The diplomatic situation between Japan and China over the Senkaku/Diaoyu Islands has become increasingly precarious over the past decade. Weak diplomatic ties and lack of trust between the two nations has made a clash not only more likely, but also unlikely to be effectively contained. This article compares the events and management of three diplomatic crises concerning the islands, including the deportation of Chinese activists who landed on the islands in 2004, the detention of a Chinese fishing boat captain who collided with a Japan Coast Guard vessel in 2010, and the 2012 nationalization of three of the islands by the Japanese central government. These case studies reveal the lack of reliable high-level communication mechanisms between Tokyo and Beijing, diminishing back-channel diplomacy and the asymmetrical influence of each respective Foreign Ministry as just a few of the structural barriers to effective Sino-Japanese crisis management.  相似文献

In 1999, the President of Latvia, Guntis Ulmanis, created a Commission of Historians and charged it with investigating the nature and consequences for Latvians and Latvia of the two occupations (the Soviet Union and Nazi Germany) the country experienced during the years of World War Two and afterwards. Special focus was to be direct to the Holocaust and to the multiple forms of repression practiced by the Soviet Communist regime. The Commission consisted of some 13-15 local, regional, and international scholars with specialized knowledge and, in some cases, personal experience, with the double occupation. The findings of the Commission were to be published in the form of a book series, with each volume devoted to a particular topic and containing reports delivered at international conferences or generated by ongoing research. The historical knowledge thus accumulated was to be disseminated widely, in the hope that it would become a basis for further research on this crucial and still-controversial period of Latvian history. A quantitative analysis of the twenty-seven Commission volumes published to date offers a capsule view of the Commission’s research efforts and research strategies, describes the subjects covered so far, and summarizes some of the criticism attracted by the Commission as well as its contributions to the sum total of Latvian history.  相似文献

ABSTRACT

The establishment of the Royal Commission into Institutional Responses to Child Sexual Abuse followed years of lobbying by survivor groups, damning findings from previous inquiries, and increasing societal recognition of the often lifelong and intergenerational damage caused by child sexual abuse. Through extensive media coverage, the Royal Commission brought into public view the reality that the sexual abuse of children was widespread, and its recommendations are prompting organisational, policy, and legislative reform. This article explores the background to the Royal Commission, situating it within the history of previous inquiries and growing community outrage at the failure of institutions to adequately protect children and respond appropriately when abuse occurs. The article explores the ways in which the Royal Commission, more so than previous inquiries, brought child sexual abuse into public discourse. It also serves as an introduction to this special issue of the Journal of Australian Studies, which illustrates how the Royal Commission has fostered new scholarship across a range of disciplines as researchers engage with complex issues related to institutional child sexual abuse, its history, causes, impacts, and the important role of inquiries in confronting it.  相似文献

ABSTRACT

Anti-corruption became one of the top priorities in post-Soeharto Indonesia, with democratisation, market liberalisation and institutional anti-corruption frameworks pursued as means to enhance transparency and accountability in public governance. A core component of these efforts was the establishment of a powerful anti-corruption agency, the Corruption Eradication Commission (KPK). This article assesses the effectiveness of the KPK, using evidence from two contrasting cases to identify factors that facilitated or impeded its ability to successfully investigate, prosecute and thus contain high-level corruption. The analysis highlights the threats to the KPK posed by resilient networks that were able to reconsolidate and resist anti-corruption efforts in post-Soeharto Indonesia. However, it also identifies countervailing social forces that emerged in the context of democratisation – in particular, an active civil society and a largely free press. While these supportive pressures from civil society could not fully counter the attacks on the KPK, they were able to prevent its marginalisation in the two major cases examined. Overall the KPK’s success in addressing high-level corruption is shown to be dependent on the interaction of political dynamics, interests and power relations, with no guarantee that anti-corruption forces will prevail in future cases.  相似文献
