This article examines landlessness among Palestinians as a facet of colonial policy in Mandate Palestine before the 1936 revolt. The growth of what was sometimes called a ‘landless class’ came into official view after the violence of 1929. Subsequent investigations indicated that landlessness was a significant problem and that it threatened to destabilize the Mandate. The effort to ameliorate the crisis of landlessness, however, clashed with the dominant colonial conception of settler developmentalism, the notion that Jews, not Arabs, were the agents of modern economic development in Palestine. The first part of this examination revisits the contest over the 1930 White Paper, focusing on its relationship to the advent of mass landlessness. The rapid defeat of the new policy via the MacDonald letter left the landlessness problem to fester while simultaneously obscuring it. As the situation in the Arab countryside continued to deteriorate, the onset of the fifth aliya temporarily reinforced erroneous assumptions about the potential to rectify the problem through the yishuv's development. By the time mass landlessness was ‘rediscovered’ and new land controls designed to protect Arab smallholders were on their way to promulgation in 1935–1936, the Palestinian countryside was just months away from determined revolt.  相似文献

Summary

Preparations for the Estates General of 1789 constituted one of the last acts of the anclen régime in France. The accompanying elections have received relatively little attention, yet they bequeathed much more to the electoral practices and political mentalités of the Revolution than most historians have realised. Though separate orders were preserved at the final meeting of the Estates General, with disastrous consequences for the monarchy, custom was breached by the uniform fashion and broad franchise with which deputies were elected. When the National Assembly was created the orders were dissolved, but much of this semi‐traditional electoral system survived. Assemblies of voters, an indirect, two‐tier process of election and exhaustive balloting were all retained from the past. A pronounced aversion to declared candidatures and electoral canvassing remained equally entrenched. Moreover, radicals drew upon the old‐régime heritage, rather than upon Rousseau, in their use of mandates, oral voting and the pursuit of unanimity at the polls. The revolutionary experiment with elections ultimately faltered in face of apathy and cynicism among voters. This article concludes by suggesting how the electoral legacy of the anden regime inhibited the emergence of a ‘modern political culture’, which is currently hailed as the major achievement of the French Revolution.  相似文献

Abstract

Today’s Ukraine figures as the land of irreconcilable differences, on the verge of disintegrating into different parts. Issues regarding nation-building processes, national identity types within the main ethnic communities, as well as regional political preferences have all become critical. Thus, this paper examines how enduring regional political preferences, embedded in a fragmented and porous national identity framework, have been serving as destabilizing factors in the eastern part of the country. The conclusions offer an understanding of the 2013–2015 crisis, while they can also be extrapolated to other regions of the ex-Soviet space.  相似文献

This article focuses on the study of the Cortes that convened during the reign of King Ferdinand I (1367–83), which took place in the context of the wars experienced in Europe, in the Iberian peninsula and in Portugal. First, it is shown how the Hundred Years War impacted on the Iberian peninsula from the moment when Henry of Trastámara, with the support of France, opposed the rule of his half-brother, Peter of Castile. At the same time, the Portuguese King Ferdinand I presented himself as a candidate to the Castilian throne, with the support of England. The three Fernandine Wars that took place in 1369–71, 1372–73 and 1381–82 are then briefly described. Next, this article examines the eight Cortes that met during the reign of Ferdinand I, showing how they were all summoned because of the war. Finally, this article analyses the appeals made by the municipalities in the Cortes of Lisbon of 1371, the Cortes of Oporto of 1372 and the Cortes of Leiria of 1372, with special attention given to the many military, economic, social, administrative and fiscal appeals and requests arising from the ills of war. Hence, it is concluded that the Cortes were unable to solve many of these problems, even though they contributed to restraining certain abuses. They were mostly an opportunity for dialogue between the king and the commoners, as well as a mitigating factor of greater tension and social conflict in this internal and external state of war. Within the context of war, the strength of the Cortes as a representative institution was reinforced, as well as the power and representativeness of the procurators of the commoners within the Cortes.  相似文献

