Villages in China are, according to recent law, “self-governed” by villager committees, whose members are elected by villagers and held accountable to villagers and villager representative assemblies. Previous studies have focused on the institutions of self-government, assuming that, if unimpeded, they will enhance both direct villager participation in governance and the representation of villager interests. In contrast, this article focuses on local understandings and ideals about political roles and relationships, as constructed through everyday political claims and practices. The article draws on qualitative research in four villages in Yunnan, southwest China. In these villages, neither cadres nor villagers used the word “represent” to characterise the role of members of village government. Furthermore, villagers could not explain what villager representatives do or what “representative” in the title “villager representative” means. This leads us to ask: How do village residents conceive the responsibilities of villager representatives and cadres? Is the lack of reference to “representation” merely a linguistic issue, or do they have a different conception of villager-cadre and villager-representative relationships? In addressing these questions, this article aims to enrich our understanding of village self-government in China and contribute to theorising about political representation.  相似文献

Unlike other settler societies, Australia has yet to recognise Indigenous peoples as “peoples” or “nations”. Despite this, we see something of a consensus emerging which suggests Indigenous “separatism” has been tried and failed in Australia, and it is time to revisit an integrationist approach in order to improve Indigenous peoples' socio‐economic position. This paper challenges the assumption that, beginning in the 1970s, Indigenous‐state relations have been characterised by the realisation of a separatist agenda. On the contrary, assessing three decades of Indigenous‐state relations reveals a consistent logic from the state which ultimately seeks to integrate Indigenous Australians, rather than recognise them as having a distinct — and separate — political identity. This logic reached its “natural” conclusion with the abolition of elected Indigenous political representation in 2005.  相似文献

Arthur Calwell was the major architect of Australia's successful post‐war migration program that laid the demographic, economic and cultural foundations of contemporary society. In public memory, however, Calwell is now mostly associated with the White Australia policy, which aimed to preserve Australia as a white, British‐Australian society by severely restricting Asian immigration. This article assesses Calwell's leadership of the immigration program, his impact and his legacy. It identifies three distinct, often irreconcilable leadership characteristics, defined in terms of him as “innovative policy‐maker’, “political broker” and “agitator”. This focus on leadership challenges the one‐dimensional view of Calwell that exists in Australian political historiography. It is also intended to extend our engagement with leadership studies and illuminate the role leadership plays in political decision‐making, especially sensitive portfolios like immigration.  相似文献

When the popular initiative “against mass immigration” was accepted by the Swiss people and cantons on 9 February 2014, Ticino had by far the highest approval rate. The Italian‐speaking canton thus once more confirmed its singular position, assumed since the 1990s, on popular votes regarding immigration and foreign policy. This seems to be indicative of wider crises and changes in both the economic and political spheres that have favoured the emergence of a political opposition between centre and periphery. The results of a survey among 1400 citizens of Ticino after the vote of 9 February confirm this. In essence, on top of the question of immigration, the vote was influenced by a fearful perception of Ticino as a “double periphery” vis‐à‐vis both Berne and Lombardy.  相似文献

The “turn to the market” by the Hawke Government (1983–91) began with the floating of the dollar and the de‐regulation of the banks, and later involved the privatisation of government assets. Though presented as a coherent re‐thinking of Labor ideology, an examination of the events leading to privatisation reveals an episodic process that was not inevitable. The genesis of the economic statement of May 1987, which first delineated “asset sales” and signalled later privatisations, shows that individuals could act as “policy entrepreneurs” and bring unexpected solutions to re‐defined problems. Important was David Block, one of a unique cadre of policy advisers – the “ministerial consultants” established in 1984 by the Labor government as part of its plan to control the public service, and all but abolished by John Howard in 1996. Though Block was not a typical consultant, his case shows how market‐oriented ideas entered government through new channels at that time, and how a political “reform” had consequences in the economy that were unintended by the early reformers. Ministerial consultants have received little attention hitherto but their case illuminates some of the dramatic policy shifts of the government and shows that a discourse (in this case about “administrative reform”) was reformulated to overturn old values about the role of government in the economy.  相似文献

