One of the most exciting innovations within ‘practical democratic theory’ in recent years has been the emergence of deliberative democracy, as a theoretically refined ideal with by now some well‐honed mechanisms for its implementation on a small scale. Its greatest remaining challenge is to figure out some way to connect those highly controlled, small‐scale deliberative exercises to the ‘main game’, politically. I sketch some limited and indirect ways in which that might happen in national politics, before going on to propose a more novel way in which such deliberative events might be used literally to make international law of a certain sort.  相似文献

The political context of civil society in Western Europe has changed dramatically in recent decades. These changing circumstances may produce a decline in the integration of civil society into political life – especially deliberative activities at the national level. This article discusses how serious these alleged threats are to a hitherto vital civil society – that of Sweden. It focuses on fours indicators of organised civil society's contribution to deliberative democracy. First, have efforts to contact politicians, public servants and the media, as well as participation in public debates, decreased? Second, has civil society directed interest away from national arenas and instead concentrated resources in local and/or supranational arenas? Third, is there any evidence of a withdrawal from public activities, such as public debates and media activities in favour of direct contacts with politicians and public servants? Fourth, has civil society become more professionalised in the sense that interest groups are increasingly hiring professional consultants? Two surveys conducted in 1999 and 2005 show that Swedish organised civil society has not faded from national public politics. However, growing public participation is almost exclusively connected to increasing communication via the mass media and direct contact with politicians. Taking part in open public debate has not increased. The national arena has marginally lost some importance. Moreover, there is an increasing tendency to hire professional lobbying consultants. This might improve the quality of civil society's contributions to public deliberation, but a more elitist civil society might also develop, which is uninterested in social dialogue.  相似文献

The article describes the action trajectory and the value concept of e-government service innovation in Chuzhou City, Anhui Province during 2006-2012. The background, value orientation, innovation, and reconstruction results as well as implementation strategy of the sequence of four rounds of reorganizing a one-stop shop structure are analyzed. From the perspective of overall efficiency of government services, some recommendations are put forward to break fragmented services of local government. At the level of central government, ideas and future directions have been discussed. In this respect, the Chuzhou City Government has been a pace-setter. Last year, it launched a new round of government reorganization. The aims are to realize every ordinary matter by applying one examination and approval and one review exercise; further increase the rate of on-spot handling; and try to ensure that for every complex matter, the three steps of reception, examination, and approval procedure should be completed in five days.  相似文献

The reorganization of government agencies can be studied as a pre-reform process in terms of the structural changes made, or as a post-reform process in terms of the effects of the reorganization. In this study of two mergers of agencies in China’s central administration, we focus on structural features and the post-merger process, paying special attention to structural and cultural integration. Our qualitative analyses reveal that the National Health and Family Planning Commission (NHFPC) is considered to have been more successful in merging agencies and integrating functions than the State Administration for Press, Publications, Radio, Film and Television (SAPPRFT). We found that using physical arrangements and leadership features as explanatory variables generated helpful theoretical and policy implications for organizational architecture and public sector reforms.  相似文献

How is it possible to account for the continuing presence of monarchy in advanced social democracies? Much traditional political science assumes teleologically that monarchies inevitably transform into republics as a higher form of governance. This comparative study of the eight main European monarchies maintains otherwise: monarchy is perfectly compatible with democracy, and can help strengthen citizens’ loyalty to the system of government. Provided it delivers a politically impartial head of state, monarchy can endure indefinitely with government and popular support. In practice, the countries studied are de facto republics, but with hereditary heads of state who occupy social roles beyond the reach of quotidian politics. Monarchy’s principal danger is not republicanism, but the pressures of conflicting expectations about what is required of royal families, and the relentless intrusions of modern media in an age when royalty and celebrity are in danger of being conflated. Responses to Covid-19 show how monarchs can speak to and for their nations in ways no partisan politician can.  相似文献

This article calls for the development of democratic hybrids that combine elements of representative democracy with elements of participatory and deliberative democracy. It presents and evaluates an empirical model of hybrid democracy from a Danish municipality and tests whether the positive Danish experiences can be transferred to a Norwegian municipality with less favorable local conditions. The finding is that the hybrid model of democracy is relatively robust in the face of context variation, not least due to conducive local dynamics in the Norwegian case. The relative robustness of the so‐called ‘Gentofte model’ may stimulate its diffusion in countries sharing key elements of the Scandinavian model and inspire municipalities in other countries to experiment with the development of hybrid democracy. The diffusion of hybrid democracy helps to enhance the overall performance of local democracy and reduce the inherent tension between democratic leadership and democratic equality.  相似文献

This article contributes to the debate in this journal about the state of British democracy. I criticise the tendency to use a ‘demand–supply’ dichotomy in interpreting the strong distrust experienced by institutions and politicians, and especially the idea that all the blame for current problems is to be attributed to the inadequateness of the British political tradition (BPT). By referring to international data on democracy and to recent British trends in both public attitudes and institutional innovations, a more nuanced picture on the state of democracy emerges. I argue that the BPT is not incompatible with incremental changes that have already introduced innovations in the way politics works in Britain today, and that the task of empowering citizens is one of the most delicate aspects in this process of innovation.  相似文献

