Analysis of patterns of participation revealed three dimensions of civic activism in modern Britain: individualistic activism; contact activism; and collective activism. Three alternative theories of participation were examined to account for these dimensions: general incentives; social capital; and civic voluntarism. None proved sufficient in itself to account for civic activism in modern Britain: each provided only part of the explanation.  相似文献

Over the years, the public administration literature has generated many different strands in the definition and conceptualization of citizenship. In theory and in practice, our understanding of what it means to be a citizen is in danger of being muddled amid the diversity of perspectives and the epistemological confusion generated in the contemporary discourse on the subject. My aim in this article is to clarify and elaborate a common thread that runs through our contemporary understanding of citizenship and to advance the general thesis that our brand of theorizing reflects an earlier tradition that embodies the conservative ethos of Aristotelian republicanism. Since the end of the 1990s, 'new modes of governance' have been presented by academics and political actors as an answer to the EU's 'democratic deficit'. Analysing the intellectual roots of this idea, and the concrete proposals made by those who, like the European Commission, support it, this paper argues that it is very unlikely to reach this ambitious purpose. Far from breaking with the Community method, these participatory mechanisms constitute extensions of existing practices, and are underpinned by the same élitist and functionalist philosophy. They remain limited to 'stakeholders' and will not improve the 'enlighted understanding' of ordinary citizens and the general level of participation. The paper examines the obstacles to the politicisation of the EU inherent in its institutional model, and discusses other options which might help bypass the limits of 'governance'.  相似文献

How do the states in Western Europe turn outsiders into insiders? This article examines that question by introducing a new qualitative framework that we term national membership conditionality structures (MCS). This framework includes not only status acquisition rules, such as those governing naturalisation and settlement, but also, crucially, civic integration requirements and social benefit eligibility standards. The article illustrates how linkages across these policy sectors shape different membership-making processes for third-country nationals by examining the MCS variation in Great Britain and Germany, two countries that both experienced significant migration inflows beginning in the first post-war decades. As a contrast to these two ‘mature’ MCS cases, a study of Spain is also included as a ‘nascent’ case, whose recent experience with large-scale immigration provides an opportunity to consider an MCS under active construction. The article concludes that while EU-level policies and institutions have extended their reach to cover ever more sectors, the components of national MCS remain largely outside supranational purview. As such, membership remains a core imperative of the contemporary nation-state.  相似文献

Germany's refusal to pursue active integration policies for three decades has unleashed surprising do-it-yourself-integration processes among migrant communities, as demonstrated by dramatic changes in the Turkish ethnic economy since 1990. This study embeds these developments in an analytical framework linking economic enclaves and urban citizenship. Initially motivated by structural unemployment and social exclusion, guestworkers and their offspring are turning to self-employment, not only adding new jobs to an otherwise moribund national economy but also promoting urban revitalization in cities like Berlin, Frankfurt and Cologne. The study outlines generational differences within the Turkish-German community, ascertaining that third-generation ethnics are more likely to start businesses outside the food sector and more willing to embrace FRG citizenship. It describes the size and scope of ethnic enterprises across Germany, followed by a treatment of women entrepreneurs in Berlin. Ethnic associations indirectly foster “participatory” consciousness among males, but women tend to identify directly with the society that offers opportunities not available to them in the purported Turkish homeland. Instead of producing “parallel societies” (as German politicians often insist), ethnic businesses and local community involvement are crucial in bridging majority and minority cultures, on the one hand, and in granting Turkish entrepreneurs top-level access to state policy-makers—even without the formal rights of citizenship.  相似文献

Abstract

Shaping active citizenship, motivating civic engagement, and increasing political participation of minority groups have become some of the key political priorities in the UK since at least the end of the 1980s. Academic research shows that this shift goes hand-in-hand with a review of the integration policies in the country. The ‘politics of integration’ correspond in fact to a policy response to various social problems (such as discrimination, racism, intolerance) that emerged in various areas, and represent a new political discourse regarding active citizenship. This reflects an overall strategy meant to reframe the basis for civic and political engagement and participation in Britain. Our article is thus meant to highlight the dynamics underlying the development of the concept of active citizenship in the UK by looking at the factors that intervene in its shaping and enhancement. We identify political priorities and key mechanisms of participation that enable engagement in the public sphere. This article first considers the development of the specific ‘British discourse’ regarding active citizenship by taking into consideration the political priorities that emerged as part of the New Right discourse in the 1980s and then New Labour after 1997. We then refer to a set of data collected during our field work conducted in the UK between 2010 and 2011 with civil society activists and policy-makers in order to underline the meaning, practices, and feasibility of active citizenship.  相似文献

