A prominent question in the literature on democracy is concerned with the role of external factors in stimulating the process of democratization and uploading rule of law. This paper tackles the following questions: How does the political conditionality of an international organization—the EU in this case—stimulate democracy in third countries? Equally important, does conditionality always have a positive impact and could it be possible to witness the EU undermining democracy in an unexpected manner? This paper addresses these questions through an analysis of the Turkish democracy in the light of its accession to the EU and through an application of the EU membership conditionality by looking at rule of law in Turkey. The general contention in the political conditionality literature is that the EU enables an acceding country to adopt its democratic principles, and facilitates transition to democracy, while strengthening rule of law. However, the Turkish transformation seems to challenge this contention. This paper proposes that the EU’s political conditionality in bringing about political transformation in Turkey as a membership precondition unexpectedly illuminated the underlying anti-democratic tendencies and tensions in Turkish politics. The democratization process in Turkey since 1999, partly stimulated by the EU, has opened up a Pandora’s box releasing the conflict between the secularists and religious conservatives in Turkey that has long been suppressed. This article brings the notion of transfiguration to bear on the study of the ‘unspeakable’ identity of African migrants living in South Africa, in the context of state language games on violence perpetrated against these migrants. The significance of these discourses is explored, in particular how official and not-so-unofficial discourses on violence in South African media combine to make migrants simultaneously visible and invisible. Speaking about violence involving black non-South Africans, state functionaries tend to downplay the ‘xenophobic’ element while overplaying the link with motiveless crime. Nevertheless, the sense that the migrant, labelled ‘foreigner’, is to blame for all the problems is never far from the surface of these language games. The migrant is therefore enlisted into a discourse where s/he is transformed and subsequently forced to recognise him/herself as subject. As a victim of violence, the migrants find themselves inhabiting zones of discursive indistinction, where they are both victim and victimiser, criminal and crime victim. 相似文献

Post-apartheid South Africa is characterized by centralized, neo-liberal policymaking that perpetuates, and in some cases exaggerates, socio-economic inequalities inherited from the apartheid era. The African National Congress (ANC) leadership's alignment with powerful international and domestic market actors produces tensions within the Tripartite Alliance and between government and civil society. Consequently, several characteristics of ‘predatory liberalism’ are evident in contemporary South Africa: neo-liberal restructuring of the economy is combined with an increasing willingness by government to assert its authority, to marginalize and delegitimize those critical of its abandonment of inclusive governance. A new form of oligarch power, combining entrenched economic interests with those of a new ‘black bourgeoisie’ promoted by narrowly implemented Black Economic Empowerment policies, diminishes prospects for broad-based socio-economic transformation. Because the new policy environment is failing to resolve tensions between global market demands for increasing market liberalization and domestic popular demands for poverty-alleviation and socio-economic transformation, the ANC leadership is forced increasingly to confront ‘ultra-leftists’ who are challenging its credentials as defender of the National Democratic Revolution which was the cornerstone in the anti-apartheid struggle. 相似文献

Many scholars have argued that US policy towards Cuba is counter‐productive: it helps to legitimise the Cuban regime, it restricts the scope for differentiation and debate, it makes elites reluctant towards reform and provides them with an explanation of the economic crisis. Such arguments concern the direct negative effects of US policy. In contrast this article explores the ways in which the US government indirectly inhibits potentially constructive pressures towards change. Third countries, foreign non‐governmental organizations and prominent individuals lend support to Cuba's resistance to the US embargo. This offsets external pressures to democratize, and allows the Cuban regime to convert such empathy into a source of legitimacy at home. 相似文献

Abstract The first international men's lifestyle magazine to enter South Africa was Men's Health in 1997, followed by FHM and GQ. Not unlike their international counterparts, these magazines have been extolled in the publishing sector for their commercial success and disparaged in academia for their potentially negative influence on the sensitive gender politics of the new South Africa. In 2001, a new breed of men's lifestyle magazine emerged in South Africa: one that catered to a particular cultural or racial niche market that presumably was not satisfied by the generalising tone of the mainstream men's lifestyle magazines. The Afrikaans Christian magazine MaksiMan is the subject of this analysis, as much for what it signifies in terms of the presence of vernacular masculinities in post-apartheid South Africa as for the texture that it brings to the genre of men's lifestyle magazines. Mainstream men's magazines typically refuse to include reference to the role of father that certain of their readers might occupy. MaksiMan breaks this trend through articles and features centred on fatherhood. This article comprises an analysis of the representation of fatherhood within this niche men's lifestyle magazine. 相似文献

