Foreign-born workers have made significant and substantial contributions to economic productivity and new firm creation in the United States. This paper identifies predictors of entrepreneurial participation among foreign-born workers, combining nationally representative survey datasets covering the U.S. resident, college-educated workforce with country-of-origin macro statistics from the Global Entrepreneurship Monitor. Immigrants who come to the U.S. after earning university degrees abroad are more likely to own businesses than other college-educated, U.S. resident workers. However, much of their higher rate of business ownership can be attributed to differences in demographic characteristics, such as years of postgraduate work experience and marital status. By contrast, science and engineering-based business ownership is most common among immigrants who came to the U.S. to pursue higher education. Furthermore, after controlling for differences in human capital, U.S.-trained adult immigrants have higher propensity to own businesses than other foreign-born workers and native U.S. citizens, overall. U.S.-trained immigrants’ higher probability of business ownership is not explained by differences in human capital or other demographic characteristics, but does seem partly attributable to differences across foreign-born workers’ countries-of-origin. Specifically, adult immigrants and foreign temporary residents from countries that offer entrepreneurs lower levels of cultural support are more likely to start and own U.S. businesses.  相似文献

This paper reports on the economic contributions and impact of the Small Business Innovation Research (SBIR) Program in Michigan during the first decade. The Michigan SBIR experience is examined to learn how researchers and small businesses use the SBIR Program, whether to start or strengthen businesses, how they view SBIR after a decade, and how the program has served Michigan businesses that have successfully carried out Phase I, Phase II, and Phase III SBIR projects. From the beginning of the SBIR Program, MERRA has coordinated annual SBIR conferences for Michigan companies. The MERRA staff has helped small businesses prepare suitable R&D projects and write effective SBIR proposals. Numerous SBIR awards have resulted from MERRA supportive efforts, and the MERRA small business outreach activity has kept MERRA in touch with successful firms to assist them in getting the best results from their SBIR projects and to assess progress. For this study, in-depth evaluations were made of various Michigan firms that won SBIR awards, including both mature small businesses and start-up companies to learn in what ways their SBIR experiences are parallel and in what ways they diverge. The study covers those that have used SBIR funds to diversify and add new areas of business to existing core areas. Other companies examined were created by researchers associated with universities, industry, or research organizations who utilized SBIR awards to assist in starting new businesses. Also considered were Michigan companies at different levels of development that have employed SBIR awards as seed money to perfect innovative new products for marketing.  相似文献

The potential for universities to contribute positively to business innovation has received much attention in recent years. While the determinants of university-business cooperation have been examined extensively, less attention has been given to the mediating influence of proximity in this relationship. The analysis in this paper builds on the UK business innovation survey (2002–2005) by incorporating measures of the university research environment for each of the 16,500 businesses surveyed. These measures allow us to look beyond business-level characteristics as determinants of the geography of university cooperation and account for the character of the local university environment. Measures include the distance from each business to its nearest university, the quality of local university research and the density of the university research environment. The findings suggest that significant differences exist between those businesses that cooperate with local universities and those that cooperate with non-local universities. These differences relate to business size, sales profile, location, absorptive capacity and innovation activity. In addition, we also find that if a business is located close to a research excellent university, cooperation tends to remain local, however, the distance between businesses and the nearest university is not a significant determinant of university-business cooperation and further, the higher the concentration of universities in the business locale, the more likely businesses are to cooperate with non-local universities.  相似文献

Knowledge-based businesses are vital to the economic development and revitalization of many regions, especially areas that have experienced a decline in traditional industries. Notwithstanding the importance of KBBs to areas with marginal economies, little is known about the business development support requirements of these firms and the extent to which their support needs are being met. Through the use of a telephone survey, this empirical study investigates the demand-side perspectives and experiences of entrepreneurs in a peripheral region of Canada to determine the types and sources of support used at various stages of business development, and to identify potential support gaps. Findings indicate support used by KBBs differs from more traditional firms and that support needs change as firms move through the life cycle. There appears to be a low level of awareness among firms in the study region of available support services and a perception that support beyond the start-up stage is generally lacking. These findings have important implications for researches and for agencies with a business development support mandate.  相似文献

