A New Model of China-U.S. Relations after Beijing’s Second Reform

As extensive as the first reform launched in 1978, China’s second reform also depends on giant strides in relations with the U.S.. For the New Model of bilateral ties that is antecedent for the full reform to take hold, progress is needed in four key fields blocking the way. Navigating this challenge will entail originality in thinking, framework and trajectory. The proposed new model of major-country relations represents China’s official commitment to go the distance to reorient its U.S. bond, but it awaits joint endeavor in building the three communities of interests, security and responsibility of Chimerica.

The Future of China-U.S. Relations：Searching for the Way of Mutual Accommodation

China-U.S. relations, in the final analysis, are relations between an existing superpower and another country that is most likely becoming a new strong power in a relatively short period of time. It would not be unthinkable if China should eventually regain its super status. For a considerably long period of time two centuries ago, China was a superpower in the world. China＇s rise after a century-long decline in contemporary history is an undisputable reality.     

China-U.S. Economic and Trade Relations： A Win-Win Partnership

Over the past three decades, China-U.S. economic and trade relations have been growing rapidly along with vigorous economic development of China in the course of its reform and opening-up. Economic exchanges and trade between the two countries virtually started from scratch, but now China and the United States have become two of the world＇s largest economies and trading partners. The two economies are more interdependent than ever before, each being the other＇s major partner： China is America＇s second largest trading partner, third largest export market, second largest source of import and largest holder of its treasury bonds; the United States is China＇s largest trading partner, largest export market and third largest outlet for foreign direct investment （FDI）.     

China-U.S. Relations： A Sober-Minded Assessment With High Expectations

Whenever a new U.S. President swears in, China-U.S. relations will go through a period of mutual adaptation. But this time, after Barack Obama came into the White House there was a good beginning in China-U.S. relations which have remained rather stable over the short span of the change of administration. We have good reason for high hopes that the two countries will join hands in moving toward a viable, all-round partnership in the 21st Century. However, from a historical perspective and in view of the actual distinctions between the two countries, we should remain sober-minded.     

China-U.S. Military Relationship： Retrospect and Prospect

China-U.S, military relationship, one of the most important and complicated bilateral military relationships, is subjected to more restraining factors than any other military relationships in the current world. It has always been regarded as the ＂barometer＂ of the development of the relations between the two countries. Over the past 30 years since the two countries established diplomatic ties, bilateral military relationship has undergone an exceedingly unsmooth course of development. Nevertheless, along with the increase of common interests, China-U.S.     

ASEAN and the Major Powers： New Ties of Transnational Integration

ASEAN, whose international prestige grew as a result of its diplomatic role in 1970s, can be seen as providing a model for linking the very disparate states of the Asia-Pacific region in a common association. The centrality of ASEAN to any attempt to build regional institutions was strengthened by clashes of interest between the major powers. In order to protect its own strategic interests, ASEAN has established mechanisms of economic and security cooperation with the EU and the United States since the end of Cold War. After September 11, the cooperation between ASEAN and the US has become much more extensive than before on both regional and global levels. Sino-EU-US triangular relationships have had a significant influence on ASEAN relations with these powers in the new century.
