In 1945, as a final settlement of the Palestine question drew near, the Arab states established the Arab Office, Washington, as part of their unprecedented effort to influence public and elite opinion on this matter in the United States. It was staffed by many of the leading young Arab intellectuals of the era. This article charts the Arab Office's attempt to reduce American support for the creation of a Jewish state in Palestine. In particular, it examines the accusations, made at the time, that the Arab Office, in pursuing its anti-Zionist agenda had co-operated with leading American anti-Semites and was under the control of the notorious former Mufti of Jerusalem, who had collaborated with Hitler during the Second World War.  相似文献

Security sector reform (SSR) policy has, for the better part of a decade, been viewed as instrumental to the larger international project of improving and strengthening the ‘capacity’ of post-conflict and ‘fragile’ states. The current policy approach, which represents a merging of security and development agendas in the post-Cold War era, is based on the premise that fragmented, ineffective, poorly managed and politicised state security institutions threaten political stability and undermine poverty reduction and sustainable development goals. The objective of this article is to examine aspects of what has been described as the ‘SSR policy-practice gap’ that arose in the course of implementing SSR policy in Timor-Leste by analysing the systemic basis of the gap. An analytical framework that untangles the relationship between SSR policy objectives, targets and outcomes is presented in concert with a discussion of the social and political circumstances that confronted international organisations and donor countries when they sought to implement SSR policy in Timor-Leste. By using the analytical framework to assess the policy coherence between SSR objectives and the SSR programme contained in UN Security Council Resolution 1704, the ubiquitous disconnect between SSR ‘Gospel and Reality’ is pulled more sharply into focus.  相似文献

US democracy promotion is integral to the pursuit of the grand project of the American Mission. By promoting democracy America makes its role one of international engagement as opposed to one of isolation. The first part of this paper examines the political and cultural aspects of US democracy promotion in the post-Cold War era through the bi-polar framework of the case-specific versus one-size-fits-all. To better understand USAID's democracy promotion policy, the second part takes this framework and applies it to its political reform strategy in Bosnia under the Clinton administration from 1995 to 2000 and Afghanistan under the Bush administration from 2001 to 2008. This paper confirms that America's democracy promotion simultaneously employed both the case-specific and one-size-fits-all approaches. USAID programmes and projects did at times respond to local conditions but nevertheless appear to employ a blueprint design.  相似文献

The democratization literature has increased our understanding of the role of institutional variables in the study of democratic sustainability. Debates about the dangers of presidentialism have been central to this body of research. In more recent times the presidentialism literature has focused on the capacity of presidents to overcome the conflict-inducing nature of the separation of powers through successful coalition formation. This review article moves this research agenda forward by examining how presidents build legislative coalitions in different regional contexts. Based on the extant analysis of presidential systems in Latin America, sub-Saharan Africa and the former Soviet Union, the article develops the idea that presidents use a toolbox of five key tools when constructing legislative coalitions: agenda power, budgetary authority, cabinet management, partisan powers, and informal institutions. We find that presidents typically utilize more than one tool when they act; that the combinations of tools they employ affects the usage and strength of other parts of the presidential toolkit; and that the choice of tools can create negative consequences for the wider political system. Our findings reveal the limitations of the univariate bias of much of the early presidentialism literature and the need for greater cross-regional research into the effects of presidential rule.  相似文献

In the liberal political tradition, representative government, civil society and some form of market are widely regarded as indispensable ingredients of democracy. The first two are essentially ‘home grown’, embedded in the enduring, albeit not immutable, political culture of a given society if they are to have substance as well as form. None the less, western democracies have been actively engaged in transplanting organizations to bolster civil society, along with political institutions, constitutions, and legal codes to Central‐East Europe (CEE) since 1989 as part of their democratization assistance.

This article examines if, and how, external assistance can intervene constructively to promote the development of democracy. A brief discussion of western assumptions about post‐communist society in CEE is followed by a review of the roles assigned to culture and institutions in the transition literature which undergird these assumptions. The comparative cultural advantages of the United States and Germany ‐ the two primary western actors in the region ‐ are outlined, coupled with a more detailed examination of German political foundation engagement in CEE.

The German political foundations were selected to anchor the study empirically because in terms of method and strategy, resources and level of engagement, they do everything right according to studies critical of western democratization assistance. In addition, their home political culture is very similar to that of the host societies in CEE. In short, their operational conditions present a best case scenario.

