This article seeks to improve our understanding of policy institutions and cooperation by adapting Long's (1958) analysis of the ecology of games to the context of collaborative land use and transportation planning in California. The traditional institutional rational choice analysis argues that collaborative institutions reduce the transaction costs of cooperation among multiple policy actors. The ecology of games framework extends IRC by emphasizing the consequences of multiple institutions and identifies several reasons why collaborative institutions may actually reduce the amount of cooperation in existing policy venues. Analyses of survey data from policy actors in five California regions demonstrate that higher levels of cooperation in collaborative institutions are associated with lower levels of cooperation in other land‐use and transportation planning institutions.  相似文献

Abstract

When it comes to paying for the significant costs of growth, local governments throughout the United States are usually the first line of financing. Yet because of a variety of factors, existing tax, fee, and inter jurisdictional transfer revenues may not be sufficient. Many hundreds (if not thousands) of communities rely in part on proportionate‐share impact fees to provide facilities concurrent with the effects of growth.

Impact fees have numerous detractors, many of whom worry about their effect on affordable housing, economic development, and development patterns. A disparate literature has emerged addressing each of these concerns. This article synthesizes current knowledge about the market effects of proportionate‐share impact fees and finds that for the most part, they facilitate development in several important ways. Policy implications and guidance for future research are presented as well.  相似文献

  • The paper provides an integrated strategy framework of political and market strategy aiming to respond to the external environment including political issues: (1) In strategic analysis stage, firm should incorporate non‐market issue analysis, selection and evaluation mechanism; (2) In strategic choice stage, firm should expand its strategic choice scope into political fields. The paper actually explores the taxonomy of CPS in transitional China; (3) Firm should pay attention to the integration between political strategy and market strategy. Finally, some theoretical and practicing implications are provided.

This article examines how monitoring mechanisms embedded in interlocal agreements (ILAs) are associated with vertical and horizontal intergovernmental relations. The authors hypothesize that ILAs established by local governments with higher‐level governments are likely to rely on a clearly specified set of rules to establish an administrative structure, whereas ILAs established by local governments with other local governments rely on associational benefits to ensure that policy preferences are aligned across multiple political boundaries. The article examines ILAs established by small town, county, and municipal governments in Denton County, Texas, for the provision of emergency medical, police, and fire services. Findings show that more than half of the ILAs specified a financial reporting system, but an almost equal percentage did not contain features requiring financial records to be available for audit by a third party. Quadratic assignment procedure correlation analysis confirmed the presence of cross‐monitoring mechanisms and showed that the patterns of ILAs tend to cluster around a geographic space.

This article studies factors affecting how policy actors perceive the effectiveness of political institutions involved in complex water governance systems. The ecology of games framework argues that participants are more likely to perceive institutions as effective when the benefits of solving collective action problems outweigh the transaction costs of developing political contracts within these institutions. The authors hypothesize that transaction costs are a function of conflict, type of participation, political knowledge, scientific knowledge, and actor resources. Survey results suggest that the importance of these different sources of transaction costs varies across study sites in the Tampa Bay watershed in Florida, the Sacramento–San Joaquin River delta in California, and the Paraná River delta in Argentina. Based on the observed differences, some initial ideas are sketched about the evolution of complex governance systems from fairly simple and informal rules and networks to well‐established tapestries of many formal institutions.  相似文献

  • In this paper, we present a framework for building a firm's issue‐specific lobbying strategy. We argue that there are five critical elements of a lobbying strategy and that the major choices concerning political lobbying strategy relate to these elements. The five elements, and the primary strategic choices concerning these elements are: (1) the choice of the level and type of inclusiveness of the strategy; (2) the choice of the form, or forms, of argument to be used in persuading relevant target constituencies; (3) the choice of jurisdictional venue to be addressed; (4) the choice of organizational target that will be engaged and (5) the choice of delivery mode—that is, whether political strategies should be implemented directly by firm managers or outsourced to professional suppliers of these services. We explain these elements in detail. However, in order to engage in a lobbying strategy on a specific issue, the firm must first be able to identify relevant government actions and understand their profitability impact. We show how the strategic logic can be generated by an augmented version of Porter's ‘five forces’ (5F) model (Porter, 1980 ) that explicitly recognizes the role of government—‘six forces’ analysis.

