There are basically three different types of internationally mobile talent: industry talents, professionals, and talents of the social sciences and culture. There are seven different factors underlying the international migration of talented people: the global income gap, the pursuit of personal worth, requirements of national development, technical innovation, industrial agglomeration, language and cultural compatibility, and immigration policies. The international migration of talent increasingly highlights the issue of international talent security, and has a far-reaching impact on personal safety, as well as national and global security. Therefore, cooperation on international talent safety issues should be strengthened in order to establish a more regular order to the international migration of talent, and to reduce the negative effects brought about by it, so as to promote economic globalization and sound economic and political progress in the international community.  相似文献

The early 21st century finds great change in international order.China's foreign relations have entered a new phase where its driving force is rapidly rising for the emerging countries and new global economic governance mechanism is gradually established.To follow the trend of the times,China has actively participated in global economic governance and supply of public goods.China' s foreign relations present a new vision,idea and strategy under the leadership of President Xi Jinping.It is a new starting point for China to further integrate itself into the world and open itself wider to the world.China takes an active part to participate in global governance and plays an important role in the issues of economic integration,environmental governance,climate change,nuclear nonproliferation,energy crisis,internet security and anti-terrorism,especially anti-terrorism.This article explains the performance of international relations in current transition order and tries to tackle prior (and in some ways more intractable) issues and to analyze the internal logics and external environment of impact of multi-polarization on China's major power diplomacy with its characteristics in the transition of International order.  相似文献

After the global financial crisis broke out in 2008, major industrial economies became concerned about delndustrlahzation . The important roles that the industrial sector plays in creating jobs and ensuring intemational competitiveness began to be recognized again. The U.S. launched its policy of "re-industrialization" and Brazil published a plan to develop its industrial sector between 2011 and 2014. China's industrial sector has rapidly developed. "Deindustrialization" sparked widespread concern because it is connected with the global distribution of technological capability and the future global economic order. It is noteworthy that the U.S., Brazil and some other major economies partly blamed China for the problems that "deindustrialization" has caused and this has had an increasing effect on China' s relations with these countries. It reflects China' s problem as a new manufacturing power. In this article, the author analyzes those political and economic factors associated with "deindustrialization" and makes some suggestions for the Sino-Brazilian strategic partnership. In this way, the author explores some ideas on establishing a new type of big power relations.  相似文献

The paper aims to provide a framework for understanding the global impact of the rise of the “Second World” (emerging powers, such as BRICS) brought about by globalization and the transformation of international relations and international political economy. The paper takes the point of departure from one of Gramsci’s key conceptual categories and analytical apparatus, e.g. “hegemony,” to explore the extent that the upsurge of the emerging powers has reshaped the terrain and parameters of social, economic and political relations both at the national and global levels, and has exerted pressure on the existing international order in terms of both opportunities and constraints. The paper intends to examine the dialectical nexus between the role of the emerging powers as a counter-hegemonic, socio-economic and socio-political force for a new world order. The paper’s analytical approach is to combine neo-Gramscian hegemony theories with critical post-hegemony theories. The conclusion of the paper is to suggest that in an era of globalization and transformational capitalism it is impossible for the emerging powers to establish an alternative independent hegemony; rather, the world will witness a new era of “interdependent hegemony,” in which both the “First World” and the “Second World” are intertwined in a constant process of shaping and reshaping the world order in the nexus of national interest, regional orientation, common economic and political agendas, security alliance and potential confl icts.  相似文献

Gtreat expectations rest upon the U.S. and China, as the biggest economies in the developed and developing worlds, with regard to tackling challenges in the global economy and building a new world order. The governments have enjoyed a solid cooperation within the framework of G20. A rising China looks forward to an improved economic order and more effective responsiveness to other global challenges, and so will begin to participate in global affairs with a positive and constructive attitude and bear responsibilities commensurate with her status. China has benefited from the existing global economic order, and so will try to be a reviser or a reformer rather than a revolutionist in the world economic system. Developed countries in the West always attach great importance to protection of their overseas interests. Since the end of World War II, governments of these countries have been making unremitting efforts to protect the economic interests of their businesses and nationals in foreign countries and work to ensure their safety and security by establishing an international order in their favor and by every possible means - diplomatic, political, economic, legal and even military. Minerals and resources trade and investment play a pivotal role in economic and trade relations between China and Australia.In recent years,although China-Australia political relations have been at a low point,China?Australia minerals and energy cooperation has exhibited a different trend to that of political relations,and also from the engagement during previous periods.Minerals and energy trade has increased steadily,while investment is becoming more difficult,particularly for large projects.There has been a clear green transition in trade and investment in this functional area,and uncertainty has increased due to the influence of factors such as the Belt and Road Initiative(BRI),the shale gas revolution and China-US trade disputes.Because this is one of the pillars for economic growth for both countries,and for their trade and investment ties,and because of the importance of low-carbon transition,the free trade system,and global and regional governance,minerals and energy cooperation can serve as a platform for improving and promoting bilateral relations.It has been suggested that China should seize the opportunity to improve bilateral relations by deepening two-way investment,joining hands with Australia on developing more products in more areas,and with new cooperation models.This research will be significant for understanding the status quo of China-Australia cooperation in minerals and energy,and for improving bilateral relations,and even international energy governance.  相似文献