None the less, the study shows that in some of their highest priority, politically motivated projects, the foundations have not made much of an impression on the CEE landscape. New parties and labour unions they supported have failed or are terminally ill. Many new non‐governmental organizations have been set up but their sustainability is open to question. Projecting donor preferences onto CEE is integral to the problem. The greatest risk is to fabricate the appearance of deep‐rooted democracy by focusing on form at the expense of content. The proliferation of parties and nongovernmental organizations per se tells us little about their ability to integrate the public actively and constructively into the new systems.  相似文献

Ghana's decentralised form of administration run by elected District Assemblies was created in 1989 by Jerry Rawlings’ military government. As in Uganda under Museveni's National Resistance Council regime, it was inspired by populist theories of participatory, community‐led democracy which idealised the consensual character of ‘traditional’ village life and rejected the relevance of political parties. The Assemblies remain by law ‘no‐party’ institutions, notwithstanding Ghana's transition to multi‐party constitutional democracy in 1992. Their performance since 1989 is examined in the light of the question: to what extent can the Ugandan ‘no‐party’ model continue within a context of party competition, given that it assumes the all‐inclusive and non‐conflictual character of community politics? The conclusion is that the contradictions between the no‐party consensual model, de facto ruling party domination and the reality of local conflict have created significant difficulties for the Assembly system. Participation has declined and conflict‐resolution been made more difficult, whilst the legitimacy and transparency of resource decisions have been undermined.  相似文献

While it is sensible that governments and academics endeavour to assess the effectiveness of counterterrorism policies, this article argues that it is almost impossible to measure arithmetically the outcome of counterterrorism efforts for a variety of reasons. However, this does not mean that the effect of governmental policy cannot and should not be assessed. This article argues that it is not necessarily the policy measures and their intended results as such, but much more the way in which they are presented and perceived, that determine the overall effect of the policy in question. The article introduces the concept of ‘performativity’, which involves the extent to which a national government, by means of its official counterterrorism policy and corresponding discourse, is successful in selling its representation of events, its set of solutions to the terrorist problem, as well as being able to set the tone for the overall discourse on terrorism and counterterrorism. Due to the distinct relation between the performative power of counterterrorism efforts and the arc of violence carried out by terrorist movements, analysing the level of performativity will provide an indication to the effectiveness of counterterrorism policies. It is argued that a low level of performative power generally has a more rapidly neutralising effect on radicalisation and political violence than large-scale, public counterterrorism efforts.  相似文献

In spite of the important democratic advances registered since Brazil returned to democracy in 1985, widespread human rights violations associated with the right to life continue to be reported. This article examines the nature of human rights violations and the government's attitude to them. Since 1985 there has been a fundamental shift in the relationship between the perpetrators of violations and the state authorities, in the identity of the victims, the motives behind the crimes and the political context in which they take place. During the same period the governments’ response to human rights violations has evolved from a reactive to a pro‐active strategy, culminating in the launching of the country's first National Plan for the Protection of Human Rights, in May 1996. The article concludes that despite some positive developments, the underlying causes, pattern and intensity of human rights violations continue essentially unabated.  相似文献

The promotion of democracy abroad was a much published issue in ‘European’ foreign policy during the 1990s. Based on five case studies, this article argues that the policy had very clear limitations to it. The limits were mainly imposed by the high priority given to security, and secondly they were the result of the institutional structure and the political‐bureaucratic culture of the European Community. However, it would be wrong to conclude that the policy declarations on democracy were not important to the European Community/European Union and to the member states. The issue was definitely important, but that was because it served other purposes. First, the promotion of democracy abroad was conceived as one among a number of instruments promoting European security in the post‐cold war era. Secondly, promotion of democracy internationally contributed to the higher profile in world affairs that Europe had sought since 1958. And thirdly, this international profile might have pushed the integration process forward within Europe.  相似文献

The social reintegration of former combatants is the most important aspect of the disarmament, demobilisation and reintegration (DDR) process, but there is a paucity of literature providing a clear understanding of its challenges and what it actually constitutes, and, more importantly, how it could be planned and implemented in peace-building environments. In order to respond to the lack of theory, the paper will use the desistance theory which outlines assistance models for ex-offenders' re-entry into society and addresses the question of how social reintegration can be perceived and structured effectively in the overall DDR operational landscape. The proposed approach is presented through a matrix of relationships between the elements of ‘emphasis on the combatant’ and ‘emphasis on the community’ in terms of ‘low’ and ‘high’ levels, resulting in the four main models for community re-entry: ‘self-demobilisation’, ‘reinsertion’, ‘community-located reintegration’ and ‘social reintegration’. Having explored what they constitute in the practice of DDR in the second part of the analysis section, the social reintegration approach, which is structured over the dimensions of ‘family and community’, ‘sustainable employment’ and ‘civic responsibilities’, will be elaborated in the final part.  相似文献

Though still a small percentage of the total stock of Foreign Direct Investment (FDI) present in European countries, FDI coming from China has risen dramatically in the European Union (EU) since 2009. This introduction to the special issue on “The Politics of Hosting Chinese Investment in Europe” examines the political fears aroused by this recent surge and by the prospect of continued Chinese direct investment in European economies. After surveying patterns of Chinese investment in the EU, this introduction asks what is distinctive about the potential economic and political consequences of Chinese FDI and lays out the argument for and against treating Chinese FDI as sui generis.  相似文献

This article places the experiences of the Active Citizenship in Central America project, led by Dublin City University, within wider discussions on the role of civil society in building democracy and furthering development. The article examines project development and content and assesses its effectiveness, using a framework derived from Nancy Fraser’s (1993) Fraser, Nancy (1993) ‘Rethinking the public sphere: a contribution to the critique of actually existing democracy’, in Calhoun (1993).  [Google Scholar] concept of ‘weak’ and ‘strong’ publics. It finds that the project oscillates between these positions, and it makes policy recommendations to help to move it closer to a ‘strong publics’ conception. It ends by asserting that in the current conjuncture a ‘strong publics’ conception is a useful guiding principle for the design of development projects to strengthen civil society.  相似文献