In National Life and Character (1893), Charles Pearson argued that the breakdown in “character” threatening social cohesion in Britain was a phenomenon that was replicated on a global scale in the late nineteenth century. The economic and technological progress that characterised the industrial revolution in Britain had stimulated urbanisation, and unleashed, Pearson claimed, a “bestial element in man”, degrading the quality of civic and economic life, and leading to a rising population of “stunted specimens of humanity”. Most analyses of National Life and Character focus on its fear of non‐white races and influence on policies of racial restriction; we argue that National Life and Character is a more ambitious work of political economy preoccupied, as Pearson observed, with the “self‐preservation” of the white European race, grappling with the tension of managing a potentially degraded population as new forms of state intervention, decline of traditional religious faith, and global expansion transformed white society, leaving it declining into a “stationary state” and vulnerable in the face of the rising non‐European peoples. These concerns were shared by many of the architects of Australian Federation, influencing the policy initiatives of the post‐Federation period.  相似文献

This article sets out to understand the relationship between the complex process of structural change and the proliferating political strategies and programs implemented to manage the process of political and social change. More particularly the authors examine how in the wake of the Asian economic crisis international financial institutions advocated a new global policy through programs such as Social Investment Funds. The thread that runs through the global social policy is a distinctly political project that uses the liberal language of participation and empowerment as a strategy of “antipolitics” that marginalizes political contestation. The authors argue, however, that the antipolitics of technocratic social policy gave way to a more populist form of antipolitics of a new government led by Thaksin Shinawatra. This article examines the nature of governance projects and seeks to explain the shift between them. This new populism may be a precursor to a new “authoritarian statist” mode of political regulation that could come to dominate Southeast Asia, buttressed by the requirements imposed by the “war on terrorism.”  相似文献

Between 1947 and 1952 170,000 Displaced Persons (DPs) arrived in Australia as International Refugee Organisation (IRO)‐sponsored refugees. This article sets out the international historical and political context for the migration of DPs to Australia, and interrogates the “bureaucratic labelling” inherent in the category “Displaced Persons”. The post‐war refugees were presented internationally as “Displaced Persons”, “refugees”, “political refugees” and eventually, in an effort to solve the population crisis, as potential “workers” and “migrants”. This article will describe the historical origin of the terms “Displaced Persons”, “refugees”, “political exiles” and “migrants”— terms which were, and continue to be, relevant and problematic.  相似文献

This article explores the strength and causal determinants of ideological thinking within Swiss local political parties. The concept of “ideologization” refers to (1): “horizontal couplings”, as they are manifested in intercorrelations between different opinions, and to (2) “vertical couplings” of specific opinions to abstract concepts of “left” and “right”. Results show high ideologization on the left‐center section of the LR‐scale, especially in the vertical dimension. On both sides of the spectrum, ideological constraints are significantly higher in larger communities than in than in smaller ones. Only in rather small communities, does ideologization correlate positively with the educational level, the modern occupational background of party members and the number of other local parties with which they have to compete. In communities of given size, ideological thinking is more pronounced when parties possess a small share of political power. Finally, it is found that ideological constraints have increased somewhat between 1989 and 2002.  相似文献

An American political scientist employs regional electoral, economic, and demographic data across several transition countries—Hungary, Slovakia, Poland, Czech Republic, and Russia—to examine the effects of economic conditions on the electoral fortunes of thirty-two incumbent political parties in ten parliamentary elections. “Primary Incumbents” and “Other Incumbents” are distinguished in order to analyze how the “Degree of Incumbency” affects the relationship between economic conditions and election results for these two different types of incumbents in post-communist countries. The article points to new questions and methods for examining multiparty elections as well as for the relationship between economic conditions and voting outcomes.  相似文献

