This fourth issue provides both a follow on from the debatesstarted in our first three editions and a specific theme, thepolicing of public disorder. Alongside terrorism, neighbourhoodpolicing and the use of force, we judged as we were planningthe first editions of this new journal that we should tacklefour of the big issues in policing. Unsurprisingly, given thatthey are such big issues, there are some common themes thatrun across all of them. The most substantial of these is accountabilityand oversight, which are covered in several of the articlesin this edition. Today the United States faces an unpredictable security environment characterized by regional powers and non-state actors, such as vast terrorist networks, who wield increasingly lethal weapons. To address this security environment, the George W. Bush administration has endorsed the ‘transformation’ of US military forces. This article focuses on one transformational goal, namely the development of long-range precision strike capabilities, and examines the feasibility and desirability of using existing ballistic missiles as conventional global strike assets. While some of the futuristic and stealthy long-range technologies currently touted by defense planners might fulfill their promise and could someday be deployed, conventional ballistic missiles could offer an efficient global strike capability much sooner, one that would complement other existing global strike capabilities as research and development on more futuristic platforms continues. Thus, by combining existing capabilities, advanced technologies and new, flexible concepts of operations, the United States can deliver tomorrow's capability today.

This issue marks the first anniversary of Parliamentary Affairs'new editorial team. In our first outing we explained how wewanted to develop the journal. Founded in the aftermath of theSecond World War by Stephen King-Hall, an ex-MP and progenitorof the Hansard Society, Parliamentary Affairs was initiallydesigned to overcome widespread ignorance and low-level cynicismabout Parliament by—effectively—celebrating theBritish way of doing politics.
