This article argues that the nation is best conceived as a hegemonic project. It starts with a discussion of the dialectical intertwining of the categories of nationhood and nationalism, and continues with a treatment of the analytical distinction and historical relationship between states and nations. It sketches the rise of and problems with the principle and practice of ‘self-determination’ in the post-Wilsonian world, and seeks to problematize still-influential Leninist-cum-Stalinist dogmas regarding the ‘self-determination’ of nations. It concludes with an extended consideration of Benedict Anderson’s sophisticated neo-Marxist apology for nationalist politics and ideology. It takes Anderson to task on three related counts: for paying insufficient attention to power relations; for underestimating the affinities between nationalism and racism; and for denying the intimate connection between nationalism and fascism.  相似文献

Although comparative studies of nationalism have recently experienced a resurgence, few attempts have been made to analyse the reciprocal influences exerted upon one another by nationalist movements. This article distinguishes between a domino effect which denotes a concrete change at the governmental level, and a demonstration effect which signifies more general influences on nationalist movements exerted by ‘external’ models. A comparative analysis of external ideological influences on Basque and Catalan nationalism reveals that the domino effect metaphor does not easily apply to nationalism, while demonstration effects are often confined to certain sectors of these nationalist movements, generally the most radical ones.  相似文献

Scotland seems to be a counter-example to general theories of the relationship between language and national identity or nationalism. These theories point to three components in the ideology of language and nation—that being able to speak the national language is necessary for full national membership, that the national language is a core part of the nation's culture, and that the future of national political autonomy and the future of the national language are connected with each other. In Scotland, it has appeared that language is not central to national membership or culture, and language campaigning has not been central to the political campaigns for autonomy. The article presents new evidence, from the 2012 Scottish Social Attitudes Survey, which questions these beliefs about the relationship between language and national identity or nationalism in Scotland.  相似文献

ABSTRACT

In scholarship, nationalism has been found to be an integral ingredient of any sense of nationhood. In everyday public use, nationalism is used as a term of disapproval. The stubborn discursive border between the two uses of the concept of nationalism evokes questions about the historical preconditions of creating an ism concept based on the roots ‘nation’ or ‘national’. In the period often called ‘the age of nationalism’, from the French Revolution to the First World War, nationhood was essentialized in ways that did not allow nations to be explained as constructions of any ism. ‘Nationalism’ gained popularity from the 1890s onwards as a critical concept directed at ideas and actions that broke against what was seen as the legitimate role of a nation. Defining the role of nations and nationhood took place in a series of political contests utilizing the concept of nationalism. Debates on Europe and ‘European society’ created one of the contexts of these contests. In current scholarly discussion on the idea of a European society, the critique of ‘methodological nationalism’ has been targeted at the nation-state-bound notion of society. However, in much of policy-oriented research and policy planning, the references to nationalism only contain views and actions found to be reactions against globalization and European integration. ‘Nationalism’ does not apply to efforts to improve ‘our’ national and European competitiveness nor ‘our’ joint EU policies of external bordering.  相似文献

Drawing on recent insights in the nationalism and citizenship regime literatures, this article develops a macrotheoretical framework for understanding cross-national variations in tolerance of ethnic minorities. Specifically, it tests the hypothesis that the degree to which the dominant ethnic tradition or culture is institutionalized in the laws and policies of a nation-state affects citizen tolerance of ethnic minorities. Employing a multilevel regression model, it systematically tests the framework, as well as competing individual and country-level explanations, for all member states of the European Union in 1997. Results confirm a strong relationship between the laws governing the acquisition and expression of citizenship, that is, citizenship regime type, and individual tolerance judgments. Moreover, citizenship regime type has a strong mediating effect on three individual-level variables previously shown to predict tolerance: ingroup national identity, political ideology, and satisfaction with democracy.  相似文献

