Do citizens hold congressional candidates accountable for their policy positions? Recent studies reach different conclusions on this important question. In line with the predictions of spatial voting theory, a number of recent survey-based studies have found reassuring evidence that voters choose the candidate with the most spatially proximate policy positions. In contrast, most electoral studies find that candidates’ ideological moderation has only a small association with vote margins, especially in the modern, polarized Congress. We bring clarity to these discordant findings using the largest dataset to date of voting behavior in congressional elections. We find that the ideological positions of congressional candidates have only a small association with citizens’ voting behavior. Instead, citizens cast their votes “as if” based on proximity to parties rather than individual candidates. The modest degree of candidate-centered spatial voting in recent Congressional elections may help explain the polarization and lack of responsiveness in the contemporary Congress.  相似文献

How do women fare under rule by Islamists? Whereas some scholarly work suggests that Islamists are effective at providing the type of social services that benefit women most, other studies contend that Islamic groups support “pro‐male” policies and cultural interventions that disadvantage the well‐being of women. In order to adjudicate between these views, I compare two neighborhoods in Greater Cairo that are similar on a number of dimensions but in one, a militant Islamist group came to dominate local politics, whereas in the other, strongmen ruled the streets in the absence of a strong state presence. Using an original data set of retrospective health histories for women in each neighborhood, I find that women subject to governance by the Islamic group enjoyed better outcomes related to reproductive health than a statistically matched set of women in the comparable neighborhood while being no more likely to marry early or drop out of school.  相似文献

While race is often discussed in relation to police, there is still little empirical evidence on the role of race in shaping citizens’ evaluations of government performance. Using an experimental design, this study examines how different levels of police performance affect perceptions of police trustworthiness and to which degree observed effects vary by individual race and across communities with different racial makeups. Specifically, we study the effect of different levels of performance on perceived trustworthiness in two communities—one predominantly African American and one predominantly White—and replicate across two samples: a sample consisting of primarily White participants and another consisting of only African American participants. Results indicate that the interaction between the racial composition of a community and individual race plays a critical role in shaping the effects of performance among White participants, who appeared more sensitive to community context than African American participants. How does terrorism affect citizens’ political attitudes? Over the years, many scholars have tried to answer this question. This article performs a meta-analysis on this literature, reviewing about 325 studies conducted between 1985 and 2020 on more than 400,000 respondents. The findings confirm that terrorism is associated—to a small but significant extent—with outgroup hostility, political conservatism and rally-‘round-the-flag effects. At the same time, the effects of terrorism vary widely, with studies on Islamist violence, conducted in the United States or Israel, and using cross-sectional data yielding stronger results on average. Finally, the review reveals remaining gaps in this field of study, including a lack of research on non-Islamist violence or conducted in non-Western contexts. Taken together, this meta-analysis consolidates existing evidence, determines which results hold across contexts, and identifies key gaps in our current knowledge. Public administration scholars tend to take for granted that organizational adaptation is important. This common notion that public organizations must adapt to stay alive has not been put to the test in the field of public administration, however. Intriguingly, organization ecologists find that adaptation does not matter and might even be counterproductive for individual organizations. They argue that the absence of adaptation—which they refer to as structural inertia—actually enhances the likelihood of survival. But organization ecologists focus mostly on nonpublic organizations. This prompts the question whether adaptation in public organizations really matters. In this article, we test these contrasting claims (while controlling for design features) on a population of U.S. federal independent public agencies (n = 142). Our findings suggest a subtle narrative. We conclude that proactive adaptation increases termination hazards. But inertia does not seem to significantly enhance survival chances.  相似文献

In what respects can military basic training affect veterans’ civic identities? According to a 2015 report published by the National Conference on Citizenship (NCoC), military service positively affects civic health. While social scientists have also noted this possible connection, little attention has been paid to how and why this link might exist. To test the purported relationship between military training and increased civic capacities, I explored the United States Marine Corps’ (USMC) Recruit Training program. I conducted 20 semi-structured, in-depth interviews with 17 enlisted Marine veterans and Marine drill instructors (DI) to ascertain their perceptions of the pedagogical aspirations of their service’s recruit training. The study’s participants reported that Marine Corps Recruit Training does seek to inculcate skills, values, and habits that are consistent with a civic identity as discussed in the civic-engagement and civic-education literature.  相似文献

This paper reframes the U.S. Exploring Expedition (USEE, 1838–1842) as a naval/geospatial intelligence collection activity. By charting the Pacific, the USEE furthered U.S. commercial interests, while also building a picture of the ‘maritime operational environment’ on which all other forms of intelligence were (and are) based. Viewing the USEE in this light broadens the opportunities open to historians of U.S. Naval Intelligence and historicizes contemporary concerns about climate change and resource scarcity. It suggests that ‘knowledge of the environment’ has long coexisted with ‘knowledge of the enemy’ as a priority for the U.S. Navy.  相似文献

