In its earlier years Israel was spared the impact of religious radicalism. In the last two decades, however, religious doctrines have begun to claim a role in foreign policy, culminating in the 4 November 1995 assassination of Prime Minister Yitzhak Rabin. The primary aim of this study is to explore the systemic political processes and contextual factors that in the past have subdued national religious radicalism in Israel. The general argument of this essay is that the tradition of political accommodation with the religious parties fostered their participation in government coalitions, and by doing so, mobilized a large portion of the religious sector to support the state. Equally important in suppressing religious radicalism in Israel were the two main doctrines of religious Zionism, the instrumental and the redemptionist, which applauded cooperation with secular Zionism and the state, hence enabling political accommodation and avoiding a comprehensive violent confrontation. The absence of a religious party in the Rabin government brought the country's political discourse to an unprecedented level of intensity, strengthening a new blend of religious nationalism that posed a potential for deligitimization of the state.  相似文献

In this article, we explain how the political opportunity structure characterized by official secularism and state regulation of religion has shaped the politicization of religiously oriented civil society in Turkey. The ban on religious political parties and strict state control over religious institutions create constraints for the expression of religious interests. However, due to changes in laws regulating the civil society sector and rule by a religiously sympathetic political party, religious groups use associations and foundations to express their interests. We observe that, in this strictly controlled opportunity structure, religiously oriented Muslims have framed their religious interests in the political realm parallel to those of the dominant political party, the Justice and Development Party (AKP). Through a study of non-governmental organizations we document the rhetoric religious groups use to frame their position on several key issues: religious freedom for the majority religious group, methods of resolving issues related to minority populations, and the Ottoman heritage of charitable service.  相似文献

Ultra-nationalist political parties of the far right have been an endemic feature of European politics in recent years. This article investigates the rise of the Nationalist Action Party (the MHP) in Turkey, a party that has a number of characteristics in common with its European counterparts. The objective of the article is to illustrate a paradox. These types of parties tend to display a considerable degree of adaptability and exhibit a tendency to move in a more moderate direction. They shed some of their violent and extremist leanings in the process as they try to transform themselves from closed communities or networks to mass parties of national standing. This apparent moderation should not disguise, however, the key underlying weakness of such parties, namely their limited commitment to the core values of liberal democracy and political pluralism. Indeed, such parties can continue to play an important negative role in terms of their ability to block the process of democratic deepening in nascent democratic regimes.  相似文献

In the May 2014 general elections in India, the Bharatiya Janata Party (BJP) emerged as the majority party. The BJP has formed a coalition with regional parties (the National Democratic Alliance), but many view the event as a “critical election,” presaging the realignment of Indian politics along Hindu nationalist values. This article reviews the approaches used to understand the BJP-led NDA government’s policies toward religious minorities and argues that far from marking a radical departure, there are more continuities than discontinuities in these policies with previous administrations.  相似文献

The article deals with the different approaches followed by the Turkish Constitutional Court and the European Court of Human Rights (ECtHR) in party prohibition cases. The Turkish Constitution and even more so the Law on Political Parties contain a long list of party bans, the violation of which leads to the closure of the party by the Constitutional Court. The Turkish Constitutional Court, both under the 1961 and the 1982 Constitutions, interpreted these provisions in an exceedingly illiberal manner, and has so far closed down a total of 24 political parties. Turkish rules and practices concerning the prohibition of political parties are among the most important ‘democracy deficits’ of the Turkish political system. In the article, the Turkish Court's illiberal approach to party prohibition cases, especially those involving the protection of the national and territorial integrity of the state and of the principle of secularism, is compared with the much more liberal criteria developed by the ECtHR and the Venice Commission.  相似文献