Recent interdisciplinary theoretical work has suggested that social capital, or the interpersonal trust of citizens, plays an important role in explaining both the efficiency of political institutions, and in the economic performance of contemporary societies. This paper examines the relationship between social capital and economic growth in a sample of thirty-four countries over the period 1970 to 1992, within the framework of a modified neo-classical model of economic growth. The findings suggest that social capital has an impact on growth which is at least as strong as that of human capital or education, which has been the focus of much of the recent work on endogenous growth theory. It appears to have about the same impact on growth as catch-up or the ability of poorer nations to adopt technological innovations pioneered by their richer counterparts.  相似文献

Although on Spain's periphery, Catalonia has often held a central position in Spanish politics. In dealing with the Catalan question, politicians in Madrid and Barcelona have had to grapple with different models of state structures. Some have even attempted to consider the issue in terms of greater European solutions. At the end of the 20th century, Europe's regions are having to consider their role not just within the traditional states, but also within the new European framework. The Scottish movement has now found itself in a position to affect British politics. The long tradition of Catalan thought on statecraft, and the influence Catalonia has had on the Spanish state, can serve as useful examples for the traditionally more marginalised Scots. Both Scots and Catalans face the question of defining their own identity, the identity of the state and the identity of Europe. In two decades of British politics, the SNP has also shifted to define itself within a greater European context.  相似文献

The process of Native nations’ resurgence, called nation building, is a phenomenon largely neglected by mainstream political science in the United States. Empirical and theoretical gaps exist in the study of Native nations’ political structures. This article’s empirical focus is on the rebuilding process of the White Earth Nation in Northwestern Minnesota. The objective is to investigate the long-term process of White Earth governance (1913 to the present) in order to explain why the White Earth government reform of 2007–2013 failed in the final implementation phase. I analyze hitherto unknown archival materials using a case-specific theoretical framework that employs Indigenous studies approaches, Michel Foucault’s genealogy, and new institutionalism. My findings suggest that the return to the institutional status quo in White Earth governance results from path-dependent dynamics and the Anishinaabe internalization of an outwardly imposed governing structure.  相似文献

In Serbia, culture is never far removed from politics. When writing about the relationship between politics and folklore, the Serbian ethnologist Ivan * olovi ' commented that Serbian politics is saturated with folklore and that, from the late 1980s, every political leader, without exception, every political programme and every political battle made reference to folkloric texts that resorted to a raft of traditional clichés. The main vehicle for carrying the imagery, values and antagonisms of these mythical tales has been the pesma , which may be translated as either 'poem' or 'song' since the words in Serbian are interchangeable. Indeed, the traditional song has long been embedded in Serbian cultural identity, and has been inspiring Serbian nationalism since the nineteenth century. In the 1990s the stimulation of nationalism by popular and traditional Serbian songs involved a process of ethnification--a cult of the folkloric--in which popular music contributed to the estrangement, alienation and distancing of the Other. This was both a process with roots long buried in the past, as well as one that continued to flourish at the dawn of the twenty-first century. Hudson explores the impact of culture on Serbian politics, especially from the perspective of the relationship between identity formation and ethnic conflict. He investigates the links between popular musical forms and nationalism in Serbia, through an analysis of the lyrics, language and meanings of a selection of songs in a variety of different musical genres that were popular between the late nineteenth century and the beginning of the twenty-first century.  相似文献

This article reconstructs the CIA’s exploitation of the Natsional’no Trudovoi Soyuz, a right-wing Russian nationalist organization, as a part of ‘rollback’ and ‘stay-behind’ covert operations against the Soviet Union during the 1950s. Operations such as these relied on the notion that far-right nationalism presented a potent counter to international communism. The article explores postwar ties between American intelligence and the NTS in a shared effort to ‘roll back’ the borders of communism. It likewise discusses the ability of Soviet counterintelligence to intercept, penetrate, and sabotage nationalist networks and their operations backed by Western governments.  相似文献