In this essay we propose an alternative approach to assessing the state of democracy in Indonesia. We focus not on institutional indicators (as is usually the case) but on manifestations of political discourses in the public sphere. In applying post-Marxist political theory through the work of Slavoj ?i?ek and Chantal Mouffe, we argue that democracy’s main defining feature is that it allows antagonistic discourses about alternative policies to coexist, yet still manages to coalesce around a minimal consensus on how these discursive conflicts are to be dealt with in a fair way. Applying this approach to democracy analysis to Indonesia, we suggest that the major obstacles to democratic practice do not emerge from institutional problems, but from an overbearing political discourse that imposes broad consensus and harmony on most political issues. Political discourse in Indonesia is generally structured around “Islam” and “the people.” These themes provide a basis for a political consensus that conceals economic and social contradictions and reveals considerable depoliticization in Indonesian democratic practice.  相似文献

In the wake of the 2006 “east‐west” crisis in Timor‐Leste, the 2007 Presidential and Parliamentary elections were widely heralded as a key test of political development in the newly independent nation. This article analyses the pre‐election situation, significant electoral law changes, the emergence of new political parties, campaign incidents, poll results, and postelection negotiations over a coalition government. It concludes by reflecting on some of the wider implications for political stability in Timor‐Leste, and related developments through 2008. 1  相似文献

Scholars have variously described the development experience of the Indian state of Kerala as a “model” or a “paradox” or an “enigma” and posited different meanings and significance to its developmental trajectory. Rather than following the usual one-dimensional accounting of Kerala's achievements and shortcomings, we present a historically informed social and political analysis to reveal the meaning and significance of the “Kerala model” of development. This article, thus, critically appraises Kerala's development experience since decolonization to show how the discourse on development and the discursive practices of the dominant actors involved in governance of Kerala diverge in recent years, especially after the second round of economic liberalizations at the national level in 1991, which coincidently corresponds to the beginning of the newest phase of economic globalization. Old lessons are reviewed based on the notion of replicability of the “Kerala model” and new lessons are analyzed within the contexts of sustainability and economic globalization.  相似文献

What is the “Civilising Process” according to Norbert Elias? It is the history of the increase in interdependency links, and in their complexity, between individuals. From this perspective, the evolution of European society since the medieval period has seemed to follow a “determined direction” or a “constant orientation” defined by the passage to more and more globalising domination instances. Nowadays the debates arising from the building up of a political Union on a European scale lend new interest to the works of the German sociologist. Starting from the distinction between “objective” functional interdependence and integration, which suggests the development of a collective identity, Elias attempts to explain the gap between the arrival of a new “survival entity” and the growth of a new “definition of “we””. In the case of contemporary Europe, the persistence of national habitus which run counter political integration portrayed nonetheless as ineluctable have to be explained. In order to evaluate the originality of Elias' approach and its relevance to the present philosophical and political issues at stake, the author's “postnational intuitions” have to be confronted with the most recent theoretical orientations, including Dominique Schnapper's national‐democratic option and the “constitutional patriotism” of Jürgen Habermas.  相似文献

In 2014 the Coalition government announced a 320 million dollar package for drought‐hit farmers. In describing this initiative as a “hand‐up” not a “hand out” Prime Minister Tony Abbott encapsulated more than 150 years of tension over whether government drought response should be unconditional limited relief or conditional longer‐term assistance. This paper considers the long history of drought assistance in Australia as seen through government legislation, year books, newspapers and personal papers. It argues that despite changing political and social circumstances, contradictions in the approach to government drought response, as well as in public and personal reactions to those policies, have remained remarkably consistent. We further suggest that lack of consensus over the inherent nature of drought is not sufficient to explain the dilemma.  相似文献

Disparities between increasing urban economic power and cities' limited political autonomy have put pressure on intergovernmental relations in many countries. Some authors have claimed that this process leads to a strengthening of the position of cities with respect to higher state levels such as regions or the nation state. The aim of this article is to test this hypothesis for the case of Switzerland. In the first part, we show that, due to the existing intergovernmental framework, the current dynamics of urbanisation (which we describe as “metropolization”) have produced specific problems for governance in Swiss urban areas: spillovers in the distribution of costs and benefits, new political cleavages between core cities and surrounding communes, as well as increasing autonomy conflicts between cities and cantons. In the second part, we argue that initiatives taken in order to tackle these issues of urban governance have contributed to transforming Swiss federalism. “Politikverflechtung” is increasing in urban areas. In particular, the new federal urban policy has introduced a new vertical dimension of co‐operation between cities, cantons and the Confederation. Although Swiss cities have gained new influence in the process, we conclude that cantons still hold the key position. Therefore, like other federalist countries, Switzerland has not experienced a considerable strengthening of urban governments with respect to higher levels. Nevertheless, current developments in this area can be seen as a move away from the hierarchical pattern of co‐operative federalism towards a more heterarchical pattern of multi‐level governance in Swiss intergovernmental relations.  相似文献

