Labor law reform in South Africa unintentionally precipitated the rapid growth of a powerful black trade union movement and institutionalized collective bargaining in the 1980s. Despite the political crisis, the Independent Mediation Service of South Africa helped to disseminate the culture and practice of negotiated order, developed in industrial relations, to the broader society and national politics. South Africa is an emerging power with fairly strong democratic institutions that were crafted during the transition from minority to majority rule twenty years ago. How has South Africa used its position and power to promote democracy in Africa? Against the backdrop of debates on democracy promotion by emerging powers, this article probes attempts by successive post-apartheid governments to promote democracy in Africa. We argue that although democracy promotion featured prominently in South Africa's policy towards Africa in the immediate post-apartheid period under Nelson Mandela, the administrations of Thabo Mbeki and Jacob Zuma faltered in advancing democratic norms. This is largely because South Africa has confronted pressures to maximize pragmatic national interests, which have compromised a democratic ethos in a continental environment where these values have yet to find steady footing.  相似文献

Trade unions are typified as having ‘two faces’—one of social justice and the other of vested interest. This article examines the tensions and difficulties confronted by trade union movements in the South Pacific seeking to balance the ‘two faces’ of unionism during a period of political and economic instability in the region. It looks at the difficult choices that trade union movements in Papua New Guinea, the Fiji Islands, and the Solomon Islands have had to make to preserve their interests in response to sweeping micro‐economic reforms and how they have sought to work with civil society organisations to restore political and social stability. The paper draws out some tentative lessons that may enable South Pacific unions to better respond to these difficult challenges.  相似文献

Founded in 1951, War on Want is a UK‐based NGO committed to the alleviation of poverty with strong roots in the labour movement. War on Want's programme on the Global Workplace provides trade unionists with a range of practical skills and knowledge about international development issues. Part of the programme involves a ‘Global Workers' Forum’, which takes grassroots trade union activists from the UK to a similar sector or even a plant owned by the same employer in the South. The aim is to enhance participants' understanding of the impact of globalisation on the industries in which they work, establish relationships that can act as starting points for global action, and encourage participants to spread the message within their own unions. There is also a website which raises awareness of the global economy and encourages activists to make links and undertake joint action. It is essential that now, as never before, trade unionists should work together as an international force to challenge globalisation and fight for the recognition of workers' rights. The Global Workplace suggests that showing global solidarity to workers around the world can help trade unionists rise to this challenge.  相似文献

This article addresses normative ideas around the role of journalism and the news media's links to the democratic process in South Africa and many other post-colonial societies in the Global South. In particular, the article addresses questions around the news media's role as the Fourth Estate and its claims to public representation, as well as the role that new media and social media in particular play in the media-politics nexus and in the strengthening of democracy (in its many guises). The article assesses the contextual factors that need to be considered in the analysis of media development and the roles and functions ascribed to the news media from within the context of the post-colony and young democracies in the Global South.  相似文献

Europe has been the privileged economic and political partner of Africa, but more recently China has increased its foothold in Africa through important financial investments and trade agreements. Against this backdrop, the empirical research conducted in 2007-08 in Kenya and South Africa as part of a pioneering international project investigates the perceptions of public opinion, political leaders, civil society activists and media operators. While confirming their continent's traditional proximity to Europe, African citizens are increasingly interested in China and its impact on Africa's development. Europe is criticised for not having been able to dismiss the traditionally ‘patronising’ attitude towards Africa. While African civil society leaders and media operators describe China as an opportunity for Africa to break free of its historical dependence on European markets, other opinion leaders warn against too much enthusiasm for the Asian giant. There is a suspicion that the Chinese strategy might, in the long run, turn into a new form of economic patronage.  相似文献

Empowerment is under-researched in labour and trade unions, not least in sub-Saharan Africa. Based on workplace observations and interviews with union members and staff in agriculture, commerce, and industry, this article shares insights from two trade unions in Zambia. Findings show that the extent of empowerment differs between members and that empowerment is constrained by employer influence, privatisation, lack of government labour law enforcement, and union resources. Using an integrated approach, the article discusses differences in perceptions of empowerment, how external intentions clash with local structures, and offers suggestions which may help to improve union empowerment methods and programmes.  相似文献

Abstract

Although the democratisation of science was prioritised after the South African democratic elections of 1994, thus, promoting dialogue, transparency and consultation, communication with rural communities remains a challenge in South Africa. Because of the diverse cultural landscape of the country, aspects such as language, traditions and poverty impact significantly on the facilitation of communication and the dissemination of information, particularly in rural communities.