This article expands understanding of gender and advancement in academic science by going into a new dimension of inquiry: Focusing on women associate professors in computing, it assesses the relationship between perceived chances for promotion to full professor and indicators of entrepreneurship, as part of key sets of individual and departmental independent variables that are also addressed. Data from a national survey of women in academic computing indicate that time spent in entrepreneurial activity does not predict excellent/good (compared to fair/poor) chances for promotion perceived by these women faculty, nor does the quantity/quality of entrepreneurial activity that they report for their home units. Departmental reward structures reported as favoring entrepreneurial activity negatively predict perceived chances for promotion. Other key individual and departmental characteristics also predict chances for promotion: faculty members’ age, collaboration, family characteristics, departmental climate, and US (compared to Canadian) location. Findings from interviews with a small subset of respondents to the survey illuminate the survey findings on the role of entrepreneurial factors in perceived chances for advancement.  相似文献

目的探讨拓展训练对监狱服刑人员心理健康的影响,为其心理健康教育方法的创新提供科学的参考依据。方法采用问卷调查、观察、访谈以及数理统计等方法,通过用症状自评量表(symptom checklist-90,SCL-90)对华东某高等级男子监狱和女子监狱各100名服刑人员进行调查研究。结果在SCL-90的10个因子中,强迫症状、人际关系敏感、抑郁、焦虑、敌对、恐怖、精神病性以及其他8个因子均达到了显著性水平,拓展训练能有效改善服刑人员的心理健康。结论拓展训练可融入监狱服刑人员心理健康教育。  相似文献

A detailed content analysis of tape-recordings of 100 randomly selected California parole hearings revealed that these hearings take the form of short, unstructured diagnostic interviews in which the hearing officers ask questions of the prisoners who respond in a very minimal way. Different patterns of questioning and prisoner response occurred for hearings where the eventual decision was to grant parole as opposed to deny parole, and this decision outcome could be predicted with a high degree of accuracy by discriminant function analyses. In general, the hearing officers made their own psychological assessments of the prisoners, even though they lacked knowledge and training in this diagnostic skill. According to the results of this study, the parole decision-making process appears to be a reliable one, but nevertheless its validity is questionable.  相似文献

The NASA/Florida Minority Institution Entrepreneurial Partnership (FMIEP) represents a new infrastructure for technology transfer based on an alliance between the National Aeronautics and Space Administration (NASA)-Kennedy Space Center (KSC), the Technological Research and Development Authority (TRDA), and four Minority Institutions in the State of Florida. This paper describes this partnership, their key activities, and some of the initial results accomplished. The NASA-FMIEP was developed in order to assist in the technological advancement of small businesses through the support of existing federal programs. Many of these programs are underutilized, particularly by small and minority-owned businesses. One of these programs aims to transfer advanced NASA technologies to the private sector. The FMIEP supports Kennedy Space Center by identifying new potential markets for technologies developed at the Center and by developing innovative information technology applications necessary to support the efforts of technology transfer. In addition, the FMIEP';s business thrust includes assisting Kennedy Space Center in promoting the participation by small business in the Technology Outreach Program and the Small Business Innovation Research Program. To date, one NASA technology has been successfully commercialized, seven hundred businesses have been made aware of these federal business-assistance programs, and four companies received important assistance that enabled them to become SBIR winners.  相似文献

Orthodox discourse on business and human rights tends to conceive of the human rights responsibility of corporations in terms of minimising the negative human rights impacts of their own activities, as opposed to exerting a net positive effect on human rights. On 15 August 2010, however, Sri Lanka's access to the EU's Generalized System of Preferences (GSP)+ trade incentives was withdrawn for reasons relating to that country's human rights record, creating an actual positive economic incentive for Sri Lankan businesses to actively engage the government on its human rights record. In this context, the author explores the potential for the Sri Lankan garment industry, which is highly dependent on exports to the EU, to effect positive human rights change in Sri Lanka.  相似文献

Public sector labs do not appear to have generated as much regional business spinoff as universities and research-intensive businesses. This difference may be explained in large part by the disparate capabilities for and attitudes toward new-firm incubation on the part of parent institutions and other anchor tenants. We believe that federal lab personnel systems, research cultures, geographical isolation, management preferences, and complex public interest issues are responsible. These phenomena are explored in an intensive case study of startups associated with Los Alamos and Sandia National Laboratories in New Mexico. Interviews conducted with 33 firms confirm many barriers to incubation, but also reveal some advantages offered by public labs and suggest that changes in attitude, culture, and policy can make a difference. We explore the difficult issues of property rights assignment, public employee conflict-of-interest rules, and the use of public sector equity in spinoffs, and we conclude that startup efforts have been underfunded. Lab partnerships with large corporations in comparison are expensive, hoard labor, and are less effective at transferring technology. Recommendations for improvement of the incubation process include entrepreneurial leave and training, streamlining of conflict-of-interest, patent, and licensing procedures, and lab based efforts to connect would be entrepreneurs with sources of business assistance, space and capital.  相似文献