This article compares the violent activity of secular and religious terror organizations. Utilizing data compiled by the Global Terrorism Database cross-referenced with secondary and primary sources regarding the degree of religious components embedded in organizations’ ideologies, it tests the violent patterns of activity carried out by organizations guided by predominantly secular, secular/religious, and religious ideologies, between the years 1970 and 2012. The findings confirm that a) religious ideology correlates with specific, more deadly, attack tactics and violent patterns; and b) the degree of religious components within terror organizational ideology should be tested along a spectrum: the more religious an organization is, the more attacks it tends to carry out, and the deadlier its attacks become.  相似文献

What forms do Islamist moderation take, and which factors underlie each form of moderation? Although a prevalent question in recent years, less is known about the causes and forms of Islamist moderation in a systematic fashion. By building on the findings of Communist moderation literature, we introduce a two-stage framework to explain variation in Islamist party moderation over time and across space: tactical vs. ideological moderation. Tactical moderation refers to the kind of moderation where radical parties make a decision on whether to accept electoral democracy as a means to achieve ideological goals without compromising their platforms. Structural factors such as political liberalization, international factors and state repression are causes of tactical moderation. Ideological moderation pertains to shifts in a platform from a radical niche to more moderate lines to respond to societal changes (economic liberalization, economic growth, electoral loss and changing voter preferences) to gain greater popular support. Empirically, we analyse the Italian Communist Party and the Party for Justice and Development in Morocco in a comparative perspective. In providing evidence through structured comparisons and field interviews, we hope to advance a more universal, generalizable theory of radical party moderation.  相似文献

This article examines the recent political misfortunes of two ruling parties (the Institutional Revolutionary Party in Mexico and the Kuomintang in Taiwan) and of two dominant political parties (the Christian Democrats in Italy, and the Liberal Democratic Party in Japan). It compares the causes of their misfortune, and emphasises the impact of the need to open their economies to take advantage of international trade and to make their macro‐economic policies conform more to international standards. In particular this has reduced such parties’ ability to reserve economic rewards for political supporters. It argues that these difficulties are symptomatic of broader problems which many parties will find in attracting long‐term political support and members in an era where ideology plays a lesser role in political life, and where economic pressures for the opening of markets to international competition will increase.  相似文献

中产阶级政党的发展与其阶级基础和政治立场等因素有关。拉美中产阶级政党在进口替代工业化进程中崭露头角,但在近年来普遍面临发展困境。本文以墨西哥国家行动党为案例探讨这种困境的成因,对该党内部派系斗争、社会基础等因素进行历史分析。作为持中右立场的中产阶级政党,墨西哥国家行动党长期面临两大制约。一是来自右翼势力的渗透,导致该党政治定位出现摇摆,从中间立场向右翼摆动,党内长期分裂,党政不和。二是狭隘的阶级基础所造成的地域局限性。国家行动党的主要力量集中在中小企业发达的北部地区,难以成长为全国性大党和国会中的多数党。在这两种制约因素的共同作用下,国家行动党选举竞争力不强、执政能力低下,始终无法建立广泛而稳定的群众基础,陷入发展困境。结合阿根廷激进公民联盟和哥斯达黎加民族解放党的类似情况,本文认为拉美国家中产阶级政党普遍面临相似的困境。能否突破这些结构性制约,是拉美中产阶级政党发展面临的挑战。  相似文献

2003—2007年日本国会选举,在自民党与民主党两大保守政党的竞争态势下,养老金制度改革与危机成为影响日本政党走势的重要原因之一。一个深层次的问题是,政党支持结构已经由传统模式向业绩投票模式转换,可是,"中位投票者"偏好的政策构想,基本相同的养老金制度致使投票人无所适从;投票人希望候选人成为能确保投票人偏好的政策代理人,然而,5 000万份年金记录丢失,致使养老金危机转向政党危机。构筑让国民信赖的养老金制度是走出政党危机的路径。日本养老金危机对中国有重要借鉴意义。  相似文献

