Many actors in global politics profess both a commitment to basic human rights and to a system of sovereign democratic states. There are clear tensions between these commitments which become apparent when seeking ethical answers to the increasingly urgent problem of migrants who cross state boundaries in pursuit of better life chances elsewhere. Is it possible to achieve a coherence between a commitment to individual human rights and to sovereign democratic states? It is argued that a neo-Hegelian constitutive theory of individuality provides a useful guide to our thinking about this matter.  相似文献

This study investigates the counterintuitive emergence of self‐regulation in the Russian construction sector. Despite its proclivity for centralizing political authority, the government acted as the catalyst for the delegation of regulatory powers to private industry groups. The article argues that a factor little considered in extant literature—namely, a weak and corrupt bureaucracy—is key to explaining why the normally control‐oriented executive branch began to promote private governance despite industry's preference for continued state regulation. The article's signal contribution is to theoretically explain and empirically demonstrate how a government's prior inability to establish intrastate control over an ineffective and bribable public bureaucracy creates incentives for political authorities to search for alternative means for policy implementation outside of existing state agencies. These findings are important for understanding the impetus and logic behind particular regulatory shifts in countries where the state apparatus is both deficient and corrupt.  相似文献

Health sector research has increased in quantity over recent years: qualitatively, however, it has scarcely escaped from traditional disciplinary boundaries. Since the health sector has become a meeting ground for several disciplinary research traditions, it would seem necessary now to attempt to view the sector as an entirety. This paper suggests how the health services system may be viewed as a whole, and sketches a possible theoretical foundation for, and possible topics within, an integrated health sector framework.  相似文献

Scholars have argued that recruiting more women to office is an effective way to curb corruption; however, the more precise mechanisms underlying why this may be the case have remained unclear. We use meso‐level theories to elaborate on the relationship and suggest that institutional logics mediate the effect of gendered experiences on corruption. We make two propositions: First, we suggest that the relationship between more women and lower levels of corruption is weaker in the state administration than in the legislative arena, because the bureaucratic administrative logic absorbs actors’ personal characteristics. Second, we refine our institutional argument by claiming that the stronger the bureaucratic principles are in the administration, the less gender matters. We validate our theory using data provided by the European Commission (EC) covering the EC countries and original data from the Quality of Government Institute Expert Surveys, covering a larger set of countries on a worldwide scale.  相似文献