Irregular migrants tend to live in dense urban settings. Cities respond to this phenomenon with a variety of urban immigration and citizenship policies in support of irregular migrants. These urban policies produce a disparity between local inclusion and national exclusion. This article describes and compares such urban policies, namely, urban citizenship, sanctuary cities, local bureaucratic membership, and regularizations. Urban citizenship serves as the normative foundation of these policies because it claims membership for all people who inhabit a city. Regularization programs confer national residency status on irregular migrants. Pro‐immigration actors favor this policy; however, when regularizations are not possible, cities can turn to sanctuary city and local bureaucratic membership policies. It is important for practitioners to comprehend and engage with these types of urban policies since they are likely to travel to cities worldwide.  相似文献

In the last decade considerable research in social sciences has focused on interpersonal trust, treating it as a remedy for most maladies modern democracies suffer from. Yet, if others act dishonestly, trust is turned into gullibility, thus mechanisms linking interpersonal trust with institutional success refer implicitly to honesty and civic morality. This paper investigates the roots of civic morality. It applies hierarchical models to data from 38 countries, and tests the individual, community and structural explanatory factors. The results of the analysis point to the relevance of an institutional dimension, both in the form of individuals’ perceptions as well as the quality of governance: confidence in political institutions and their objective quality are the strongest predictors of civic morality. At the same time, the findings show that the recently popular claims about the importance of social capital for citizens’ moral standards are largely unfounded.

Abstract

This article looks at current policies concerning the civic and political participation of youths, women, migrants, and minorities in the European Union. It highlights the ways in which active citizenship and civic engagement have become a political priority for European institutions. Representation of local policy actors at the supranational level and strategies for the inclusion of civil society provide a platform for evaluating the impact of Europeanization at the national and subnational level. The article focuses on key discourses and narratives associated with specific policy frames (e.g. European citizenship, European social policies, and the European public sphere (EPS)). Some of the key questions addressed by the article are: What are the strategies that are employed, both by the European institutions in Brussels and organized civil society (OCS), to enhance participation and reciprocal communication? What vision of governance do practices such as active engagement and civil dialogue represent? Drawing on current theories of governance, our article contributes to the debate about the EPS by evaluating the role of OCS in bridging the gap between European institutions and national polities. Equally, our focus on traditionally marginal groups provides a platform for assessing the institutionalization of the ‘European social dimension’.  相似文献

This article provides a review of the theoretical perspectives on civic and political participation. Four distinct views were identified in the literature: (a) The orthodox view: “Civic and political participation are always positive”; (b) The broad view: “Civic and political participation are multidimensional”; (c) The qualitative view: “Civic and political participation are not always good”; and (d) The nonconformist view: “The need to redeem the political dimension of participation.” This article intends to sophisticate simplistic assumptions about civic and political participation and to provide an original organization of the theoretical perspectives in this field. In a recent study, Robert D. Putnam reported a strong relationshipbetween civic culture and government performance among the newlyempowered regions of Italy. This article extends Putnam's methodologythe American states. Using similar techniques, we constructindices of civic culture and government performance for thestates. When correlated, the results reveal a clear link betweencivicness and performance. States that are more civic lend tohave governments that enact more liberal and innovative policies.This relationship between civicness and performance remainsstrong even after controlling for political culture, ideology,education, and other factors.  相似文献

International migration challenges traditional notions of citizenship as mobile citizens may retain or regain their right to vote in elections. This article examines the rebirth of noncitizen voting rights in US local elections during the past decades. While some campaigns provide voting rights only to authorized immigrants, other campaigns extend voting rights to all noncitizens regardless of their status. Some efforts have been led by immigrant rights organizations and other campaigns arose at the initiative of elected officials. Some measures have been passed—or were defeated—by a majority of voters in a jurisdiction (ballot proposal) while other measures have been passed—or were defeated—by elected representatives (as local statutes). Who spearheaded these campaigns for immigrant voting rights and why? What are key ingredients to the success or failure of these campaigns? What have been their impacts? Using qualitative and quantitative data gathered from field research and public records over the past decade, this article addresses these questions and their implications for advancing immigrant incorporation and democratic practice.  相似文献

Developments in public affairs that stress governance— not simply government—hold possibilities for reframing democracy. Governance intimates a paradigm shift in the meaning of democracy and civic agency—that is, who is to address public problems and promote the general welfare? The shift involves a move from citizens as simply voters, volunteers, and consumers to citizens as problem solvers and cocreators of public goods; from public leaders, such as public affairs professionals and politicians, as providers of services and solutions to partners, educators, and organizers of citizen action; and from democracy as elections to democratic society. Such a shift has the potential to address public problems that cannot be solved without governments, but that governments alone cannot solve, and to cultivate an appreciation for the commonwealth. Effecting this shift requires politicizing governance in nonpartisan, democratizing ways and deepening the civic, horizontal, pluralist, and productive dimensions of politics.  相似文献
