Recent national events have brought the issue of police-community relations into the public eye. Even though a large body of academic research exists on the predictors of public attitude toward police, very little is known about how public perceptions of police accountability influence satisfaction with the police. This study seeks to fill that gap by using ordered logistic regression and multi-year community-level survey data from one Western city (n = 3725) to examine the relationship between satisfaction with police accountability and overall attitudes toward the police. The results indicate that respondent satisfaction with police accountability was a strong, consistent predictor of satisfaction with local police, even after controlling for other important variables, such as race/ethnicity and community context. The findings suggest that public perceptions relating to the control of police officer conduct should be considered when assessing the predictors of attitudes toward the police.  相似文献

Many have suggested police diversity will improve police-community relations, but research testing this hypothesis is inconclusive. We investigated perceptions of police race, ethnicity, and diversity in a heterogeneous sample of prospective police officers. Data are drawn from interviews with 42 criminal justice college students in the Southwestern United States, of which 15 were Hispanic, and who each wanted to become a police officer. Participants supported diversity in policing, and collectively expressed a belief that race plays a central role in policing today. Furthermore, participants expressed support for the ideals of both passive and active representative bureaucracy. Hispanics in the sample in particular anticipated they would positively affect police relations in Hispanic neighborhoods and encourage immigrants to cooperate with police.  相似文献

Growing concern with the effect of negative public attitudes toward the police on police-community polarization and morale and effectiveness has led to numerous efforts to improve the image of the policeman and to facilitate more positive relationships with the community. It is proposed that the eflectiveness of such programs is hindered by their failure to consider that public attitudes toward the police do not exist in isolation, but are a part of a broader complex of attitudes toward the system of legal justice and its various representatives. Data from four different samples of residents of a western state provide some tentative support for this hypothesis. Implications of the data for programs designed to improve police-community relationships are discussed.  相似文献

Research in organizational psychology has consistently demonstrated that employee perceptions of organizational justice have significant effects on employee attitudes, perceptions, and behaviors. Similar studies utilizing the organizational justice model in policing have also noted these effects, including the relationship of justice perceptions with officer attitudes toward the public. Recent theoretical developments in policing contend that the association between internal perceptions of justice and external attitudes may be the result of organizational and supervisory practices that ‘trickle-down’ into the police-community relationship. This paper explores this association by assessing the effects of officer perceptions of organizational justice on officer trust in the public. A sample of patrol division police officers were surveyed using measures taken from the organizational justice literature and Mayer, Davis, and Schoorman’s model of organizational trust. Results show a strong relationship between perceptions of organizational justice and trust in the public even when other relevant predictors are controlled.  相似文献

Previous research has examined elements of police performance impacting community policing and police-citizen relationships, but no study has considered the impact of police use of profanity during arrest on public rating of force. Police profanity may negatively bias police-citizen interactions, and this bias could shape later interactions with community members, impact the quality of police-community relations, or even result in public outcry over excessive use of force. The aim of this study was to determine whether officer use of profanity during arrest led to public perception of excessive force and to examine whether gender of the officer or subject affected this relation. Force was evaluated as more excessive when profanity was used, when the subject was a female, and when the officer was a female. Participants who rated force as excessive had significantly more negative attitudes about police and police use of force. These findings have direct implications for police training and suggest that if police avoid the use of profanity, this could result in more positive relationships with the public and fewer allegations of excessive force. Future researchers should further evaluate the nature and impact of gender biases against female police, as they may contribute to reduced opportunities, less frequent promotion, and reduced self-efficacy in female officers.  相似文献

Citizen police academies (CPAs) are popular programs developed by police departments with the twin goals of educating the public about law enforcement and improving police-community relationships. Citizen police academies can help law enforcement agencies by providing them with graduates who may support police departments through volunteering, crime reporting, advocacy, and crime prevention. CPAs may aid citizens by providing them with opportunities to work with the police to make their communities safer. During the course of the citizen police academy, not only will participants have opportunities to learn more about the police depar'tment and their communities, but they may be given opportunities to patrol with police officers, solve mock crime scenes, or attend moot court. This study examines citizen police academies in Tennessee and provides an exploratory investigation of the programs and its participants. Data obtained from 31 police departments indicate CPA programs with more than a 20 year history in Tennessee. Results of a pretest and posttest of 4 citizen police academies’ participants found that attending these programs significantly and positively changed participants’ familiarity with the police chief, local law enforcement, community crime, and the criminal justice system.  相似文献

