We introduce experimental research design to the study of policy diffusion in order to better understand how political ideology affects policymakers’ willingness to learn from one another's experiences. Our two experiments–embedded in national surveys of U.S. municipal officials–expose local policymakers to vignettes describing the zoning and home foreclosure policies of other cities, offering opportunities to learn more. We find that: (1) policymakers who are ideologically predisposed against the described policy are relatively unwilling to learn from others, but (2) such ideological biases can be overcome with an emphasis on the policy's success or on its adoption by co‐partisans in other communities. We also find a similar partisan‐based bias among traditional ideological supporters, who are less willing to learn from those in the opposing party. The experimental approach offered here provides numerous new opportunities for scholars of policy diffusion.  相似文献

This article tests the hypothesis that parties in West European parliamentary systems operate under the constraint of "policy horizons," that is, limits or bounds on the extent to which they can compromise on policy for the purpose of entering coalition governments. The test is based on a new expert survey covering thirteen West European parliamentary democracies in which respondents were asked not only to locate party positions on a number of policy dimensions, but also to estimate the parties' limits of acceptable compromise on each dimension. The survey data are first analyzed using a new computer program, Horizons 3D, to determine which parties have intersecting horizons in these systems—and hence the ability to form coalition governments under the hypothesis. These calculations are then employed to assess whether policy horizons structure the choice of governing coalition beyond any effect conveyed by the policy distances among parties. Although the potential for error in these data is considerable, the estimated horizons, with few exceptions, appear to play the role hypothesized for them .  相似文献

This article takes a state's eye view of trends towards a more centralised system of governance in Australia. It argues that while globalisation strengthens the roles of national governments it also provides less noticed public policy and management opportunities for sub-national governments. The article shows how state governments in Australia can use high-level policy proposals to reinforce their continuing relevance as key members of a federal system of government. It proposes that skilful deployment of policy ideas and analyses can enable the states to sustain alternative national agendas despite hostility or lack of interest by the federal government. In conclusion, the article examines the implications for federal-state relations under the Rudd government. It suggests that the elements for productive reform agendas are present but that bringing them together will require considerable effort.  相似文献

The rate of expansion and the breadth of COVID-19 caught the world by surprise. From the perspective of nonprofit and public entities responsible for service provision, this pandemic is also unprecedented. The authors offer a RISE framework for navigating the fiscal effects of COVID-19 and rely on recent surveys to assess the response strategies of local governments and nonprofit organizations. They find that many nonprofits were hit fastest and hardest by the pandemic and that local governments are, essentially, trying to figure out their financial condition moving into the next budget cycle.  相似文献

Scholars have debated what constitutes effective ministerial leadership with respect to administrative competence versus political influence. The authors contribute experimental evidence to this debate through a unique survey design of endorsement experiments. Using original data from 949 national civil servants in South Korea, this article examines civil servants’ assessments of ministerial leadership in three central dimensions of public management: internal management, interbranch coordination, and policy formulation/implementation. Further, existing variation in the characteristics of agencies is used to test whether such variation induces systematic differences in civil servants’ responses. Findings show that that civil servants’ attitudes toward ministerial leadership are asymmetric in nature. Ministers with civil service backgrounds are endorsed in all three dimensions, whereas ministers with legislative backgrounds receive increased support only for interbranch coordination skills. The levels of support for ministers with different backgrounds also vary across agency types. This analysis has implications for public management practice and agency control in presidential governments.  相似文献

An aging workforce and increasing retirement benefits are ongoing problems for states and municipalities. Unions are often blamed for governments offering too generous pension benefits. This contributes to budgetary pressures in some state and municipal governments. This article analyzes the impact of collective bargaining on pension benefit generosity under different economic conditions. The study finds that the impact of collective bargaining on pension benefits is not consistent over time or across pension plans. Collective bargaining has a positive effect on pension benefits under worsening economic conditions. Additionally, unions indirectly influence pension benefit generosity through campaign donations and unionization intensity. The findings suggest mixed impacts of collective bargaining on different groups of public employees regarding pension contributions. The article concludes with implications for the role of unions in public financial performance and strategic human resource management during fiscal austerity.  相似文献

This article examines decentralization in the state of Maharashtrain India, especially with respect to the functioning of itsurban local governments. Using panel data, the article specificallyinvestigates the flypaper effect of grants from the state governmentto urban local bodies. It also addresses the asymmetry hypothesis,which states that subnational governments respond differentlyto a reduction in grants than to an increase. This article analyses the relationship between decentralizationand the extent of fiscal discipline in the Swiss cantons between1984 and 2000. From a theoretical point of view, decentralizationand federalism can be associated with both an expansive anda dampening effect on government debt. On the one hand, decentralizedstructures have been argued to lead to a reduction of debt dueto inherent competition between the member states and the multitudeof veto positions which restrict public intervention. On theother hand, decentralization has been claimed to contributeto an increase of public debt as it involves expensive functionaland organizational duplications as well as cost-intensive, oftendebt-financed, compromise solutions between a large number ofactors that operate in an uncoordinated and contradictory way.Our empirical results show that in periods of prosperous economicdevelopment, the architecture of state structure has no impacton debt. However, the degree of decentralization influencesdebt in economically poor times: In phases of economic recession,administratively decentralized cantons implement a more economicalbudgetary policy than centralized Swiss member states.  相似文献

