When authoritarian regimes break down, why does communal violence spike and why are some locations more prone to violence than others? To understand violence during transitions, it is necessary to understand what sustains order when regimes are stable. While existing theories attribute order to formal or informal security institutions on their own, I argue that intercommunal order obtains when formal and informal security institutions are aligned. During authoritarian breakdowns, the state's coercive grip loosens, exposing mismatches between formal and informal institutions and raising the risk of communal violence. Formal‐informal mismatches emerge in communities accustomed to heavy state intervention since they will have developed more state‐dependent informal security institutions. I apply an instrumental variables approach on a nationwide dataset of village‐level data to show that prior exposure to military intervention, proxied by the distance to security outposts, led to Indonesia's spike in violence during its recent democratic transition.  相似文献

Off balance: The unintended consequences of fiscal federalism in China   总被引:1,自引:0,他引:1  
This paper argues that neither the developmental state nor the marketpreserving federalism models are applicable to contemporary China. Despite superficial similarities with elements of each model, the political economy of reform in China violates key assumptions and expectations in both. In contrast to the expectations of the developmental state model, the center has not systematically allocated credit to the most productive sectors of the economy; instead the latter has had to rely on informal finance. And in contrast to the expectations of market-preserving federalism, fiscal decentralization has lead to a host of unintended consequences at the local level—namely, the hoarding of off-budget revenues for public goods provision, reliance on informal finance for private sector development, and local protectionism. These unintended and informal coping strategies depart substantially from the core components of both the developmental state and market-preserving federalism models. At present, China’s financial order is very chaotic. For example, a lot of funds have been lost through off-budgetary channels and systems. It is quite common for [local governments and agencies] to wantonly collect fees and fines, to levy various charges, and to set up “little money lockers” without authorization... This paper contributes to research on media representations of care with a textual analysis of BBC children’s television. As a public service broadcaster, the BBC is tasked with the fostering and sustaining of citizenship. This paper argues that representations of care are an important way by which the BBC can potentially meet its remit and inform children’s perceptions of informal care. It takes a focused look at the portrayal of grandparent–grandchild relationships of care in three programmes: Mr Alzheimer’s and Me, Katie Morag and Topsy and Tim. All three programmes show narrative moments which map onto Tronto’s concept of good care, including attentiveness, responsibility, competence, responsiveness, solidarity and trust. Grandparents and grandchildren are shown to be caring for each other. However, programmes do not challenge the inequalities which continue to structure the realities of informal care work. Neither the inequalities of power between carers and care receivers, nor the lack of public and government support for carers is addressed, and adult informal care is gendered. This paper argues that while BBC children’s programmes provide important opportunities for children to learn the meaning of good care, in order for it to meet its public service remit, it should also provide opportunities to learn about the relationships of power that structure informal care.  相似文献

Abstract

This paper develops a genealogical critique of the concepts of biopower and biopolitics in the work of Foucault and Agamben. It shows how Heidegger's reflections on Machenschaft or machination prefigure the concepts of biopower and biopolitics. It develops a critique of Foucault's account of biopolitics as a system of managing the biological life of populations culminating in neo-liberalism, and a critique of Agamben's presentation of biopolitics as the metaphysical foundation of Western political rationality. Foucault's ethical turn within biopolitical govern-mentality, along with Agamben's messianic gesture towards a utopian community to come, are questioned as political responses to biopower regimes.  相似文献