Sino-US relations are one of the most important bilateral relations in the world. The sound and steady development of the relations not only conforms to the fundamental interests of both countries and peoples, but also contributes to the future world security order. However, US policies towards China have been undergoing significant changes since President Trump assumed power, leading to intensifying strategic competition between the two countries and making the bilateral relationship more complex, uncertain and uncontrollable. In the face of enormous difficulties, more efforts should be made to stabilize and further develop Sino-US relations now standing at a juncture. This has sparked a wave of discussion and debate among scholars both at home and abroad. How to view Sino-US relations in a comprehensive, objective, rational and pragmatic manner has become a major subject worth further exploration and clarification. Against this backdrop, on September 19, 2020, the Editorial Department of Journal of International Security Studies of UIR and the PLA Information Engineering University (Luoyang Campus) successfully co-hosted the 13th “Expert Forum” on the subject of “Assessing Sino-US relations” in Luoyang, Henan Province. Under the framework of “future development of Sino-US relations and the world security order”, distinguished scholars and researchers from all around China discussed such major issues as difficulties and development trends of Sino-US relations, US domestic political landscape and its policies towards China, as well as the construction of the future world security order and China’s strategic responses. Global oil markets are increasingly jittery because of the recent political turbulence in North Africa and the Middle East,prompting China to seek more cooperation with other countries in the field of unconventional energy resources.Considering form the perspective of a hedging strategy,China should expand its cooperation with developed energy-exporting countries.China and Canada are highly complementary in the areas of energy exploration and mutual trade and this provides a broad space for their energy cooperation.However,up until now,this potential has not yet been fully explored,and there have been few substantial achievements in bilateral energy cooperation.Various reasons,including economical and political,can be attributed to this.The Chinese government and enterprises should both make efforts to overcome obstacles and make good use of all advantages to further develop energy cooperation with Canada,so as to realize greater energy politics and economic interests.  相似文献

The essence of international security is common security, which relies heavily on basic consensus on security concepts and strategies among nations. However, since the beginning of the 20 th century, such a consensus or value basis has become very “thin” as a result of the following four factors: the inception of the global international system along with its cultural diversity; the great changes in political, economic and military arenas; the rise of nationalism and popular politics; and the emergence of superpowers and their antagonistic ideologies. Within strategic culture, there is juxtaposition between confrontational culture and cooperative culture. In security concepts, people have different preferences for national, international or global security. In terms of security strategies, there exist several competing models such as hegemonic stability, balance of power and institutional cooperation. The primary aims of international security remain: avoiding major wars, maintaining the stability of the international system and safeguarding the integrity of the nations. There are two new challenges: promoting global economic justice to avoid any domestic or international conflicts caused by an imbalanced international economic order; and meeting the challenges of various non-conventional security issues affecting human life on a global scale. In an era of security interdependence, the international community must make joint efforts to rebuild the consensus on security in light of the fundamental values of common security and cooperative security, and to practice a truly “international” security strategy so as to break away from the security dilemmas inflicted by each nation’s reliance on its own self-help and competing “national” security strategy.  相似文献

ASEAN, whose international prestige grew as a result of its diplomatic role in 1970s, can be seen as providing a model for linking the very disparate states of the Asia-Pacific region in a common association. The centrality of ASEAN to any attempt to build regional institutions was strengthened by clashes of interest between the major powers. In order to protect its own strategic interests, ASEAN has established mechanisms of economic and security cooperation with the EU and the United States since the end of Cold War. After September 11, the cooperation between ASEAN and the US has become much more extensive than before on both regional and global levels. What impact does a shift in the global distribution of power have on the international order? According to the views of traditional realists, power transitions in the international order are usually accompanied by major wars, the best example being the two world wars of the twentieth century. China's peaceful rise is conducive to the peace and stability of Asia and Pacific regions. The steady rise of China's position and its role in dealing with international and regional problems have proved China's success in "cooperative security". This paper analyzes the security order in the Asia-Pacific region1 that China wants to construct to provide important guarantees to its peaceful rise. Firstly, I review and compare key arguments about the transition of international systems and China's Asia-Pacific strategy, Secondly, I investigate the dynamics between China's peaceful rise and the "cooperative security" which I think are the collective embodiments of modem transformation and the restructuring of China's traditional strategic culture. Thirdly, I examine how to construct a mechanism of cooperation in the Asia-Pacific region to guarantee China's peaceful rise on both political and economic levels. Economic cooperation and free trade in Asia-Pacific region is an important route to regional economic integrity which will guarantee China's role in maintaining the political and economic security in the region.  相似文献

The Sino-African relationship is one of the most important inter-continental relationships in the world. It is unique both in its origin and evolution and plays an important role on the world stage. Since the establishment of diplomatic relations in the mid-1950s, traditional, friendly and cooperative relations between China and African countries have developed rapidly, reaching an historic high in 2000 when both sides proclaimed the establishment of a new type of strategic partnership. Transcending Western traditional value and logic of thinking, such as the supremacy of international interests and power control, Sino-African relations have created a new model in international relations, featuring equality, peaceful coexistence and friendly cooperation. This promotes African development and the democratization process in both international relations and the global community. Confidence-building measures are those taken between countries to enhance mutual understanding, reduce distrust, ease tensions and prevent the outbreak of war. They refer to stipulations agreed upon between countries on exchanges and checking of information related to military forces and activities and promotion of cooperation in the military field, etc. In a narrow sense, confidence-building measures refer to the various measures adopted in the military field and are related directly to improving security environment, including arrangements of measures of exchange, transparency, restriction and checking, etc. while in a broad sense, confidence- building measures cover political, economic, military, diplomatic, cultural, religious and ideological fields, which, in an overall manner, are taken to strengthen international security, improve the security environment, ease regional tensions and increase trust among countries. In formulating the measures, emphasis is laid on abiding by the Charter of the United Nations and the Five Principles of Peaceful Coexistence, as well as other norms governing international relations, such as no threat by force or dismembering territorial integrity and political independence of other countries by force, no interference in other countries' internal affairs, peaceful settlement of disputes and equality of sovereignty between countries, enhancing mutual trust through close political contacts, economic links, technological exchanges and military contacts, etc.  相似文献
