In light of recent disasters, it is evident that more research is needed to understand how organizations can effectively coordinate disaster preparedness, mitigation, response, and recovery efforts. This research assesses the effectiveness of interorganizational coordination and collaboration in response to the Boston Marathon bombings. After reviewing the major changes in federal emergency management policies and frameworks since September 11, 2001, this article applies a social network analysis to compare the disaster response networks embodied in formal disaster preparedness plans with the actual response networks. Data come from content analyses of the Boston Emergency Operations Plan, national and local newspaper articles, after‐action reports, and situation reports. The timely response to the bombings is attributable to long‐term institutionalized planning efforts; multiple platforms established for frequent interorganizational interactions through formal plans, training, and exercises prior to disasters; and an integrated communication system.  相似文献

The 100th anniversary of the International City/County Management Association provides an excellent point to review and assess research on the performance of the council‐manager form of government. The development of the council‐manager form arguably has been the most important innovation in American local government over the last century, yet its impact on the performance of municipal governments is not well understood. This article reviews and assesses the empirical evidence for 10 propositions that council‐manager governments perform better than mayor‐council governments. This evidence indicates that although progress has been made on demonstrating differences in representation and functionality, the proposition that council‐manager governments are better managed than mayor‐council governments has yet to be seriously engaged in this literature. Filling this critical gap requires progress in two areas: the development of theory to explain why council‐manager governments are better‐managed organizations and the production of evidence assessing the major propositions of this theory.  相似文献

The low turnout of the 2012 police and crime commissioner (PCC) elections have led to questions surrounding their legitimacy and have even led to the former Deputy Prime Minister Nick Clegg describing the elections—elections his party helped to introduce—as a ‘failed experiment’. Despite this, the election of a majority Conservative government in May 2015 appears to offer some longevity to the role of police and crime commissioners and cements next year's PCC elections in the political diary. Concerns in the immediate aftermath of the elections focused upon the costs of the elections. In this article I offer some suggestions as to what lessons could be learned from this experiment and, through exploring the attitudes of voters, political parties and the media, suggest that we can learn four lessons: (1) that spoilt ballots cannot be ignored; that (2) political parties and (3) the media's attitudes toward elections are important in encouraging people to vote; and (4) that high numbers of independent candidates cannot simply be welcomed at times of elections.  相似文献

The so‐called Good Governance Model requires perfect public administration that is accountable, efficient, equitable, representative, responsive and transparent and that respects the rule of law. Accordingly, the Good Governance Movement promotes a variety of public administration reforms worldwide. However, the effectiveness of promoting all kinds of administrative reforms at once is in question, because that could overwhelm the reform capability of countries, and more important, some reforms can compete with, rather than complement, one another. Such scenarios are possible, and the implication is clear: administrative reform discourse must consider how to best sequence and prioritize reforms, the outcomes of which must be identified. The experiences of Japan and Singapore offer some insight into this. This study first codifies administrative reforms by using the concepts of administrative themes, and it systematically traces, compares and contrasts reforms in both countries in light of these themes. This leads to the conclusion that the sequences in which administrative reforms evolved in those places contributed to dissimilarities in their administrative traditions today. The Syrian civil war has seen the weaponization of its land and property rights system by the primary combatant groups in the country. The government is the most robust in its use of the tenure system to locate, target, destroy, confiscate, cleanse and gain revenue by way of the institutions and attributes comprising the system. Based on fieldwork with Syrian refugees in Lebanon, Jordan and Turkey, this article describes seven ways the Syrian government is currently using the land and property rights system in its military-on-civilian engagements. While the objective of such use is presumably to permanently prevail over opposition civilian constituencies, the article describes how this actually creates evidence usable for effective restitution of lands and properties subsequent to the war.  相似文献

The last two decades have witnessed widespread demolition of public housing and a large-scale relocation of public housing residents. Much of the current literature has examined the impact of demolition on relocated residents, focusing primarily on individual outcomes such as employment, housing quality, and health. This article examines the potential collective consequences of relocation by using data from 40 in-depth interviews conducted with relocated public housing residents in Atlanta, Georgia, to examine experiences of civic engagement and tenant activism before and after relocation. Participants describe frequent experiences of civic engagement and tenant activism in their public housing communities prior to demolition and also discuss how these collective actions often translated into meaningful gains for their communities. Participants also describe challenges associated with reestablishing these sources of collective agency in their new, post demolition, private-market rental communities where opportunities for civic engagement and tenant activism were perceived to be limited, where stigma was a barrier to social interaction, and where they experienced significant residential instability.  相似文献

Sweden is no longer a negative, exceptional case regarding the presence of radical right‐wing populist parties. The Sweden Democrats has continually grown stronger, and in 2010 they won seats in the Swedish parliament. However, their electoral support varies considerably across Sweden. This study analyses their electoral support in 290 Swedish municipalities in order to explain this variance. Support is found for the social marginality hypothesis: electoral support for the Sweden Democrats tends to be negatively correlated with the average level of education and with the Gross Regional Product per capita, and positively correlated with the unemployment rate. The ethnic competition hypothesis, that there is a positive correlation between the proportion of immigrants and electoral support of the Sweden Democrats, is also supported.  相似文献

This article analyzes the European Union (EU) policy for democracy assistance toward the Southern Mediterranean countries and tracks changes in the last decade, with a special emphasis on the most recent period. It shows that the EU policy, which goes under the acronym of EIDHR, has evolved, but predominantly in response to internal dynamics rather than to developments in Arab countries. The EU has increasingly provided assistance to local actors on the ground in non-member countries and has differentiated its action in authoritarian countries from countries in transition. When it comes to implementing its own policy, however, the EU is less able to promote democracy than human rights, and most of the funds go to support projects centered on relatively uncontroversial rights such as women's and children's.  相似文献

In October 2010, the UK’s Coalition Government announced a radical reduction in the number of public bodies in the UK. This research tests the impact of three factors identified in the termination literature as affecting agency survival: political turnover, age and agency type. The research found that advisory Non-Departmental Public Bodies were five times more likely to have been identified for abolition or merger than other agency types. The research also found that agency age was a factor, but that political turnover was not significant.  相似文献

Abstract

This paper looks at the Parsi community in 19th century India and its role as an agent in the formation of public cultural space in Bombay. The Parsis provide a unique example of an indigenous community under colonial rule, who through acceptance of the values of modernity and enterprise culture, manage to negotiate a position of prominence within one of the power centres of the then dominant British empire. The notion of the public sphere thus employed, provides an interesting contrast with the Habermasian theory of the bourgeois public sphere. Furthermore, it provides a model that directly challenges the somewhat simplistic subject-object relations that are often implicit within post-colonial theory. Indeed, there is a particular kind of desire for modernity that is reflected in the active participation of Parsis in the construction of imperial public space in Bombay. This leads to a reconsideration of the fluidity of the notion of the ‘political’ within the discussion of post-colonialism.  相似文献