Abstract This article considers some of the ways in which black gay men are marginalised within the queer community and have limited ‘visibility’ in mainstream queer visual culture. The formation of a minority within a minority (or the ‘other’ Other) is ultimately what the article sets out to expose. Thus, we argue that images of black gay men are far less ubiquitous than, for example, those of white, male and middle-class gay men. In order to illustrate this, a purposive sample from the South African gay men's lifestyle magazine Gay Pages is considered and critiqued. We argue that the visual mode of Gay Pages gives the impression of promoting a hegemonic gay male identity. This identity appears to be ‘natural’, but is in fact one-sided and stereotypical, as are most cultural constructions and representations. The narrow and limited representation of gay men endorses an exclusive, homogenous and inaccurate portrait of the queer constituency (in the minds of heterosexual and gay South Africans alike) and suggests the question that leads this investigation: If ‘belonging’ is articulated through the consumption of queer culture, what then of those queers who do not fit the ‘mould’ standardised by mainstream gay print media? This exploration of queer visual media deals not only with that which is frequently represented (white homomasculinity), but also, more significantly, with that which is not (black homomasculinity). 相似文献

Abstract For decades, since the debate about the role of the media in post-colonial Africa emerged, a distorted interpretation of the meaning of ‘respect’ in the African cultural context has persisted in academic discourse to the present day. The distorted view suggests that according to traditional African beliefs it is disrespectful to criticise authoritative figures. On this basis, in some African countries journalism students have opposed criticism of heads of states, arguing that it is un-African to do so. On the other hand, journalism academics and practitioners have condemned and dismissed the concept of ‘respect’ in African culture as undemocratic and inimical to the role of journalism as a tool for democracy. This article argues that a critical examination of the concept of ‘respect’ in the African cultural context reveals that historically, in traditional Africa, ‘respect’ was not equated to obsequiousness by the citizens in their encounter with power. Sycophancy and submission in the face of power were invoked in the name of a falsified version of African culture by postcolonial power-hungry dictators, who sought to entrench themselves by distorting African culture for self-serving purposes. 相似文献

ABSTRACTWhat role does business play in peace-building and conflict reduction? This special issue tackles this complex question, exploring varied business efforts to bring peace through six rigorous qualitative cases in Myanmar, Democratic Republic of Congo, South Sudan, Somaliland, Brazil, Guatemala and El Salvador. Three main findings cut across this issue. First, local context is paramount to success; there is no one universal formula that a regulator, business or peace practitioner aiming to advance a business agenda for peace can employ for operational success. Second, rather than compartmentalising ‘peace’ into projects that often carry ‘win-lose’ consequences for local communities, business-peace projects must first understand who they are empowering so that they do not unwittingly make the conflict worse. Third, investment and access are deeply intertwined in fragile and conflict-affected areas, and business-peace projects that simply try to improve business access typically exacerbate inequalities favouring elite actors. We close with a discussion on how to take the business and peace-building agenda forward with scholarship and policy, stressing that business-peace projects must be assessed at the societal and not project level if their impact is to be truly beneficial for a political economy of peaceful development. 相似文献

Different explanations have been presented regarding the recent economic crisis in South Korea. After critically evaluating these explanations, the article modifies and refines the dominant model, the mea culpa paradigm, to develop a political, interactive and integrative explanation of the crisis. The economic breakdown during the Kim Young Sam regime in Korea (1993–98) was mainly due to the Kim government's failure to carry out its well‐intended economic reforms, particularly chaebol reforms. The reasons for the failure of the economic reforms, in turn, consist of a set of political factors, including President Kim's distinctive leadership style encapsulated by ‘decretistic populism’, the chaebôl's effective cultural strategies of agenda denial and an anti‐reform campaign by conservative social forces. In this respect, the economic crisis in Korea is also a political crisis. The article refutes a popular interpretation within Korea that blames democracy for the economic crisis, demonstrating that there is at best a very tenuous relationship between the democratization in the country since 1987 and the economic crisis. To overcome the crisis, the current Kim Dae Jung government in Korea should avoid decretistic populism, forge and maintain a constructive alliance with civil society groups and develop a solid coalition for economic reform. 相似文献

This article examines the 2009 humanitarian disaster in Sri Lanka through fieldwork conducted at the time and through theoretical lenses supplied by Arendt, Foucault and Agamben. The article suggests that this catastrophe represents a salutary example of the consequences of promoting a ‘lesser evil’ in the context of a government-fuelled human rights disaster. In line with Arendt's critique of the ‘lesser evil’, the case illustrates the limits to prioritising compromise, quietude and ‘access’. At the same time, while ‘democracy’ and ‘terror’ have frequently been posed as opposites, this tragedy shows how democratic forces, nationally and even internationally, can embrace something that approximates to Agamben's ‘camp’, a state of emergency in which entire groups of people lose their rights and can, at the extreme, be killed with impunity. Meanwhile, a pervasive official language of ‘care’ and ‘humanitarianism’ (corresponding to Foucault's politics of ‘life’) not only proved entirely consistent with ethnic cleansing and the large-scale killing of civilians; it also actively assisted in this endeavour by creating a smokescreen behind which massacres could be carried out. 相似文献

