2008年以来民进党修补与美国互信关系的效果及前景分析

2008年民进党下台以来,持续透过访美、恢复驻美代表处、在两岸政策和对美政策上积极迎合美国等做法,修补与美国的互信关系,为其重返执政创造条件。民进党对美示好的做好虽得到美方善意回应,但因民进党拒绝放弃“台独”立场,无法提出令美放心的两岸政策新主张,因此双方互信提升程度有限,美始终对民进党重新执政充满疑虑。因受美国对台战略考虑、民进党两岸政策转型的复杂性等因素制约,未来双方关系的发展前景充满变数。     

Regulating lobbying through voluntary transparency clubs: The connoisseurs’ assessment. Evidence from the European Union

Regulating private actors’ participation in policy‐making is key to democratic governance. Across political systems, targeted transparency is used to regulate lobbying activities. We examine the extent to which primary regulatory targets (organizations with frequent access to policy‐makers) support the architecture of lobbying regulation regimes set up as voluntary transparency clubs. Our empirical testing ground is the European Union. We conceptualize the EU Transparency Register as a Voluntary Transparency Club, elaborate on its club goods, and derive a set of theoretical expectations about its members’ evaluations of the club's transparency standards, membership size, and monitoring and enforcement mechanisms. We find significant differences between members’ and non‐members’ assessment regarding the regulatory performance of this transparency club. Members with frequent access to executive policy‐makers criticize the club's transparency standards and do not consider the Register a useful regulatory instrument. Yet, they support expanding its regulatory remit and increasing the club membership.     

The Influence of Living with Parents on Women's Decision-Making Participation in the Household: Evidence from the Southern Philippines

This article analyses the dynamics of women's participation in the decisions made in the household by looking at the effects of events that transpired in the recent period. Results suggest that the wife's participation status is positively affected by the presence of parents, either hers or the spouse's, in the household. Results also show that the wife's parents significantly affect participation in minor issues while the spouse's parents significantly affect the more relevant financial issues. The article also offers a cursory discussion on the role of household headship.     

The relationship between agricultural and industrial growth,with special reference to the development of the Punjab economy from 1950 to 1965

This paper examines the fundamental issue of intersectoral dependence, in the context of the growth of Punjab's economy. It is divided into two sections. The first section analyses the basic nature of the agriculture‐industry relationship. Particular attention is paid to the role of the marketed surplus. The second section examines Punjab's experience, both in the light of the analysis of the first section and as contrasted to the experience of India as a whole. Certain distinguishing features emerge which help to explain the success of Punjab's development, and provide conclusions about the importance of sectoral interdependence in economic development.

The Effects of Corruption on Satisfaction with Local and National Governments. Does Corruption ‘Grease the Wheels’?

Abstract

A causal association was found between higher levels of corruption and lower levels of satisfaction with local and national governments. However, interaction term analysis provides suggestive evidence that: first, as public service satisfaction increases, the effects of corruption change from negative values to positive values for both local and national governments; second, as political situations improve, the negative effects of corruption diminish for both local and national governments; and, third, as the economic situation improves, the negative effects of corruption diminish for local, but not for national governments.
