Purpose . This study presents the findings of an evaluation of the effect on reconviction of three general offending behaviour programmes in the English and Welsh Probation Service with adult male offenders. Method . The study employed a quasi‐experimental design comparing the reconviction rates of three groups: offenders who were allocated to and completed a programme, offenders allocated to a programme but failed to complete, and a comparison group. Results . The main finding from the analyses indicated that, controlling for salient population factors, the offenders who had completed a programme had a lower rate of reconviction as compared with non‐completers and comparison groups. Additionally, the non‐completers had a higher rate of reconviction than the comparison group. Conclusions . The findings are discussed in light of the extant literature and a range of explanations is presented.  相似文献

Purpose. The effectiveness of prison‐based cognitive‐behavioural treatment programmes was evaluated using reconviction as the outcome measure. Method. Reconviction rates were compared between two groups of adult male offenders who were serving a custodial sentence of 2 years or more in Her Majesty's Prison Service, England and Wales. The treatment group (N =667) consisted of offenders who had voluntarily participated in one of two treatment programmes that targeted 'cognitive deficits' related to offending behaviour. The comparison group (N =1,801) was made up of offenders who had not participated in the treatment programme but were “matched” to the treatment group on a number of empirically relevant variables. Results. Treatment produced a robust reduction in the probability of reconviction (p < .001) when other relevant variables were controlled for. For treated offenders, the percentage point reduction in reconviction was 14% in medium‐lowrisk offenders and 11% in medium‐high‐risk offenders. Conclusion. These outcome results demonstrate that the principles of effective practice in the field of offender rehabilitation, which were identified through meta‐analytical research predominately in North America, can be applied to a UK offender population to similar effect.  相似文献

Purpose. The rate of sexual reconviction for sexual offenders is known to be low. Sexual reconviction, however, is currently the most commonly used outcome measure in sex offender treatment evaluation studies. It is expected that sex offender treatment programmes will reduce the likelihood of reconviction amongst participants. A low base rate of sexual reconviction means that any reduction in reconviction (which could be attributed to treatment) will be small and unlikely to be statistically significant. This study aimed to assess other offence‐related outcomes for sexual offenders, in addition to reconviction. Methods. The sample comprised 173 sexual offenders who had completed a community sex offender treatment programme. Follow‐up information was collected forthe sample from programme files containing multi‐agency information. Official reconviction rates were also calculated using both Home Office and police data. Results. Collecting evidence of any offence‐related sexual behaviour during this study multiplied the sample's sexual reconviction rate by a factor of 5.3. Conclusions. The results show that broadening the outcome measure under observation indicates a higher level of offence‐related sexual behaviour displayed by sexual offenders than reflected by reconviction data. These results have implications for the outcomes measured in treatment evaluation research for sexual offenders.  相似文献

Purpose. Over the past two decades, the transtheoretical model (TTM) of change has become perhaps the most widely used model of behaviour change in the treatment of addictive and/or problem behaviours. More recently, the stages of change component of the TTM has been adopted for use in forensic settings. This paper aims to review the application of the TTM model to offender populations. Arguments. The application of the TTM to offenders raises a number of issues regarding the process of behaviour change for offenders attending treatment programmes. It is argued that while the TTM has been designed to account for high frequency behaviour (e.g. smoking, alcohol misuse), offending behaviour may be less frequent and the process of change less cyclical. Moreover, it is suggested that the most important issue in a treatment context is the proper integration of the TTM constructs. There have been few empirical tests of this aspect of the model. Conclusion. While the TTM may have some value in explaining how rehabilitation programmes help offenders to change their behaviour, the stages of change construct is, by itself, unlikely to adequately explain the process by which offenders desist from offending.  相似文献

Objectives. For the past 20–25 years the assessment of the outcomes of probation supervision and its associated variants has relied upon officially recorded offending as the chief determinant of ‘success’ and ‘failure’. A recent assessment of the impact of accredited programmes aimed at reducing offending called for reconviction rates to be supplemented with other outcome measures to give a more accurate picture of treatment effectiveness. Methods. Self‐reports of offending are one such alternative outcome measure, and this paper responds to recent calls for developments in this field. This paper throws further light on the frequency of offending by probationers during their probation orders, the extent to which their officers knew of this offending and the relationship between self‐reported offending and subsequent convictions. Results. The data suggest that about a half of the probationers committed at least one offence during the time they were on probation and that about a third of the probationers reported that they had committed more than four offences during this same time. In the main, probation officers reports mirrored the reports gained from the probationers. Generally speaking, the relationship between self‐reported offending and officially recorded convictions was also very close. However, this varied by the offences/convictions under consideration. Conclusion. There were slightly more probationers found guilty of property offences than had admitted to such offending during their interviews. The explanation for this appeared to have been deliberate concealment on the part of the probationer, rather than recall failure.  相似文献