The South African government's quest to build a better future for all South Africans places renewed emphasis on the role of ‘development’ and the use of communication to meet the future challenges of ‘development for all’.

The purpose of this article is, firstly, to explore the development communication media used in the community awareness programme of the National Department of Agriculture of South Africa in the town of Makutu, Mpumalanga Province, and, secondly, to investigate and offer an assessment of the communication approach followed by the National Department of Agriculture. In this article the scene is set with a brief overview of development communication models and a discussion of different types of media and methods available for communicating with rural communities. A case study on an awareness project launched by the National Department of Agriculture is presented and the article concludes with an assessment of the case study against the theoretical overview presented in the first section of this article to determine the communication approach followed, and communication media and methods used.

A case study on The Larger Grain Borer (LGB), a quarantine insect pest of maize that has left a path of destruction through Africa, forms the basis of this article. The Directorate: Plant Health and Quality of the National Department of Agriculture of South Africa initiated this awareness project to empower farmers through awareness and education to prevent the spread, and to manage the impact, of the pest. It is believed that the key to rural food security lies in the country's ability to effectively disseminate information to rural communities.  相似文献

South Africa is experiencing record levels of protest. Interpretations of protest fall into two groups. First, there is the argument that protests represent only limited rebellion and that though unruly, they are a mechanism for political re-engagement. A second understanding links “new social movements” that address general grievances to wider hegemonic challenges. This article addresses the issue of whether these upsurges in militant mobilization threaten or complement democratic procedures. Trade unions in Africa have become increasingly vocal in calling attention to the widening socio-economic inequalities that have accompanied global market integration across the continent. This article argues that, in their quest to challenge neoliberal policies, labour movements have contributed to processes of democratization in Africa by acting as instruments of political socialization for their members. Using survey data from respondents in 18 African countries, this article demonstrates an empirical relationship between trade union membership and political participation. The article finds that membership in a labour organization increases one’s propensity to participate in a range of political activities. Specifically, labour movements encourage participation by forging “participatory spillover effects”, which mobilize unionists across different arenas of the political landscape. Finally, the article finds that the effect of union membership on political participation is stronger in countries where unions maintain independence from ruling parties. This research contributes to literature on political participation across Africa and furthers our understanding of the role of labour movements in bottom-up processes of democratization on the continent.  相似文献

Following the first multi‐racial, democratic elections in South Africa, in April 1994, the new leadership and the country are confronting the dual task of political transformation and economic redistribution having won a clear popular mandate on the basis of a populist, Reconstruction and Development Programme. In government, however, the former liberation movement is now under pressure to adjust its policies and its developmental strategy in the light of new economic constraints, both domestic and international. The choice is between the politics of compromise, suggesting adoption of a corporatist (and elitist) model of policy‐making, with the co‐optation of various constituencies, or adherence to a more radical style of direct popular political participation, akin to the ‘mass action’ of recent decades. Nowhere is this contradiction clearer than in the Eastern Cape Province, with a long tradition of militant mass action, strong trade unions and industrial action and a history of popular involvement in the liberation struggle.  相似文献