Along the Texas border with Mexico, more than 400,000 people live in over 2,000 informal self-help settlements known as colonias. These exceedingly low-income, largely Latino settlements have historically suffered from severe health risks, poor infrastructure and housing conditions, and physical and social isolation. Researchers and policymakers have focused extensively on what I call “first-generation policy priorities.” This has primarily entailed efforts to regularize title and infrastructure, support self-help home improvement for colonia homeowners, and prevent the growth of new informal settlements along the border region. I provide a comprehensive review of existing research on colonias to document the myriad ways in which housing and infrastructure conditions and titling practices have changed since these settlements first proliferated throughout the border region in the second half of the 20th century. These changes necessitate a rethinking of the policy priorities for colonias and informal settlements throughout the state. In particular, I argue that colonias must be recast to recognize the significant improvements that have taken place but also the long-term and sometimes severe problems that persist. These “second-generation policy priorities” include the development of sustainable forms of governance, regulation, and finance to address ongoing infrastructure investment needs in colonias; supporting access to and upkeep of safe and affordable renter- and owner-occupied housing through both self-help and contractor-led projects; ensuring long-term title clarity; and promoting community organizing in new and aging settlements.  相似文献

Simon Critchley's Infinitely Demanding makes a timely contribution to contemporary debates in ethics and political philosophy. For all its originality, however, one can raise critical questions concerning Critchley's account of the forms of resistance possible within liberal democratic polities. In this article I question the adequacy of Critchley's ethically based neo-anarchism as a response to neo-liberalism, critically analysing the role of ideology in his account of the motivational deficit afflicting capitalist liberal democracies.  相似文献

This paper examines the rise of civic participation, a feature of neo-liberal privatisation, in the context of Milwaukee's urban green space management. Using in-depth semi-structured interviews and archival research, it presents the argument that civic organisations are not just ‘neo-liberal artifacts’ that facilitate trends of privatisation and commodification of and state retrenchment from urban environmental resources. Utilising a range of strategies, they simultaneously resist those trends, often ameliorating the socio-environmentally destructive effects of neo-liberal processes. Highlighting some of these strategies, this paper suggests that different kinds of non-profit organisations intersect with neo-liberalism differently to provide a variety of enabling opportunities for counter-neoliberalism.  相似文献

In this paper it is argued that the corresponding rise of post-modernism and the triumph of neo-liberalism are not only not accidental, the triumph of neo-liberalism has been facilitated by post-modernism. Post-modernism has been primarily directed not against mainstream modernism, the modernism of Hobbes, Smith, Darwin and social Darwinism, but against the radical modernist quest for justice and emancipation with its roots in German thought. The Social Democratic State, the principles of which, it is here argued, were articulated by Hegel, was a partial triumph of this radical modernism, realising a higher level of reciprocal recognition and overcoming much of the brutality of the Liberal State. Post-modernism is shown to be a manifestation of the decadence of the Social Democratic State, characterised by the disintegration of cognitive and ethical developments which have been the condition for people to form communities based on reciprocal recognition. In this regard it parallels the decadence which took place in ancient Rome, for similar reasons: both the Roman Empire and the social democratic state reduced people to passive recipients of the benefits of their societies. The implications of this are twofold. If social democracy is to be revived, it will require a struggle for 'strong' democracy; that is, for a major role for participatory democracy. On the other hand if people opt for the creation of confederations of genuinely democratic communities to replace the state, this will not be achieved by post-modern decadence but through the developments of cognitive forms and communities through which the recognition of people as free agents is institutionalised.  相似文献

This paper focuses on Foucault's analysis of two forms of neo-liberalism in his lecture of 1979 at the Collège de France: German post-War liberalism and the liberalism of the Chicago School. Since the course is available only on audio-tapes at the Foucault archive in Paris, the larger part of the text presents a comprehensive reconstruction of the main line of argumentation, citing previously unpublished source material. The final section offers a short discussion of the methodological and theoretical principles underlying the concept of governmentality and the critical political angle it provides for an analysis of contemporary neo-liberalism.  相似文献