Offender programmes do not fully consider how psychosocial factors influence individual engagement within interventions. While factors associated with offending behaviour are well-known, their influence on motivational engagement is not clear. The present study of 109 adolescent offenders in a non-custodial community intervention explored the influence of aggression, antisocial behaviour in the community, problematic and disruptive behaviour in school, and parental bonding and self-esteem on reported motivation to engage with a non-custodial intervention. Regression and correlational analysis revealed relationships between these variables and four subtypes of motivation (i.e. intrinsic and extrinsic motivation, identified regulation and amotivation), although results in respect of self-esteem were mixed. The findings highlight the multidimensional and complex nature of motivation, and support the need to internalise extrinsic motivations through the promotion of self-autonomy and competence within intervention programmes in order to maximise engagement.  相似文献

Rehabilitation programs for adult violent offending are still novel, and few published studies examine the recidivism outcomes of those who complete such programs. This study describes a New Zealand prison program for high-risk violent men. The program is intensive and cognitive behavioral. Preliminary outcome data are presented for three indices during 2 or more years of follow-up: nonviolent reconviction, violent reconviction, and subsequent imprisonment. In comparison with untreated offenders, treated men were less likely to be reconvicted of a violent offense, and those who were took longer to fail. There was also a 12% difference in favor of the treated men on the two other indices, nonviolent reconviction and reimprisonment. The authors conclude that the program shows early promise and that further evaluation with a larger sample of treated men will be important in clarifying whether the program is having a differential impact on violent versus nonviolent offending.  相似文献

The following paper is a reconviction study of 183 sex offenders treated by the Thames Valley Project between 1995 and 1999. Some demographic details are provided about the sample. Subjects were monitored for a mean of 3.9 years. A total of 10 subjects (5.4% of total) were reconvicted for a further sexual offence. A further 19 men (10.3%) either had allegations made against them or committed a behaviour that may have involved or been the preparation for further sexual offending, defined here as “recidivism”. Details about post-treatment behaviour were drawn from three sources: two national police databases which indicated any formal sexual reconviction and the files kept on each sex offender registered with Thames Valley Project (TVSOGP), a multi-funded community-based sex offender treatment programme. The pre-treatment re-conviction risk status of each man was calculated using part one of the Risk Matrix 2000 algorithm (static factors). Risk levels were compared for those where reconviction, re-offending or recidivism was identified and those where it was not and a correlation was found in the predicted direction although this was not statistically significant. The advantages and limitations of this kind of follow-up study are discussed, together with some recommendations for future research.  相似文献

Purpose. Previous research has suggested that cognitive skills programmes completed by offenders may be more effective in reducing reconviction with nonacquisitive than acquisitive offenders. This study investigates whether a similar pattern is present with offenders who have completed accredited cognitive skills programmes in prisons in England and Wales. Method. Questionnaires measuring the cognitive deficits targeted by the programmes were administered to 8,303 offenders participating in cognitive skills programmes while in custody. A checklist on the individuals' behaviour was also completed for each participant. The questionnaires and the behaviour checklist were completed before, after, and at 8 weeks after the end of the course. Participants were assigned to one of three groups dependent upon the number of convictions they had received for acquisitive offences; non‐acquisitive, medium acquisitive and high acquisitive. Results. Offenders in the high acquisitive group showed greater need in the cognitive deficits at the pre‐course stage than the other two groups, for both the self‐completion questionnaires and the behaviour checklist. A comparison of preand post‐course scores on the questionnaires and the behaviour checklist showed positive effect sizes for all three groups. Some of the variables showed a greater change from pre‐ to post‐course in the groups that had been convicted of more acquisitive offences. Conclusion. Cognitive skills programmes appear to be as effective with offenders convicted of acquisitive crime as non‐acquisitive crime, although highly acquisitive offenders may benefit from an additional intervention. Further studies are needed to investigate whether this same result is upheld when the outcome measure is reconviction.  相似文献

Abstract

Effective treatment of aggressive behaviour and accurate release decision making are necessary components of adequate clinical practice in forensic psychiatric units. Unfortunately, methods to identify treatment targets and ameliorate aggressive behaviour have developed at a slower pace than risk assessment technologies. Recent progress on the identification of offence paralleling or functionally equivalent behaviour offers a framework for individually tailored treatment and idiographic release decision making, although empirical scrutiny of this approach is inadequate. This paper describes an examination of the relationship between aggressive behaviour prior to admission with aggression during inpatient psychiatric treatment, and reconviction for violent offending following discharge. Results showed a relationship between pre- and post-admission aggression but no relationship between aggression during inpatient psychiatric treatment with either pre-admission aggressive behaviour or violent recidivism. These findings indicate the importance of state psychological variables, specifically those states affected by symptoms of psychiatric illness, as well as environmental activators and inhibitors of violence that operate within the hospital. These require inclusion in an adequate functional analysis of aggressive behaviour for forensic psychiatric patients.  相似文献