The pupose of this essay is to re-evaluate the ideas of Ziya Gökalp (1876–1924), the official ideologue of the Young Turk movement and holder of the first chair of sociology at Istanbul University (1912), whose significance within the history of secular political thought and practice in Turkey remains inadequately explored. Focusing on Gökalp's view of the relationship between nationalism, religion and modernity in the Turkish context, I offe both an account of existing Anglophone interpretations of Gökalp's ideas and an alternative intepretation. In the latter, I seek to identify a conceptual frame in Gökalp's thought: the set of concerns and historical developments which comprise what I call the secularization problematic of modernity and which has implications for understanding his view of the relationship between religion and modernity in general and between Islam and Turkish nationalism in the context of modernization in particular.  相似文献

This article develops a new framework linking cross-cultural human values, regulation, and governance in the area of cybersecurity. Cyber space is currently transitioning from a laissez-faire into a regulated area. Yet, there is a significant heterogeneity in terms of the strength of commitment in different states to regulation and governance of digital spaces. Therefore, it is important to explore why this heterogeneity exists. This article proposes that heterogeneity in the commitment to regulation and governance of cyber space between different nations stems from the fundamental cross-cultural differences in human values between countries. Using an example of cybersecurity, we show how the cultural value orientations theory maps onto national commitments to regulate and govern cybersecurity issues. We construct a theoretical framework linking human values with cybersecurity regulation and confirm the existence of this link empirically using the data from the international Schwartz Value Survey and the Global Cybersecurity Index.  相似文献

The main purpose of this article is to elaborate some conceptual tools for clearer analysis of social reality, power relations and their visual representations. One of these instruments through which power relations are established in society is photography. The paper focuses on different strategies by which, in photography, the “people” are constructed as a homogeneous whole of specific historical self-reflection of culture. The first part of the paper discusses the relationship between the theory of hegemony as elaborated by Ernesto Laclau and the semiotics of culture of Yuri Lotman. The ground for believing this incorporation of the two thinkers to be successful is the very apparent theoretical congeniality between them. They both belong to the Saussurean ontological terrain. The second part of the paper tries to develop a bridge between the given theoretical framework, especially Laclau's concept of empty signifier and Barthes's concepts of studium/punctum, and “iconic photograph” from visual rhetoric. I will distinguish four hegemonical strategies of signification: visual naming, dominant text, code text, and dominant language. The analysed material is taken from Stalin-era soviet Estonia's newspaper and magazine photographs.  相似文献

The past years have been eventful for secessionist movements in Europe and in particular in Scotland and Catalonia. Supporters and opponents of secession of both stateless nations considered their prospects for future EU membership as an important part of the campaigns leading to the referendums. The article’s aim is to explore whether international factors influence domestic support for secession. In order to answer this puzzle, an on-line survey experiment (n = 2408) was carried out in Catalonia and Scotland in which respondents were confronted with different scenarios concerning the EU membership of their hypothetical new state (inclusion or exclusion). Contrary to the general perception, the prospects of EU membership had only a limited effect on support for the creation of a sovereign state. Moreover, it was found that the impact was strongly mediated by the participants’ previous degree of nationalism and their attitudes with respect to the EU.  相似文献

Intelligence and defence are often cited as central to the fabric of Anglo-American relations after 1945. However, we still know relatively little about how the Anglo-American intelligence relationship changed during the latter part of the twentieth century. During the 1960s and 1970s the UK continued its long retreat from its world role, driven by recurrent economic crises at home and anti-colonial nationalism abroad. This essay examines UK intelligence in the mid-1970s in the light of recent archival releases pertaining to the Roy Mason Defence Review. This material sheds interesting light on tensions between the military and diplomats in Whitehall over defence intelligence. More importantly, it appears to show that, partly because of the contraction of defence dispositions, UK intelligence activities were called upon to compensate and therefore became relatively more important as a substantive contribution to the alliance.  相似文献

