This article analyses the institutional and contextual factors that facilitate the election of political newcomers as heads of government in democratic regimes. Using data from 870 democratic elections between 1945 and 2015, it is found that political newcomers are more likely to be successful in presidential systems, in new democracies and when party systems are weakly institutionalised. The election of politically inexperienced candidates is also related to governmental performance. Political newcomers are more successful when the economic performance of the government is bad and when the government engages in high‐level corruption.  相似文献

Concern about political disengagement is prevalent in British politics, and this article seeks to examine what the Westminster Parliament has been doing to address it. Recent reforms and recommendations from various parliamentary committees are examined, including increased use of the Internet to disseminate information about Parliament, the use of online consultation mechanisms, and the tentative extension of parliament's petitioning processes. The discussion is couched in the representative origins of Parliament, its adaptation to democratic politics and the extent to which its response to political disengagement is contextualised by its representational, rather than its democratic, role. The article addresses whether Parliament can approach these issues in a 'holistic' fashion, and as a 'unified' institution within the political system.  相似文献

This article explores the political influence of government-sponsored enterprises (GSEs). Using Congress's overhaul of the regulatory infrastructure for Fannie Mae and Freddie Mac as a case study, the article presents two principal findings: (1) The characteristics that distinguish government-sponsored enterprises from traditional government agencies and private companies endow Fannie Mae and Freddie Mac with unique political resources; and (2) the alignment of interest groups around Fannie Mae and Freddie Mac is subject to strategic manipulation by the GSEs. A triangular model of this alignment is proposed and employed to analyze the legislative outcome. The case has implications for students of organizational theory as well as policy makers considering the use of GSEs or other hybrid organizations.  相似文献

According to current wisdom, we have entered a new ‘age of democracy’. The new global popularity of the democratic ideal appears likely to pose new challenges to democratic theory, adding yet more formulations and nuances to existing categories. Just as some key questions about democracy–such as ‘why is it a good (or the best) political system?’ and 'precisely what does it demand of us, and owe to us, as citizens?' – become daily more urgent, some worry about the RESOurces of political theory to cope with them, given the apparent shift towards scepticism and a suspicion of large-scale, encompassing claims about politics. This article focuses of four arguments from postmodernist and pragmatist writers who have given democracy a prominent part in their work. It asks whether the writers examined provide convincing justifications for the democratic ideal.  相似文献

The role of new sources of data has become of increasing interest to those involved in political campaigning and a legislative focus of policy makers and regulators. Utilising Karl-Heinz Nassmacher’s ‘magic quadrangle’ of ‘accounting, practicality, sanctions and transparency’ and a case study of the Political Parties, Elections and Referendums Act 2000 this article unpicks how successful the ‘guiding philosophy’ of transparency was in delivering increased citizen confidence in the democratic process. I ultimately argue that at the heart of all discussions about what regulation in this area should look like, an uncomfortable paradox has to be accepted: that transparency may well help to quell actual instances of malfeasance and the misuse of data, but may at the same time increase citizen distrust in democratic processes. Any regulation should consider the ways in which transparency might be implemented such that it better supports the stated legislative aims.  相似文献

While democratic decentralisation is viewed as an important vehicle for development in sub‐Saharan Africa, its viability in practice is often doubted. Lack of resources, expertise, marginalised populations and the inexperience of local electors are all barriers to successful decentralisation. However, often overlooked are the diverse ways in which local people use the opportunities provided by democratic decentralisation to engage local authorities and demand accountability. Using examples from Uganda and South Africa,1 this article demonstrates how local people use democratic openings to meet the challenges of marginalisation and demand accountability. While the data is from the mid to late 1990s, the evidence presented here is relevant to the continuing debate over democratic decentralisation for it reveals something that is not always recognised: lack of resources is not necessarily the problem; developing political capacity for demanding accountability for existing resources is what is important. The implication is that for decentralisation to be effective, practitioners must develop a better understanding of local political engagement so that their efforts may strengthen rather than thwart emerging political relations of accountability. This paper explores the political structures suitable for the realization of John Rawls’ The Law of Peoples (1999). In particular, it explores whether Rawls’ principles and fundamental foundations recommend establishing global institutions and, if so, whether, and in what sense, these institutions should be democratic. It is often suggested, either implicitly or explicitly, that The Law of Peoples would operate through the bilateral and multilateral interactions of, ideally conceived, nation-states. This paper argues, on the contrary, that it would advise a series of democratic global institutions. The case is developed with respect to the idea of a global institution with the remit of regulating international trade and applied, in the contemporary context, to the World Trade Organization (WTO).  相似文献