Summary

Among the various assemblies of the Old Regime, the Cortes of Aragon came to be celebrated during the sixteenth century as bulwarks of regional freedoms facing inroads from Spanish Habsburg authoritarianism. Over recent decades, modern historiography has made notable advances in their study. Nonetheless, recent revisionist perspectives on early‐modern parliaments invite new approaches to the Aragonese Cortes. That revisionism has, in turn, also been viewed from a critical standpoint. The aim of this article is to provide a synthesis of the functions of the Cortes; to identify the issues under discussion today; and then to propose a new, more balanced view of their evolution, especially after the dramatic revolt against Philip II in 1591. Events in Aragon will also be considered in the light of recent reinterpretations of the parliamentary history of the neighbouring kingdom of Castile.  相似文献

This article explores the techniques and strategies used by Ottoman authorities to control the Bedouin with a specific focus on the province of Hijaz between 1840 and 1908. Using primary sources from the Ottoman and British archives, it argues that the Ottoman Empire developed a ‘politics of negotiation’ towards the tribes in its attempt to secure cities and major pilgrimage and trade routes against tribal attack. The principal agents of the empire who made this negotiated governance possible were the amir of Mecca and the governor of Hijaz. As a result of this policy, imperial authorities had to give significant concessions to the tribes, and they thus incorporated them into the province's imperial order. When the Ottoman economy went through a crisis, as in the 1900s, negotiated governance and order faced great problems.  相似文献

SUMMARY

This article intends to provide an analysis of the process of building a house for the Argentine congress between 1880 and 1916. After the presidential campaign and revolution of 1880, Argentina entered a new political era that saw the definition of a political system under the hegemony of the Partido Autonomista Nacional and the consolidation of the federal state. The defeat of porteño militias in 1880 represented the end of the project of a national state controlled from Buenos Aires and the transformation of the city into the federal capital of the country. This new role meant that the city now needed buildings to accommodate new functions, a house for parliament among them. This article explores the significance of building the Palace of Congress as part of a broader plan by politicians, urban planners and bureaucrats to place symbols of republican greatness in central areas of the new capital. This study also focuses on the parliamentary debates that discussed the allocation of public funding for the construction of congress and the importance of giving the new capital examples of monumental architecture as a way to underscore its new political status. Finally, this article analyses the impact of the debates in congress and in the press about allegations of embezzlement and corruption that surrounded the building of the Palace of Congress.  相似文献

This article assesses the motives, significance and implications of Germany's participation in the 1999 Kosovo War. This was all the more remarkable, because it took place under a Red–Green government and was not legitimised by a UN mandate. Events in Kosovo forced the new government to choose between two foreign policy articles of faith of the German Left: ‘nie wieder Krieg’ (‘never again war’) and ‘nie wieder Auschwitz’ (‘never again Auschwitz’). The government tried to ease this dilemma by flanking its participation in the war with intensive efforts to secure a negotiated settlement of the crisis involving Russia. Despite its participation in the war, Germany remains a ‘civilian power’, as it is committed to deploying military force strictly multilaterally. Kosovo shows that it has become a normal ‘civilian power’, comparable to other mature democracies in the Euro-Atlantic community.  相似文献

ABSTRACT

The political instability that has characterised Sudanese politics since independence is attributable to political exclusion, economic neglect and marginalisation. Discrimination based on religion, language and culture has constituted the main contradictions between the masses of the Sudanese people (periphery) and the politically dominant Arabised Nubians (centre) in all the different politico-ideological hues experienced by the nation. Attempts to resolve this contradiction have left the structural imbalances inherited from the colonial administration of the Sudan intact. This explains the resurgence of war, particularly in Southern Sudan. The recent peace agreements between the National Congress Party (NCP), namely the Comprehensive Peace Agreement (CPA) with the Sudan People's Liberation Movement/Army (SPLM/A); the Darfur Peace Agreement with the Sudanese Liberation Movement (SLM) (Minawi); the Cairo Agreement with the National Democratic Alliance and the Eastern Sudan Peace Agreement with the Eastern Sudan Front, have left the NCP still in firm control of the oppressive state machinery. The CPA power-sharing protocol awarded the NCP a majority which institutionalises a power asymmetry that the NCP utilises to obstruct implementation of the CPA and delay the process of democratic transformation.