Recent interest in the possible deterrent effects of aggressive or proactive policing raises the issue of such strategies' consequences for individual liberties and police-community relations. This study examines the latter—specifically, the effects of four neighborhood-level measures of an aggressive patrol style on citizens' evaluations of police and citizens' propensities to report crimes. The results suggest that, for most citizens, aggressive patrol has almost no effect on either evaluations or reporting behavior. Surprisingly, one form of proactive patrol, the neighborhood rate of suspicion stops, seems to have a positive effect on the evaluations of police made by young black men.  相似文献

Most studies concerning police-community relations have operationalized support for-law enforcement agencies in unidimensional terms. The present study dissects the notion of support for the police into two distinct dimensions: efficacy and image. Efficacy includes perceptions of the police ability to protect citizens, solve crime, and prevent crime. Image includes perceptions of friendliness and fairness of the police. A series of conventional individual-level and contextual variables are modeled in an effort to explore their relative influence on citizen perceptions of police efficacy and image. Data gathered from a national telephone survey of 1,005 citizens reveal that support for local police is both complex and multidimensional. Moreover, the results demonstrate that efficacy and image are independent dimensions, and that each is susceptible to quite different ratings depending upon which independent and dependent variables are modeled. This was the first study to investigate the effect of new immigration patterns on police-community relations in small midwestern communities impacted by the development of a large food processing plant and subsequent addition of a large Hispanic population. Using a case study approach, multiple sources of data were collected from law enforcement agencies, community/government leaders, and residents in three rural Missouri communities. The findings revealed that the language barrier was the greatest challenge affecting the development of a police-Hispanic community relationship. Fear of the police, immigration issues, and the nature of contacts between the police and the Latino community also had a significant impact on the relationship.  相似文献

The role of anthropology in law enforcement involves three aspects of law enforcement activity; forensic anthropology, police-community relations research, and legal ethnographic research on the law enforcement agencies themselves. The first of these contributions to law enforcement by physical anthropologists faces competition from other closely related fields. Police-community relations research is a potential growth area for the application of anthropological efforts, as is legal ethnographic analysis of police organizationa. These latter two areas are within the realm of social anthropology, while the former is a specialty of physical anthropology. This article reviews the contributions of anthropologists and the applications of anthropological methods to law enforcement. It contends that criminal justice educators and police practitioners alike can benefit from knowing more about how these anthropological specialties have contributed and can continue to contribute to law enforcement.  相似文献

Past studies of juveniles' attitudes toward the police suggest a single-cause model that implicates personal interactions with the police. We propose that attitudes toward authority and agents of social control develop in a larger, sociocultural context. Specifically we hypothesize that juveniles' attitudes develop as a function of socialization in their communities' social environment, of their deviant subcultural “preferences,” and of the prior effect of these sociocultural factors on juveniles' contacts with the police. We conducted analyses addressing these hypotheses with a population of males sampled within stratified populations of known delinquents. We found that social background variables, particularly minority status, and subcultural preferences, particularly commitment to delinquent norms, affected juveniles' attitudes toward the police both directly and indirectly (through police-juvenile interactions). We consider directions for improving police relations with juveniles in the context of apparent sociocultural and experiential contingencies to attitude development.  相似文献

Since foundational work in the 1950s, researchers have described a variety of dimensions of the occupational culture of police. In an effort to integrate the disparate works, a theoretical model has been constructed depicting the ways in which the stressful features of the police work environment produce coping mechanisms and outcomes. While this model usefully organizes the vast literature on police culture, it has yet to be empirically tested. The current study addresses this void. Path analyses of officer survey data reveal support for several of the propositions set forth by the monolithic model, although the magnitude of the statistical associations was not very powerful and overall model fit was marginal. The implications of these findings are especially relevant given recent concerns over police-community relations and the renewed interest in the police occupational culture expressed by the President’s Task Force on 21st Century Policing.  相似文献

High-profile events involving police use of force in various cities throughout the US and internationally have garnered enormous media coverage and demonstrated the importance of police-community relations. To date little empirical attention has focused on how such events may negatively impact police officers. Using survey data from 567 officers, this study considers whether perceptions of negative publicity are adversely related to officers’ sense of self-legitimacy (i.e. the confidence they have in their authority). Findings revealed officers who felt less motivated as a result of negative publicity expressed less self-legitimacy. However, the degree to which officers felt their job had become more dangerous as a result of negative publicity was not significantly related to self-legitimacy. These findings increase our understanding of the sources of self-legitimacy and reveal that negative publicity surrounding law enforcement presents a unique challenge to officers’ confidence in their authority, which can have important implications for the community.  相似文献