‘The myth of community’ permeates both the understanding and the practice of participatory development. Yet the idea that communities exist as coherent units of people who inhabit bounded geographic spaces and are ready to be mobilised for development restricts the very agency that participation promises. This article offers an alternative model of community: one that is more compatible with the ideal of people-centred, participatory development. Using Etienne Wenger's concept of ‘communities of practice’, and drawing on narrative theory and cognitive approaches to policy analysis, the article argues that community should be created and sustained around shared meanings. 相似文献

SUMMARY Politics has been described as “an aggregate of persons in a power perspective of elaborated demands and expectations”. From this the collective nature of politics can be clearly seen. Without communication, however, no collective action is possible and consequently no political action. Based on this politics can be seen as the continuous defining of collective action in the context of mutual power relations in which there are differences (inter alia of objectives and methods) and consequently conflict over the allocation of scarce resources. Even though there has been an early interest in the relationship between politics and communication, e.g. Aristoteles and Julius Caesar with his Acta Diurna, systematic study of the relationship between communication and politics and the generation and regulation of conflict is of recent nature. A review of the literature on the theory and research in the field of political communication indicates it to be of original interest to researchers from fields such as journalism, mass communication, political science and speech communication. Recently, however, political communication emerged as a field on its own worthy of its recognition as a subdiscipline of communication science: it is recognized by professional bodies like the International Communication Association it is a separate area for research, teaching and for publication of journals devoted to it. 相似文献

The risks to global security from a failure in Afghanistan are great. Abandoning the goal of establishing both a functioning Afghan state and a moderate Pakistan places greater pressure on Indian security. Pakistani intelligence would be emboldened to escalate terrorist attacks against India once it is satisfied that the Taliban would provide it strategic depth in Afghanistan. ABSTRACTThe local business elites of El Salvador were generally in favour of the peace agreement and supported its negotiation and implementation in 1992, while in Guatemala the private sector reluctantly supported the peace process and, after the peace agreements were signed in 1996, the private sector sought to obstruct parts of its implementation. In the aftermath of the peace accords, business elites united around an ideology espousing a minimal state and a focus on market solutions to social problems. Although welcoming the security-related measures in the peace accords, business elites have often obstructed transformations towards more inclusive and democratic societies. However, in recent years there has been a change in discourse among influential business associations towards recognition of the need for strong state institutions and the need for institutionalised mechanisms for dialogue to find solutions to social problems. Abstract The public understanding of science is vital in any society, to counter pseudoscientific claims and quackery. The relationship between scientists and the media (the latter often the only channel through which scientific findings reach the public) was studied within a South African framework. An empirical survey was conducted by means of a comprehensive questionnaire sent to 740 South African scientists and researchers and 360 journalists. Because the media are important in the public understanding of science, the survey tried to establish the depth of and possible reasons for distrust between the two professions and what structures could be put in place to overcome this. This study found some significant differences in the views of scientists and journalists about the role of science in society, how it could be communicated to the public, and the reasons for this dichotomy. Finally, proposals to bridge the gap between scientists and the media are made: the media should give serious attention to raise the standards of science reporting by establishing science desks headed by properly trained science editors and well-trained science reporters. On the other hand, scientists should be trained to communicate better with the media and, therefore, the public. 相似文献

Migration from South and East Mediterranean (SEM) countries has been considered a growing security threat in the EU and Gulf states following the 9/11 attacks and the Arab uprisings. Since 2011, the economic slowdown, regime changes and socio-political instability have spurred growing migration pressure from SEM countries. However, the securitisation of migration of young citizens from these countries in the EU and the Gulf states is manifested in the drastic limitation of migrants’ inflows, and in the selection of prospective migrants on demographic, socio-economic and political grounds. ABSTRACT Syria is generally considered a case of non-intervention. One of the dominant (since the 1990s) kinds of intervention, namely multilateral humanitarian intervention, failed, as did other attempts by a select group of countries to implement a ‘red line’ concerning the use of chemical weapons. However, in this case, there is no sharp dichotomy between intervention and non-intervention. In lieu of an intervention that would tilt the balance and coordinate help to halt massacres, various rival and uncoordinated international and regional interventions overlapped over time, fuelling a market for violence. ‘Weakened interventionism’, as opposed to principled and hierarchical intervention, has manifested itself in Syria in a model recalling “the struggle for Syria” of the 1960s in a new, contemporary setting. 相似文献

For a long time Africa's political parties have been neglected in political science research, although they have mushroomed during the last decade and are being seen as crucial for the democratic development of the continent. Part of the neglect was due to the very specific western European bias of political science party research, while Africanists claimed the uniqueness of the subject. Despite this bias, the article argues that the framework of established party research can be applied to African parties as well – provided that some modifications are considered. These necessary modifications are explained for four ‘fields’, namely the functionalist approach, the cleavage model, the inclusion of informal politics, and finally whether a distinctively ‘African’ or a universal party typology approach should be applied. 相似文献
