In July 2013 the UK's coalition government published “The Civil Service Reform Plan – One Year on”, reporting on progress against minister Frances Maude's objectives to shake up the civil service. This followed various reported disagreements between ministers and civil servants over policy implementation, and a research report commissioned by the government from think tank IPPR into lessons from overseas for civil service reform. This trio of short articles reviews the government's proposals from three perspectives: that of the lead author of the IPPR report, a former senior civil servant, and the chair of the House of Commons Public Administration Committee (PASC) which oversees the civil service. The authors take differing views on the proposals, which include introduction of ‘extended ministerial offices’, and greater control by ministers over choosing their civil servants. Should these be seen as useful next steps, worrying developments, and/or large and important enough to merit a Commission on the civil service, as PASC has suggested?  相似文献

The role played by educational credentials in British labour market recruitment changed radically during the mid‐twentieth century. Having higher or better credentials than others became a key determinant in selection for society's best‐paid jobs. The resulting race for them has had perverse effects. A large minority of graduates earn no more than non‐graduates or are in jobs for which they are ‘overeducated’. In various ways, the incentive to ‘stay ahead’ has prompted large expenditures by families to improve the qualifications a child obtains at school, while there is also now huge demand for postgraduate qualifications. Not only is there resulting social waste but also social injustice; while education was understood previously as a means of breaking down barriers to social mobility, it now has the opposite effect. This article explores the causes of these developments and outlines briefly how a new centre‐left agenda for education might be constructed.  相似文献

Megaprojects are systems of highly concentrated power whose footprints, or radius of effects, are without precedent in human history. Once upon a time, even under imperial conditions, most people on our planet lived and loved, worked and played within geographically limited communities. They never had to reckon with all of humanity as a factor in their daily lives. Whenever they acted recklessly within their environment, for instance, they had the option of moving on, safe in the knowledge that there was plenty of Earth and not many others. Whenever bad things happened, they happened within limits. Their effects were local. The politics of megaprojects radically alters this equation; it poses new questions about the governance of risk and the nature and limits of democratic politics. The politics of megaprojects—put simply—raises fundamental questions about the ‘life and death of democracy’.  相似文献