Systems change efforts seek to alter the status quo by shifting the form and function of a targeted system. Evaluation is a critical component, yet little research has examined a collaborative forum as a vehicle for change in the criminal justice system. Over 150 citizens and police were brought together to work collaboratively at improving a Canadian police complaints system. Using survey, participant observation, and focus group data, this study investigates the perceptions of this Forum as a vehicle for systems change in police oversight mechanisms. We find the Forum provided both opportunities for, and barriers to, collaborative systems change work. However, these findings need to be understood within the context of police-community relations as fear and mistrust of police influence problem definitions and potential solutions. Therefore, the collaboratives model is not a one-size-fits-all approach to systems change work in the criminal justice system.  相似文献

This study was initiated to determine perceptions that Wichita community residents hold toward their police. A scale, Citizen's Perception of the Police, was developed. Race and dogmatism were examined as variables influencing perceptions. Non-white residents evaluated police less favorably than did whites. No significant difference was found on level of dogmatism in evaluating the police. The methodology for developing the scale is described. Applications of these methods to other communities was suggested as well as the importance of assessing citizen perceptions of the police to obtain data which will optimize the setting of goals for police-community relations programming.  相似文献

Clothing color and style are significant factors in impression formation in first-time dealings with strangers. Four common police uniform color schemes are evaluated for their influence on seven scales of impression formation with a sample of 737 citizens in a Midwestern city. Consistent with the previous literature, the all black color scheme was viewed most negatively on six of the seven scales. The light blue shirt and navy blue pants color scheme created the most positive impression on all seven scales. The implications of these findings for police-community relations and department uniform selection are discussed. Author Note: Richard R. Prevailing myths concerning wife abuse generally tend to blame the victim. The present study examines the degree of responsibility assigned by police officers to the wife, the husband, as well as the couple's socioeconomic situation in cases of wife abuse. The officer's position (neutral vs supportive) adopted toward the woman is also investigated. The influence of eight characteristics related either to the spouses or to the situation of violence on both the officer's position and the attribution of responsibility is analyzed. The characteristics are: couple's socioeconomic status, type of household, drinking by husband, alleged antagonism on the part of the wife, ambivalence of wife to press charges, type of abuse, history of assault, and violence toward children. The results are based on answers to case vignettes provided by 235 municipal police officers. The data were analyzed by performing a multivariate analysis of variance. Results indicate the type of abuse to be the characteristic with the greatest impact on police attitudes. While the husband is systematically considered more responsible than the wife, police officers always consider the wife somewhat responsible, particularly when there is alleged antagonism by the woman and when threats of violence are present.  相似文献

Utilizing survey data collected from 127 male Bosnian police officers, this study examines the impact attitudes toward women, individual characteristics, and work experiences have on officers’ perceptions of their female colleagues. It is hypothesized that officers who hold more traditional, patriarchal attitudes toward women will view females as incapable of effectively carrying out police work, regardless of their own work experiences, or demographic characteristics. Results suggest that a majority of Bosnian policemen believe that women are equally as effective as men in all aspects of policing, however, many still cling to stereotypical views of policing and continue to view female officers negatively.  相似文献

Up to 1992, all illegal use-of-force complaints against police officers in Israel were handled internally by the police department. In 1992, following public and political pressure, an external civilian board was established to handle such cases. In this framework, investigations of suspect police officers are conducted by former police officers. In this study, investigators' and suspects' personal and organizational characteristics were examined, as well as their attitudes to the civilian board and the manifestation of police violence. In general, the two groups were found to differ significantly on both levels. The employment of former police officers with high professional qualities seems to have some advantages in this investigative situation.  相似文献

Citizens' attitudes toward police have been examined in a variety of contexts during the past several decades. Additionally, the importance of juveniles' attitudes towards the police has received considerable attention during the past decade. The current article examines attitudes toward police from a large, multi-site study of sixth to ninth grade youths. Three specific questions were examined: (1) What is the influence of police contact (generally and by different types of contact) on juvenile attitudes toward the police? (2) How does involvement in delinquent subcultures affect these attitudes? (3) How do community contexts and ties influence juvenile attitudes toward the police? Results suggested that community ties and involvement in delinquent subcultures substantially mediate the influence of police contact on juveniles' attitudes toward the police.  相似文献
