The introductory article to the special issue discusses how the extension of voting rights beyond citizenship (that is, to non-national immigrants) and residence (that is, to expatriates) can be interpreted in the light of democratization processes in both Western countries and in developing regions. It does so by inserting the globalization-specific extension of voting rights to immigrants and expatriates within the long-term series of historical waves of democratization. Does the current extension enhance democracy by granting de facto disenfranchised immigrants and emigrants political rights or does it jeopardize the very functioning of democracy by undermining its legitimacy through the removal of territorial and national boundaries? The article offers a synthesis of the findings of the volume's contributions in a broad comparative perspective covering both alien and external voting rights in Europe, sub-Saharan Africa, and Latin America. It shows that reforms toward more expansive electorates vary considerably and that their effects on the inclusion of migrants largely depend on the specific regulations and the socio-political context in which they operate. 相似文献

Invalid voting, meaning blank and spoiled ballots, is a regular phenomenon in democracies around the world. When its share is larger than the margin of victory or greater than the vote share of some of the large parties in the country, invalid voting becomes a problem for democratic legitimacy. This article investigates its determinants in 417 democratic parliamentary elections in 73 countries on five continents from 1970 to 2011. The analysis shows that enforced compulsory voting and ethnic fragmentation are strong predictors for invalid voting while corruption has less impact. Our findings suggest that the societal structure is crucial in understanding invalid voting as a problem for democratic legitimacy because greater social diversity seems to lead to either a greater rate of mistakes or lesser attachments of social groups to the democratic process. Thus, rising levels of invalid voting are not only concerning in themselves but also for the divisive factors driving them. 相似文献

Some competent political actors, primarily young people and the cognitively impaired, are excluded from political participation by modern liberal democratic states. This exclusion occurs because the means utilized by states to distinguish between competent citizens (who must be included) and incompetent ones (who may be excluded) are imperfect. They include age restrictions on enfranchisement and, commonly, legal restrictions on enfranchisement for those with cognitive disabilities. Capacity-testing provides a means to improve on these existing mechanisms for exclusion. It is not, however, often suggested, nor seen as viable. Here, I argue that we should utilize capacity-testing to more effectively include capable citizens in our democratic practice. A large literature argues that ethnic voting is detrimental to democracy. Ethnic voting may have at least three effects: (1) it can reduce uncertainty over electoral results; (2) it may increase the winner-take-all character of elections; and (3) it can lead to a process of ethnic outbidding. However, few studies have tested the effect of ethnic voting on democracy using large-N quantitative analysis. Previous tests instead look at whether ethnic fractionalization hinders democracy. Yet, ethnic diversity does not necessarily lead to the politicization of ethnicity, and it is only when ethnicity is activated as a vehicle of political mobilization that it can destabilize democracy. This article tests the effect of ethnic voting in 58 democracies worldwide between 1992 and 2015. On balance, the evidence suggests that democracies with high ethnic voting levels tend to see the quality of their democracy reduce over time relative to those with less ethnic voting. India is often credited for its success as the world’s largest democracy, but variation in subnational democracy across its states has not been systematically incorporated into scholarship on subnational regimes. This paper develops a conceptualization of subnational democracy based on four constitutive dimensions – turnover, contestation, autonomy and clean elections – and introduces a comprehensive dataset to measure each of the dimensions between 1985 and 2013. The inclusion of India – an older parliamentary democracy with a centralized federal system – broadens the universe of cases for the study of subnational regimes, and reveals variation across constitutive dimensions that has not yet been theorized. The paper shows that threats to subnational democracy come from multiple directions, including the central government and non-state armed actors, that subnational variation persists even decades after a transition at the national-level, and that subnational democracy declines in some states in spite of the national democratic track record. 相似文献

Why do young Africans participate less in elections than their older counterparts? Given Africa's growing youth bulge, this constituency represents a numerically important voting bloc, and their lower participation in elections could undermine the legitimacy of the region's democratic trajectory. We address this question through a multi-level model that relies on individual-level data from the Afrobarometer surveys and country-level data for 19 of the region's more democratic countries. We classify Africa's youth as belonging to two categories, those aged 18–24 and those aged 25–35. We find that key determinants of the youth's voting behaviour include their access to political knowledge and information as well as their perceptions of the electoral context and party system. In the latter regard, the efficacy and fairness of elections and the degree of partisanship increase the youth's decision to vote, while the length of party incumbency is a deterrent to turnout. These findings hold important implications by highlighting that Africa's youth not only need to be exposed to greater fora for learning about the political process and party options but also that political parties in the region need to become more relevant to this constituency. 相似文献

