Mexico's former opposition parties had specific social bases that would not, on their own, have catapulted either opposition party into power. In the 1990s, specific regional bases of support developed for the parties, reflecting their efforts to develop their organizations more locally. Nationally, this led to the emergence of two parallel two-party systems, PAN-PRI competition in the north and center-west and PRD-PRI competition in the south. In parallel, a proregime-antiregime cleavage came to dominate the Mexican party system, which, combined with local-level opposition efforts to oust the PRI, created new incentives for the opposition parties to abandon past emphases on ideological differences and to act like catch-all parties instead. The regime cleavage fostered the dealignment of the Mexican electorate, a process that promoted the development of catch-all parties. Movement within the parties to behave like catch-all parties has not come without internal tensions, but electoral dynamics prove powerful inducements to catch-all behavior.  相似文献

This article aims to amplify our portrait of the Mexican electorate by examining the ways in which Mexican electors distributed their votes among the parties during 1994–2000, both over successive elections (volatility) and in the same election (ballot splitting). Aggregate and survey data revealed that Mexicans engaged in these two forms of electoral behaviour frequently, indicators of an electorate in flux. Regression analysis indicated that, contrary to the expectation that the politically sophisticated differentiated their votes, virtually all parts of Mexican society were equally likely to switch parties and split tickets.  相似文献

This article shows how party competition has influenced reforms of unemployment benefits in Germany. The existing literature on German labour market policy emphasises institutional factors and predicts policy stability. Consequently, the recent fundamental reforms (‘Hartz reforms’) pose a challenge to previous research. By looking at the spatial configuration of the party system and at policy demand, this article argues that the incremental retrenchments of the 1980s and 1990s were conditioned by centripetal competition and a high degree of welfare consensus, whereas the more radical Hartz reforms were made possible by a limited shift in public opinion in favour of restructuring and the lack of a left-wing counterweight in the party system. Thus, the structure of the party system exacerbated the effect of a demand shift that was only moderate. The analysis is not meant to discard other explanatory factors, rather it intends to demonstrate the relevance of party competition to the study of labour market reforms in Germany and, more generally, to comparative welfare state research.  相似文献

As indigenous movements around the world seek to strengthen their collective voice in their respective political systems, efforts continue to design political institutions that offer both sufficient local autonomy and incentives to participate in the broader political system. The state of Oaxaca, Mexico, offers a test case of one such effort at indigenous‐based institutional design. This article argues that such reforms often fail to confront the tension between local autonomy and citizen engagement in politics outside the borders of the community. Testing this theory through a comparative analysis of voter turnout rates in municipalities across the state of Oaxaca and the neighboring state of Guerrero, this study finds that the adoption of indigenous institutions at the local level is associated with significantly lower voter turnout rates for national elections.  相似文献

This article examines the World Bank's role in the market policy reform experiences of Mexico and Argentina. It argues that while reform was driven by domestic elites, the bank played an important role, providing technical advice and financial support and helping to spread market reform ideas. The nature of the bank's involvement, however, differed substantially in the two countries because of their distinct political arrangements, histories, and geopolitical positions in regard to the United States. In the recent era of second-generation reforms, the World Bank's involvement in compensatory policy development has become more focused, although still more intense in Argentina than in Mexico. This involvement has important implications for the quality of democracy, insofar as the 1990s market reforms were formulated by insulated international policy networks unaccountable to the public. Recently, the bank has declared its commitment to involve civil society in its lending policies, a move that may have important implications for democratic development.  相似文献

Does party organization still matter? Much of the party literature suggests that politicians, who can use substitutes like mass media to win votes, lack incentives to invest in party organization. Yet it remains an electoral asset, especially at lower levels of government. Evidence from Brazil's Workers' Party (PT) indicates that party elites invest in organization when they prioritize lower‐level elections and that this investment delivers electoral returns. In the mid‐2000s, the PT strengthened its support across levels of government in the conservative, clientelistic Northeast. Drawing from underutilized data on party offices, this article shows that organizational expansion contributed substantially to the PT's electoral advances in the Northeast. While President Lula da Silva's (PT) 2006 electoral spike in the Northeast resulted from expanded conditional cash transfers, the PT's improvement at lower levels followed from top‐down organization building. The PT national leadership deliberately expanded the party's local infrastructure to deliver electoral gains.  相似文献

In the 2012 Korean presidential election, both liberal and conservative parties fought their campaigns on the slogan of “economic democratization,” marking a strong departure from past presidential elections and the growth-first policies of the then-incumbent conservative administration. Both parties pledged to tackle growing social polarization and the concentration of economic power by reforming the corporate governance of Korea's large, family-led conglomerates (chaebol), to the degree that chaebol reform itself became synonymous with economic democratization. This focus led to a series of heated exchanges among liberal-left reformers about the vision of economic democratization being promoted, with one camp favoring the creation of a “fair market” through the restructuring of the chaebol and another promoting the protection of the chaebol’s management rights over their affiliates as a desirable strategy for the creation of a Korean welfare state. This essay examines the long-standing tensions between these two liberal-left perspectives and argues that the capital-centric and market-based visions these camps promoted risk confining intellectual debate over the meaning of economic democracy within boundaries that serve dominant political interests.  相似文献

Over 500,000 clandestine abortions occur annually in Mexico, many under unfavourable health conditions. An uneasy silence about this situation has long prevailed. Since the 1970s, abortion has appeared periodically in public discourse and on the decision-making agenda, only for action to be repeatedly postponed. Mobilisation around the abortion issue grew slowly, but debate and controversy became nationwide as the country began to experience systemic change in 2000. Despite increasing political pluralism and growing awareness of the existing problems, for now in Mexico, as elsewhere in Latin America, the question of abortion is not judged sufficiently pressing to merit major policy change. However, improved contraceptive use and the institution of new technologies and post-abortion care are helping to make abortions safer and rarer.  相似文献

This paper examines the emergence and development of the ruling New Patriotic Party (NPP) government in the context of a broader examination of the roles of political parties within the Ghanaian political landscape. After describing the political architecture as well as some significant constitutional issues of Ghana's democracy and the roles played by other societal stakeholders, the paper examines the rationale for the formation of the NPP, its manifesto, structure, constituency, power brokers. It then analyses various aspects of the implementation (or not) of the NPP's political and economic objectives since it came to power in 2000 with a message of ‘positive change’. The electoral politics of the campaigns against its major opposition, the National Democratic Congress (NDC), and issues of regionalism, ethnicity and other factors are considered in detail. The paper concludes with some lessons learned and generic recommendations for emerging African political parties in relatively young democracies.  相似文献

Drawing on Kwame Appiah’s discussion of the relationship between rooting and cosmopolitanism, I show that this concern was shared by many in west Mexico, where I conducted fieldwork among diverse groups of townspeople, villagers, weekend visitors from Guadalajara, and migrants working in Guadalajara and in California. All of those groups talked about belonging or rooting to specific places – villages, towns, cities, countries and so on. They also used the term cultura in a way that resonated more with Appiah’s ‘cosmopolitanism’ than with his ‘cultural particularities’. Although most people aspired to gain cultura without losing rooting, I found that many people judged themselves or others to fail in one or both respects. Migrants in California, in particular, were felt to have lost rooting without having become cosmopolitan. I focus throughout on how west Mexicans, including the novelist Juan Rulfo, used their knowledge of history as a way of claiming both rooting and cultura.  相似文献
