While separate evidence exists that married military women have high rates of both intimate partner violence victimization and aggression, little is known about the context of this violence, including the extent to which the violence committed toward and by military women is physical, psychological or sexual, whether the violence is unilateral or bi-directional, and the extent of injury sustained or inflicted. In order to gain a more multi-dimensional understanding of the violence in the lives of military women, this study involved 248 enlisted females who completed a self-report survey about themselves and their spouses’ behavior. Results indicate that the majority of violence reported was bi-directional and symmetrical in terms of type and level of severity. However, enlisted females were more than three times as likely to be victims of unilateral severe violence as their male civilian spouses. Demographic factors associated with these patterns of violence were also identified.

The objective of the current study was to identify the relationship between work-family conflict (WFC) and intimate partner violence (IPV) among military personnel, and verify the mediating role of aggression and buffering effect of a counseling resource. A total of 293 married Korean Air Force personnel were surveyed using a self-administered questionnaire; their responses were analyzed with a structural equation model. The major findings were that 36.9 % of respondents have perpetrated IPV, the prevalence of verbal violence was 33.4 % and physical violence was 16.0 %. Aggression mediated the important part of the association between WFC and IPV. Also, presence of a counseling resource attenuated the relationship between WFC and aggression. The findings suggest that it is necessary for the military to build a personnel counseling system to prevent spouse abuse, develop professional counseling services, and accurately identify aggression tendencies among military personnel.  相似文献

Abstract

This article examines the effect of criminal justice intervention in domestic violence on stalking in that relationship. Almost two hundred female victims of misdemeanor domestic violence in three jurisdictions were interviewed three times after their cases had closed. Qualitative interviews were conducted with a subsample of 21 victims who had experience with stalking. Specific court outcomes in domestic violence cases and whether or not the victim cooperated with the prosecution do not impact whether or not a domestic violence victim experiences subsequent stalking. Women who experienced stalking in addition to domestic violence were more likely to use the system in the future than women who just experienced domestic violence. The qualitative interviews revealed additional findings regarding victims' opinions of the criminal justice response to stalking in the context of domestic violence.  相似文献

In 2017, AFCC President Annette Burns (2017–18) commissioned a Task Force, led by Dr. Debra Carter, to review the many changes and developments in parenting coordination that had occurred across the United States, in Canada, and across the world in the approximately 12 years since the 2005 Parenting Coordination Guidelines were released. Though primarily commissioned to update and revise the 2005 Guidelines, the Task Force also identified emerging issues in need of exploration – the use of technology in parenting coordination, parenting coordination as an intervention when intimate partner violence is a component of the dynamic, the importance of multicultural awareness and responsiveness, and the overall impact of the statutes, rules, and regulations that had evolved in significantly varying forms since parenting coordination first presented as an intervention for court‐involved families. The work of the Task Force, including the new (2019) Guidelines for Parenting Coordination, is presented.  相似文献

The primary aim of this study is to determine the association between alcohol, violence related cognitive risk factors, and impulsivity with the perpetration of partner violence among current drinkers. A probability sample (n = 1468) of White, Black, and Hispanic couples 18 years of age or older in the United States household population was interviewed in 1995 with a response rate of 85%. The risk factors of interest included the alcohol and violence related cognitions of approval of marital aggression, alcohol as an excuse for misbehavior, and aggressive expectations following alcohol consumption as well as impulsivity. In all, 15% (216/1468) of the respondents reported perpetration of domestic violence. In addition, 24% (7/29) of those who approved of marital violence, 11% (126/1163) of those who reported alcohol use as an excuse for misbehavior, 10% (128/1257) of those who reported aggressive expectations following alcohol consumption, and 14% (99/716) of those who reported impulsivity also reported perpetration of domestic violence. Bivariate analysis indicated that all of the cognitive risk factors were significantly more common in those who reported perpetration of intimate partner violence (IPV) (p < 0.05). However, multivariate analysis controlling for ethnicity, education, income, age, gender, and impulsivity indicated that those who reported strong or very strong expectations of aggressive behavior following alcohol consumption were 3.2 (95% CI = 1.3–7.9) times more likely to perpetrate IPV. Although all of the alcohol and violence related cognitive risk factors were associated with the perpetration of domestic violence, expectations of aggressive behavior following alcohol consumption appeared to be the strongest predictor of the perpetration of IPV among current drinkers. Therefore, alcohol expectancy may be an important factor to assess when attempting to identify and treat perpetrators of domestic violence who are also current drinkers.  相似文献