Turnout among registered voters remains high in post-authoritarian Chile, but valid votes as a percentage of the voting-age population have fallen significantly in the post-authoritarian period and blank/null voting, non-registration, and abstention are on the rise. Why? This article tests three rival explanations: (1) lack of political support; (2) depoliticization; and (3) a generational shift in political culture. These theories are not mutually exclusive, but rather explain distinct contours of this electoral phenomenon. Compared to valid voters, blank/null voters exhibit less support for the political system, are less politicized, and more likely to have reached legal voting age during the democratic transition. Although non-registrants also exhibit less political support and are more depoliticized than valid voters, their behaviour is largely explained by a new political culture that stresses individual as opposed to collective participation. In addition to shedding light on this Chilean puzzle, the findings enhance the debates over electoral participation, mandatory voting, and quality of democracy in Latin America and other nascent democracies. 相似文献

The provision of local level electoral rights in Japan for tokubetsu eijūsha (special permanent residents) and eijūsha (permanent residents) has sparked an ongoing controversy between opponents and proponents of extending the boundaries of suffrage. Periodically igniting for over a decade, the debate has involved politicians from across the political spectrum as well as local authorities, non-governmental organizations and academic scholars, yet remains locked into a cycle in which a period of optimism is followed by inaction and stagnation. In January 2008 the leader of the main opposition Democratic Party of Japan reignited the issue once more. Against this background, the goal of this paper is to highlight and trace the way in which the mainstream debate for and against electoral rights is being played out in the public arena. In so doing this paper makes two claims. First, we need to recognize the way that certain historical–social influences emanating from the processes of state-building since 1945 influence the current debates. Second, this must combine awareness of both legal/constitutional and normative aspects, as well as a sense of intra-party and inter-party political contestation. 相似文献

While scholars have shed light on our understanding of elections in less and non-democratic countries, the incentives behind electoral participation in these countries remain unexplored. This paper sets out to investigate how regime structure is associated with voters' incentives of habitual voting. We assert that the formation of voting habits is associated with the relationships of citizens with the state and their expectations about it. Thus, habitual voting reflects voters' understandings about, perceptions of, and concerns with their political environment and system. In democracy, habituated voting behavior is strongly associated with respondents' support for the regime because their sense of civic duty encourages them to vote. In authoritarian regimes, knowing that their ballots are the adornments of the authoritarian government, habitual voting simply reveals citizens' short-term support for the government or their concerns with the vertical accountability of the government. We further test the hypotheses against Asian Barometer Survey data and the analysis evidences our assumptions. 相似文献

Considering EU democracy promotion as an integral part of EU foreign policy, this article discusses the link between the EU's democratization discourse and the social construction of European identity. The narrative pays particular attention to whether the difference in power between the EU and less democratic countries affects European identity formation. The empirical explorations deliver the theoretical argument that the EU establishes an aporetic – contrasting but at the same time constitutive – relationship between a democratic European self and what the EU perceives as less democratic others. The difference in power between these two affects the content and intensity of the EU's democratization discourse, while there is no firm evidence that it directly impacts the process of aporetic identification. Parliamentary representation is a fluid concept. Yet, while the behaviour of elected representatives during roll call votes has been widely analyzed, we know little about how parliamentarians act when their individual voting choices are not made public. This paper explores the relationship between voting procedures and the likelihood that Members of the European Parliament prioritize the interests of their EP party group versus the interests of their national party. Using an original survey, I find that MEPs are more likely to prioritize the interests of their national party over those of their EP party group when voting by show of hands or electronically, as opposed to by roll call. Moreover, this voting procedure effect is particularly salient among MEPs elected from 2004/07 accession countries. 相似文献