Historically closely associated with interventionist growth strategies, the demise of corporatism was widely predicted as neo-liberalism became the dominant economic paradigm from the late 1970s. The experience of social dialogue and social pacts in continental Europe during the 1980s and 90s, however, suggests that corporatism may have found a new economic purpose in the era of neo-liberalism. Similarly, in the developing world, the intellectual aversion to government accommodation of 'special interest groups' that accompanied the early phase of economic liberalization has given way to a more sophisticated appreciation of the economic advantages of social compromise. Using the case of South Korea, a country that recently established a social pact in support of its economic liberalization drive, this paper seeks to extend our knowledge about the compatibility between neo-liberalism and incorporation. The results contribute to the wider debate about the possibilities of diverse patterns of government–business–labour relations under 'actually existing' neo-liberalism. As one of the most advanced and successful newly industrialized countries, South Korea shares structural–institutional affinities with both advanced and developing societies. Hence, it represents an intermediate case of relevance to both the mature European and 'third wave' democracies.  相似文献

After two decades of widespread privatization, German municipalities have started to re-purchase privatized companies. At the same time, social movements are campaigning for remunicipalization, promoting it as a means of achieving greater urban democracy, though these objectives are often divergent from those of municipalities concerned with reasserting local state autonomy. With reference to Berlin, the paper discusses how remunicipalization campaigns might contribute to post-neo-liberal urban governance. It presents a preliminary frame for developing progressive remunicipalization movements centred on three elements of contestation: rejection of neo-liberalism; connection to other and broader struggles; and commoning as an alternative form of urban governance.  相似文献

Dominant forms of left theorizing in relation to the crisis have constructed emergent forms of resistance as limited and reactive. This depiction of resistances, however, is created partly by abstracting the crisis from ongoing contestation of neo-liberalism. This paper situates emerging resistances to crisis and austerity in relation to ongoing trajectories of the contestation of neo-liberalism. It examines some of the solidarities and antagonisms being shaped in relation to the crisis. The paper concludes that a focus on the dynamic trajectories of alternative politics can open up different possibilities within the current conjuncture.  相似文献

Abstract

The Law and Economics movement that emerged in the University of Chicago through the 1940s and 1950s, around Ronald Coase's example, is a manifestation of the neo-liberal project of applying neo-classical economics to state sovereignty. In the 1970s and 1980s, Law and Economics ideas revolutionized the application of antitrust laws in the United States. However, this achievement came about not through a transformation in economic orthodoxy, but through persuading legal experts to recognize the inherent ‘nonsense’ at work in their own normative assumptions. The Chicago antitrust revolution is therefore symptomatic of trends that Foucault viewed as definitive of neo-liberalism more broadly.  相似文献

Abstract

It is often thought that political incumbents in developing countries abandon the poor during economic crises because of narrow and pro-cyclical welfare policies. In contrast to that view, this article argues that informal transfers for those excluded from the welfare state represent an example of “social policy by other means”. During dire economic conditions, democratic incumbents, who need the support or acquiescence of dislocated groups, expand irregular access to the electricity service counter-cyclically. Comparative time series data from slums and residential areas of Montevideo show that electricity losses respond to the political provision of both informal social insurance and informal redistribution.  相似文献

Widespread government contracting for nonprofit social service delivery has resulted in extensive reliance on networks of service providers, which involve complicated accountability dynamics. The literature has tended to emphasize formal aspects of accountability in contract relationships, focusing on the specification of contract terms, performance measures, reporting relationships, and stipulated consequences. Far less attention has been focused on the interorganizational and interpersonal behaviors that reflect informal accountability. This article examines the informal norms, expectations, and behaviors that facilitate collective action and promote informal accountability among nonprofit network actors. The data are based on in‐depth interviews with nonprofit senior administrators in four major metropolitan areas. Based on this research, the authors propose a preliminary theory of informal accountability that links (1) the shared norms and facilitative behaviors that foster informal accountability for collective outcomes, (2) the informal system of rewards and sanctions used to promote and reinforce behavioral expectations, and (3) the challenges that may undermine informal accountability.  相似文献