For too long human rights have been used to support a legalapproach to domestic violence which is non-interventionist.This article discusses the ways in which human rights can beused to compel an approach to cases of domestic violence whichrequires state action to protect those harmed by domestic abuse.It argues that the state has an obligation to protect its citizensfrom torture, inhuman and degrading treatment and this obligationis heightened in respect of vulnerable adults and particularlychildren. This study examines the applicability of theories related to the intergenerational transmission of violence. Studies of the impact of violence in the family of origin on the propensity to engage in domestic violence as an adult have commonly focused on boys as potential perpetrators. This study examined the impact of previous violent victimization on males and females charged with domestic violence perpetration, finding previous violence significantly related to increased fear and hyper-vigilance to threat in adult relationships. In addition, the study explored the theoretical assertion that those who use violence in their homes are not also generally violent and found that the majority of individuals using violence, both males and females, were not violent outside the home.  相似文献

Today, judges are faced with the daunting task of determining the best interests of the child and making appropriate custody awards to that end. The best interests of children becomes a critical question when domestic violence is involved; yet, determining what constitutes domestic violence is often debated. Research is often divided on what constitutes domestic violence. One body of research focuses on conflict, another focuses on domestic violence. What the first group identifies as intense emotional distress and disagreement, the other identifies as abuse. Judges making custody determinations in such cases are faced with the difficult challenge of distinguishing between a divorce with “high conflict” and a domestic violence case with ongoing abuse. This article will summarize the legal, philosophical, and historical understandings of the “high conflict” family and its potential impact on children. It will also provide practical judicial guidelines for making the important distinction between high conflict and domestic violence and subsequently crafting appropriate and safe child custody awards.  相似文献

Police officers served as public health sentinels to collect data on children exposed to domestic violence across an entire municipality for 1 year. This study extended research by investigating a typology of domestic violence crimes and children’s direct sensory exposure to these types. Police officers used a standard, validated protocol to collect data on all substantiated domestic violence. Findings revealed that almost half of all events had children present, and 81% of these children were directly exposed to the violence. Children under the age of 6 years old were at greater risk of exposure. Identified domestic violence households with children were more likely to be low-income, non-White, and headed by a single female, compared to households at large. Cluster analysis revealed seven domestic violence event profiles. Typology showed that children were disproportionately exposed to the most unstable and dangerous profiles including weapon use, mutual assault, and substance abuse.  相似文献

Previous international studies have found collectivism and low gender empowerment to contribute to higher domestic violence perpetration by males, compared to females. Little is known about gender differences in domestic violence perpetration prevalence in collectivist countries with high gender empowerment, for example Curaçao. Curaçao demonstrates gender similarity in committing domestic violence, resembling Western countries: 25–33 % have committed psychological domestic violence, 11–17 % physical violence, and 1–6 % sexual violence. Antecedents to the perpetration of domestic violence are similar for both sexes as well. Domestic violence victimization, especially in cases of severe physical violence, increases the probability of becoming a perpetrator. Other perpetrator risk factors are a high education (psychological violence) and having children in the household (physical violence).  相似文献

Abstract

The institution of war is the broad framework of rules, norms, and organizations dedicated to the prevention, prosecution, and resolution of violent conflict between political entities. Important parts of that institution consist of the accountability arrangements that hold between armed forces, the political leaders who oversee and direct the use of those forces, and the people in whose name the leaders act and from whose ranks the members of the armed forces are drawn. Like other parts of the institution, these arrangements are responsive to changes in military technology and needs, to geopolitical facts, and to moral and political norms. In particular, they are sensitive to the forms that military organization takes. Since the emergence of modern states in Europe some 500 years ago, there have been three main such forms: private providers—in the form of mercenaries, in early modern Europe—then professional standing armies, which in turn developed into citizen armies. Although elements of the three organizations have coexisted in many armies, the citizen army model has dominated until recently. That model brought with it a particular conception of the accountability relations between the army, the state, and the people. The state had authority over and directed the army, which was accountable to it. In turn the state was accountable for its use of the army to the people, on whose behalf it acted.

The dominance of state authority over the military is now under strain, with the professional and private elements—in the form of private military and security companies (PMSCs)—having increasing importance. As those elements increase in power and presence, so it becomes more difficult to make the state accountable to the people for its use of the military, and more difficult for the people to act as a restraining force on the way in which the military used.

In this essay, I outline and assess these developments—with particular emphasis on the emergence of PMSCs—in the light of a liberal view of (political) violence. The essay focuses on the situation in the United States, which possesses by far the most important military force in the world today, and in which the use of PMSCs is most developed. The paper has three main sections and a brief conclusion: the first section sketches the liberal view of violence and its implications for organizations dedicated to its use; the second outlines the salient characteristics of the three historically dominant forms of armies; and the third looks at the current situation in which the three forms coexist uneasily.  相似文献

This article explores the evidential challenges victim withdrawal presents in domestic violence cases. More specifically it examines innovative measures taken in the United States to overcome problems of proof typically associated with domestic violence prosecutions. These evidentiary initiatives have facilitated a shift towards so–called 'victimless' prosecution in the context of domestic violence which dispenses with victim participation. Drawing upon a 'freedom model' of criminal justice, this article examines whether recent developments in the United States might be emulated as a means of addressing the high rate of attrition in domestic violence cases in England and Wales.  相似文献

