P2P网络借贷作为互联网金融的一种创新模式,在当前得到蓬勃发展,但由于其目前尚无相关法律、法规以及行业标准对其进行规范和监管,使得一些受不法利益驱动的经营者利用P2P网贷平台私设资金池,违规动用资金,吸取高额利息,严重者甚至涉嫌非法吸收公众存款、集资诈骗以及洗钱等犯罪。对此,公安机关经侦部门应当积极应对,及时打击利用P2P网贷平台实施的犯罪案件,并配合相关行业、部门逐步建立起P2P网贷的监管平台和监管机制。

This article describes the Parent Education and Custody Effectiveness Program (P.E.A.C.E.), a series of interdisciplinary educational seminars for persons going through the divorce process; reports on the results of three P.E.A.C.E. Program pilot studies that occurred in New York State; and describes the crucial role of mental health professionals in this program.     

Assessing the Relationship Between a Peer-Mentoring Program and Case Outcomes in Dependency Court

Building successful family-centered programs to support families whose children have been removed can be especially challenging to child welfare agencies. Peer-mentoring programs match families new to the dependency system with a mentor who has successfully reunified with their children. The current study examines the relationship between a peer-mentoring program, Parent for Parent (P4P), engagement levels of parents, and case outcomes for these families. Findings revealed that participants in the peer-mentoring program experienced increased engagement levels and improved outcomes for their cases. Specifically, mothers and fathers who participated in P4P increased their compliance with case plans and visitation, as well as increased presence at court hearings. Reunification rates increased for all families who participated in the peer-mentoring program, compared to those who did not. Few associations were found between racial and ethnic groups and program participation. The implications of these findings and suggestions for future research are discussed.

The School-Based Violence Prevention Planning Program

Abstract

Despite a growing research literature identifying evidence-based prevention strategies, schools often adopt programs lacking evidentiary support (Gottfredson and Gottfredson, 2002; Ringwalt et al., 2002). Further, when evidence-based programs are adopted they often suffer from poor implementation (Gottfredson and Gottfredson, 2002). This gap between research and practice defines a need for efforts to further the dissemination and effective implementation of evidence-based prevention strategies. The School-Based Violence Prevention Planning Program (SBV3P) is designed to improve the dissemination of evidence-based prevention strategies by building the capacity of school personnel to identify and effectively implement violence prevention strategies that have substantial empirical support. In this program, prevention planning teams from schools create violence prevention plans by progressing through a structured planning framework emphasizing data-driven decision making and the use of empirically validated violence prevention strategies. To build capacity, participating teams are provided with training, technical assistance, and online resources. Here we present the SBV3P and review a pilot test of this program.

An Empirical Study of Chinese Large Shareholders’ Behavior under the Background of the Split Share Structure Reform

Using the data on related-party transactions between Chinese publicly listed firms and their controlling shareholders in 2005, this article empirically examines the characteristics of related-party transactions and their impact on the firms’ performance. The results show that the companies that completed related-party transactions with their large shareholders possess a higher concentration of ownership structure and lower P/E ratios, and their performance is significantly improved after these transactions. The current related-party transaction is also not used to achieve the necessary requirements for refinancing and the tunneling behavior of large shareholders follows a significant declining trend. Further regression analysis shows that the size of related-party transactions is positively correlated with the large shareholders’ equity ratio, and is negatively related to the P/E ratio and the performance of listed companies prior to the transactions. Finally, the research reveals that Chinese listed company performance has a significant positive correlation with the size of related-party transactions and the large shareholders’ equity ratio. Since China launched the split share structure reform (SSSR) in 2005, we have attributed all the above results to the change in the environment caused by the SSSR and concluded that large shareholders prop up a listed company through related-party transactions.