In 2005, the Ontario government passed the Places to Grow Act and the Greenbelt Act, both major changes in land use policy designed to preserve greenspaces and combat urban sprawl in the Greater Golden Horseshoe, Canada's largest conurbation. This article examines the actors, actor beliefs, and inter‐actor alliances in the southern Ontario land use policy subsystem from the perspective of the Advocacy Coalition Framework (ACF). Specifically, this paper undertakes an empirical examination of the ACF's Belief Homophily Hypothesis, which holds that inter‐actor alliances form on the basis of shared policy‐relevant beliefs, creating advocacy coalitions. The analysis finds strong evidence of three advocacy coalitions in the policy subsystem—an agricultural coalition, an environmentalist coalition, and a developers' coalition—as predicted by the hypothesis. However, it also finds equally strong evidence of a cross‐coalition coordination network of peak organizations, something not predicted by the Belief Homophily Hypothesis, and in need of explanation within the ACF.  相似文献

Viewing budgets as contracts, transaction cost theory focuses on the costs of negotiating and enforcing the myriad political agreements by which policymakers allocate the government's resources. This essay provides an overview of transaction cost theory and its implications for the design of budgeting institutions. It contrasts the behavioral premises (bounded rationality and opportunism) of the transaction cost approach with those of more traditional budgetary theories, and examines whether commitment and agency costs have structured budget actors' institutional choices. Investigation of the usage of key budget instruments- entitlements, multi-year appropriations, and tax expenditures - suggests that Congress has been more discriminating in its institutional choices than is commonly supposed. Sensitivity to the importance of transaction costs would increase the effectiveness of budget reforms.  相似文献

This study develops a Social Network Analytic approach to conceptualize and measure interdependence across levels of analysis. This framework contains several innovations. First, it integrates "sensitivity interdependence"—the effects of changes in one state on other states—with "vulnerability interdependence"—the opportunity costs of breaking a relationship. Second, it measures interdependence at different levels of analysis and across multiple relationships. Third, it integrates multiple dimensions of interdependence into a single measure. I derive hypotheses from the realist and liberal paradigms regarding the effects of strategic and economic interdependence on monadic, dyadic, and systemic conflict. These hypotheses are tested via data on alliances, military capability, and trade. The findings provide robust support to the expectations of the liberal paradigm regarding the effects of strategic and economic interdependence on conflict. On the other hand, the expectations of the realist paradigm are not supported. I discuss the theoretical and empirical implications of this approach.  相似文献

This article examines the effects of the structure of intermunicipal cooperatives (IMCs) on the perceived transaction costs and benefits of IMCs. Hypotheses based on a polycentric theory of regional governance are tested using data from Dutch municipalities. The findings are mixed. In line with polycentric theory, networks characterized by a multiplicity of territorial scales reduce IMC transaction costs. Contrary to polycentric theory, however, if IMCs are organized under a uniform legal regime, lower costs and higher benefits are reported. Structural factors that dominate the debate between polycentrism and monocentrism prove to be of limited importance. On the other hand, the results indicate support for the hypotheses that intermunicipal trust (as a cultural variable) contributes to perceptions of effective and efficient cooperation.  相似文献

Abstract

The paper examines creative finance as a means of low‐income housing production and preservation. The low‐income tax credit has evolved as the main federal housing production program in recent years. But this evolution can only be understood as a last resort. The inefficiencies of this approach outweigh any advantages. High transaction costs, inappropriate targeting of benefits, and insufficient monitoring are among the problems. Recent changes in the tax credit may actually cost the government more. Furthermore, current policy in fact creates the same time bombs now exploding in the prepayment projects. Current proposals for housing reform and revitalization have positive features, but are either underfunded or still rely on creative finance. What is needed is a direct one‐ or two‐step low‐income production program.  相似文献

Application inconvenience is one popular explanation for why many individuals do not receive the social benefits for which they are eligible. Applications take time and some individuals may decide that the financial benefits do not outweigh these time costs. This paper investigates this explanation using cross‐state variation in administrative changes that made applying for unemployment insurance (UI) benefits substantially more convenient over the past decade. We find that the introduction of phone‐ and Internet‐based claiming did not have an appreciable impact on overall UI take‐up, nor did it lead to a shift toward recipients that are higher income or likely to be receiving the maximum benefit amount. These findings are inconsistent with a time‐ and transaction‐cost explanation for low take‐up, since remote UI claiming is less time intensive. This suggests that reducing application barriers alone may not be an effective tool for increasing program participation. © 2010 by the Association for Public Policy Analysis and Management.  相似文献

  • The introduction of genetically modified (GM) crops has led to a plethora of policy issues based around consumer perceptions. In this paper, we present a general framework for analysing the economic impact of GM crops that incorporates supply benefits, market segmentation and the additional segregation costs imposed by market segmentation. We then give the results of five case studies of GM crops based on this general model. Consumers not sensitive to GM content and farmers in certain regions who can use GM seed to reduce costs benefit from the introduction of GM varieties, while consumers sensitive to GM content and producers in certain regions who cannot use GM seed to reduce costs are worse off.