The aim of this article is to analyze the explanations for the increased number of referendums in Western European states. Bogdanor has explained this by the unfreezing of political alignments and institutions. After classifying referendums in 18 Western European states, it will be observed that especially the number of referendums introduced by citizens has increased wherever they are constitutionally provided, that is, in Italy and in Switzerland. Referendums in these two countries contribute most of the overall increase in the number of referendums in Western Europe. Moreover, the number of referendums concerning European integration have increased, also in states that do not have the referendum as an integral part of their political system. When it comes to the unfreezing of institutions, it must be pointed out that after the 1970s there have been no constitutional reforms which would have significantly increased the use of referendums.  相似文献

In 2012, the simultaneous elections at the federal, state and municipal levels in Mexico reopened the debate about the path of democratic consolidation in the country. With the return of the Revolutionary Institutional Party to the presidency in 2013, there are renewed signs that Mexican democratic consolidation is underway. Particularly important in this process is that the 2012 gubernatorial and mayoral elections have been more competitive, resulting in higher political alternation in power between political parties. Under a changing subnational political context, there are indications that subnational politicians are no longer under the shadow of a dominant party system. As a more consolidated federal democracy, the political landscape in Mexico has become more complex.  相似文献

Liberty to speak free of government interference and political equality are both essential to democracy. Yet political equality requires governmental regulation of resources needed for political speech. Analysis of Supreme Court cases, supplemented by considerations from democratic theory, suggest that this apparent paradox is better understood as a tension within the idea of free speech itself: between liberty to speak and the need for government to oversee fair distribution of resources necessary for politically effective speech. Although it is a tension worth negotiating with care, democracy simply requires fairness in distribution of politically relevant resources. The Supreme Court has erred in not reading the Constitution as mandating political equality as a fundamental right, and also in not incorporating real political equality as a compelling state interest. Therefore, the public should seek a 28th Amendment that would mandate political equality regardless of economic circumstance as a fundamental right, and inscribe into the document, for the first time, the word “democracy.”  相似文献

Turkey is a case of a Muslim-majority country that has known an experience of representative democracy almost uninterrupted since the Second World War. The historical passages that have characterized the path to democracy in Turkey have configured the current set of powers. The aim of this article is to explore how the democratization process in Turkey is relevant in procedural, substantive, and result terms. In the first part is undertaken a historical overview from the perspective of modernization and democratic consolidation carried out by Turkey, also on the basis of the ability to meet the requirements of the Copenhagen political criteria. The second part investigates eight dimensions in which democracy spreads its effects in order to assess the quality of democracy of Turkey.  相似文献

The Electoral Reform Society has recently published two reports putting the case for electoral reform in local government. These suggest acceptance, in the wake of defeat in the 2011 Alternative Vote referendum, that the group's ultimate goal of change to the Westminster electoral system is unlikely to be fulfilled soon and that a more gradual strategy is therefore needed. This paper examines this shift by asking three questions. First, is Westminster electoral reform really a dead letter? This article summarizes the main arguments of the special issue. It also probes into the deficiencies of the Belgian federal system and argues that the most recent crisis of Belgian federalism (2007–11) is not the result of rising socio-economic differences between Flanders and Wallonia, but the consequence of building a bipolar federation on to a split party system. The article concludes by identifying some potential roadmaps (federal reform, confederalism, and the referendum) for the future.  相似文献

This article considers the democratic qualities of multilevel governance at the stage of policy implementation closest to the ground, involving local residents and organizations. Drawing on a case study of the structural funds in South Yorkshire (United Kingdom), it puts forward three models of democracy through which to evaluate the democratic credentials of multilevel governance. The case study illustrates that among the expected complexity and technocracy at this stage of policymaking, there are also experiments in local democracy that have not previously been identified in the academic literature. As such, in the context of deep multilevel governance, there is evidence that while traditional mechanisms of accountability may be undermined, other mechanisms may provide a valuable alternative.  相似文献

This paper takes the influential ??direct democracy makes people happy??-research as a starting point and asks whether direct democracy impacts individual satisfaction. Unlike former studies we distinguish two aspects of individual satisfaction, namely satisfaction with life (??happiness??) and with how democracy works. Based on multilevel analysis of the 26 Swiss cantons we show that the theoretical assumption on which the happiness hypothesis is based has to be questioned, as there is very little evidence for a robust relationship between satisfaction with democracy and life satisfaction. Furthermore, we do not find a substantive positive effect of direct democracy on happiness. However, with respect to satisfaction with democracy, our analysis shows some evidence for a procedural effect of direct democracy, i.e. positive effects related to using direct democratic rights, rather than these rights per se.  相似文献