Abstract

In the study of China-Taiwan relations, scholars view the so-called “1992 consensus” as essential to economic ties across the Taiwan Strait. However, such an argument overlooks the fact that the 1992 consensus was initially coined as a political formula concerning what “one China” meant. It was not until after 2008 that an economic logic was attached in a sociolinguistic way to the 1992 consensus by proponents of the 1992 consensus. Specifically, “1992ers” argued that China might sever cross-Strait economic ties should Taiwan reject the 1992 consensus. I thus argue that scholarly understandings about cross-Strait politics and/or economics are not unaffected by 1992ers’ interpretations. When 1992ers (re)interpret the 1992 consensus in economic terms, their discursive practices may change the intersubjective understandings about the cross-Strait political economy.  相似文献

This article contributes to current discussions on state capacity, quality of institutions, and political regimes. Our analysis demonstrates that the J-curve argument (“good institutions” in autocracies as compared to hybrid and transitional regimes) may not be generic and is not well supported by empirical evidence from the sample of post-Soviet countries. An explanatory model of the “King of the Mountain” is instead provided. Its focus is on the monopoly of political rent as a precondition for extraction of economic rent. It demonstrates an inverse correlation between the quality of institutions and the extraction of political and economic rent, and explains why an autocrat may not have an incentive to improve institutions that may make his/her monopoly vulnerable, and rather would prefer to preserve a low quality of institutions and “bad enough governance.” An analysis of a variety of external and domestic factors that may endanger this monopoly is provided. Finally, the autocrat's alternative strategic choices are analyzed. It is argued that better payoffs for the autocrat – paradoxically – may result from partial reforms and improvement of the quality of institutions. However, for various reasons, this is not occurring in post-Soviet autocracies.  相似文献

Fiji is undergoing a period of political and economic change. At this stage, the jury is out on the course being charted by the FijiFirst government as it grapples with the dual challenges of political reform and economic development. With the 2018 general election on the horizon, the following article considers where Fiji is placed on the authoritarian‐democratic spectrum. By drawing on the comparative literature about transition “from above” and competitive authoritarianism, we focus on the character of reform in Fiji since the re‐institution of elections in 2014. Our contention is that the shift that skews the system in favour of an incumbent government often occurs between elections in a less than noticeable manner. The article argues that while there is an appearance of progress in Fiji, overall the situation is less democratic and more precarious than it seems.  相似文献

Australian Minister for Immigration and Border Protection, Peter Dutton, has framed the mid‐1970s immigration of Lebanese affected by civil war as Prime Minister Malcolm Fraser's “mistake”. His remarks sparked controversy in the parliament and the media. The issue became a contest of frames between the Murdoch media, which supported the Minister's “mistake” frame and argued his right to “tell the truth”, and the Fairfax media, which viewed the Minister as being “racist” for “scapegoating” the Lebanese community. Along with archival documents, this article examines the context and coverage of the Minister's remarks, noting that the frames presented in the media “indexed” those adopted amongst political elites, while failing to re‐examine the historical record. This case study demonstrates the power of framing and the media's tendency to accept rather than challenge frames used by those in the political contest, with the result that errors in the representation of history were never corrected. This article draws on framing theory and indexing theory and concludes that the “mistake” frame for the Lebanese feeds into narratives that serve to “other” Muslim and Arab groups, fanning fears and mobilising a discourse of Islamophobia around the exclusion of “undesirable” immigrants on the basis of “cultural fit”.  相似文献