Interlocal cooperation through service‐sharing agreements has a long history, but its use has increased in popularity during the last 20 years. The decisions of local government units to collaborate through intergovernmental service agreements are best understood as a two‐stage process. The first stage, in which communities decide whether to consider interlocal cooperation, involves the nature of the immediate problem faced plus specific demands for performance and efficiency gains that can result from service cooperation. In the second stage, communities confront a question of institutional supply, and hence must overcome inherent bargaining and collective action issues in order to forge interlocal agreements. Heckman probit estimates of such complex relationships using data drawn from a 2003 ICMA survey suggest strong support for this model. The authors conclude by discussing the role of network relationships among local actors for reducing transaction costs and facilitating intergovernmental collaboration.  相似文献

While controversy surrounds compulsory consolidation as a means of improving the operational efficiency of local government, the literature suggests that gains can accrue to groups of local councils which form voluntary alliances as platforms for shared service delivery. However, real‐world experience has demonstrated that voluntary alliances in local government are difficult to establish and do not always endure in the longer term. After reviewing the limited extant scholarly literature on shared services and local council voluntary alliances, as well as applications of the social capital approach to inter‐organisational endeavour, such as the Weber and Weber (2010) venture capital model, this article argues that the social capital approach can offer insights into local council cooperative alliance and shared service models.  相似文献

This article uses the tools of meta‐analysis to assess cost–benefit studies of 50 mandatory welfare‐to‐work programs that were targeted at Aid for Families with Dependent Children recipients and evaluated by random assignment. The findings suggest that the costs of a typical evaluated welfare‐to‐work program probably exceeded its benefits from the perspective of the government, but those assigned to the program, and possibly society as a whole, may reap small positive net benefits. However, there are individual programs that are very cost‐beneficial. Further analyses of the determinants of the cost‐benefits of welfare‐to‐work programs to government and society as a whole show that some services are cost‐neutral, but others entail net costs, which are sometimes substantial. The findings suggest that less successful programs might be made more cost‐beneficial by dropping vocational training and basic education as program components, leaving mainly lower cost components, such as mandated job search and sanctions, but also possibly the more costly financial incentives.  相似文献

Public affairs in the third millennium will develop in three significant ways.
  • (1) It will deal increasingly with global issues and authorities. ‘The chief executive needs to be an entrepreneur with global vision. He needs political skills, to steer a course through the regulatory maze.’
  • (2) The companies that succeed may be global, but many of the regimes of regulation and control will remain national. The ability to deal with them will be essential.
  • (3) Public affairs will have to deal effectively not only with national and international regimes but also with organised ‘civil society’. NGOs have now formed global alliances. They are recognised and consulted formally and informally and have begun to ‘show their teeth’.
These developments create strong and specific challenges for corporate communications. ‘Sovereignty is what you belong to.’ The European Union (EU) has developed as a model for global public affairs. Companies that have learnt to combine national with supranational public affairs in the EU will be well equipped in the fora of WTO, OECD, ILO and others yet to come. The communications challenges are two:
  • (1) Support for mergers: As globalisation proceeds by merger, companies will need fluency in communicating the benefits of mergers, both internally and externally.
  • (2) Trading identities: As countries go for national brands to achieve tourism and investment, mega‐merged global companies are using nation‐building techniques to achieve internal cohesion across cultures.

Responding to large wildfires requires actors from multiple jurisdictions and multiple levels of government to work collaboratively. The missions and objectives of federal agencies often differ from those of state land management agencies as well as local wildfire response agencies regarding land use and wildfire management. As wildfire size and intensity increase over time and associated annual suppression costs range between $2 billion and $3 billion, learning more about the existence and management of perceived agency differences becomes imperative within the academic and practitioner communities. This article examines the extent to which perceived mission misalignment exists among federal, state, and local actors and how well those differences are managed. Findings provide quantitative evidence that mission misalignment is greater within intergovernmental relationships than within intragovernmental relationships. Additionally, findings speak to the larger conversation around intergovernmental relationships within the federal structure and perceptions of the presence and management of potential interagency conflict.

Practitioner Points

  • Potential conflict between the missions of federal and state land agencies presents a challenge for disaster management, and differing governmental levels and land‐use mandates may highlight relationships where tensions are likely greater.
  • Wildfire managers may need to more proactively address relationships among federal agencies and state and local partners rather than relationships among multiple federal agencies.
  • Wildfire management may benefit from increased awareness of—and discussion around—partner agencies’ stated land management philosophies and legal mandates, as structural frameworks, such as the Incident Command Structure, may not alone lead to conflict‐free collaboration.

This article assesses the privatisation of the electricity sector in two Caribbean countries, Jamaica and Trinidad and Tobago, to determine if they have been successful and whether they have contributed benefits to the respective societies. Two general methods are applied in assessing the success of the divestments; attainment of governments' stated objectives and commonly used utility performance metrics together with social and customer focus indicators. The results indicate that the stated objectives were broadly achieved, and the privatisation and its attempts brought benefits to the consumers and the society in general. The short to medium term benefits were accrued through lower labour costs per unit of electricity, higher performance of plant and operations and business led decision‐making. Long‐term benefits are accrued through the reduction or elimination of electricity supply deficits. However, although the basic privatisations were successful, the absence of an adequate regulatory framework in one case may have reduced the quantum of benefits through failure to enforce continuous improvement in the privatised generation company, and reductions in worker rents in the public distribution company. Further, benefits were reduced by long divestment processes, accompanying strategic drift, opportunity costs from delayed sale proceeds and efficiency enhancement, and the costs to sustain interim operations.
