Professional associations and occupational societies play an important role in educating and credentialing public employees. Very little research has attempted to connect, empirically, a public service ethos to the professional memberships that public employees carry. Nowhere is that potential influence more likely to be seen than in the governing boards of these nonprofit associations, whose behavior is subject to strong normative and mimetic influences as a result of the public's expectations for good governance. This article uses a large generalizable sample of boards of directors, controlling for many organizational characteristics known to influence board behavior, to compare the governance practices of professional and trade associations serving public employees with those serving the private sector. The results suggest that governance practices are shaped by many forces but that public employees do indeed carry their public values into the associations they join, and these values, in turn, are positively related to board behavior.  相似文献

There is a wide‐spread perception among academics and commentators that institutional dysfunction has become increasingly common in important social, political, and economics arenas. Opinion polls show a decline in trust and confidence in major actors and institutions, including inter‐governmental organizations, governments, firms, NGOs, and religious organizations. For some, the core of the problem is that the hitherto well‐functioning states have become less effective in aggregating and acting upon citizens' preferences. Many policy initiatives of the 1990s – deregulation, privatization, new public management, private regulation, regional integration, civil society, and so on – seemed to have failed to meet expectations. This symposium seeks to identify important theoretical and empirical questions about institutional failure, such as why do institutions fail, why are they not self‐correcting, what might be a clear evaluative yardstick and analytic approach by which to measure performance, and to what extent contemporary theories of institutional evolution and design are useful in examining institutional restructuring and institutional renewal? Symposium essays by leading social science scholars offer important insights to inform future work on institutional performance and outline an agenda for institutional renewal and change.  相似文献

The backbone of theory of the market‐based approach New Public Management is that market orientation improves public service performance. In this article, market orientation is operationalized through the dominant theoretical framework in the business literature: competitor orientation, customer orientation, and interfunctional coordination. Market orientation is examined from the vantage point of three stakeholder groups in English local government: citizens, public servants, and the central government’s agent, the Audit Commission. Findings show that market orientation works best for enhancing citizen satisfaction with local services, but its impacts on the performance judgments of local managers or the Audit Commission are negligible. The conclusion discusses important implications of these findings for research, policy, and practice.  相似文献

ABSTRACT

This article analyzes if, and to what extent, the public service motivation (PSM) construct has an added value to explain work motivation in the public sector. In order to address the specificity of PSM when studying work motivation, the theoretical model underlying this empirical study compares PSM with two other explanatory factors: material incentives, such as performance-related pay, and team relations and support, such as recognition by superiors. This theoretical model is then tested with data collected in a national survey of 3,754 civil servants at the Swiss municipal level. Results of a structural equations model clearly show the relevance of PSM. They also provide evidence for the importance of socio-relational motivating factors, whereas material incentives play an anecdotal role.  相似文献

Research on tribal governance in the United States is scarce within modern public administration scholarship. Nonetheless, tribal governance is a pre‐Columbian practice that predates the U.S. Constitution and federal law. Drawing from several disciplines, John C. Ronquillo of the University of Georgia demonstrates that interdisciplinary sources offer rich information for present‐day public administration research about Native American tribes. Tribal governance literature is definitely not “missing,” but instead is moderately “unassembled” as a subfield of public administration. Building on what is available, the author suggests several key issues within tribal governance in need of urgent academic attention.  相似文献

Given the substantial interest in public service ethics, this study examines its foundations as reflected in paradigmatic textbooks—a unit of analysis that informs both theory and practice in the field. The interpretative framework employed evaluates the context (the amount and placement of the topic, the use of graphics, and sources cited) as well as the content (conceptualization of management ethics and inclusion of implementation issues) of ethics found in the publications. A limited definition of a professional—one in possession of largely technical skills—is reflected in the textbooks. The implications of the findings are explored.  相似文献

In the wake of the financial crash, many governments across the globe are seeking to curb expenditure in public sector organizations. To assess the extent to which public organizations can make strategic choices that might result in lower expenditure, we explore the relationship between strategic management and overspending in English local governments. The effects of strategic stances and actions on overspending are tested using multivariate statistical techniques. The empirical results show that an innovative strategic stance results in overspending as does a commitment to the development of new services, while a reactive strategic stance and decentralized decision making are associated with lower levels of overspending. Our analysis provides support for arguments that public organizations can make strategic choices that result in tighter control of their budgets.  相似文献