This article analyses the asymmetry in the NCP–SPLM partnership and power relationship. It assumes that the tragic death of Dr. John Garang de Mabior is a major cause of the political weakness demonstrated by the SPLM since 2005. This power imbalance jeopardises the CPA implementation and the future of the Sudan as a state.  相似文献

During the period 1982–1999, a cohort of feminist cultural activists highlighted parallels between the political, gendered, racial, and linguistic frameworks used to justify state violence in Argentina of 1976–1983 and in Germany of 1933–1945. Their cultural works indicate the transnational aspects of Argentina’s failures of modernity, and the parallel responsibilities to trauma memory assumed by women and Jews as marginalized members of society, who consequently emerge as both local and transnational agents of democratization. A number of scholars have noted Argentine writers’ and playwrights’ adoption of Holocaust cultural constructs to represent the 1976–1983 dictatorship, yet these cultural contributions have not yet been studied from the combined perspectives of post-Holocaust and post-dictatorship feminist scholarship. By providing a gendered analysis of “Holocaust multidirectionality” within a global arena of “postmemory,” this article shows the convergence of the two terms in the cultural production of women who remember, represent, and transmit the experience and meaning of the Argentine military dictatorship.  相似文献

This paper addresses an aspect of British policy in the Trucial States that has received scant scholarly attention. It examines British attempts to promote economic and social development in the Trucial States, and places this policy within the context of British attitudes towards the economic development of the colonial empire. During the 1950s Britain's interest in the Arabian Peninsula expanded, in notable contrast with the rest of the Middle East. One aspect of this expanded role was British efforts to improve the economic and social conditions prior to the discovery of oil in Abu Dhabi in 1958. British officials on the ground were concerned to improve the lot of the population of these impoverished shaikhdoms for a combination of political and strategic and ethical reasons. This article shows that attempts to introduce a modicum of economic and social development in the Trucial States were hindered by the Treasury's refusal to provide adequate funds, and because of inherent problems in finding suitable development projects. Nonetheless, the plans put in place during the 1950s did provide the foundations for subsequent development programmes, which, in turn, drastically expanded as a result of oil wealth.  相似文献

The unification of Germany has, unsurprisingly, provoked much speculation as to the future foreign policy of the country. Two images ‐ Germany as Gulliver and Germany as Ulysses ‐ have dominated the debate, each coming in a popular and an academic version. This article analyses German foreign policy behaviour and discourse in order to determine which one is more accurate. As to behaviour, the article examines two examples from the core sector of national security policy as well as how Germany's relations developed with France, the United States, Russia and Poland. As to discourse, five ‘schools of thought’ in the current debate about German foreign policy are related to a set of five grand strategies that are suggested either in the literature or in public debate. In both words and deeds the analysis shows that united Germany continues to stick to the course of multilateralism and integration.  相似文献

Over the past decade, power dynamics within the South Atlantic region have undergone significant changes. While the area has historically been dominated by North–South ties, both in terms of material flows and with respect to political influence, more recently there has been a surge in cooperation between developing countries within this space. As trade, investment and other forms of exchange and dialogue increase among actors from within the region (notably between South America and Africa) and with states located outside the region, the BRICS countries become more relevant to the South Atlantic. Individually, they have become relevant players in the South Atlantic's economic, political and security dimensions. Collectively, as inter-BRICS flows and political coordination intensify, new configurations of cooperation emerge within the South Atlantic. These initiatives suggest that rising powers are contributing towards making the South Atlantic – long dominated by North–South ties – a space where South–South cooperation and norms predominate.  相似文献

Aside from a few exceptional works, studies on the subject of the Ottoman Special Organization (SO, Te?kilat-? Mahsusa) are marred by confusing, vague, and inconsistent sets of arguments and assumptions. This may be attributed to certain methodological and linguistic shortcomings of particular studies and a general laziness in the use of existing primary and secondary sources. It is also an outcome of the degree to which contemporary political and ideological currents and concerns colour the nature of the historical inquiry into the subject. Based on a comprehensive and systematic critical reading of existing literature in the light of certain sets of hitherto unused archival material, the present study aims to re-open to discussion such historiographical problems both by revisiting the most speculative, and well-trodden, research topics in the literature, such as the very nature of the organization as well as its administrative features, and offering insights into the potential(s) of certain little-explored Turkish archives.  相似文献
