This article focuses on student opposition to the Portuguese Estado Novo regime, examining the links between the dynamics of mobilization and radicalization and the emergence of new political actors before the fall of the Salazar dictatorship on the one hand, and the revolutionary process which characterized the Portuguese transition on the other. The 25 April 1974 military coup d'état that overthrew the Estado Novo triggered what later came to be known as the ‘third wave’ of democratization; but the Portuguese transition was characterized by elements of rupture that were much more significant than those observed in the subsequent democratization processes of Spain and Greece. This rupture was a result of the form of regime change – a military coup d'état – and was sustained with the mass social mobilization that followed. While key studies have stressed that the political crisis after the fall of regime was the fundamental cause of this exceptional mobilization, the argument advanced in this article is that the pre-revolutionary cycle of protest also explains the particular characteristics of the Portuguese transition.  相似文献

Germany might be considered as the European country that has suffered the most from the spatial diffusion of Turkey's internal conflicts. It has received the highest number of Kurdish migrants in Europe and it became the core of Kurdish mobilization in transnational space. Germany's approach to the Kurdish Question on its own soil—combined with the strategies that the Kurdish activists used—determined the scope of opportunity structures for the mobilization of the Kurdish movement. This article explains how Kurdish activism has come to be perceived in Germany, and analyzes the German political environment by focusing on the criminalization and stigmatization of the Kurdish movement, especially during the 1990s. It then describes the discursive shift and change in framing strategies that the Kurdish diaspora experienced after the capture of the the Kurdistan Workers' Party's (PKK) leader in 1999. Lastly, it touches upon the recent developments in the Middle East, especially in Kobane, and their impact on the image of the Kurdish movement. The article is based on extensive fieldwork in Germany and includes testimonies of Kurdish diaspora activists, with a focus on their own perceptions about their situation and how they respond to securitization policies in the host country.  相似文献

Personalist dictatorships make up an increasingly large proportion of the world's dictatorships. Moreover, they tend to be particularly resistant to democratization. Understanding the conditions that increase the likelihood of democratic transitions in personalist contexts, therefore, is critical for the study and practice of democratization in the contemporary era. This study argues that political party creation is a key factor. Though personalist dictators typically create parties to offset immediate threats to their power posed by the elite – and particularly the military – doing so encourages peaceful mass mobilization and a realignment of elite networks. These dynamics, in turn, enhance prospects of democratization. Using cross-national empirical tests that address the potential endogeneity of this relationship, we find support for the argument that personalist dictators who create their own political party are more likely to democratize than those who ally with a pre-existing party or rule without one.  相似文献

The article explores the relationship between the British government and the Irish Republican movement. In contrast to the established view, it argues that the British government had never had any objection to the inclusion of Republicans into a political settlement, and that – therefore – there was no need for any significant changes in government policy during the 1990s. Far from being an obstacle to inclusion, the British government's political strategy not only provided an incentive for the IRA to cease its military campaign, but also the opportunity to follow it up with an equitable political process, resulting in the Belfast Agreement.  相似文献

This introduction sets the context for the following articles by first conceptualizing the divergent post-uprising trajectories taken by varying states: these are distinguished first by whether state capacity collapses or persists, and if it persists, whether the outcome is a hybrid regime or polyarchy. It then assesses how far starting points – the features of the regime and of the uprising – explain these pathways. Specifically, the varying levels of anti-regime mobilization, explained by factors such as levels of grievances, patterns of cleavages, and opportunity structure, determine whether rulers are quickly removed or stalemate sets in. Additionally, the ability of regime and opposition softliners to reach a transition pact greatly shapes democratic prospects. But, also important is the capacity – coercive and co-optative – of the authoritarian rulers to resist, itself a function of factors such as the balance between the patrimonial and bureaucratic features of neo-patrimonial regimes.  相似文献

Why do some militaries retain high authoritarian prerogatives during transitions from militarized authoritarian rule? The Pakistan military's 2007 extrication shows that an important part of the answer lies in the level of structural differentiation between the “military government” and the “military institution”. Despite sustained contentious opposition to military rule, the high level of separation between these two military dimensions of the state allowed the institutional military to delink itself from the discredited dictatorship and exit on its own terms. In the post-authoritarian context, the military has preserved its expansive prerogatives by using a variety of adaptive contestation mechanisms – including the mobilization of the media and the judiciary – that act as a continuing source of political instability and uncertainty.  相似文献

Capacity in violence and its utilization is generally understood to be a first-order condition of the state-building process. As capacity increases and a state gains supremacy over would-be competitors, the use of violence by the state is hypothesized to decline, especially in polities that have made the democratic transition. However, we here demonstrate theoretically and empirically that the conventional wisdom is inadequate. We argue that political violence ubiquitously evolves according to the changing socio-political environment and varying tasks of the state.