Liberal democratic governments may differ in both their kind and degree of democracy. However, the literature too often conflates this distinction, hindering our ability to understand what kinds of governing structures are more democratic. To clarify this issue, the article examines two prominent contemporary models of democracy: developmental liberal democracy (DLD) and protective liberal democracy (PLD). While the former takes a ‘thicker’ approach to governance than the latter, conventional wisdom holds that these systems differ only in kind rather than degree. The article tests this assumption through an empirical comparison of electoral, legislative, and information-regulating institutions in two representative cases: Sweden and the United States. The empirical findings lead us to the conclusion that developmental liberal democracies represent not only a different kind, but also a deeper degree of democracy than protective liberal democracies. What explains bloc voting among ethnic groups in Africa? Using the Herfindahl Hirschman Index of Concentration on partisan preference data from the Afrobarometer, this article tests several hypotheses regarding the explanation as to why some ethnic groups: (1) express voting preferences as a bloc; (2) express voting preferences as a bloc for the governing party or the opposition. This article found that the geographic concentration of the group best explained general bloc voting. In terms of the direction of support, the degree to which a group is discriminated against and politically mobilized explains bloc voting against the governing party, whereas bloc voting for the governing party is explained by the extent to which the governing party is politically dominant. This suggests that the prospects for patronage helps explain voting as a bloc for most all groups, except those that face discrimination and are politically mobilized. 相似文献

Works on the quality of democracy propose standards for evaluating politics beyond those encompassed by a minimal definition of democracy. Yet, what is the quality of democracy? This article first reconstructs and assesses current conceptualizations of the quality of democracy. Thereafter, it reconceptualizes the quality of democracy by equating it with democracy pure and simple, positing that democracy is a synthesis of political freedom and political equality, and spelling out the implications of this substantive assumption. The proposal is to broaden the concept of democracy to address two additional spheres: government decision-making – political institutions are democratic inasmuch as a majority of citizens can change the status quo – and the social environment of politics – the social context cannot turn the principles of political freedom and equality into mere formalities. Although they agree that economics and elections are intertwined, theories of economic voting disagree on the policy focus (on positions taken or outcomes achieved) and time horizon (retrospective or prospective) that guides voters’ decisions. Most research on these debates looks at the considerations voters weigh. Instead, I explore the types of economic voting that candidates encourage through their campaign appeals. Content-coded advertising data from the 2004 congressional elections show that appeals focus more on policy positions than outcomes and more on the past than the future. Consistent with predictions from emphasis allocation theory, strategic incentives and electoral context shape the exact mix of economic appeals campaigns make. When promoting their own candidacy, politicians ask voters to think about (more unifying) future economic outcomes; when attacking their opponent’s candidacy, they ask voters to think about (more divisive) past policy positions. In districts experiencing worsening economic conditions, voters are exposed to more information about policy outcomes; in districts where the incumbent is ideologically “out of step,” they hear more about policy positions. Studies that seek to evaluate competing theories of economic voting are thus likely to draw misleading conclusions if they treat the information environment as a homogeneous constant: Campaigns in different districts, facing different strategic incentives, encourage significantly different types of economic voting. 相似文献

This study is concerned with understanding the dynamic behind participatory innovations in China. The case of China provides a contrast to the literature on participatory innovations in democracies. While participatory innovations in democratic countries are seen as a way to deepen and improve democracy, in China these innovations are to some extent developed in order to provide an alternative to electoral democracy. In this article I introduce the concept democracy consultant to describe expert political entrepreneurs involved in the development of participatory innovations. Research on local participatory innovation in China is abundant but the role that experts play in this process has previously not been analysed. Based on in-depth interviews with democracy consultants and local officials, the study finds that democracy consultants frequently act as bridges between central and local levels of government by providing expertise, information, legitimacy, and connections. This is especially true in localities where local leaders want to gain the attention of the central level but lack the required expertise and connections. 相似文献

Many citizens lack the political knowledge to make informed decisions partly due to the high costs of becoming informed. Previous scholars have argued that if individuals speak with political experts who share their preferences, they can vote as if they were informed without paying information costs. This view of citizens as single-minded seekers of low-cost information is unrealistic. Individuals often choose discussion partners for reasons unrelated to politics, and many communication networks have heterogeneous information levels and preferences as a result. This paper simulates the votes of hypothetical electorates with different individual and network information levels. It demonstrates that network expertise has an effect on vote choice, but this effect is not as large as the effect of individual expertise. Rather, the key contextual determinant of an individual's vote is the partisan composition of his or her discussion network. 相似文献
