This first empirical investigation of support for federativesolutions to the Arab-Israeli conflict among the Jewish politicalleadership and general public of Israel suggests that, despitethe Palestinian Intifada and the Gulf War, there is a potentialbasis within Israel for federal approaches to intercommunaland interstate conflict resolution. Both leaders and the publicare dissatisfied with the status quo. Political leaders aremore supportive than the public of federative arrangements,while the public is somewhat more supportive of an autonomyarrangement for the Palestinians than it was before the Gulfcrisis. While the Intifada appears to have produced a slightlymore dovish trend among leaders and among voters, the Gulf Warappears not to have produced any basic changes in the viewsof political leaders or general citizens.  相似文献

Voters engage in complex reasoning processes in deriving their policy preferences. Such reasoning processes take place in the environment of media helping to construct the discourse of an issue. To demonstrate the reasoning processes and media influences on the processes, this study analyzes the panel data gathered from a national probability sample before and after the Persian Gulf War. The results show a process of forming one's support of the Bush administration's Gulf War policies that involved feelings toward Bush, patriotic feelings, and acceptance of the official statements of U.S. foreign policy goals. These positive contributors are all related to heavier exposure to television news. Respondents' level of public affairs information and exposure to newspaper public affairs functioned as a contingent factor in the reasoning processes: Those at the upper half of the scale showed a greater emphasis on ideology and negative emotional reactions to the destruction of the war in forming their support of the Bush administration's Gulf War policies. The importance of the homogeneity in the discourse of the issue is further demonstrated by the effects of the news media exposure on higher likelihood of dissent concerning the end of the war.  相似文献

This paper argues that Western democracies will have to renegotiate their constitutional and psychological relationship with their intelligence agencies. This follows from the changing role of the intelligence services after the end of the Cold War and recent events surrounding the beginning of the Gulf War. The paper examines the impact of spies and the public affairs function in a world of failed and failing states and concludes that, however uncomfortable, public affairs should not deny its relationship to power.   • This article seeks to outline how public opinion changed over the course of the government's announcement of 2nd Gulf War in Iraq until the scandal over the alleged ‘sexed‐up’ Downing Street intelligence dossier. Using quantitative analysis of opinion poll data, together with in‐depth interviews with journalists to show how the media were complicit in providing a positive spin for the government's stance on war, the authors conclude that the positive change in public opinion once the British soldiers were deployed occurred through one of the following mechanisms: 1) a patriotic effect, 2) government communication expertise and the management of a complicit news media, 3) the public basked in the reflected glory of the initially successful military or 4) some combination of the above.

In March 2007, following arbitration between Israel's director of Military Intelligence in the Yom Kippur War, Maj. Gen. Eli Zeira and the Mossad chief in 1973, Zvi Zamir, it was officially ruled out that Zeira leaked the identity of Israel's most important source in Egypt to unauthorized journalists. The agent, Dr Ashraf Marwan, Nasser's son-in-law and Sadat's close advisor, had since 1969 given the Mossad excellent information about Egypt’s war preparations. He was also the source for the warning that ultimately geared Israel to war a few hours before it started on 6 October 1973. This article describes the process through which, from the early 1990s, Zeira leaked to unauthorized students of the Yom Kippur War information concerning the identity of the source and hypothesizes about what could have motivated him to take this action.  相似文献

ABSTRACT

Do public managers' religious beliefs and behaviors affect their work and their work-related attitudes? Perhaps due to the sensitive nature of this question, there is almost no empirical work on the topic. Our study uses questionnaire data (n = 765) from the National Administrative Studies Project-III to test hypotheses about the impacts of U.S. public managers' religiosity, as well as their political activity, on work attitudes. Religiosity is defined by public managers' responses about attending religious services. Political behavior is defined in terms of membership in political organizations and election groups. An application of ordinary least squares regression shows that religious public managers tend to have a stronger orientation toward job security and a more favorable view of their organization and fellow employees. Public managers are no more or less oriented to security than other respondents in the sample, but they have more negative views about their organization and fellow employees. These findings do not change when obvious controls are introduced into the model.  相似文献

This paper explores the proposition that political parties reduce the ‘transaction costs’ of electoral participation. Political parties provide a low cost signal of a candidate's policies and personal characteristics and, in this way, reduce voters' information costs. With reference to ‘transaction cost economics’, political parties offer an ‘implicit contract’ between voters and politicians and thereby reduce the scope for opportunism by politicians. This impact on transaction costs is important in any evaluation of public policy towards political parties.  相似文献

Recent releases from the National Security Agency reveal details of TICOM, the mysterious 1945 operation targeting Germany's cryptologic secrets. Often mentioned by such authors as Kahn, Bamford, Parrish and Aldrich, for the first time the public has access to this information. This article provides a review in greater depth than has been previously covered in the open literature of the history of the TICOM operation, and its resulting intelligence, including the Germans' efforts against Soviet communications. In addition, some comments are provided on why TICOM has remained classified long after other similar information from World War II was declassified, and why locating TICOM documents is still difficult.  相似文献