This paper reports on interviews with 93 members of strategically located institutional elites and nominated influentials. It examines the sources of economic ideas in economic policy and studies a select number of key economic policy decisions made during the Labor governments of Hawke and Keating. It will argue that the economic liberalisation carried out during the Labor government reflected the influence of a range of individuals and institutions, depending on the economic decision in question, while a variety of domestic and internationally based institutions and individuals contributed ideas to economic policy-making. It will reject Pusey's (1991) belief that the central agencies (ie Treasury, the Department of Finance and the Department of Prime Minister and Cabinet) were necessarily the major influence in economic policy and show that other individuals and institutions, including cabinet and particular ministers, ministerial offices, the ACTU and other government departments, were also important. A major omission in diffusion research is the scope of changein program adoptions. Diffusion studies focus almost exclusivelyon the rate of change, thus ignoring possible variance in thecontent of programs selected by leaders, followers, and laggards.States may adopt new programs in one area, such as state-mandatedstudent testing. While most states now have a testing policy,these policies vary in terms of the number of students subjectto examinations. Thus, the amount of program change dependson the content of each state's policy. An interstate diffusionstudy of the pattern of program adoptions ignores this variance.It is also possible that policy scope is influenced by certainaspects of the diffusion process. Performance management has been a focus of scholars and practitioners for more than 25 years, yet the use of performance information has not greatly expanded as a result of this attention. Acknowledging that performance measurement is not an end in itself but rather a means to enhance focus on results and value, this article evaluates the determinants of the use of performance information by local government administrators. An online survey was administered to local government employees involved in the 2015–16 Florida Benchmarking Consortium. Analysis of the data demonstrates that institutionalization of performance measurement has the strongest statistically significant positive association with the use of performance information, followed by the design adequacy of the performance measurement system.  相似文献

NPM reforms have become a global trend and performance management systems are considered suitable to enhance the decision-making process and accountability. The aim of the paper is to carry out a comparative study on the adoption of performance measurement tools in Italian and Spanish (medium-sized and large) local governments. It seeks to find out how widespread these tools are and how their usefulness is perceived. The results show differences between the two countries and that the presence of professional managers – experienced with performance measurement tools – positively affects the adoption of these tools. Numerous studies argue that law affects behavior “expressively”—such as when states create focal points that overcome the coordination difficulties firms face. We argue that governments help firms overcome coordination dilemmas by explicating a preferred strategy for firms weighing investment in voluntary regulation. Firms would prefer to coordinate on a common strategy as a way of reducing the costs of voluntary regulation and increasing its benefits. We test our hypothesis about the efficacy of focal point selection with the European Union's (EU) advocacy of the Eco‐Management and Audit Scheme (EMAS) over a rival environmental management system, International Standards Organization (ISO) 14001. EU nations have statistically significantly lower rates of ISO 14001 certification than comparable countries at least in part due to their advocacy of EMAS. These results emphasize the role the state plays in coordinating business behavior even when such policy is simply expressive.  相似文献

The scholarship on policy diffusion in political science and public administration is extensive. This article provides an introduction to that literature for scholars, students, and practitioners. It offers seven lessons derived from that literature, built from numerous empirical studies and applied to contemporary policy debates. We argue that the burgeoning literature on policy transfer suffers from the lack of an analytical framework that would facilitate understanding and, thus, theory–building. We suggest that policy transfer be conceptualized as occurring through a communications and information framework and that it focus on information networks that include producers, senders, and facilitators of information, as well as recipients. We apply this framework to an illustrative study of how British local–authority officials involved in the area of urban regeneration policy learn from each other's experience.
Utilizing this approach, the results of our case study yield several testable hypotheses for future study. In particular, they direct us towards the importance of informal networks in the policy–transfer process, towards an examination of the motivations of producers, senders, and disseminators of information, and towards the difficulty all participants in the network have in assessing the quality and validity of the information they receive.  相似文献

This article summarises the results so far of an international investigation aimed at identifying political strategies that make it easier for national governments to take more effective action against climate change while avoiding significant political damage. The numerous strategic options identified included strategies involving unilateral action by governments, strategies of persuasion, damage limitation strategies, strategies that can be used in political exchange with other political actors, and strategies designed to improve the bargaining position of governments by altering the terms of political exchange.