In this article, I examine the rationales that have been given for extending domestic violence legislation to associated persons. I argue that the empirical and principled rationales are unfounded and that the ideological rationale is reactionary. With regard to the empirical rationale, the extent of violence that the aggregate of associated persons suffers is not high enough to justify privileging associated persons over other citizens with regard to protection from violence. In relation to the principled rationale, the impetus for domestic violence legislation was based on isolation and inequality, which are not experienced in particular by the category of associated persons when taken as a whole. With regard to the ideological rationale, it is worrying that intimacy and equality are emerging as the touchstones of a newer rationale for domestic violence legislation, which rightly has more to do with isolation and inequality than intimacy and equality.  相似文献

This article presents the first statewide data regarding correctional officers’ attitudes about and personal experiences with domestic violence. Online surveys were administered to Florida correctional officers asking a series of questions, including their beliefs and attitudes about the prevalence of domestic violence among colleagues, and their childhood and adult experiences with domestic violence. Results from 710 officers revealed that 33?% of respondents knew about correctional officers who had committed unreported domestic violence; 30?% reported that they had directly experienced domestic violence as children; and over 11?% reported that they had been physically violent with an intimate partner. Multivariate statistics showed that age, race, and childhood experiences with domestic violence were significantly related to correctional officers reporting being physically abusive to an intimate partner or family member. These and other findings highlight the need for increased agency prevention efforts and research on the phenomenon of correctional officer-involved domestic violence.  相似文献

Domestic violence is a problem which historically has not received adequate attention in Macau. At the outset, it explains why the right to be free from domestic violence matters in Macau. I contend that the treatment of domestic violence is a human rights issue under international human rights law, focusing on the shift in the conceptualization of domestic violence from a private matter into a human rights issue. I denounce domestic violence as human rights violation. The second part depicts the draft law on Combating of Domestic Violence Act and analyzes the possible effects of Combating of Domestic Violence Act that can occur. Then, I intend to highlight the absence of attention to the positive duties of states—not negative duties to restrain from acting (such as a duty not to infringe upon the right to be free from domestic violence), but positive, affirmative duties to protect women.  相似文献

The U.S. President's Commission on Law Enforcement and Administration of Justice under President Johnson in 1967 called for a program of research that would support evidence‐based tracking, targeting, and testing of policing domestic “disputes.” During the past 50 years, the amount of research on domestic violence has grown. The findings from targeting studies reveal a steep pyramid from many low‐harm cases at the base rising to a tiny fraction that are lethal. The findings from testing studies reveal that arrests reduce reoffending among employed persons in the short run while increasing recidivism among unemployed suspects. Arrests in one experiment increased all‐cause mortality of victims over 23 years. The findings from tracking research reveal wide variance across police agencies in implementing mandatory arrest. Since the Crime Commission, however, mandatory arrest laws were also enacted in 28 states in the 1980s, with uneven enforcement for misdemeanor domestic abuse. New research is needed to test the effectiveness of other domestic violence interventions, including restorative justice, as well as follow‐up studies of previous research sites.  相似文献

To systematically review the worldwide evidence on the prevalence of domestic violence against women, to evaluate the quality of studies, and to account for variation in prevalence between studies, using consistent definitions and explicit, rigorous methods. Systematic review of prevalence studies on domestic violence against women. Literature searches of 6 databases were undertaken for the period 1995 to 2006. Medline, Embase, Cinahl, ASSIA, ISI, and International Bibliography of the Social Sciences were searched, supplemented by hand searching of the reference lists from studies retrieved and specialized interdisciplinary journals on violence. A total of 134 studies in English on the prevalence of domestic violence against women, including women aged 18 to 65 years, but excluding women with specific disabilities or diseases, containing primary, empirical research data, were included in the systematic review. Studies were scored on eight pre-determined criteria and stratified according to the total quality score. The majority of the sudies were conducted in North America (41%), followed by Europe (20%). 56% of studies were population-based, and 17% were carried out either in primary or community health care settings. There was considerable heterogeneity both between and within geographical locations, health care settings, and study quality The prevalence of lifetime domestic violence varies from 1.9% in Washington, US, to 70% in Hispanic Latinas in Southeast US. Only 12% scored a maximum of 8 on our quality criteria, with 27% studies scored 7, and 17% scored 6. The mean lifetime prevalence of all types of violence was found to be highest in studies conducted in psychiatric and obstetric/gynecology clinics. Results of this review emphasize that violence against women has reached epidemic proportions in many societies. Accurate measurement of the prevalence of domestic violence remains problematic and further culturally sensitive research is required to develop more effective preventive policies and programs.  相似文献
