In comparing Switzerland and Japan with respect to intergovernmental relations, differences are more obvious than similarities. Switzerland is a strongly federalist country. In contrast, Japan was clearly centralist in the past, and despite continuing decentralization reforms, it is usually still considered to be so today. The influence of the lower levels of government on the national legislative process remains comparatively low in Japan. Its centralized political structure seems to fit Japan's homogeneous culture, while on the other hand Swiss federalism has proven to be apt for the integration of minorities and for respect of cultural diversity. In spite of obvious basic differences, intergovernmental relations in these two countries face similar challenges: the concentration of human and economic resources in urban areas, the weakening of sub‐national parliaments, and financial strain. 相似文献

2011年缅甸政府与国内外精英的互动有力地推动了缅甸的政治发展。通过与政治反对派的互动,政府修改了政党登记法,赢得了政治反对派的初步信任,为更广范围分享政治权力扫清了障碍。通过与少数民族武装的互动,政府赢得了少数民族武装的信任,与绝大部分少数民族武装签订了和平协议,为更公平地在民族间分享资源创造了可能。通过与外国政要的互动,政府赢得了西方国家的信任,西方开始逐步解除对缅甸的制裁,为缅甸生产和提供更好的公共产品提供了条件。政府叫停密松电站建设可以看做是缅甸政府与国内外精英互动的一个顺理成章的结果。2011年缅甸的精英互动与政治发展表明:即使为结构所限,精英的认知和互动也可以推动一个国家的政治发展。 相似文献

In both Australia and South Africa a state-sponsored discourse of reconciliation has been deployed as a tool of national integration and state building. This usage has tended to encourage a politics of selective memory that runs contrary to the spirit of reconciliation as recognition of different views of the nation. This article seeks to recover (and promote) a more positive concept of reconciliation by treating it as a discursive, democratic space in which different versions of the national story can be acknowledged and negotiated. The cases of Australia and South Africa are used in a mutually illuminating way to explore what "telling the truth" about the past might mean and how such "truth-telling" might help restore legitimacy to liberal states confronted with a "broken moral order". 相似文献

This article examines the domestic political dynamics behind US president Donald Trump’s “America First” approach to trade and foreign policy, to understand better how long this strain of American economic nationalism might last and what it means for Japan’s national security strategy. The political base for Trump’s trade protectionism and apparent indifference to allies has roots stretching back into American history, but this movement has strengthened in recent years due to a combination of growing economic inequality in the United States, demographic changes, and the impact of fast-paced technology development and economic globalization. These political trends are likely to persist beyond Trump’s presidency, although some potential negative effects on Japan and the US-Japan alliance in the medium-to-longer term can be mitigated by Japan’s proactive foreign policy and other steps. The alliance still offers a great deal of value to both countries—now and into the future—but Japan should consider a slightly larger global leadership role in concert with others, even as the allies work to enhance their continued cooperation on shared interests. 相似文献

国家角色是指在一套既定的规范中,国家自身的行为和认知,以及国家在与他者的互动中,他者形成的国家行为的预期。国家角色的形成源于国家内部、外部以及互动三个层次。国家角色理论可以用以解释国家对外行为。文章旨在梳理国家角色理论,分析其解释机制。首先考察国家角色的基本概念并探讨国家角色的根源;其次以中国-东盟关系为案例,分析当前运用国家角色理论解释国家对外行为的机制;最后对国家角色理论在对外政策分析中的贡献以及未来可能需要改进的方向进行简要评述,认为国家角色理论丰富了对外政策分析,并且在对外政策分析与国际关系研究之间建立了联系,然而,国家角色理论亟需解决精确性问题。 相似文献