This article employs real options-theoretic reasoning to develop a theory of business incubation. This theory seeks to predict and explain how business incubators and the process of business incubation increase the likelihood that new ventures will survive the early stages of development. It conceptualizes the incubator as an entrepreneurial firm that sources and macro-manages the innovation process within emerging organizations, infusing these organizations with resources at various developmental stage-gates while containing the cost of their potential failure. The incubator is the unit of analysis while incubation outcomes—measured in terms of incubatee growth and financial performance at the time of incubator exit—provide indicators of success. Our model of the incubation process and specification of the range of possible incubation outcomes offer implications for managerial practice and policy-making vis-à-vis incubator management and good entrepreneurial failure.  相似文献

This paper questions the widespread tendency to view academic spin-outs as an undifferentiated category and explores typologies of companies originating in universities, using a Penrosean conceptualization of entrepreneurial activity. We initially identified five main types of business activities pursued by academic entrepreneurs, which we revised after analyzing a database of Cambridge University spin-outs and real-time exemplars of emerging ventures. The refined typology takes into account the dynamic of the entrepreneurial process. As the business models of ventures evolve they may enter a different category of business activity. We conclude by discussing the academic and practical needs for a better understanding of the heterogeneity of spin-outs, the diversity of which has theoretical and policy implications.  相似文献

The Stevenson Technology Innovation Act of 1980 has passed Congress and has been signed by the President. The legislation accomplishes two main functions. The first part establishes an Office of Industrial Technology in the Department of Commerce which will oversee the establishment of a wide variety of university-affiliated centers. The Centers will: 1) Perform research supportive of technological and industrial innovation including cooperative industry-university basic and applied research; 2) provide assistance to individuals and small businesses in the generation, evaluation and development of technological ideas supportive of industrial innovation and new business ventures; 3) provide technical assistance and advisory services to industry, particularly small businesses; and 4) provide curriculum development, training, and instruction in invention, entrepreneurship, and industrial innovation. The second part of the Act is concerned with the utilization of Federal Technology. Some of the provisions are: 1) Each Federal Laboratory shall establish an Office of Research and Technology Applications; 2) each Federal laboratory having a total annual budget exceeding $20,000,000 shall provide at least one professional individual full-time as staff for its Office of Research and Technology Application; and 3) after September 30, 1981 each Federal agency shall make available not less than 0.5 percent of the agency's research and development budget to support the technology transfer function of the Office of Research and Technology Applications. The legislation also establishes a Center for the Utilization of Federal Technology in the Department of Commerce to serve as a central clearinghouse for the collection, dissemination, and transfer of information on Federally owned or originated technology having potential application to State and local government and to private industry.  相似文献

In this paper we use a size and industry matched sample of over 1,900 UK and US businesses for the period 2004–05 in the manufacturing and business services sectors to analyse the relative “strength” of the university–industry ecosystems in which these firms operate in the two economies. Our analysis shows that in both countries universities per se play a quantitatively smaller role as a source of knowledge for business innovation than either the business sector itself or a variety of organisations intermediating between the university and business sectors. Our analysis reveals a much more diffuse university–industry ecosystem in the UK in which a higher proportion of businesses claim links external to themselves in their pursuit of knowledge for innovation and a higher proportion report directly connecting with universities. US firms are more likely to access knowledge through a combination of business and intermediary sources and are less likely to have established formal collaborative or partnership agreements in the 3 years prior to the survey. We also find, however, that a higher proportion of US firms place a very high value on the connections they have with universities and are much more likely to commit resources to support such innovation related university interactions. A similar pattern of diffuse but weaker links characterise the supply of public sector financial assistance for innovation in our sample firms. UK firms are more likely to be in receipt of assistance, but receive far less per firm in absolute terms and relative to their R&D expenditures. It appears that the UK university–industry ecosystem is characterised by a greater width than quality of interaction.  相似文献

The paper focuses on the role of a country’s culture in influencing the entrepreneurial attitudes of Principal Investigators, in shaping their ability to combine knowledge theory and business practice, in determining their capacity to strengthen the cooperation between the two domains of research and business, and in supporting research spin-off creation in entrepreneurial universities. To make Principal Investigators’ orientation match Entrepreneurial Universities’ goals of the marketing of innovation and entrepreneurship is not an easy task. A research-oriented approach, rather than an explorative entrepreneurial orientation, is still predominant in Principal Investigators. Among the factors influencing the strategic orientation towards entrepreneurship of Principal Investigators, the paper argues that the country’s culture could be key. Evaluating the influence of the entrepreneurial culture on a Principal Investigator’s activity is critical in predicting his performance and comparing it with that of Principal Investigators in other countries.  相似文献