Abstract

This article examines the construction of the homo economicus in Argentina in the context of the last military dictatorship (1976–83). While the worldviews of the military and neo-liberal economists of the time were very different, their common concern for distortions in economic and political life made them translatable. These economists provided a new economic identity that would be in tune with monetarist theory, replace ‘distorting’ collective identities and allow individuals to be governed from a distance. I argue that the homo economicus was performed through two sets of tools: consumer campaigns and the financial press. However, individuals did not always behave as expected. The contradictions of neo-liberalism, between its liberalism and its quest to create self-regulating spheres through active government intervention, led to the financial crisis of 1980. Economists later blamed the crash on the irresponsibility of market actors and expressed doubt regarding the self-regulating model they had promoted. In the conclusion, the legacy of the attempt to perform the homo economicus is assessed.  相似文献

In light of the increasing scholarly attention to the concept of decentralized personalization, this paper argues that the territoriality (the level of government to which an MP belongs) of an MP would also lead to variations in that MP’s incentive to personalize their campaigns. Using data from the PARTIREP Comparative MP survey, this paper tests the role of the territoriality of an MP in their incentive to personalize their campaigns across nine multi-level countries in Western Europe. Although the level of personalization of campaigns does differ according to territoriality, the underlying explanatory variables do not behave uniformly across territoriality. This paper thus draws attention to the rarely explored role of territory, and the complications it may bring to the explanation of the personalization of politics.  相似文献

Social democratic parties have been agents in the neo-liberal transformation of public policy in recent decades. There has been debate about the reasons why social democrats have embraced market policies, with particular emphasis given to ideological trends, globalisation and electoral factors. This paper aims to shed further light on this debate by examining the case of the Australian Labor Party (ALP), which was a prominent social democratic exponent of neo-liberalism during its time in office in the 1980s and 1990s. In Labor's case, the primary cause of the shift from pledging social reform and interventionist government to neo-liberalism was the lower levels of economic growth that followed the end of the post-war boom in the 1970s. Social democrats rely on strong economic growth to fund redistributive policies. Thus when recession occurred in the 1970s it eroded the economic base to Labor's programme. While this paper focuses on the story of the ALP, it may provide some answers as to why social democrats elsewhere have adopted neo-liberalism.  相似文献

Immigration is a sensitive topic on the American political, social, and economic agenda. Globalization as well as the end of the Cold War have meant that people are on the move worldwide as never before. Millions of people from poor countries migrate to richer ones to provide better lives for themselves and their families through legal and illegal channels. Heated debates surround this subject. A dramatic divide persists between proponents, who equate immigration policy with civil rights, and opponents, who cite the burden of illegal immigration on public education and public welfare systems. The author argues that informal institutions involved in migration processes, such as migrant smuggling networks, explain why the current crisis persists. The role of informal institutions is examined by focusing on those who migrate from Kyrgyzstan to the United States seeking low‐wage labor. The author generalizes how formal and informal institutions interact in the processes of migration and how informal institutions decisively influence immigration‐related policies in the United States.  相似文献

Political ecologists have developed scathing analyses of capitalism’s tendency for enclosure and dispossession of the commons. In this context commons are analyzed as a force to resist neo-liberalism, a main site of conflict over dispossession, and a source of alternatives to capitalism. In this paper we elaborate a view of the commons as the material and symbolic terrain where performative re-articulation of common(s) senses can potentially enact counter-hegemonic socio-ecological configurations. Expressly drawing on the concepts of hegemony, “common-senses” (inspired by Antonio Gramsci) and “performativity” (developed by Judith Butler), we argue that counter-hegemony is performed through everyday practices that rearticulate existing common senses about commons. Commoning is a set of processes/relations enacted to challenge capitalist hegemony and build more just/sustainable societies insofar as it transforms and rearranges common senses in/through praxis. The paper draws on the experience of an anti-mining movement of Casa Pueblo in Puerto Rico, which for the last 35+ years has been developing a project self-described as autogestion. The discussion pays special attention to Casa Pueblo’s praxis and discourses to investigate how they rearticulate common senses with regard to nature, community and democracy, as well as their implications for counter-hegemonic politics.  相似文献
