Following the financial turmoil in Asia and Russia, Latin America has suffered dramatic setbacks, including major economic slowdown, threats to democratization, and worsening social conditions. For the medium term, neither prosperity nor political stability are assured, says Abraham F. Lowenthal, founding president of the Pacific Council on International Policy at the University of Southern California, Los Angeles. Lowenthal identifies three positive shifts that have occurred in the region over the past few years: a convergence among economic policymakers on the main tenets of sound policy; an even more widespread embrace of constitutional democracy as an ideal; and a growing disposition on the part of Latin American nations toward pragmatic cooperation with each other and with the industrialized countries, including the United States.  相似文献

Kazakhstan is home to the longest serving ruler in post-Soviet Eurasia while Kyrgyzstan is among the region’s most competitive polities. Do these regime differences correspond to divergence in political attitudes, as an extensive body of literature posits? Are Kyrgyzstanis more likely to strongly support democratic ideals? Are Kazakhstanis less likely? Contrary to expectations, data reveal the two populations to be attitudinally indistinguishable when it comes to strong support for practices associated with democracy. Whatever country differences we find are minor or statistically insignificant. We explain this convergence by shifting focus away from the political features that distinguish the two nascent democracy versus consolidated authoritarianism to those that they hold in common. Notwithstanding major constitutional reform in Kyrgyzstan in 2010, politics there, as in Kazakhstan, remains fundamentally patronal, or patronage- based. Mass attitudes, we argue, align in many ways with the countries’ shared patronal politics, rather than with their contrasting regime types.  相似文献

Abstract

The contention of this book is that it is necessary to study political activity at the level of the common individual. This position is in clear contrast to the common assumption that individuals are ineffectual in asserting their political rights, unaware of political issues and unimportant in the course of national history. Bowen has aimed his study deliberately at the actions and associations of the commoners involved in the Meiji popular rights movement. He focuses upon three gekka jiken (“incidents of intensified violence”)—the Fukushima Incident of 1882 and the Kabasan and Chichibu incidents of 1884—seeking “to learn why they happened; what they tell about general social, economic, and political conditions; and what consequences they had for society and politics as a whole” (p. 6).  相似文献

Most GDR policies instituted to secure women's equality between 1949 and 1989 have been dismantled in the name of German unity, including freedom of choice regarding abortion. That right ceased to exist in May 1993, when the Constitutional Court imposed a number of western restrictions on eastern women as the new law of the land. This study addresses the post‐unity search for an acceptable compromise between the western constitutional mandate of foetal protection and the eastern guarantee of a woman's right to choose. It argues that a three‐year reform process which should have provided a positive introduction to the art of democratic compromise served instead as a negative socialising experience for Germans in the new Lander. Besides denying them a chance to render a meaningful policy contribution to their new state, the nature of the process has distorted East German perceptions of the quintessential ‘balance of power’ between legislative and judicial institutions under democracy. ‘Compromise’ has been attained, but consequences for the German Rechtsstaat are not all positive.  相似文献

The role of united Germany in the new Europe has been the source of considerable debate and speculation. This study analyses the impact of Germany's continued commitment to reconciliation with its neighbours in central‐east Europe (CEE) on traditional power relations in the region. It argues that the politics of reconciliation scramble conventional power calculations in substantive ways to elevate CEE authority in their relations with Germany. Moreover, the politics of reconciliation highlight the intersection of domestic and foreign policy which, since 1990, have favoured the ability of domestic factors in Germany and CEE to promote or impede reconciliation. The Treaties of Friendship, signed by Germany with Poland, Czechoslovakia and Hungary after unification provide the empirical benchmark used to compare the different trajectories in bilateral relations which have developed under the umbrella of reconciliation.  相似文献

Stephanie Lawson, Professor of International Relations at the University of East Anglia in Norwich, UK, considers the role that the concept of “culture” has come to assume in the study of international politics, especially in relation to the Asia‐Pacific region. Much of the cultural nationalist rhetoric associated with the “Nihonjinron” as well as discourses surrounding the “new Asianism” has had two main consequences. One has been to reinforce static perceptions of culture as a marker of essential difference. On the other hand, some obvious instrumental uses to which it has been put by some political elites in the region has generated a great deal of cynicism about the concept. Taking culture seriously requires a different approach—one which stresses the dynamic properties of culture and its potential role in transcending the “East‐West” divide. SUMMARY

Traditionally political history tells the factual story of those who are in power and of those who want to be, often accompanied by studies of the formal expressions of power in the state and its institutions. During the past two decades this ‘old’ history of politics has been renewed and enriched by research from the perspective of political culture. Both in the Netherlands and abroad pioneering studies of political practices, concepts and styles of leadership have resulted from this new approach. In the next few years this cultural angle in the history of politics will be intensified, for instance in research of the understanding and institutionalization of democracy. The recently established research programme ‘Representation and Governance in the Netherlands’ (RGN) at the Institute of Netherlands History wants to take on board this ‘new’ type of political history as well as the ‘old’ variety in order to facilitate both the efforts of those scholars who want to explain cultural traditions and inherited appreciations in the day-to-day routines of politics as well as the work of historians who want to intensify the study of the formation and reach of the state. The RGN project ventures far back through the ages to explore the historicity of political institutions and bureaucratic procedures by opening up materials for analysing both the culture of governance and the practices of politics. In projects that link up the Middle Ages with the twentieth century, from the administrative organization of the counties of Holland and Zeeland during the Hainault period up to and including the establishment and reform of the constitutional state, sources will be recorded and made accessible. The interaction between society and government, often personified by intermediaries such as office-holders, civil servants, journalists, political advisers and the like, will become visible in the many documents to be edited. Upon their publication these sources will enable future researchers to study not only the history of the governing bodies, but also the role that subjects or citizens played or wished to play in shaping the state.  相似文献

