely dependent on sponsors. Within a patron–client relationship system, political leaders finance the clubs but expect complete loyalty from the teams, implemented through such practices as choosing their party colours as team colours or posting large pictures of themselves in the arenas. While national sports teams often have the potential to unite societies, in Lebanon this can only happen if first steps from a sectarian to a secular state are taken. Then a common national identity (including general support for the national sports teams) might gradually develop and later transform the confessional subsystems such as the media, schools and sports clubs towards non-sectarian entities.  相似文献

This study examines two theses used to explain Arab support of the 11 September attacks on the United States: clash of civilizations and anti-dominance reaction to perceived American hegemony in the Middle East. Huntington's clash-of-civilizations thesis has been widely challenged, but rarely tested on the basis of individual-level data. In this study data were obtained from a random sample consisting of 805 male and female respondents representing 7 Arab nations: Egypt, Iraq, Kuwait, Jordan, Lebanon, Syria, and Saudi Arabia. Results from structural equation modeling show strong support for the anti-dominance thesis and essentially no support for the clash-of-civilizations thesis. These findings suggest a lack of fit between “civilization” and political values contrary to what Huntington had originally posited.  相似文献

This paper advances the proposition that post-Arab Spring politics are a product of globalisation’s economic and social liberalisation. The global market and privatisation have fundamentally deconstructed centralised autocratic rule over state and society, while facilitating corruption and selective development, culminating in public outrage. The political order of the Middle East and North Africa since the Arab Spring synthesises globalisation’s dialectic duality, in which economic integration has contributed to the demise of national authoritarianism, inciting communalism and political fragmentation. This paper analyses emerging political trends and challenges based on a comparative analysis of Egypt and Tunisia.  相似文献

The Middle East is often considered to demonstrate a case of weak regionalism. This article suggests that the continued prevalence of Arab identity as the hegemonic component of regional consciousness contributes to this. The dominance of a discourse of ‘Arabness’ reduces the region's flexibility to adapt and develop regional institutions in several ways and particularly vis-a-vis the non-Arab communities and states that are found within the spatial boundaries of the Middle East. To explore the role played by Arab identity politics in regionalism with regard to the status of non-Arab states, this article presents a study of the competing hegemonic regional discourses employed by Turkey, Iran and Egypt during a two-year period following the 2011 uprising in Egypt. This analysis suggests that even during a time of crisis, non-Arab states face obstacles to their assertion of regional projects and that Arabness is a central factor in the narratives resisting alternative interpretations of the interests and definition of the Middle East as a region. The article concludes that Arabness forms the hegemonic discourse that shapes the international relations of the Middle East.  相似文献

This study examines the impact of religious orientation on attitudes toward U.S. Middle Eastern policy among Muslim Lebanese. The data came from a stratified random sample, consisting of 262 Sunni and Shi'i respondents of both genders, conducted in the Greater Beirut area during February and March of 2002. Consistent with the literature about Islamism, the present analysis reveals an empirical distinction between personal and political dimensions of religion in Lebanon. Specifically, support for political Islam is associated with unfavorable attitudes toward U.S. policy in the region, but personal religiosity is unrelated to attitudes toward foreign policy. The study findings contribute in clarifying the debate that has been raging since the September 11 attacks, pitting Islam against the West and associating Islam with political violence.  相似文献

One of the most pressing issues facing Arab societies, in view of the large-scale political transitions taking place in the Middle East, is the status of religion in the state. In this regard, Turkey, a Muslim democratic state, is often offered as a model to follow. The current piece demonstrates that despite the seeming appeal of the Turkish model, it is inadequate for Middle Eastern societies, in which religion plays a significant social role and is a core ingredient of individual and collective identity. This is because the foundations of the Turkish model were artificially imported from the Western experience, and forced from above onto the Turkish populace without much-needed contextual adjustment. This assertion is true not only for the original state-religion model in Turkey, but also for its modified present-day version, which bears to a large extent the burdens of the past. The article concludes by outlining some points that might serve emergent Arab democracies aiming to design a constructive and authentic model of religion and the state.  相似文献