Using the case of South Korea, a high-capacity, consolidated democracy, as a prism for theory building and corroboration, this study chronicles the evolution of political violence from the state’s explicit mobilization of thugs to suppress opposition at the early stage of state building through its collaboration with criminal organizations for developmental projects to the manipulation of quasi-governmental organizations after democratization in the late 1980s, coeval with the traditional use of public sources of force. We specifically look at how political development, that is, democratization, has produced new demands for – and constraints on – political violence and how post-authoritarian governments have responded.  相似文献

The intersection of the post-conflict reconstruction processes established in Nepal’s Comprehensive Peace Agreement (CPA) in 2006, and the post-disaster reconstruction effort that swung into action following the country’s devastating earthquakes in 2015 provides an important opportunity to observe to what extent synergies between the two reconstruction processes have been successfully exploited. This paper critically examines these two processes, demonstrating that despite a growing recognition of the value of linking these processes by researchers, in practice they often remain separate. It shows how certain actors have framed the post-disaster reconstruction as unrelated to post-conflict activities in order to avoid what they perceive as the risk of politicising – and thus delaying – the post-disaster reconstruction process. The paper suggests that this is a mistake. The process of post-disaster reconstruction is innately political and intricately entwined with the very same issues and activities the post-conflict reconstruction process attempted to address. Moreover, we argue that the entire process is taking place within a political context which is a product of the as-yet unresolved post-conflict polity. Any reconstruction process that does not take this into account risks being undermined by the same challenges that underpinned the country’s conflict.  相似文献

This conclusion summarizes the evidence explaining the divergent trajectories taken by post Arab uprising states in terms of multiple variables, each illustrated by an iconic case, namely: State Failure and Competitive governance (Syria), Regime Restoration and Hybrid Governance (Egypt) and Polyarchic Governance (Tunisia). Factors include the starting point: levels of opposition mobilization and regimes' resilience – a function of their patrimonial-bureaucratic balance; whether or not a transition coalition forms is crucial for democratization prospects. Context also matters for democratization, particularly political economic factors, such as a balance of class power and a productive economy; political culture (level of societal identity cleavages) and a minimum of international intervention. Finally, the balance of agency between democracy movements, Islamists, the military and workers shapes democratization prospects.  相似文献

Recent years have seen an increase in the study of the relationship between gender and terrorism. This article analyzes the relationship between hegemonic masculinity and terrorism through the case of the Kurdistan Workers’ Party (Partiya Karkerên Kurdistan or PKK) and its leader Abdullah Öcalan. Using the method of narrative analysis, the study first examines the concept of hegemonic masculinity. The study attempts to make sense of how the concept of hegemonic masculinity operates within the PKK. To achieve this goal, the study demonstrates the major functions of hegemonic masculinity within terrorist organisations. Accordingly, it is argued that the perspective of masculinity studies can be used to gain a better and highly instructive understanding of political violence and terrorism.  相似文献

In recent years, voluntary associations and political organizations have increasingly relied on Internet-based mobilization campaigns, replacing traditional forms of face-to-face recruitment and mobilization. Within the literature, one can observe an intensive debate about the possible consequences of this transition. Most importantly, the question is whether political mobilization through the Internet is just as effective as mobilization in a face-to-face setting. In this article, we report on a mobilization experiment using both traditional (face-to-face) and modern (Web site) incentives for mobilization. The experiment was conducted among undergraduate students in Belgium and Canada and included a test of medium-term mobilization effects. Results suggest that the Internet is successful in transferring knowledge and raising issue salience among respondents, but neither experimental manipulation led to significant behavioral changes. We do not find any indication that among this experimental sample Internet-based mobilization would be less effective than traditional face-to-face forms of mobilization.  相似文献

Labelling the ‘other’ is one of the most relevant aspects in an armed conflict context. Summarising what the opponent is in one single expression is a strong rhetorical tool in any belligerent discourse. The use of the ‘terrorist’ label assumes a particularly powerful role in such a construction. Employing Ole Wæver's layered discursive structure, this article aims to study the discursive practices and political consequences associated with the use of such labels. The political implications of using the ‘terrorist’ label in regards to the Kurdistan Workers' Party (PKK) in Turkish politics will be analysed as an illustrative case study. The period under analysis extends from April 2007 to January 2008, corresponding to the escalation of a security discourse that led to the (brief) Turkish military incursion in northern Iraq in the winter of 2007–2008. The political exposure and intense usage of the ‘terrorist’ label in this period makes it particularly ripe for understanding the political discursive context that shapes Turkey's policies towards this protracted conflict. The focus on this period also sheds light on the political reasons underlying the intractability of this conflict.  相似文献