The field of international development has undergone major shifts as South–South cooperation expands. New questions are being raised about the political implications of this cooperation, including with respect to democracy and human rights. In this paper, we analyse the role of Brazil, a democratic provider of South–South cooperation, in fomenting these principles in Africa. We find that explicit democracy promotion makes up a minority of Brazil’s cooperation with Africa. However, Brazil also engages in social policy initiatives which, despite not being labelled as democracy and human rights promotion, are inspired by Brazil’s own experiences with re-democratization—what we refer to as “democratization by association”. We argue that these initiatives—mostly geared towards institution-building in areas where Brazil seeks to promote itself as a hotbed of policy innovation—are disembedded from the political context in which they arose in Brazil. While this disembeddedness allows the Brazilian state to maintain its official discourse of non-interference, it also makes the political impact of Brazilian cooperation in Africa highly uncertain.  相似文献

Conceived by nurses in the hospital of a Palestinian refugee camp in Beirut, and inspired by Norwegian People's Aid, the international aid agency of the Australian trade unions was designed to give a genuine material base to solidarity with national liberation struggles. Bridging the difficult division in Australian labour politics between the Catholic right and the social democratic and pro‐Moscow lefts, Australian People for Health, Education and Development Abroad (now Union Aid Abroad APHEDA) was able to channel funds from unions and the Australian government to agriculture, health, and vocational training projects in many countries in the South. Unlike most counterpart organisations in Europe and the USA, its earlier partners were rarely trade unions. Only recently has APHEDA directly supported trade union training in Cambodia, East Timor, and Indonesia, under pressure from Australian unions, who see workers' rights in neighbouring countries as crucial to their own fate. Yet unions in advanced capitalist countries don't spontaneously understand the humanitarian and development needs of countries, such as Papua New Guinea, where waged workers are a small minority of the population. Unionisation is only one part of the solution. The April 2000 Durban congress of the ICFTU called for trade unions to ‘organise the unorganised’, such as informal‐sector workers, and to build alliances with NGOs and civil society around shared values. As a trade union NGO, APHEDA is located in the middle of a challenging intersection. Mandated to educate Australian workers on globalisation issues, APHEDA finds itself often more partisan than other international development NGOs in Australia, sometimes more circumspect. With attacks on union rights and the increasing share of the Australian aid budget delivered through private companies, APHEDA faces decisions about its independence, alliances, direction, and sustainability.  相似文献

Abstract

A great deal of research has been conducted on minorities and their representation in the media in various parts of the world (Evra 2004: 67; Miller 1996; Vicsek & Markus 2008: 124). Fundamentally, the reason for this is political, as ‘the cohesion or rupture of a social world depends on relations among groups who perceive themselves as disadvantaged either as groups or as individuals’ (Staiger 2005: 13). Television programmes, as elements of the media, are a source of information that contributes to these perceptions. Many scholars are of the view that television creates, reflects and reinforces social relations and functions as a mediation of the social world (Evra 2004: 13). In South Africa relatively little research has been conducted on the representation of minorities in local media. Particularly the representation of black immigrants and their representation on South African television has been largely ignored (Kiguwa 2008: 67; Nyamnjoh 2006). The focus of this article is not on the analysis of the representation of foreigners on television, but rather on how a specific group of viewers perceives the representation of Zimbabwean immigrants in the drama series Usindiso (Redemption), broadcast on the South African Broadcasting Corporation's SABC1. The central research question posed by this article is: How does a selected group of Zimbabwean immigrants living in Hillbrow in South Africa perceive the representation of Zimbabwean immigrants in Usindiso?  相似文献

Abstract

The study described in this article consisted of a survey that was conducted among a sample of South African political institutions and organisations, and that was aimed at investigating their views and perceptions with regard to the use of the Internet. The main research question posed by the current study was: What are the views of politically orientated institutions in South Africa on their use the Internet, and what are their perceptions on how the Internet could impact on democratic processes in the country? The aim of this exploratory research study was to obtain information that could cast light on the issue of how likely it was that the Internet would contribute to a deliberative democracy in South Africa. The survey revealed that the Internet was perceived to have a significant role to play with regard to political and democracy issues in South Africa. However, if certain problems (the lack of access, the lack of basic and computer literacy, and the lack of training) were not adequately addressed by means of an integrated government Internet strategy, the ability of the Internet to impact positively on democracy in South Africa would be very limited.  相似文献

