The new thinking of Sino‐US relations—An interview note

In the summer of 1996, this author visited Hong Kong, Shenzhen, Shanghai, Guangzhou, and Jiangsu Province. Despite the widespread geography and the variety of personnel, the numerous interviews and the literature published at the time demonstrated high consensus of opinion. As a whole, the Chinese are confident, proud, and patriotic. Towards the US, they are disappointed, frustrated, angered, and somewhat assertive.     

Elections,Democratic Values,and Economic Development in Rural China

This paper assesses several assumptions underlying the promotion of democracy and good governance in rural China. We draw on a 1999 survey of 120 villages in four counties, two in Anhui and two in Heilongjiang provinces (sample of 2,997 households, including villagers, cadres and entrepreneurs). First, we look at how institutionalized ‘democratic procedures’, such as secret ballots, multi-candidate elections, public nominations, and village contracts, are in these villages. Then we analyze villager views on economic development and democracy, finding that villagers want more democracy, even if the economy is doing well. Third, we assess their views on the election process; do they see elections as efficacious, fair, and competitive, or do they feel that the local power elite manipulate outcomes? Fourth, we found that the richest people are less supportive of democracy, with the most democratic being middle-income households. Finally, elections have increased local elite turnover, cadres understand this, and therefore, democracy does lead to good governance.

我国职务犯罪的成因及防治对策

我国职务犯罪具有数量多,人员层次高,范围广,团伙化,手段职能化等特点。职务犯罪的成因十分复杂,不仅有主观原因,也有客观原因。防治职务犯罪的着力点应放在强化教育、制约权力、加强法制、严格管理等关键部位和环节上,运用经济、政治、法律、教育、行政等手段进行综合治理。     

The urban context: a place to eliminate health disparities and build organizational capacity

This study seeks to examine the process of building the capacity to address health disparities in several urban African American neighborhoods. An inter-organizational network consisting of a research university, community members, community organizations, media partners, and foundations was formed to develop a community-based intervention designed to provide health promotion and disease prevention strategies for type 2 diabetes and hypertension. In-depth qualitative interviews (n = 18) with foundation executives and project directors, civic organization leadership, community leaders, county epidemiologist, and university partners were conducted. Our study contextualizes a process to build a public health partnership using cultural, community, organizational, and societal factors necessary to address health disparities. Results showed 5 important factors to build organizational capacity: leadership, institutional commitment, trust, credibility, and inter-organizational networks. These factors reflected other important organizational and community capacity indicators such as: community context, organizational policies, practices and structures, and the establishment of new commitments and partnerships important to comprehensively address urban health disparities. Understanding these factors to address African American health disparities will provide lessons learned for health educators, researchers, practitioners, foundations, and communities interested in building and sustaining capacity efforts through the design, implementation, and maintenance of a community-based health promotion intervention.     

推行土地整合实践研究——以广西崇左市为例

广西崇左市属于典型的喀斯特地貌,山多地少。为破解田地块小、田埂多、零星分散难题,崇左市近年大力推行土地整合工作,探索出了“上龙模式”、合作社模式、企业承包模式、民政企联袂模式等成功经验,取得了减少用工量和生产成本,推动机械化、规模化和专业化,增加面积产量和收益,促进农业农村科学发展等显著成效,但也存在思想观念滞后、整合成本攀升等困难和问题。要加快推进土地整合工作,必须切实解决好思想观念、整体推进、农民利益、资金缺口以及持续推进等问题。
