This article employs the concepts of security culture and normlocalization to explore some of the cultural dimensions of theAfrican Union's (AU) security policies. After providing an overviewof constructivist accounts of norm socialization in internationalrelations, I use these insights to analyse the origins and developmentof the AU's security culture. The final two sections explorethe ongoing process of norm localization in relation to thetwo most recent tenets of the AU's security culture: intoleranceof unconstitutional changes of government and the responsibilityto protect principle. An awareness of the uneven and contestednature of this process helps account for the fact that althoughthese two transnational norms have been institutionalized inthe AU Charter and endorsed by the United Nations, they havebeen internalized unevenly by the AU's member states. Externaladvocates of these two norms would thus do well to help thecontinent's norm entrepreneurs build congruence between thesenorms and the AU's security culture.  相似文献

This article explores the relationship between the security culture of the Economic Community of West African States (ECOWAS) and how it has responded to transnational challenges in West Africa. To do so, it provides an overview of how the ideas, norms and principles that constitute the embryonic security culture of ECOWAS have evolved historically. Against this backdrop the article focuses on how the regional organisation has dealt with a specific contemporary security challenge: child trafficking. The concluding part of the article seeks to explain ECOWAS's collective action on child trafficking with reference to the region's different threat perceptions and security priorities. This article argues that although the decisions and policies of ECOWAS on child trafficking are influenced by certain shared ideas, norms and principles, a breakdown of collective political will and continuing differences on the key security referents and appropriate approaches to the security of individuals have led ECOWAS member states to fail in effectively addressing this particular transnational security challenge.  相似文献

Abstract

Americans knew little about Vietnam when they assumed command of the Indochina War in 1954. There were no American scholars who devoted their careers to its study, and, with the exception of Virginia Thompson's French Indochina and a few other works, there was no American body of work on the subject. And so, to better understand the political and social forces confronting them, Americans took possession of the entire French work on Vietnam as part of their legacy of war. Thus, as the first American scholars began to study the Vietnamese revolution, they built on the foundation laid by decades of French scholarly effort.  相似文献

Summary

This study shows that the Baltic peoples acted with much patience in achieving independence and free and democratic states. Their road to independence and international recognition was paved by perestroika and glasnost. Without these developments in the Soviet Union, the attempts to break away would have been crushed as happened in Hungary in 1956 and in Czechoslovakia in 1968. Later on Gorbachev became a major obstacle to the Baltic cause. The Balts had to pursue their goals in spite of resistance from the Soviet leadership.

After independence and international recognition, Estonia and Latvia began to play an active role within the framework of the CSCE. Although the current situation in the very northeastern part of Europe seems to be quiet, one has to reckon with new cleavages and confrontations between the Baltic States and particularly Russia, due to several unresolved problems such as minority policy and Russian military power. The rise of ultranationalist forces in Russia, such as Zhirinovsky's Liberal Democrats, may add to the tense atmosphere in the Baltic region. Further tension could complicate the position of the CSCE regarding the countries concerned. Since the CSCE failed to restore peace and stability in the former Yugoslavia, it might fail in such an explosive area as the Baltic as well. Nevertheless, the CSCE facilitates a forum for peaceful settlement of disputes and therefore provides the chance to use diplomatic measures to prevent the outbreak of a military conflict.  相似文献

The threat of terrorism to Singapore remains serious, given the spread of radical ideology in Southeast Asia. Aware that it is a prime terrorist target, Singapore's response has been the most vigorous of all the states in the region. It has instituted a comprehensive homeland security structure, stepped up security cooperation with the USA and has been at the forefront of many US-led counter-terrorism initiatives in the region. Japan's regional role is important as Japan cannot opt out of the global war on terrorism given its huge stake in the security of the Straits of Malacca and the stability of the littoral states. Japan's contribution lies in capacity building, in helping states build up their indigenous counter-terrorism capabilities. Japan also needs to take a much more proactive, strategic role in the Malay archipelago in regional “hearts and minds” strategies to counter radical ideology, as well as develop functional security linkages.  相似文献
