This two-part article explores the experience of living and working for poverty-focused NGOs in a civil war whose roots lay in the chronically inequitable distribution of power and access to resources. Based on 12 years' work in Central America, the article reflects on the demands and constraints placed on international aid workers in the context of civil conflict; and on the ways in which relationships with local organisations and NGOs are affected. Empowerment and participation are examined from the perspective of those who reject their role as war victims. In Part Two (to be published in Volume 7, Number 1), the author examines the immediate and longerterm impacts of war and political violence, both on those who survive and on local and international workers who are concerned to address its causes and consequences.  相似文献

Most studies of mediation strategy focus on the how and what of the process, but fail to take into consideration when particular techniques are used. To improve our understanding of mediation strategies in general, the authors of this article propose a new methodological approach that includes an analysis of the particular techniques that are used as well as the order of their use.he is studying mediation in the Pacific Rim and international peacekeeping. The author describes the breakdown of the international system of the mid‐twentieth century as unique in nature and consequences. The situation of bipolarity, characteristic of the Cold War years, has disappeared. Power has diffused greatly, making predictions as to what kind of international system will emerge difficult. Two models of possible developments in the international system are presented. In one, a tripolarity between the United States, China, and the USSR develops. In the other, there arises a five‐power multiple balance comprising China, Japan, the USSR, the USA and a unified Europe. The latter model is seen as the more hazardous, for its emergence would be a consequence of the breakdown of the spirit of coalition presently obtaining between the Atlantic powers and Japan and the proliferation of nuclear powers.  相似文献

ABSTRACT

Reflecting on the results presented in articles in this special issue, European leaders should take greater account of external perceptions in crafting the European Union's strategic narrative and guiding its actions. Failure to do so has impaired external policies like the Euro-Mediterranean Partnership, the European Neighbourhood Policy and Eastern Partnership. Leaders emerging from the Arab uprisings perceived the EU as complicit with their countries’ former anciens régimes and Russian leaders see EU support for democracy and the market economy in former Soviet states as duplicitous and instrusive. Awareness of such perceptions should be filtered into EU decision-making, without validating views that European officials and diplomats consider misleading.  相似文献