This article on othering draws on the narratives of Zimbabwean migrants from the country's two major ethnic groups, Shona and Ndebele, living in South Africa. Although Zimbabwean migrants are among the most disliked foreigners, migrants were othered differently based on ethnicity in South Africa. Ndebeles, who speak a language that is closely related to isiZulu and many of whom trace their ancestry to South Africa, generally fared better than Shonas. Zimbabwean migrants are not a homogeneous group, and the results suggest the need for a more nuanced approach in the analysis of their experiences in South Africa.  相似文献

Abstract

Kwaito can be described as the new music of the new South Africa. Since its emergence over a decade ago, kwaito still blasts from minibus taxis, on the new urban commercial stations formed after media liberalisation, and on street corners from Cape Town to Johannesburg. Kwaito is young, vibrant and decidedly black. This is hardly surprising in a context where music, like everything else, is a highly racialised terrain. This article describes the emergence of kwaito, and explores community radio station, Bush Radio's, broadcasts of kwaito music, looking at how these broadcasts create a sense of community. First, kwaito's emergence within the context of South Africa's mainstream cultural industries is articulated. Then kwaito music is explored as a signifier of black identity. This article is located within a cultural studies framework, which approaches musical genres as cultural texts capable of generating multiple meanings (Grossberg, 1993).  相似文献

Part II of this article applies the definition of ‘civil society’ and explores the hypotheses about its political role in the process of democratisation developed in Part I, in the context of two country case studies, South Korea and Zambia. These are chosen because of the contrasts in their developmental performance and in their level of socio‐economic development. In both countries, the forces of civil society played a major role in the transition to a democratic regime, but the prospects for sustainability vary. In the South Korean case, certain elements of civil society have grown along with the industrialization process and constitute a powerful force both to prevent an authoritarian reversion and to deepen the democratic process, in spite of the continuing strength of state elites left over from the ancien regime. The prospects for democratic sustainability are also improved by the maintenance of a growth momentum. In Zambia, however, the social and economic situations are still dire, the democratic elements of civil society are weak and divided and the state itself is in a ruinous condition. This leads one to be more pessimistic about the longer‐term prospects of democratic politics there. The article concludes by raising the issue of how democratic systems, once established, may be shaped to enhance both their political survival and their developmental capacity, with particular emphasis on the relationship between the state, political society and civil society.  相似文献

Abstract

The South African democracy has survived three national and provincial elections and three local elections, since 1994. In comparison to other young democracies in Africa, South Africa has experienced a relatively stable transition to democracy. However, the ruling ANC has not been under pressure from opposition parties. Although this has helped pave the way, a dominant governing party does not necessarily encourage the growth of a mature, democratic political culture. The assumption of this article is that political parties in developing societies have a normative obligation to do more than canvas votes during election campaigns. Political parties should also be instrumental in fostering a democratic political culture by communicating democratic values, encouraging participation in the democracy and enabling voters to make an informed electoral choice. Although political posters contribute mainly to image building, the reinforcement of party support, and the visibility of the party, posters are the agenda setters or headlines of a party's campaign – it is therefore argued that political parties in developing societies also need to design political posters responsively, in order to sustain the democracy. In general it seems that the poster campaigns of parties have matured since 1999, in the sense that there was less emphasis on democratisation issues in the past, and the campaigns conformed more to the norm of Western political campaigning.  相似文献

External state pressure is understood to have played a causally significant role in democratic breakthrough in Taiwan and South Korea during the 1980s. This article problematizes the international dimensions of democratization in Taiwan and South Korea by first providing a revisionist account of external agency which involved complex networks of transnational nonstate and substate actors. These included human rights activists, Christian churches and related ecumenical organizations, members of the Taiwanese and Korean diaspora communities in the US, academics and students, foreign journalists, and members of the US Congress. In forming a transnational “protection regime” during the 1970s and 1980s to protect the political opposition from repressive governments, they contributed to the development of effective democratic movements. The case studies provide us with a more comprehensive view of the international dimensions of democratization, speaking to both the country specific and general theoretical literatures on democratization at the same time.  相似文献