Youth activism in the last decade has become increasingly associated with new media technologies. The “Arab Spring”, it can be argued, prompted much interest among academics, policymakers and others on the intersection between youth, activism and social media. Although oftentimes seen as threats to authoritarian states, youths have become agents of change in the eyes of international foreign policy developers who claim to be keen on progressive and inclusive governance. This paper reflects on the role of social media in the recent (2011–2013) activism of Sudanese youth, who have taken centre stage at demonstrations calling for regime change, and adopting mechanisms similar to their counterparts in the Middle East/North Africa. While political forms of activism may have been more prominent in the Arab Spring, this paper argues that social media plays a key role in both political and community engagements of contemporary urban Sudanese youth, perhaps pointing to future possibilities.  相似文献

ABSTRACT

This article explores the migration experiences of Ethiopian migrant returnees from domestic work in the Gulf countries and Lebanon. The returnees reside in the town of Girana located in Habru sub-district, North Wollo zone of Amhara region. There is much female work migration to the Arab Middle East from the town, particularly to Saudi Arabia through Muslim pilgrimage. Employing a qualitative method, the study examines how the returnee women perceived and experienced labour migration and analyzes the impacts of labour migration on childcare, family survival back home, and debt payment. The returnees made voluntary regular and irregular labour migration to the region and engaged in domestic work, which is not preferred by the host society. However, domestic work is unregulated by the labour policy of the destination countries. This made the returnees’ employment situation rather exploitative, exacerbating their vulnerability to abuses, ethnic denigration, and undermining of cultural identity.  相似文献

As Iraq is plunging into civil war, politics and violence in the Middle East are increasingly perceived to be highly interconnected and entwined. This article offers an attempt to understand the nature and scope of this regional interconnectedness involving three of the region's states—Iraq, Syria and Lebanon. Its approach takes advantage of the work by scholars of other regions than the Middle East, more precisely those analysing the ‘new wars’ and ‘Regional Conflict Formations (rcfs) of primarily Central and West Africa and the Balkans. The article suggests that, provided some methodological problems are addressed or at least acknowledged, the rcf model offers a useful approach to studying and addressing this region's multiple conflicts. Its assessment of the rcf model's utility in reference to the Middle Eas—broken down along the suggested levels of military networks, political networks, economic/financial networks and social networks—suggests that its emphasis on material – physical linkages neglects important symbolic – political resources that easily cross borders and are equally determining in fuelling and framing conflicts. This lacuna is echoed in US policy making toward the Middle East. The article concludes that, in order to avoid myopia in both analysis and policy making, such more discursive processes ought to be integrated into and made complementary with the rcf conceptualisation of conflict-related cross-border traffic. This will also allow for better analysis of the complexity of identity politics and it underscores the fallacy of assumed Western exogeneity to this region's conflicts.  相似文献

Middle class is a social construct and a moniker so central to the identity politics of the United States that it has become a persistent part of the rhetoric of both major political parties. This article seeks to understand how the way in which people categorize themselves in social class matches the observable characteristics that might be used to objectively classify them into such groups. This article examines survey data from a national poll and finds that a majority of the respondents consider themselves members of the middle class. While those in the lowest and highest income categories are less likely to categorize themselves as middle class (controlling for other factors), many in these groups also consider themselves middle class.  相似文献

The relationship between knowledge and power is examined in this article in terms of the social science literature base on Arab countries. It is argued that knowledge imposes normative constraints on the exercise of power, and the exercise of power is dependent on the lack of knowledge. This is examined in terms of the knowledge base on Iraq and Palestine, the two countries in the Arab world most decimated in the post-World War II era by the exercise of external power politics. The study is organized in three phases: (1) delimiting the population of scholarly literature in the social sciences on the Middle East by country; (2) drawing representative samples of scholarly literature on Iraq and Palestine from this population; and (3) content analysis of the samples. Jacqueline S. Ismael is a professor of social work at The University of Calgary. She has published a number of articles and monographs on social change in the Middle East, as well as several works on Canadian social policy. She is co-author with Tareq Y. Ismael ofThe People’s Democratic Republic of Yemen: The Politics of Socialist Transformation (1986),Government and Politics in Islam (1986),Politics and Government in the Middle East andNorth Africa (1991), andThe Gulf War and the New World Order (1994). Abstract