Empirical evidence offered in this study suggests that decisions by state government officials to effect debt-financed spending depend in part on the state's gubernatorial election cycle. More specifically, the results reveal relative increases in state debt issues in anticipation of elections, and furthermore, they reveal that such increases are more significant for states characterized by high interparty political competition. While theoretical limitations preclude a definitive explanation for these results, the evidence is consistent with a view of state political markets where incumbent parties manipulate public policy so as to enhance the probability of success in pending elections. This insight is significant in that it suggests a relationship between public policy decisions and election cycles in a context heretofore unexplored.  相似文献

In his ‘Rivers of Blood’ speech, and in several speeches in subsequent years, Enoch Powell claimed that immigration was an ‘issue of numbers’. Britain could not, he believed, accommodate a significant number of non‐white people without threatening the existence of the nation. I argue that Powell's opposition to immigration, and his numerical framing of it, rested upon his racialised conception of British, or English, nationhood. As he was shunned by political elites, Powell articulated an increasingly populist nationalism. Drawing repeated references to Britain's wartime experiences, Powell claimed that the British, or more often the English, were being attacked by an immigrant enemy without, and betrayed by an establishment enemy within. I conclude with some reflections on the similarities between Powellite nationalism and contemporary discourses about national identity during and since the European Union referendum.  相似文献

  • Political marketing can be categorized with three aspects: the election campaign as the origin of political marketing, the permanent campaign as a governing tool and international political marketing (IPM) which covers the areas of public diplomacy, marketing of nations, international political communication, national image, soft power and the cross‐cultural studies of political marketing. IPM and the application of soft power have been practiced by nation‐states throughout the modern history of international relations starting with the signing of the Treaty of Westphalia in 1648. Nation‐states promote the image of their country worldwide through public diplomacy, exchange mutual interests in their bilateral or multilateral relation with other countries, lobby for their national interests in international organizations and apply cultural and political communication strategies internationally to build up their soft power. In modern international relations, nation‐states achieve their foreign policy goals by applying both hard power and soft power. Public diplomacy as part of IPM is a method in the creation of soft power, as well as, in the application of soft power.
  • This paper starts with the definitional and conceptual review of political marketing. For the first time in publication, it establishes a theoretical model which provides a framework of the three aspects of political marketing, that is electoral political marketing (EPM), governmental political marketing (GPM) and IPM. This model covers all the main political exchanges among six inter‐related components in the three pairs of political exchange process, that is candidates and party versus voters and interest groups in EPM ; governments, leaders and public servants versus citizens and interest groups in GPM, including political public relations and lobbying which have been categorized as the third aspect of political marketing in some related studies; and governments, interest group and activists versus international organizations and foreign subjects in IPM. This study further develops a model of IPM, which covers its strategy and marketing mix on the secondary level of the general political marketing model, and then, the third level model of international political choice behaviour based the theory of political choice behaviour in EPM. This paper continues to review the concepts of soft power and public diplomacy and defines their relation with IPM.
  • It then reports a case study on the soft power and public diplomacy of the United States from the perspectives of applying IPM and soft power. Under the framework of IPM, it looks at the traditional principles of US foreign policy, that is Hamiltonians, Wilsonians, Jeffersonians and Jacksonians, and the application of US soft power in the Iraq War since 2003. The paper advances the argument that generally all nation states apply IPM to increase their soft power. The decline of US soft power is caused mainly by its foreign policy. The unilateralism Jacksonians and realism Hamiltonians have a historical trend to emphasize hard power while neglecting soft power. Numerous reports and studies have been conducted on the pros and cons of US foreign policy in the Iraq War, which are not the focus of this paper. From the aspect of IPM, this paper studies the case of US soft power and public diplomacy, and their effects in the Iraq War. It attempts to exam the application of US public diplomacy with the key concept of political exchange, political choice behaviour, the long‐term approach and the non‐government operation principles of public diplomacy which is a part of IPM. The case study confirms the relations among IPM, soft power and public diplomacy and finds that lessons can be learned from these practices of IPM. The paper concludes that there is a great demand for research both at a theoretical as well as practical level for IPM and soft power. It calls for further study on this subject.