Purpose. There is widespread acceptance that sexual fantasy plays a role in sexual offences but little clarity as the nature of this relationship. This paper seeks to understand better the role of fantasy in offending behaviour through the study of sexual fantasy in Internet child pornography offenders when compared with contact offenders. Differences in the patterns of sexual fantasy associated with the different offender types are explored in order to understand how fantasy content is associated with contact offences with children and desisting from such direct acting out. Methods. Participants were all convicted of child sexual offences and recruited with the help of the probation and prison services. Out of these, 16 were Internet‐only offenders, 25 were contact offenders with no history of Internet offending and 10 were offenders with a mixed contact and Internet offending history. A variety of self‐completion questionnaires including fantasy were completed on an individual basis together with a detailed interview. Results. The most common sexual fantasies were typical adult‐male heterosexual fantasies though a variety of child‐oriented and other fantasies were also common. Contact offenders reported fewer girl‐oriented sexual fantasies although the groups did not differ in terms of terms of boy‐oriented fantasies. There was evidence that confrontational fantasies were commoner among contact offenders than Internet offenders. There are relationships between early sexual experiences and fantasy but peer sexual contacts seemed to be important rather than sexual abuse. Conclusion. Generally, the contact offenders seem to have less sexual fantasy pertinent to their offending than did Internet offenders. Fantasy deficit may be involved in contact offending against children.  相似文献

Offenders’ readiness to engage in changes that will reduce their risk of reoffending is now recognized to be as important as the design and delivery of programmes that support such change. Interest is growing in both how to increase engagement in change processes, and how to measure any improvements in engagement. This study evaluated the effects of a brief offending-focused motivational interviewing (MI) intervention on reconviction in male prisoners serving sentences for diverse crimes. Men who undertook MI were significantly less likely to be reconvicted than those who did not. The results also served to validate a stage-based measure of readiness to change derived from Prochaska and DiClemente's Transtheoretical Model. Prisoners who were offered MI increased their readiness to change by an average of one stage, while the scores of men who were not remained unchanged. Furthermore – whether men undertook MI or not – change in stage of change predicted reconviction. This was a high-risk sample, making the results intriguing for at least two reasons. First, reductions in recidivism are usually achieved only with much more intensive programmes for high-risk men. Second, according to ‘traditional’ cognitive–behavioural rehabilitation theory, programmes need to target change in dynamic risk factors directly to reduce reconviction risk. That these results were obtained with men whose initial motivation was low, and in the absence of any ‘traditional’ criminogenic rehabilitation, raises questions about whether there is more than one mechanism involved in desistance.  相似文献

The notion of ‘cognitive distortion’ has become enshrined in the offender treatment literature over the last 20 years, yet the concept still suffers from a lack of definitional clarity. In particular, the umbrella term is often used to refer to offence‐supportive attitudes, cognitive processing during an offence sequence, as well as post‐hoc neutralisations or excuses for offending. Of these very different processes, the last one might be the most popular and problematic. Treatment programmes for offenders often aim to eliminate excuse‐making as a primary aim, and decision‐makers place great weight on the degree to which an offender “takes responsibility” for his or her offending. Yet, the relationship between these after‐the‐fact explanations and future crime is not at all clear. Indeed, the designation of post hoc excuses as criminogenic may itself be an example of fallacious thinking. After all, outside of the criminal context, post hoc excuse‐making is widely viewed as normal, healthy, and socially rewarded behaviour. We argue that the open exploration of contextual risk factors leading to offending can help in the identification of criminogenic factors as well as strengthen the therapeutic experience. Rather than insist that offenders take “responsibility” for the past, we suggest that efforts should focus on helping them take responsibility for the future, shifting the therapeutic focus from post hoc excuses to offence‐supportive attitudes and underlying cognitive schemas that are empirically linked to re‐offending.  相似文献

Abstract

This paper aims to introduce a reconceptualisation of dialectic behaviour therapy (DBT), “wise mind–risky mind”, and its application to sexual offender treatment. This reconceptualisation holds some promise in addressing issues around general, affective, cognitive and sexual dysregulation, and may provide an alternative way of thinking about sexual offender treatment. The wise mind–risky mind dialectical construct helps clients and therapists utilise a common language that captures and validates the experiential difficulties that clients go through in effectively managing their risk for sexual offending. The incorporation of DBT principles in standard sexual offender treatment programmes can assist clients in effectively managing problems with dysregulation in various domains. It can also afford a more integrated treatment framework when working with sexual offending dynamics. The authors discuss this new construct and its possible applications within the broader forensic mental health field.  相似文献