Placed against the backdrop of the recent war in Lebanon, this original analysis of the PLO rests upon the conviction that this movement is not merely a military‐political body, but is a kind of “religious” sect in meaning, intent, and form. This philosophical interpretation of the PLO draws upon a gnostic model in order to uncover the psychological universe of the PLO. In so doing, the author employs the interdisciplinary method of linking religion and politics (which is a view of political culture in the Arab‐Muslim world) to penetrate to the ultimate inner reality of the PLO. In this search, it is difficult to avoid concluding that the PLO represents a highly disorderly force in the Mideastern and global settings.  相似文献

How do welfare regimes function when state institutions are weak and ethnic or sectarian groups control access to basic services? This paper explores how people gain access to basic services in Lebanon, where sectarian political parties from all major religious communities are key providers of social assistance and services. Based on analyses of an original national survey (n?=?1,911) as well as in-depth interviews with providers and other elites (n?=?175) and beneficiaries of social programs (n?=?135), I make two main empirical claims in the paper. First, political activism and a demonstrated commitment to a party are associated with access to social assistance; and second, higher levels of political activism may facilitate access to higher levels or quantities of aid, including food baskets and financial assistance for medical and educational costs. These arguments highlight how politics can mediate access to social assistance in direct ways and add new dimensions to scholarly debates about clientelism by focusing on contexts with politicized religious identities and by problematizing the actual goods and services exchanged.  相似文献

ABSTRACT

Criminologists have been interested in the gap in reported levels of fear of crime between men and women for decades. Our study advances and empirically tests the hypothesis that gender identity is an important mechanism that accounts for the gap in fear of crime between men and women. Specifically, the current study incorporates Magliozzi, Saperstein, and Westbrook’s gradational measures of masculinity and femininity to test if these variables are related to fear of crime. Statistical analyses reveal that masculinity is negatively and significantly associated with fear of crime, suggesting that men may be doing gender in reporting fear of crime by suppressing their expression of fear when responding to survey items related to fear of crime. Additionally, the inclusion of the measures of masculinity and femininity in our statistical model reduces the effect of sex to non-significance.  相似文献

ABSTRACT

In the period November 2013–April 2014 more than 160,000 Ethiopians were deported from Saudi Arabia after a seven months amnesty period for undocumented migrants came to an end. This large-scale regularization campaign of the Saudi government must be seen in light of the ‘Arab Spring’, when popular uprisings in the Middle East were threatening dictatorial regimes. The effect of the Arab Spring was felt globally; the uprisings impacted upon migrants living in countries in the Middle East and on their countries of origin. This paper looks into the experiences of Ethiopian deportees prior, during and after their forced return. We argue that the fact that the migrants were not prepared for their sudden return affected their economic, social network and psychosocial embeddedness back in Ethiopia. In addition, the Ethiopian government has not been able to improve the returnees’ economic embeddedness, which has affected their social and psychological status negatively.  相似文献

