Getting China Right： The Chinese World Order and Asia-Pacific Regional Integration

Is a rising China good for the stability and integration of the Asia-Pacific region？ The dominant point of view in the Western world is a resounding no. However, that realist point of view, based on the very different experiences of Europe, is not appropriate in the Asia-Pacific context. Area studies are a useful tool to achieve a better understanding of the Asia-Pacific situation. This paper attempts to prove that a rising China will be good for the stability and integration of the Asia-Pacific region through the lens of historical, economic and security analyses. First, history shows that once China is strong and stable, order of the Asia-Pacific region is preserved. Second, with China＇s economic cooperation with neighboring countries, especially after its entry into the World Trade Organization （WTO）, China＇s economic integration with the Asia-Pacific region has been enhanced. Third, regional security has been assured by a peaceful and strong China. Finally, the paper comes to the conclusion that a stable and strong China is beneficial for the overall stability and integration of the Asia-Pacific region.

As a result, escalating security threats to China in the East and South China Seas are converging into potential risks of collision and conflicts with other contenders.     

An Analysis on the Politics and Diplomacy of the Hatoyama Cabinet

A new chapter began in Japan＇s political history when Yukio Hatoyama and his Democratic Party （DPJ） replaced the long-governing Liberal Democratic Party （LDP）, thus creating the long-contemplated structure of alternate rule by the two major political parties. Attaching more importance to independence in diplomacy, the Hatoyama Cabinet is expected to stand for a repositioning of its relations with the United States and make greater diplomatic efforts in Asia with the focus on building an East Asian Community so as to adapt to the evolving international relations in the Asia-Pacific region.

Prresident Xi Jinping＇s recent attendance at the Shanghai Cooperation Organization （SCO） and the Asia-Pacific Economic Cooperation （APEC） Summits, visits to Central Asian and Southeast Asian nations, together with Primer Li Keqiang＇s visits to South and Southeast Asia, followed with his attendance at the China-ASEAN Summit, and coupled with China hosting top leaders from neighboring countries, have all sent a strong signal to the outside world of the greater priority accorded to China＇s sun＇ounding areas by the new leadership. Needless to say, such a flurry of diplomatic activities is far from enough. In the future, China needs to turn this priority into a top-level design for a long-term program propped up by an unswerving management.     

ASEAN and the Major Powers： New Ties of Transnational Integration

ASEAN, whose international prestige grew as a result of its diplomatic role in 1970s, can be seen as providing a model for linking the very disparate states of the Asia-Pacific region in a common association. The centrality of ASEAN to any attempt to build regional institutions was strengthened by clashes of interest between the major powers. In order to protect its own strategic interests, ASEAN has established mechanisms of economic and security cooperation with the EU and the United States since the end of Cold War. After September 11, the cooperation between ASEAN and the US has become much more extensive than before on both regional and global levels. Sino-EU-US triangular relationships have had a significant influence on ASEAN relations with these powers in the new century.     

U.S. will Continue to Prioritize U.S.-Sino-Japan Balance

From a historical perspective, changes in Japan＇s domestic politics today can be traced back to the 1945-1951 reforms when Japan was under the control of the U.S.. The Diaoyu Islands dispute is directly related to the U.S.-Japan peace agreement in 1951 that excluded both the Chinese mainland and Taiwan. While current changes in Sino-Japanese relations are also connected to some structural factors like changes in the balance of power between China and Japan and Japan＇s domestic politics edging to the right, another important external cause that should not be ignored is the U.S. effort to rebalance to the Asia-Pacific. Therefore, in order to improve Sino-Japanese relations, we should not only try to find the causes and relative countermeasures from both sides, but also we should properly understand those factors originating from the U.S., particularly the U.S.＇ Asia-Pacific strategy.

Our planet is wimessing the onset of a new stage in globalization, multipolarity and IT application. As a result of this, a fresh reshuffle is underway, coupled with the shifting sands of geo-politics and geo-economics. This has led to major challenges in the established international system and world order.1 The same is also true for the regional picture. Indeed, the turmoil in Ukraine, the unrelenting crisis in the Middle East, and the vortex in the Asia-Pacific, have led to unusual activity in the three blocks of Europe, the Middle East and the Pacific. Under the disguise of an apparent absence of interconnectivity, in-depth interactions are actually at work between them on the question of the future peace and stability of the international community as a whole.

International System and China＇s Asia-Pacific Strategy

What impact does a shift in the global distribution of power have on the international order？ According to the views of traditional realists, power transitions in the international order are usually accompanied by major wars, the best example being the two world wars of the twentieth century. China＇s peaceful rise is conducive to the peace and stability of Asia and Pacific regions. The steady rise of China＇s position and its role in dealing with international and regional problems have proved China＇s success in ＂cooperative security＂. This paper analyzes the security order in the Asia-Pacific region1 that China wants to construct to provide important guarantees to its peaceful rise. Firstly, I review and compare key arguments about the transition of international systems and China＇s Asia-Pacific strategy, Secondly, I investigate the dynamics between China＇s peaceful rise and the ＂cooperative security＂ which I think are the collective embodiments of modem transformation and the restructuring of China＇s traditional strategic culture. Thirdly, I examine how to construct a mechanism of cooperation in the Asia-Pacific region to guarantee China＇s peaceful rise on both political and economic levels. Economic cooperation and free trade in Asia-Pacific region is an important route to regional economic integrity which will guarantee China＇s role in maintaining the political and economic security in the region.
