Public Opinion and American Federalism: Perspectives on Taxes, Spending, and Trust--An ACIR Update

The research reported here updates for 1999 some public opiniondata previously provided by the U. S. Advisory Commission onIntergovernmental Relations. The 1999 survey results indicatea general continuation of opinion trends established by thelate 1970s to the mid-1980s. Local government is viewed as givingcitizens the most for their money, followed by state governmentand the federal government. Americans still regard the federalincome tax as the worst tax, followed by the local propertytax. Likewise, Americans express the most trust and confidencein local government and the least trust and confidence in thefederal government, although confidence in all governments increasedover comparable data for 1992. Race and party identificationand, in one case, region are significant factors differentiatingopinions about the federal, state, and local governments andtheir taxes.

监督舆论与舆论监督是话语干涉的两种形式,存在主体性、结果性、立场性、技术性的权力差异。监督舆论形成公共权力的积极进制、消极进制、无效进制,引导舆论朝着积极正向的方向发展,但也易造成舆论的说教化与虚假化。舆论监督形成公共权力的强制化、主动化、圈层化、边缘化的退制,适应公意的变化,提倡公民权利约束公共权力,保证权力运行的合法化与公开化,存在舆论控制权力的风险,出现群体审判与群氓政治的现象。监督舆论与舆论监督应达到有限性平衡、动态性平衡、有效性平衡、竞争性平衡,保证公共权力与公民权利的相互制衡,达到善治的目的,进而实现公共权力与舆论机制的优化,促进社会现代化的和谐发展。     

Recovering,Restoring, and Renewing the Foundations of American Public Administration: The Contributions of Herbert J. Storing

Public administration continues to face an identity crisis that turns on the question of whether the animating principles of the discipline are to be discovered in the political foundations of a given regime, or whether they are to be found in more universal and transcendent principles of scientific management. Herbert J. Storing reframed the identity crisis as a problem arising from America’s constitutional system of governance. In doing so, he created an important role for public administration in democratic governance. This role took the form of “closet statesmanship” and, in practice, requires the exercise of prudential judgment that looks more like judicial decision making than scientific management. In summarizing Storing’s writings, the authors convincingly argue that he has much to teach us about the ongoing debate regarding the role of the bureaucracy within America’s 87,576 systems of government.     

Investigating soviet espionage and subversion: the case of Donald Maclean

This essay sets out the dimensions of investigating Soviet espionage and subversion, highlighting how Maclean's image as a Soviet agent has developed over the past 50 years. It will then consider to what extent new documents at the Public Record Office alter his image. Maclean's crime was treachery but what exactly is the intellectual challenge in investigating espionage? Just what can be achieved? Sir Dick White former head of MI6 offered this advice: Espionage is a crime that often leaves no trace of evidence. The investigator relies upon intuition for coincidences. After considering the circumstances, he might reach the moment of epiphany when all the facts added up to one conclusion¹