This paper analyzes attitudes of women enrolled in secular and religious universities in the capital cities of Kyrgyzstan and Tajikistan toward family life and the role of Islam in the private and public sphere. Survey data indicate that women from both types of universities in both countries sympathize with retraditionalization, or “a return to traditional values, family life, and religion, which entails, in part, women being moved out of the work force.” Thus far, there is no statistical evidence of this phenomenon in the literature. Sympathy for retraditionalization is unfolding in the context of ongoing economic uncertainty that has plagued Kyrgyzstan and Tajikistan since the Soviet Union's collapse, and its manifestations produce political responses. I argue that Kyrgyz and Tajik elites push a particular gender norm implying female secularization to counter expressions of retraditionalization among young women. In conclusion, I highlight counterintuitive findings of the survey regarding Islam's role in Central Asian society and discuss collective versus individual acts of resistance to female secularization policies in Kyrgyzstan and Tajikistan.  相似文献

Previously considered a reforming and promising African country, economically and politically, Uganda has in recent years suffered substantial shrinkage of democratic space. This article argues that two factors have been crucial: the gradual breakdown of minimum political consensus forged under a ‘broad-based’ government which climaxed in a relatively progressive constitution in 1995 and, second, the security imperative accentuated by the war on terror. These two are compounded by the exigencies of incumbent president Museveni’s determination to rule for life, the result being erosion of basic democratic institutions, securitisation of politics, criminalisation of political competition and upsurge in contentious politics.  相似文献

Through a case study of Ghana, this article focuses on the relationship between decentralisation and local democracy. The Ghanaian constitution emphasises decentralisation as the key means to ‘making democracy a reality’, reflecting the view common amongst international development agencies that decentralisation enhances local democracy and leads to more responsive government. This article questions such views and investigates whether decentralisation in Ghana has led to increased political participation at the local level and to downwardly accountable local government. Empirical findings are two-fold. On the one hand, relatively high levels of participation in local democratic processes are indicated. On the other, accountability mechanisms have not been strengthened, with a number of limitations and shortcomings identified at local level that undermine citizens’ attempts to hold local government and their elected representatives to account. Yet, in seeking to explain this delinkage between participation and accountability, such local issues do not provide a full explanation. Attention is thus refocused on the national context, where structural obstacles to devolved government are identified in the form of legal, political, administrative and fiscal constraints. Such obstacles are not easily overcome, however, due to the politics of decentralisation, notably central government's reluctance to relinquish control over its powers. Recent proposals for reform in Ghana's decentralisation system are considered, but political change is unlikely given the built-in advantages to the ruling party, whichever is in power. Without such reforms, though, local democracy is likely to remain more appearance than reality.  相似文献

New York, NY: Cambridge University Press; North, D.C., J. J. Wallis, and B. R. Weingast. 2009. Violence and Social Orders: A Conceptual Framework for Interpreting Recorded Human History. New York, NY: Cambridge University Press) name the formation of organizations capable of effectively restricting violence in society as a necessary condition for transition from developing societies to societies with sustainable economic growth. However, the mechanisms of emergence and conditions for the operation of such organizations in contemporary developing countries remain unclear. We follow the logic of formation of such organizations using the case study of collective actions of the Russian business community aimed at restricting “state violence” against business. We seek to identify the conditions leading to a shift in the choice of strategies from attempts at informal agreements with extortionists controlling means of coercion to cooperation of businessmen and trace the further evolution of organized forms of collective action. Finally, we assess to what extent the created organizations can be efficient and self-supporting in the long term.  相似文献

Close examination and analysis of the Kremlin’s framing of Russia’s annexation of Crimea reveals that domestically it was presented in unprecedented national irredentist terminology, aiming at reunifying the Russian nation in one state. The Russian nation was largely described in ethno-lingual or ethno-cultural terms, while the Russian state was all but explicitly declared as a nation–state of ethnic Russians. The official identity discourse was marked by the recasting and unprecedentedly strong reassertion of boundaries between the Russian and Ukrainian nations, legitimizing Russian claims to Crimea. However, the changing references to the crisis in Eastern Ukraine illustrate how the Kremlin’s identity rhetoric is still mainly guided by considerations of political necessity, rather than dictated by some national or ideological vision. Significantly, the focus of the Russian official identity discourse shifted from the state to the nation. This marks a decisive departure from Putin’s earlier largely statist rhetoric in the 2000s, and a new stage of maturation and official acclamation of national ethnicization trends launched during his third presidential term. After years of sitting on the fence, the Kremlin reinvented itself as an active and initiating player in the nationalism field.  相似文献

This paper analyzes the changes in the labor market positions of Soviet-era Russian-speaking immigrants and their descendants in Estonia in 1992–2008. More specifically, it explains how the knowledge of Estonian connects with evaluations of changes of market positions. The Estonian case shows that the language policy intervention undertaken in the context of a fundamental transformation of the market structure in the 1990s paradoxically yielded results contrary to the objectives pursued by the language policy. As it turns out, a segregation strategy is successful in terms of market position maintenance or improvement, whereas acculturation strategy (learning Estonian) worsens rather than improves job opportunities.  相似文献

This paper challenges the central claim of Natalia Forrat’s article that university support programs under Putin targeted the suppression of anti-regime student mobilization. Empirical evidence, both on the national-policy level and on the level of higher education institutions, suggests that the government introduced support programs in order to establish a research capacity at Russian flagship universities and to develop a more competitive national science system. The low level of students’ political engagement can rather be attributed to the outdated structures of student representation, inherited from the Soviet period.  相似文献