Ghana's decentralised form of administration run by elected District Assemblies was created in 1989 by Jerry Rawlings’ military government. As in Uganda under Museveni's National Resistance Council regime, it was inspired by populist theories of participatory, community‐led democracy which idealised the consensual character of ‘traditional’ village life and rejected the relevance of political parties. The Assemblies remain by law ‘no‐party’ institutions, notwithstanding Ghana's transition to multi‐party constitutional democracy in 1992. Their performance since 1989 is examined in the light of the question: to what extent can the Ugandan ‘no‐party’ model continue within a context of party competition, given that it assumes the all‐inclusive and non‐conflictual character of community politics? The conclusion is that the contradictions between the no‐party consensual model, de facto ruling party domination and the reality of local conflict have created significant difficulties for the Assembly system. Participation has declined and conflict‐resolution been made more difficult, whilst the legitimacy and transparency of resource decisions have been undermined.  相似文献

This article assesses the validity of the concept of ‘religious terrorism’ and its consequences for research and policy practices. It explores the origins, assumptions and primary arguments of the term and subjects them to an analytical assessment. It argues that the distinctions typically drawn between ‘religious’ and ‘secular’ terrorism are problematic, both conceptually and empirically, and that the term is misleading in its typical assumptions about the motives, causes and behaviour of groups classified as ‘religious terrorist’. In particular, it shows that the behaviour of those thus labelled is so diverse, and often so indistinguishable from their ‘secular’ counterparts, that the term has little meaning without further qualification, while simultaneously obscuring important aspects of both ‘religious’ and ‘secular’ violence. It then goes on to illustrate how the term, rooted in a particular historically situated understanding of religion and a particular set of power structures, serves as a disciplinary device to domesticate ‘political religion’, delegitimising certain actors while legitimising a number of highly contentious counterterrorist practices designed to deal with those described as ‘religious terrorists’. The article ends with some suggestions for alternative ways to study the role of beliefs and institutional structures, religious or otherwise, in producing political violence.  相似文献

Under what conditions does democratization erode religious political engagement? The dramatic democratic transitions in the Catholic world during the last quarter of the twentieth century have been accompanied by the widespread decline of Catholic political parties, but the interaction between democratizing reforms and the development of religious parties in the Catholic world remains poorly understood. This article analyses the crucial case of Mexico to explore if, how, and under what conditions electoral participation encourages the differentiation of religious and partisan activism. Relying on archival research and an original data set describing the religious linkages of 302 historic and contemporary leading members of the PAN, Mexico's largest Catholic-inspired party, this article shows that democratization is only indirectly linked to the secularization of religious parties, and its effects are conditional on the resources and opportunities available to religious activists.  相似文献

Traditionally, the Talmudic Orthodoxy always postulated the reestablishing of a Jewish state only by an act of God's grace at messianic times. The establishment of Israel by secular Jews thus caused real consternation among Orthodox sects. Ultra Orthodox sects did not even recognize Israel as a Jewish entity. However, the occupation of the West Bank, the site of the ancient Jewish kingdoms, in 1967 was seen by many Orthodox Jews as a sign of redemption and also an opportunity to take an active, even a leading, role in a “true Zionist” enterprise of fulfilling God's promise to Abraham that the whole land will belong to his offspring. The settling of the West Bank was congruent with the government's political aims. This led the government to provide deep financial and massive military support to settlers, both the religious population that follows a radical nationalistic policy enveloped with messianic motifs, and other settlers, attracted by the substantial perks. The violent conduct of the militant religious sector among the settlers provides a radical threat to Israel's character, and even its existence. Above and beyond that provided by the military and economic burden of the West Bank settlements themselves.  相似文献