This study analyzes the relationship between online voter mobilization and political engagement in Germany, Italy, and the United Kingdom during the 2014 European election campaign. Internet surveys of samples representatives of these countries’ populations with Internet access show that respondents who received an invitation to vote for a party or candidate via e-mail or social media engaged in a significantly higher number of political activities than those who did not. Moreover, the relationship between mobilization and engagement was stronger among those who followed the campaign less attentively, as well as in countries where overall levels of engagement with the campaign were lower (Germany and the United Kingdom) than where they were higher (Italy). These findings indicate that online mobilization may contribute to closing gaps in political engagement at both individual and aggregate levels, and thus suggest that digital media may contribute to reviving democratic citizenship.  相似文献

The Southeastern Anatolia Project (Güneydogu Anadolu Projesi, GAP), which was designed for the socio-economic development of south-east Turkey, has multiple political and strategic dimensions. While GAP was intended to narrow the socio-economic gap between the south-east and the rest of Turkey through development of the region, and to secure Turkey’s future energy needs, the associated hydro-politics intertwine domestic and geopolitics in relation to water flow to downstream riparian states Syria and Iraq, securing Turkey a geostrategic position in the broader Middle Eastern context in terms of regional hydro-hegemony, while also impacting on relations with Kurds at home and in surrounding states.  相似文献

Abstract

The prevention discourse in all its forms has tended to ignore or at least downplay the epistemic problems with prevention. Forecasting political violence is not as easy as the debate on early warning often assumes. Effectively forestalling political violence and mass atrocities is much more difficult than the often used rhetoric of a ‘tool box’ implies, which creates the impression that one knows what works. An evidence-informed prevention policy needs to be aware of the limits of our knowledge, but at the same time knowledgeable of what social science research can provide – even if the results are provisional, often controversial and fraught with methodological problems.  相似文献

吉尔吉斯斯坦自独立以来已发生了三次“革命”,广义来讲,这三次“革命”均属于“颜色革命”的范畴。但吉尔吉斯斯坦反对派在进行政治动员时,往往尚不具备其他“颜色革命”反对派发起政治动员的一系列“常见”条件(如发达的社交网络、强有力的政党、较高水平的青年组织等)。而在相关条件并不充分的情况下,反对派依托何种力量实现高效的政治动员成为一个值得研究的重要问题。为解答这一问题,吉尔吉斯斯坦反对派所掌握的三种非正式政治力量--个人政治关系网络、部族认同与部族群体、传统政治习俗成为本篇文章重点考察的因素。在三次“革命”中,这三类非正式政治力量帮助反对派实现了募集资金、召集支持者、获取舆论支持、削弱政府合法性、策反政府高层官员等一系列政治目标,成为反对派进行政治动员的主要依托。运用非正式政治力量,吉尔吉斯斯坦反对派得以在其他相关条件尚不充分的情况下,于短时间内实现有效的政治动员,并最终达到了推翻现存政权的目的。  相似文献

The democratization literature commonly claims that democratic transitions require an independent civil society. However this view, which builds upon Tocqueville, reifies boundaries between state and society. It also over-predicts the likelihood that independent civil society organizations will engage in confrontation with the government. Drawing upon Hegel, I develop a two-dimensional model of civil society that clusters organizations according to goal orientation and autonomy. This illustrates how high levels of autonomy combined with goals that extend beyond an internal constituency are linked to democratization. I then examine Nigeria's civil society during the era of democratization between 1985 and 1998, and identify important changes in the political opportunity structure. I attribute changes in autonomy and goal orientation of organizations to three factors: transnational organizing, coalition building, and victimization. My findings question the assumption that autonomous organizations will challenge the state. Future research could explore links between the state mobilization during the 1990s and one-party dominance today.  相似文献

Contributing to a growing literature on democracy beyond the nation-state, this article draws on aspects of national democratization theory in order to analyse empirical processes of democracy. By combining insights from transition theory and the theory of political opportunity structures, the article examines the case of the Asian Development Bank (ADB). While the ADB for a long time has been described as a closed, unresponsive and unaccountable international organization, a recent evaluation praised the Bank for its good practices concerning transparency, participation and accountability. The article uses the analytical framework to highlight the interaction between hard-liners and soft-liners within the ADB and explores the role of different transnational civil society actors in the processes that seem to have strengthened the democratic credentials of the ADB. While finding significant divisions within the ADB as well as amongst civil society actors targeting the bank, overall the article argues that transnational civil society actors, interacting with soft-liners within the ADB, have contributed to the implementation of reforms, which in turn create political opportunities for further civil society activism. The reform processes, however, are best described as processes of liberalization – rather than democratization.  相似文献

How do political parties react to transitional justice (TJ) processes? Do they always have to choose between supporting and rejecting the punishment of the outgoing elite and their collaborators? While Huntington emphasized the existence of two major approaches to TJ – for and against – this article argues there is a third way that has been relatively understudied – strategic silence. It will be argued that, under certain conditions, political calculations can lead to the adoption of silence as a deliberate strategy by certain political actors in TJ processes. Focusing on the Portuguese case (1974–1976), the article explores why, and under what conditions, silence is perceived as the best strategy in dealing with the past following the defeat or breakdown of an authoritarian regime.  相似文献