This paper aims to unpack the politics of NGO activism with the Munda – a minority Adibashi group in Bangladesh. In addition to offering microcredit, NGOs launched educational and awareness building programmes for the Adibashi. Most notably, the Munda are not content to blindly follow the instructions of NGOs – namely, to get educated, find a white-collar job, and develop identity politics – to improve their socio-economic and political positions. Rather, there is growing awareness among the Munda to gather knowledge, which helps them to consciously educate themselves to undertake new activities to improve their condition by interacting with wider society.

Au nom des Adibashis « sous-développés » : les dimensions politiques des ONG et des Mundas au Bangladesh

Cet article cherche à analyser les dimensions politiques de l'activisme des ONG auprès des Mundas – un groupe minoritaire d'Adibashis au Bangladesh. En plus de proposer des microcrédits, les ONG ont lancé des programmes éducatifs et de sensibilisation destinés aux Adibashis. L'aspect le plus remarquable est que les Mundas ne veulent pas suivre aveuglément les instructions des ONG – à savoir suivre une éducation, trouver un emploi dans un bureau et développer des convictions politiques auxquelles s'identifier – afin d'améliorer leur situation socio-économique et politique. Au lieu de cela, on observe une prise de conscience croissante parmi les Mundas qui les pousse à rassembler des connaissances, ce qui les aide à s'éduquer consciemment afin de pouvoir entreprendre de nouvelles activités leur permettant d'améliorer leur condition en entrant en interaction avec la société dans son ensemble.

En nombre de los adibashi “subdesarrollados”: las políticas de las ONG y los munda en Bangladesh

El presente artículo pretende desmenuzar las políticas que sustentan las acciones llevadas a cabo por las ong con los munda –un grupo minoritario de adibashi en Bangladesh. Además de ofrecer esquemas de microcrédito, las ong impulsaron programas educacionales y de concientización para los adibshi. Sin embargo, cabe hacer notar que los munda no se conforman con seguir ciegamente las instrucciones de las ong –centradas en la educación, en encontrar un empleo de “cuello blanco” y en desarrollar políticas de identidad– para mejorar su situación socioeconómica y política. Por el contrario, entre los munda existe una creciente conciencia acerca de la necesidad de acumular conocimientos que les ayuden a educarse conscientemente, lo que les permitirá emprender nuevas actividades que mejoren su situación relacionándose con la sociedad más amplia.

Em nome da comunidade “subdesenvolvida” de Adibashi: as políticas de ONGs e do Munda de Bangladesh

Este artigo visa examinar as políticas do ativismo de ONGs com o Munda – grupo minoritário Adibashi em Bangladesh. Além de oferecer microcrédito, as ONGs lançaram programas educacionais e de conscientização dos Adibashi. Sobretudo, o Munda não está disposto a seguir cegamente as instruções das ONGs – isto é, estudar, encontrar um emprego administrativo e desenvolver políticas de identidade – para melhorar suas posições sócio-econômicas e políticas. Em vez disto, há uma conscientização crescente entre os participantes do Munda para obter conhecimento, que os ajude a ensiná-los conscientemente para que realizem novas atividades para melhorar suas condições através de uma interação com a sociedade mais geral.  相似文献

A burgeoning interest among academics, policy-makers and civil society groups has developed concerning Africa's extractive sector and particularly its mining codes, which are now at the centre of a wider policy debate over natural resource governance and economic development on the continent. This article reviews the evolution of Africa's regulatory codes in the mining sector, which has undergone what Bonnie Campbell describes as ‘three generations’ of liberalization since the 1980s. We also highlight new voluntary, regional and transnational initiatives, driven by a host of heterogeneous actors from Africa and abroad, which constitute a ‘fourth’ generation of mining codes and natural resource governance practices that place primary emphasis on transparency and accountability by both mining companies and host governments. This new generation of natural resource governance initiatives presents new opportunities as well as unique challenges, particularly with the growing role of emerging economies such as the BRICS (Brazil, Russia, India, China and South Africa). We conclude by assessing future trends and policy challenges in Africa's extractive sector governance.  相似文献

This article explores the political challenges posed by the recent influx of Chinese outward foreign direct investment (OFDI) into the European Union (EU), which has become in 2011 the top destination for Chinese investment in the world. The central political question facing European states welcoming the influx of Chinese capital is whether this is a good bargain—a positive-sum game where both investor and investee benefit—or instead a Faustian bargain—a zero-sum game in the long term where capital is accompanied by implicit conditionality affecting European norms and policies, from human rights to labor laws. The novelty of Chinese FDI has the potential to affect politics in Europe in three different venues: inside European countries, between European countries, and between Europe and third countries. This article, whose main goal is to launch a research agenda on the political implications of Chinese FDI, explores in turn its potential impact on foreign and domestic policy, institutional process within the EU, and transatlantic relations.  相似文献