Despite the continued efforts of policy makers, Western European start-ups are still struggling. Further, as questions are being raised about the effectiveness of incubators, there is a growing call for incubators around the world to learn from each other and improve themselves. Our paper enables Western European incubators to learn from their foreign peers by qualitatively exploring the challenges faced by Western European start-ups and the practices that incubators around the world use to address these challenges. Our study thereby takes a two-step approach. First, using the components of the entrepreneurial ecosystem to structure data coming from 90 qualitative interviews with Western European entrepreneurs and incubator managers, we explore five interrelated challenges that constrain the ability of Western European start-ups to grow into high-impact businesses. In the second part of our study, we conduct a total of 191 interviews in Silicon Valley, the greater Boston area, Israel and Australia to identify practices that incubators in these regions use to address the five challenges identified in the first study. Our findings suggest that, rather than addressing the underlying institutions that cause challenges in the entrepreneurial ecosystem, incubators provide symptomatic solutions by creating an environment that protects start-ups from unfavorable institutions. Accordingly, we conclude that existing incubators have only limited potential to strengthen entrepreneurial ecosystems, and we end our paper with a call for a new generation of ‘systemic incubators’ that aim to transform or create institutions to address the institutional challenges that constrain start-up activity.  相似文献

On 1st March 2011, the scope of the CAP Code was extended, giving the Advertising Standards Authority significantly expanded powers to regulate marketing claims made by advertisers on their own websites and in other non-paid-for space under their control, such as social networking sites and company blogs. The ASA’s extended remit will apply to all sectors and all businesses and organisations which are operating from the UK, regardless of size, in a move to ensure the same standards of consumer and business protection in the digital space as in other media. Historically, small businesses have been the innovation engine of the United States, with significantly more than half of the new technologies and products coming from small enterprises. In 1992, there were more than 21 million small businesses with fewer than 500 employees each in the United States, including 4.5 million small corporations, 1.6 million partnerships, and 15.1 million sole proprietorships. Although most small businesses have considerably fewer than 100 employees, they employ more than half the private U.S. work force, contribute more than half of all sales in the country, and are responsible for over half of the private sector's products. From 1976 to 1990, small firms also generated 65% of the net new jobs. From 1988 to 1990, all of the net new jobs in the U.S. economy were created by small firms. Abstract

The importance of proper response to victims of sexual abuse or assault has been well documented. However, despite their prominence as responders, little research has been conducted on training law enforcement officials to conduct this aspect of their jobs effectively. We describe results of a statewide survey of the adequacy of law enforcement officers' preparation to respond to victims of sexual assault. Results revealed a significant need for greater training on the topic, as well as a number of potential positive impacts of additional training and education, including feelings of better preparation, greater collaboration with external resources, more likelihood of victim participation in investigation, and more cases being brought to prosecution. Based on the results, we present a model of proposed benefits of additional training for police officers in sexual assault.  相似文献

The interesting relationship between entrepreneurial activity and regional competitiveness has been a major focus of academics, university managers, and policy makers during the past decades—in particular the role of institutions in the establishment of political, social, and economic rules-. For example, since the enactment of the US BayhDole Act more than 30 years ago, many American cities and regions are increasingly viewing universities as potential engines of economic growth. In these new socioeconomic scenarios, the role of entrepreneurial universities is not only generates/transfers knowledge but also contributes/provides leadership for the creation of entrepreneurial thinking, actions, and institutions. Previous studies have shown the university’s role in economic development, but no empirical study has analyzed the entrepreneurial activity generated by university students per university at the country/regional level of analysis. The purpose of this paper is to explore the impact of the university’s entrepreneurial activity on regional competitiveness. Adopting the institutional economics and the endogenous growth approaches, a proposed conceptual framework was developed and tested with structural equation modeling using data from 102 universities located in 56 NUTS II of 12 European countries. Our results evidenced that informal factors (e.g., attitudes, role models) have a higher influence on university entrepreneurial activity than formal factors (e.g., support measures, education and training). Our results also evidenced a higher contribution of universities on regional competitiveness, in particular, when we used social measures (talent human capital) instead economic measures (GDP per capita).  相似文献