Democratic transition and institutional change do not necessarily guarantee greater political inclusion, particularly when it comes to the policy influence of civil society groups. Rather, political inclusiveness requires strategic adaptation among societal actors. Actors need to seize upon opportunities endemic to political change. This article provides a comparative analysis of health care reform in democratizing Taiwan and South Korea, focusing on two social movement coalitions, the National Health Insurance Coalition in Taiwan and Korea's Health Solidarity. Both movement coalitions were critical in shaping welfare reform trajectories in Taiwan and South Korea during the late 1990s, despite having been shut out from earlier episodes of health care reform. I argue that these groups (1) strategically adjusted their mobilization strategies to fit specific political and policy contexts, (2) benefited from broad-based coalition building, and (3) effectively framed the issue of social welfare in ways that gained these movements ideational leverage, which was particularly significant given the marginal place of leftist ideas in the postwar East Asian developmental state model. Given the morass of the Syrian civil war and Lebanon’s exposure to the consequences, this article seeks to explore how the intersecting dynamics of Lebanese domestic conflicts and the multiple implications of the bloodbath in Syria have influenced the behaviour of Lebanese political parties in their ongoing struggle over the formulation of a new electoral law, leading to a broad consensus among the country’s parties to postpone the 2013 parliamentary elections. The article argues that, while the usual attempts to profit at the expense of other groups in society are still present and external patrons still wield great influence, the decision to postpone the elections also demonstrates a degree of pragmatism and political development since, despite dire predictions to the contrary, Lebanon has not succumbed to the return of its own civil war. Instead a complex mixture of pragmatism, elision of interests and external influence, combined with local agency, has led Lebanon into a situation of stable instability.  相似文献

This article highlights the objective of the special issue which is to understand the status of public administration in six profiled countries – Egypt, Jordan, Lebanon, Libya, United Arab Emirates (UAE), and Turkey – in the Middle East and North Africa (MENA). The special issue explores public administration as a concept—the diversity of guiding general principles that determines how governments administer the affairs of state in the context of their governance frameworks—and as praxis—the diversity of public administration structures, procedures and practice, and reform initiatives. It is evident that the countries profiled have adopted a mode of public administration and governance that mirrors its history, and its cultural, geo-political, socio-economic, and conflictive environments. In this context, the editors hope that the articles presented in this special issue will contribute to advancing the public administration literature in MENA.  相似文献

Israeli society has changed its attitude to the sacrifice of life in war, a change that is reflected in the bereavement discourse. Attitudes have shifted from the unquestioned justification of military losses prior to the First Lebanon War (1982) to the emergence of an antiwar bereavement discourse after the war and during the South Lebanon war of attrition that followed it. More recently, following the Al-Aqsa Intifada and the Second Lebanon War (2006), a discourse that accepts losses has emerged. While the retreat from the hegemonic discourse prior to the First Lebanon War is explained by the changing attitudes to military sacrifice among the social elites, the latter shift took place in parallel with the alteration of the social composition of the Israeli Defence Force. It is argued that the social composition of the military affects the level of sensitivity to losses. While secular upper-middle class groups tend to show a high level of sensitivity to war losses, which they then translate into a subversive bereavement discourse, religious and peripheral groups with a hawkish agenda are more tolerant of military losses, or, alternatively, may seek to avoid excessive casualties by improving the military’s performance or the quality of the political directives.

Ethnic identity is a fundamental concept for understanding the dynamics of contemporary political change, but there has been very little exploration of how to measure ethnic identity and even less discussion of the implications of these measurements for understanding ethnic conflict. Through an analysis of Estonians and Slavs (Russians, Byelorussians, and Ukranians) in Estonia, we show that the ethnic identity of different groups is “salient” to different degrees and that this has significant implications for within-group agreement about political issues and for between-group differences. We show that nominal ethnic identity fully predicts political attitudes when ethnicity is highly salient because a highly salient ethnic identity sets in motion forces that cause individuals within a group to form similar attitudes based upon their ethnic identity. These forces were fully active for Estonians in Estonia in the early 1990s. In this case, nominal ethnic identity was sufficient to explain the attitudes of Estonians. But ethnicity must be treated as graded when it is not highly salient, as with Slavs in Estonia, because only degrees of ethnicity can explain the within-group differences in political attitudes that arise because of a lack of salient identity. Researchers, therefore, should typically treat ethnicity as if it were graded, and they should devise graded measures of it. Although nominal measures are sometimes appropriate (i.e., when ethnicity is highly salient), they will cause the researcher to miss something important in other situations. For example, our work suggests that if events discrupt the social processes that maintain a group’s sense of itself, then a graded measure of ethnicity is useful for predicting attitudes concerning ethnic identity and survival. In short, it is not categorically wrong to treat ethnicity as nominal, but it is best to begin by treating it as graded. Henry E.