For three decades, the “politics matters” literature has found that political ideology is an important explanation of public policy. However, this literature systematically fails to include the influence of the bureaucracy. In fact, it is almost impossible to identify a single study in this literature that controls for the influence of the permanent bureaucracy. In this article, we investigate whether politics still matters when bureaucratic preferences are taken into account. We do this in a simultaneous test of political and bureaucratic influences on public budgets, a policy measure often studied in the “politics matters” literature. We find that political preferences trump bureaucratic ones in policy areas salient to the public but not in less salient areas. This might be comforting news from a democratic perspective. However, as public budgets represent an easy case for political influence, it is food for thought that political preferences do not always prevail.  相似文献

Public evaluations of EU performance are not only critical indicators of the EU's output legitimacy, but also shape future support for European integration. For citizens to monitor the political performance of the EU they need relevant facts, yet it is anything but clear that gains in information about EU performance cause change in judgements about such performance. Drawing on two‐wave panel data, this article examines whether acquiring information following a real‐world EU decision‐making event alters citizens' judgements about the utilitarian and democratic performance of the EU. It also examines how this effect differs for people with different levels of general political information. It is found that citizens who acquired performance‐relevant information became more approving of the EU's utilitarian performance but did not change their judgements about its democratic performance. Also, individuals with moderate levels of general political information were affected most strongly by new facts about performance. The implications of these findings for EU‐level representative democracy are considered.  相似文献

In many emerging and authoritarian countries, civil society organizations that focus on political or sensitive policy issues are being cracked down upon, while service-oriented ones are given a relatively greater ability to operate. What might the consequence of this be for democratic practice given the important role civic organizations play in this process? We examine this question by considering whether the absence of confidence in a country's governing institutions is related to membership in service-rather than governance-focused civic organizations, and how such membership is associated with elite-challenging, political activities in Kazakhstan, Kyrgyzstan, and Tajikistan. We find that individuals who have no confidence in state institutions are less likely to seek membership in governance-focused civic organizations, but not necessarily in service-focused ones. At the same time, membership in both types of civic organizations is associated with participation in political activities, while beliefs that a country is run democratically decreases it. This suggests that a variety of civic organizational types, even those without an explicit governance-focus, contingent on perceptions of democratic governance and other covariates held constant, enhance democratic practice.  相似文献

Governance through the negotiated interaction of a plurality of public, semi-public and private actors seems to provide an efficient means for governing our increasingly complex, fragmented and multi-layered societies. However, the big question is whether governance networks also contribute to the democratic governance of society. Governance network theory and post-liberal theories of democracy claim that there are both democratic problems and potentials associated with interactive network governance. In order to be able to assess, and possibly improve, the democratic performance of governance networks, the authors of this article develop and substantiate an analytical model for measuring the democratic anchorage of governance networks in different political constituencies and in an appropriate set of democratic rules and norms. In addition, it is argued that politicians should play a key role in efforts to ensure the democratic anchorage of governance networks.  相似文献

Democrats sometimes wonder why liberalism, as a theory which values choice, should seek to restrict democratic choices by limiting the political agenda. This article tries to answer this question by emphasizing a value which is common to liberal and democratic arguments: that as far as possible states should rest on persuasion rather than compulsion. On this basis, it is argued that personal and political choice situations are not analogous, that not all the arguments for personal freedom are exhausted by the arguments for fair democratic procedure, that it is not irrational to fear that one might be in an unpersuaded minority, and that even democratic political outcomes cannot be substituted for personal conclusions. Some democratic theories do not accept the value assumed here: but they pay too high a price.  相似文献

While corruption has long been recognized as an appropriate object of regulation, concern with appearances of corruption is of recent origin, coinciding with declining trust in government in the mid- to late-1960s. The reasoning that would support regulations of appearances, however, remains flawed, as it depends upon a "public trust" model of public service that is incomplete and often misplaced when applied to political representatives. The justification for regulating appearances is unambiguous, however, from the perspective of democratic theory. Democratic institutions of representation depend upon the integrity of appearances, not simply because they are an indication of whether political representatives are upholding their public trust, but because they provide the means through which citizens can judge whether, in particular instances, their trust is warranted. Representatives, institutions, and ethics that fail to support public confidence in appearances disempower citizens by denying them the means for inclusion in public judgments. These failures amount to a corruption of democratic processes.  相似文献

The 1985 Israeli economic stabilization program provides a rare case of stable (as of late 1996) success under democratic auspices without major social disorder. Existing explanations for the success of the Israeli reforms overemphasize economics at the expense of politics. This paper analyzes the political causes of the early 1980s Israeli hyperinflation. The program's economic measures and performance are reviewed. The Israeli economic stabilization program succeeded because it was considered credible by the Israeli public. The social and political factors that contributed to the program's credibility are investigated and their importance is ranked. The applicability of the paper to other economic reforms under democratic auspices is highlighted and future research is outlined.  相似文献

