Abstract: This paper outlines the current state of play in relation to performance information in the Australian Public Service. It highlights the findings of the evaluation of the past decade of management reform in The Australian Public Service Reformed and the Management Advisory Board's Building a Better Public Service in relation to performance information. It outlines some of the recent initiatives at commonwealth level to improve the quality of performance information. It touches briefly on benchmarking (noting that this topic is covered by other papers at the same session and at the conference). It sets out the rationale behind the recent changes to annual reporting requirements for commonwealth departments: to provide parliamentarians with more focused information and reduce unnecessary duplication and paper overload. Reports so far have tended to confirm the success of this strategy, with some modifications required to provide more detail in agencies' documentation provided at budget time. It sets out the findings of the recent Department of Finance paper on the use of evaluation in the 1994–95 Budget—in summary, some 75% of proposals for new spending or savings in the budget were influenced by the results of evaluation. Finally, it makes some observations about the success of the Australian system of making public servants responsible for outcomes as well as outputs, and suggests that this is in part the reason why we have been able to make our evaluation strategy stick.  相似文献

Abstract: This paper outlines the background and rationale of the Commonwealth Freedom of Information (FOI) legislation and discusses the specific nature and operation of the FOI Act, including some current issues emanating from the interpretation of some of its provisions by the Administrative Appeals Tribunal (AAT) and the courts. The overall cost/benefit balance of the Act is considered, with particular reference to the recent report of the Senate Standing Committee on Legal and Constitutional Affairs on the operation and administration of the Act.  相似文献

It is widely believed that providing consumers with more product information produces "overload" and leads to confusion and poorer quality consumer decisions. The existence of a consumer information overload phenomenon has been used by marketers and others to argue against regulations and legislation mandating additional consumer information provision. The belief that a consumer information overload phenomenon exists is based largely on misinterpretations of research findings. The present paper reviews the consumer information overload research literature and concludes that existing research data support the contention that provision of more information, rather than producing overload, actually improves consumer decision making. Implications of the information overload research controversy for consumer policy makers are discussed.  相似文献

Abstract: Freedom of information legislation is now an item on the political agenda. In the debate about the scope of such legislation, however, some important administrative questions have been ignored. Relevant overseas experience, particularly that of North America, has not been given the attention it deserves. By 1972 the Labor Party had made "open government" an electoral issue, although four distinct notions were involved in this concept, namely administrative review; public comment by public servants; more helpful institutions; and autonomous access to information in institutions. However the efforts of the Labor government during 1972-75 to implement freedom of information proposals foundered partly because issues of procedures, cost and personnel were not perceived as being salient; and the situation has not changed much since. Questions about the administration of freedom of information legislation are discussed in relation to the recommendations of the Coombs Report, and it is argued that the matter needs to be approached in new ways, one of which is through action research.  相似文献

While "research utilization" literature has focused on the limited use of policy research by policymakers, there has been l i t t l e attention directed at legislators1 use of policy research o r the importance of the decisionmaking context in explaining policy research use.
Relying on the research utilization literature and the legislative behavior literature, this paper examines the legislative setting as it relates to policy information use, and it outlines the conditions under which policy information might be used by legislators. Specifically, two types of legislator information searches are discussed–the constituent service search and policy formulating search. While there are many obstacles to policy information use–including cognitive and organizational ones–this paper focuses only on political conditions and political obstacles relating to legis- lators' use of policy information.  相似文献