This article considers the devolution deal signed by Cornwall and the Isles of Scilly in the summer of 2015. It asks if the deal constitutes a more sustainable approach to governance, concluding that while there are some factors that help to enhance sustainability, other areas urgently require more attention. These claims are made through an analysis of a model of sustainability which emphasises the importance of networks and feedback loops envisaging civil society as an adaptive organism. This helps to show that although power is significantly dispersed in some aspects of the ‘Cornwall Deal’, this latter does little to alter the highly centralised nature of governance across England, or provide spaces where local actors can feed back into central policy.  相似文献

It is widely believed that democracy requires public support to survive. The empirical evidence for this hypothesis is weak, however, with existing tests resting on small cross-sectional samples and producing contradictory results. The underlying problem is that survey measures of support for democracy are fragmented across time, space, and different survey questions. In response, this article uses a Bayesian latent variable model to estimate a smooth country-year panel of democratic support for 135 countries and up to 29 years. The article then demonstrates a positive effect of support on subsequent democratic change, while adjusting for the possible confounding effects of prior levels of democracy and unobservable time-invariant factors. Support is, moreover, more robustly linked with the endurance of democracy than its emergence in the first place. As Lipset (1959) and Easton (1965) hypothesized over 50 years ago, public support does indeed help democracy survive.  相似文献

Does public opinion affect political speech? Of particular interest is whether public opinion affects (i) what topics politicians address and (ii) what positions they endorse. We present evidence from Germany where the government was recently forced to declassify its public opinion research, allowing us to link the content of the research to subsequent speeches. Our causal identification strategy exploits the exogenous timing of the research's dissemination to cabinet members within a window of a few days. We find that exposure to public opinion research leads politicians to markedly change their speech. First, we show that linguistic similarity between political speech and public opinion research increases significantly after reports are passed on to the cabinet, suggesting that politicians change the topics they address. Second, we demonstrate that exposure to public opinion research alters politicians' substantive positions in the direction of majority opinion.  相似文献

Allocation of public resources is an area in which considerations of both economic efficiency and democratic legitimacy are likely to be present. Public administrators are often blamed for being too devoted to the norms of bureaucratic ethos, such as efficiency, effectiveness, and top‐down control, and less so to the norms of democratic ethos, such as inclusiveness and bottom‐up decision making. This article examines whether managers in agencies with greater budget autonomy are more likely to include the public when allocating resources. Because participation offers an opportunity for agencies to enhance the legitimacy of their decisions, it is expected that the value of citizen input will increase with the degree of agency autonomy. Using data on the practices of citizen participation in budgeting in two state departments—transportation and environment—this study finds that agencies with a higher degree of autonomy tend to be more open to public comment than agencies with more centralized budget processes.  相似文献

This article identifies previously ignored determinants of public support for the European Union's security and defence ambitions. In contrast to public opinion vis‐à‐vis the EU in general, the literature on attitudes towards a putative European army or the existing Common Security and Defence Policy (CSDP) suggests that the explanatory power of sociodemographic and economic variables is weak, and focuses instead on national identity as the main determinant of one's support. This article explores the possible impact of strategic culture, and argues that preferences vis‐à‐vis the EU's security and defence ambitions are formed in part through pre‐existing social representations of security. To test this proposition, ‘national’ strategic cultures are disaggregated and a typology is produced that contains four strategic postures: pacifism, traditionalism, humanitarianism and globalism. Applying regression analysis on individual‐level Eurobarometer survey data, it is found that strategic postures help explain both the general level of support for CSDP and support for specific Petersberg tasks.  相似文献

We recently revisited our constitutional beginnings and chose to retain what our forefathers bequeathed to us. Comparing and evaluating the performance of governance networks are important tasks for researchers and practitioners of network governance and public administration. Limited by the lack of network data across space and time, the study of network performance and effectiveness at the network level is not on pace with advances in theories and methodologies in network analysis. With a novel methodology to measure clean energy governance networks using hyperlink network analysis across the contiguous United States, this article collects a large sample of self‐organizing policy networks in the same policy domain across geographic locations. This article proposes that governance networks with high overall bridging and bonding social capital perform better. Regression analyses show that network structures have statistically significant effects on governance outcomes. States with high average closeness and average clustering in their governance networks are more likely to have faster clean energy development.  相似文献