Many studies have examined Americans' immigration attitudes. Yet prior research frequently confounds multiple questions, including which immigrants to admit and how many to admit. To isolate attitudes on the former question, we use a conjoint experiment that simultaneously tests the influence of nine immigrant attributes in generating support for admission. Drawing on a two‐wave, population‐based survey, we demonstrate that Americans view educated immigrants in high‐status jobs favorably, whereas they view those who lack plans to work, entered without authorization, are Iraqi, or do not speak English unfavorably. Strikingly, Americans' preferences vary little with their own education, partisanship, labor market position, ethnocentrism, or other attributes. Beneath partisan divisions over immigration lies a broad consensus about who should be admitted to the country. The results are consistent with norms‐based and sociotropic explanations of immigration attitudes. This consensus points to limits in both theories emphasizing economic and cultural threats, and sheds new light on an ongoing policy debate.  相似文献

Political theorists have developed well‐defined normative understandings of what constitutes ethical political conduct. Based on democratic theory as well as the demands of practical politics, these understandings prescribe certain types of behaviour and proscribe other types. However, it is unclear to what extent this normative framework has resonance for ordinary citizens. This article demonstrates that attention to politics tends to increase the resonance of this normative framework. The analysis identifies three norms about the holding of public office that are expected to structure citizens' ethical judgments: the avoidance of conflicts of interest; conformity with the law or institutional rules; and the maximisation of the public good. The article assesses the importance of these norms in structuring judgments by means of an experiment embedded in a population survey conducted in Great Britain. The analysis finds that informational cues pertaining to conflict‐of‐interest avoidance only condition responses among the attentive, while information pertaining to law conformity has far wider resonance. This finding has implications for approaches to political ethics focusing on normative considerations that appear to have low salience for much of the general public.  相似文献

In many industrialized countries, the issue of migration has traditionally raised the question of whether migrant groups fully enjoy citizenship rights. Political debates about models of migration emphasize either the values of cultural diversity or the value of integration into ‘host’ societies, whereas fear and security concerns are often embedded in more populist debates. In the Arab Gulf region, as in many other regions, such as East Asia, this debate has taken distinctively different shapes, partially because the concept of citizenship remains a contested notion not just with regard to migrants, but also with regard to local populations. In addition to the contested nature of citizenship, migrants' lack of citizenship rights fulfils distinctive functions in what Saskia Sassen calls ‘global cities’. This concept links the Arab world with a new phenomenon of globalized migration in which the lack of both integration and citizenship is a defining principle. Using these two perspectives, this article examines the relationship between citizenship rights and migration in the Gulf region, drawing on data from the UAE along with Bahrain, Kuwait, and Qatar.  相似文献

This article examines British intelligence efforts in Turkish Arabia at the turn of the twentieth century. It argues that intelligence collection was really three separate efforts, carried out by the War Office, the Foreign Office, and the Government of India, and it reflected concerns about British decline, the problems experienced during the Boer War, as well as an effort to penetrate the ‘information order’ of India's sub-empire. Although intelligence efforts suffered from bureaucratic disharmony in Whitehall, and between London and the Government of India, valuable contributions were nevertheless made to Britain's knowledge of Turkish Arabia.  相似文献

How well does public policy represent mass preferences in U.S. states? Current approaches provide an incomplete account of statehouse democracy because they fail to compare preferences and policies on meaningful scales. Here, we overcome this problem by generating estimates of Americans' preferences on the minimum wage and compare them to observed policies both within and across states. Because we measure both preferences and policies on the same scale (U.S. dollars), we can quantify both the association of policy outcomes with preferences across states (responsiveness) and their deviation within states (bias). We demonstrate that while minimum wages respond to corresponding preferences across states, policy outcomes are more conservative than preferences in each state, with the average policy bias amounting to about two dollars. We also show that policy bias is substantially smaller in states with access to direct democratic institutions.  相似文献

Abstract

With the Gulf War as a trigger, Japan began to make a humanitarian contribution by dispatching the Self Defense Forces to United Nations peacekeeping operations. Given Japan's strong hesitation for participation in the past, Japan's peacekeeping policy presents an intriguing challenge to examine the factors for a preference change and sustained compliance. By investigating Japan's peacekeeping policies towards East Timor and Haiti, this article examines how Japan's behavior and preferences were influenced by either internalized norms or cost/benefit calculations. While norm-driven behavior is considered to be incompatible with strategic calculated behavior, the article demonstrates that these two factors can co-exist.  相似文献

While the basic model of time inconsistency, put forward by Barro and Gordon (Barro, R. J., & Gordon, D. B. (1983). Journal of Political Economy, 91, 589–610) is widely accepted now, several authors have expressed serious doubts about the empirical relevance of the model in explaining inflation. Interestingly enough, few attempts have been made so far to test for the existence of inflationary biases empirically. Theory predicts a positive correlation between a monetary authority's relative preference for the high employment goal and inflation. Using polling data from six countries as a proxy for public preferences we provide empirical evidence in favor of the Barro-Gordon-model.  相似文献