This article compares the political processes involved in food subsidy policies in Sri Lanka and Zambia and relates these experiences to the concept of ‘good government’ that western nations have been promoting. The Sri Lankan case illustrates the workings of the policy process in a democratic political system, albeit one that centralized considerably in the 1980s. The Zambian case illustrates the policy process in a one‐party state that returned to multi‐party democracy in 1991. Despite their very different political systems the nature of food subsidy policies show striking similarities: decades of high levels of non‐targeted consumer subsidies that placed great demands on public expenditure until radical reductions in expenditure occurred following an electorally based change of government and multilateral agency pressure. Differences in the processes of policy formulation and public accountability are explored. They reveal that neither case study functioned as democratic theory would predict. The conclusion points to the inability of the concept of ‘good government’ to model the empirical experiences reported in the article.  相似文献

Although most scholars of Turkey’s civil-military relations argue that the Kurdistan Workers’ Party (PKK) insurgency has led to a decrease in civilian control over the Turkish military from the 1980s onwards, this has not always been the case. This article argues that the presence or the degree of the PKK threat is not sufficient to explain the civil-military balance of power in Turkey throughout the 1980s and the 1990s. Instead, the article shows that in the face of the PKK threat, three major factors have influenced the behaviours of both civilian and military policy-makers in Turkey and shaped the level of civilian control. These factors are first, the Turkish political leaders’ control over their political parties and these parties’ control of a majority of seats in the parliament; second, how negatively or positively the military perceives the political leadership; and third, European Union pressures for democratisation.  相似文献

ABSTRACT

This article analyzes the relationship between religion and Israeli approaches to the conflict with the Palestinians. It seeks to explain why religion has become closely correlated with hawkishness since 1967. While the Jewish religion advocates no single approach to the conflict with the Palestinians, the religious have been significantly more hawkish than the nonreligious in Israel. This is because religion in Israel has reinforced ethnocentricity among the Jewish public, which in turn is highly correlated with hawkishness. Yet the correlation between religion and hawkishness only became politically prominent after 1967. This prominence is a function of the way religion has interacted with changes in Israeli political culture that were driven by the process of postmodernization. Whereas mainstream Israeli political culture has become less ethnocentric and more liberal, and consequently more dovish, the religious community has moved in the opposite direction. In this vein, religion has served to shield its adherents from most of the effects of postmodernization while simultaneously encouraging countervailing trends, which accounts for the polarization referred to above. In other words, it is the way religion has interacted with postmodernization that has made it the most effective incubator for hawkishness in Israel since 1967.  相似文献

This article explores the problems facing opposition political parties in Russia. In order to conceptualize the conditions in which opposition parties operate and which determine the strategies they adopt, the concept of dominant party systems is used as an analytical framework. Ideological flexibility, access to administrative resources, and the ability to mobilize key socio-economic groups (key factors in the maintenance of one-party domination) are all features associated with Russia's ‘dominant’ party, United Russia. It is argued that, whilst Russia is not a dominant party system along the lines of those which existed in Mexico and Japan, there are sufficient commonalities with such systems, in terms of the problems facing opposition political parties as to make comparison a useful exercise. The optimum strategies for opposition parties in dominant party systems (activist recruitment, ideological positioning and coalition-building) are identified and it is argued that these are all areas which Russian opposition parties need to address if they are to successfully challenge the regime and the ‘party of power’, United Russia.  相似文献

In the 1990s, early post-Cold War optimism regarding the rapid spread of democracy in the South faded, as multiparty elections in new democracies were observed to exacerbate conflicts of identity rather than ameliorating the effects of conflicts of interest. Research in Cambodia suggests, however, that the promotion by political parties of identity-based conflict offers opportunities for individuals and groups to attempt to insert a more pragmatic interest-based agenda. Party activities also offer an exemplar for political advocacy and activism, which is useful to non-party interest groups and social movements. Cambodia's electoral experience further suggests that parties attempting to respond to such interest-based agendas may be rewarded by voters at the polls. Analytical focus upon the efforts of individuals and non-party movements to make use of the opportunities offered by political parties, rather than upon the mobilizational strategies and rhetorics of party leaders, offers a more optimistic prognosis for democracy in the third world.  相似文献