  • Francis Fukuyama asks: ‘… is liberal democracy prey to serious internal contradictions, contradictions so serious that they will eventually undermine it as a political system?’ This paper argues that one of these ‘internal contradictions’ is the political communications process and it can be sufficiently serious to undermine the democratic system—but such an undermining is not inevitable. The problem can be described as follows: Democratic systems require that citizens are kept fully informed by governments (and others) in the interests of transparency and ultimately accountability. Hence, all political communications have, as their final objective, the accountability of politicians at the ballot box. Thus all political communications have what can be described as ‘above’ and ‘below’ the line content. The above‐the‐line is the actual content of the message, the below‐the‐line is the implicit one of ‘think better of me and my colleagues think worse of my opponents’. Consequently, no matter how personally honest and open an individual politician might be, the democratic system requires her or him to be always thinking about securing a successful result at the ballot box. Thus we have the ‘political communications paradox’. Voters want politicians to be honest and accountable but this very demand means that politicians, implicitly, always have to have another agenda in operation when they are communicating with the public, i.e. securing their approval and then their support. As a result the trust which is a fundamental to the workings of a democratic system is constantly being undermined. This has two effects. First, that governments are obliged to make communications, rather than delivery, their real priority and second trust, not just in politicians but in the political system as a whole, tends to wane over time, which in turn endangers the very system it was designed to underpin. But this decline is not inevitable because the system has some in‐built self‐correcting mechanisms These include: the rise of new parties and/or leaders who portray themselves as ‘new’ and ‘untainted’—New Labour, New Conservatives, etc., an almost regular ‘re‐balancing’ of the power relationship that exists between politicians and the civil service, particularly in the communications field, the rise of new forms of communication that seek to by‐pass the institutional roadblocks that are perceived as being the cause of the problems and finally increased attention by journalists and academics to the process of political communications makes it more difficult for politicians to continue with ‘business as usual’ as far as their communication activities are concerned.

The purpose of this paper is to investigate whether efficiency in public service provision is affected by political and budgetary institutions, fiscal capacity, and democratic participation. In order to address this issue we take advantage of a new global efficiency measure for Norwegian local governments. We find that high fiscal capacity and a high degree of party fragmentation contribute to low efficiency. In addition there is some evidence that democratic participation increases efficiency, while a centralized top-down budgetary procedure is associated with low efficiency.  相似文献

The political and intellectual landscape of Mexico has been changed by two dramatic events: a new democratic experience, with the triumph of Vicente Fox in the presidential elections of the year 2000; and the relevant role that intellectuals are playing in public opinion. Soon, the democratic experience turned from illusion to deception, basically because Mexican political culture still is authoritarian, and this is something Mexican intellectuals could not accept. Their critics point out that democracy in Mexico is as new as it is weak, and Fox's government has been attacked in the media as no other president in recent history.  相似文献

The impact of new technology on public-sector service delivery and citizens' attitudes about government has long been debated by political observers. This article assesses the consequences ofe-government for service delivery, democratic responsiveness, and public attitudes over the last three years. Research examines the content of e-government to investigate whether it is taking advantage of the interactive features of the World Wide Web to improve service delivery, democratic responsiveness, and public outreach. In addition, a national public opinion survey examines the ability of e-government to influence citizens' views about government and their confidence in the effectiveness of service delivery. Using both Web site content as well as public assessments, I argue that, in some respects, the e-government revolution has fallen short of its potential to transform service delivery and public trust in government. It does, however, have the possibility of enhancing democratic responsiveness and boosting beliefs that government is effective.  相似文献

This article deals with the difficult art of classifying political regimes. Such classifications are important since they lay the ground for a central field of research in political science, namely the causes and consequences of regime changes. The article focuses on Paraguay. which has experienced a process of transition from authoritarian to democratic rule over the past five years. Four criteria of democracy are used to evaluate the state of democracy in this country in early 1994: competitive elections and universal suffrage. broad and autonomous political participation. political freedoms and accountability of elected organs. The investigation of the Paraguayan case highlights the problems involved in using a dichotomous regime variable in empirical research. Paraguay is a democracy when it comes to freedom of speech, but hardly in term of the political situation in the countryside. It also demonstrates that the widely used Schumpeterian definition of democracy is risky in the sense that it may conceal more than it reveals about the regime under study. Finally, the article sheds light on the need for in-depth case studies for the classification of political regimes.  相似文献