Purpose. This study examined the reconviction rates of a cohort of sexual offenders released from prison in England and Wales during 1979. A 21‐year follow‐up period was used and sexual, violent and general reconvictions assessed. Method. The sample consisted of all adult male sexual offenders discharged from prison in England and Wales during 1979 (N = 419). Criminal conviction histories were obtained for the sample from the Offenders Index and sexual, violent and general reconvictions were calculated, over a period of 21 years (1979‐2000). Results. A quarter (24.6%) of the sample received a reconviction for a sexual offence over the 21‐year follow‐up period, 21.7% received a violent reconviction and 61.8% received a general reconviction. A proportion of the sample received their first sexual reconviction 5, 10 or 15 years after being discharged from custody, thus remaining at risk of reconviction for many years. Conclusions. The findings from this study give a unique insight into the long‐term offending of discharged sexual offenders in England and Wales and have implications for the supervision of such offenders.  相似文献

This study examined the impact on reconviction of appropriate allocation to three general offending behavior programs involving adult male offenders in the English and Welsh Probation Service. Appropriate allocation was defined by level of risk for reconviction. There were three allocation groups: too low, appropriate, and too high. Using a quasi-experimental design, the reconviction rates of offenders who were allocated to and completed a program, offenders allocated to a program who failed to start, and a comparison group were compared. It was found that the appropriateness of allocation affected reconviction independently of treatment group. Furthermore, in line with the risk principle, there was an interaction between treatment group and the appropriateness of allocation.  相似文献

The Swansea Bureau is an innovative initiative designed to divert young people out of the formal processes of the Youth Justice System. The Swansea Bureau extends beyond simple diversion grounded in minimal or non-intervention and into tackling the underlying causes of youth crime through mechanisms that normalise youth offending and promote prosocial behaviour, children's rights, youth participation and the engagement of both parents/carers and the local community. Inter-agency working is pursued in a political, strategic and operational context of viewing young people as ‘children first, offenders second’. This article discusses the development of the Bureau and explores how this child-orientated model is beginning to yield positive results in terms of decreases in first time entrants into the Youth Justice System and reductions in reconviction. The Bureau process has also elicited widespread positive qualitative feedback from key stakeholders regarding its engagement with Welsh national policy, parents/carers and the children's rights agenda.  相似文献

Despite co‐offending being a core criminological fact, locating suitable peers has many challenges. Chief among these, given the risky nature of co‐offending, is finding trustworthy accomplices. We propose that neighborhoods serve as youths’ most ready source of accomplices, and as such, their composition affects the likelihood of identifying suitable co‐offenders. In particular, youth are more likely to co‐offend in contexts with more peers of their race/ethnicity, less disadvantage, and greater residential stability—all of which promote trust among neighbors. We test our hypotheses using multilevel models applied to census data and official court records for 7,484 delinquent youth in a large metropolitan area. The results offer support for our hypotheses and provide greater insight into how individual and contextual factors combine to affect co‐offending behavior. An implication of these findings is that many of the same neighborhood characteristics that reduce crime lead to a greater proportion of co‐offending.  相似文献

Recent criminological research has explored the extent to which stable propensity and life‐course perspectives may be integrated to provide a more comprehensive explanation of variation in individual criminal offending. One line of these integrative efforts focuses on the ways that stable individual characteristics may interact with, or modify, the effects of life‐course varying social factors. Given their consistency with the long‐standing view that person–environment interactions contribute to variation in human social behavior, these theoretical integration attempts have great intuitive appeal. However, a review of past criminological research suggests that conceptual and empirical complexities have, so far, somewhat dampened the development of a coherent theoretical understanding of the nature of interaction effects between stable individual antisocial propensity and time‐varying social variables. In this study, we outline and empirically assess several of the sometimes conflicting hypotheses regarding the ways that antisocial propensity moderates the influence of time‐varying social factors on delinquent offending. Unlike some prior studies, however, we explicitly measure the interactive effects of stable antisocial propensity and time‐varying measures of selected social variables on changes in delinquent offending. In addition, drawing on recent research that suggests that the relative ubiquity of interaction effects in past studies may be partly from the poorly suited application of linear statistical models to delinquency data, we alternatively test our interaction hypotheses using least‐squares and tobit estimation frameworks. Our findings suggest that method of estimation matters, with interaction effects appearing readily in the former but not in the latter. The implications of these findings for future conceptual and empirical work on stable propensity/time‐varying social variable interaction effects are discussed.  相似文献