The number of automobile recalls in the U.S. has increased sharply in the last two decades, and the numbers of units involved are often counted in the millions. In 2010 alone, over 20 million vehicles were recalled in the United States, and the massive recalls of full model lines by Toyota have brought this issue to the front pages around the country and the world. However, there is no quantitative evidence of the effect of recalls on safety. Without that evidence, the government and insurance companies have been reluctant to request and use more detailed recall information to increase correction rates, and regulators have not studied the possible link between the growing number of recalls and the risk of life for consumers. In this paper we empirically quantify the effect of vehicle recalls on safety using repeated cross‐sections on accidents of individual drivers and aggregate vehicle recall data to construct synthetic panel data on individual drivers of a particular vehicle model. We estimate the effect of recalls on the number of accidents and find that a 10 percent increase in the recall rate of a particular model reduces the accidents of that model by between 0.78 percent and 1.6 percent when using the full sample of accidents in our data. We also find that recalls classified as “hazardous” are more effective in reducing accidents, and the recall effect is especially strong when we restrict attention to accidents that lead to personal injuries and only include vehicles more likely to be at fault for the accident, but much less so for accidents that only lead to property damage. We also find that vehicle models with recalls with higher correction rates have on average fewer accidents in the years following a recall, which indicates the importance of the role of drivers' behavior regarding recalls on safety. Our findings suggest that policymakers should consider, for example, policies to allow insurance companies to take into account recall correction behavior when pricing auto insurance, which could be made possible through regulatory changes by the U.S. government, and should revisit the complex trade‐offs between pre‐ and post‐market regulation in this important industry. © 2011 by the Association for Public Policy Analysis and Management.  相似文献

Although performance management processes are widely assumed to be beneficial in improving organizational performance in the public sector, there is insufficient empirical evidence to back this claim. In this article, the authors examine the impact of performance management practices on organizational effectiveness in a particular segment of the public transit industry in the United States. The analysis utilizes original survey data on performance management practices comprising both strategy formulation and performance measurement in 88 small and medium‐sized local transit agencies in conjunction with comparative outcome data drawn from the National Transit Database maintained by the Federal Transit Administration. The results provide evidence that more extensive use of performance management practices does in fact contribute to increased effectiveness in this segment of the transit industry.  相似文献

Bartels and Johnston have recently presented evidence suggesting that the legitimacy of the U.S. Supreme Court is grounded in the ideological preferences and perceptions of the American people. In addition, they offer experimental data purporting to show that dissatisfaction with a single Court decision substantially diminishes the institution's legitimacy. These findings strongly break with earlier research on the Court's institutional support, as the authors recognize. The theoretical implications of their findings are profound. If the authors are correct that legitimacy is strongly dependent upon satisfying the policy preferences and ideological predilections of the American people, the essence of legitimacy is fundamentally transformed. Consequently, we reinvestigate the relationships among ideology, performance satisfaction, and Court legitimacy, unearthing empirical findings that diverge markedly from theirs. We conclude with some thoughts about how the Court's “countermajoritarian dilemma” can be reconceptualized and recalculated, once more drawing conclusions sharply at odds with those of Bartels and Johnston.  相似文献

This paper examines the federal government's success in implementing and providing high-quality service through e-government, something that has received very little attention. We define quality from the perspective of the end users of federal agency Web sites, as measured through customer survey data. Using data from the American Customer Satisfaction Index, we compare the performance of federal agency Web sites across a range of relevant variables with a private sector equivalent, e-business Web sites. Our findings suggest that federal e-government Web sites are not yet, in the aggregate, providing the same level of quality as their e-business counterparts. We also find significant variability among federal agencies. We discuss the implications of these findings for e-government performance measurement, performance benchmarking, and the market-centered theories of administrative reform that are driving e-government and similar transformations of government practice.  相似文献

The growing phenomenon of government-supporting charities prompts the question of whether these institutions help or hinder public values of equity in service access. Logit and tobit regression analysis using multiple data sources from the California and Florida state parks systems compares public parks with and without supporting “friends” groups. The results suggest that while parks philanthropy has produced real benefits in rallying citizen support for improved public spaces, it also introduces some distributional consequences that policy makers should not ignore. Namely, a philanthropic failure hypothesis is supported whereby wealthier Florida counties with greater income inequality are more likely to benefit from a charity supporting a nearby state park. Finding no similar result in California, the authors conclude that the association between community wealth and park charity presence may also depend on state characteristics such as the funding structure of each state park system, not just community wealth differences.  相似文献

The common wisdom in journalistic accounts of earmarking is that Congress distributes earmarks on a purely political basis, without any consideration for the demand for federal spending. Academic accounts similarly argue that factors internal to Congress are preeminent in determining where earmarks go, even more than for other types of pork‐barrel spending. Using earmarks appearing in the fiscal year 2008 Appropriations bills, I search for both chamber‐based and demand‐side determinants of the distribution of earmarks. I find that both types of factors are significantly related to the number of earmarks that a House member receives. This result indicates that even while earmarking, members of Congress are at least minimally responsive to voter preferences and calls into question whether earmarks should be treated as an outlier within the universe of spending allocation mechanisms.  相似文献
