This paper examines semiotic technologies, both in terms of the resources they harness and the practices developed around their use. It draws on data collected as part of an ethnographic investigation into the meaning-making practices deployed within civil engineering study. The data is used as a case study for examining semiotic technologies as socially situated resources for disciplinary practices. Using a multimodal social semiotic approach, we argue that technologies are not self-evident, and that their use constitutes specific social practices that require development in the classroom. In order to deploy technologies in pedagogically effective ways, we need to understand the semiotic resources they draw on (including embodied resources). Awareness that technologies are not neutral or value-free, but are socially situated and ideologically laden, may enable meta-level understanding of the discipline, thus creating the possibility for improved pedagogical practices.  相似文献

Democratic Advantage (DA) arguments explicitly and implicitly assume that democracies have more transparent public debt, enhancing sovereign creditworthiness. This study questions the assumed link between transparent public debt practices and democracy in developing countries. It finds that such practices, which are crucial for investors, (a) do not depend on democratic governance and (b) largely erase the effect that DA variables regime type, rule of law, and property rights have on creditworthiness. In other words, transparent public debt and democracy should not be assumed to go together, and transparent debt practices affect creditworthiness more than DA variables. The findings identify public debt transparency as a statistical and theoretical confounder for current iterations of the DA thesis, which must be addressed to better understand the relationship between democratic governance and sovereign creditworthiness. The policy implication is to not assume that transparent public debt practices are only available to democracies.  相似文献

Studies of local law enforcement actions toward immigrants show that while some cities engage in enforcement, many others do not. The extent and determinants of enforcement have been assessed, but these studies have not evaluated the full range of practices, including welcoming practices, toward immigrants. This article introduces the concept of “welcomeness,” develops a framework for measuring it, and, using a nationwide survey of local police departments, examines how widely departments are welcoming (or unwelcoming) to immigrants. The data show that many police departments have consciously and deliberately developed practices intended to foster positive relationships between the police and immigrants and to encourage immigrants to call the police for assistance.

Mortgage servicing has garnered increased attention since the foreclosure crisis. As the interface between borrowers and investors, servicers make the decision to either grant a loan modification or to foreclose. This study examines servicer loan modification practices for a national sample of delinquent subprime loans, and assesses the extent to which those practices are associated with foreclosures. The research reveals significant differences across servicers in loan cure rates, which are related to servicers’ propensity to offer loan modifications and to the level of relief offered to borrowers. The observed differences across servicers and the implications of this heterogeneity for foreclosure prevention underscore the importance of additional data, research, and policies that can increase the uniformity and transparency of servicing practices.  相似文献

This study focuses on the determinants and effects of parent involvement in schools, in the context of urban school districts, and particularly with regard to the schools that serve Latino students. Three research questions are investigated in this article: (1) What are schools doing to support parents, foster involvement and engagement in their children's schools, and generally create strong parent‐school relations? (2) How effective are schools at fostering parent involvement? (3) Do schools with more effective parent involvement practices and greater parent participation perform at higher levels than those with less effective practices and lower levels of parent involvement? Data on Latino representation on Local School Councils (LSCs), school‐level demographic and performance indicators, and information on effective school organization, parent involvement, and school practices regarding outreach and engagement with parents and communities are used to investigate these questions. The empirical analysis demonstrates that in addition to previously established aspects of effective school organization, governing arrangements and Latino political incorporation play a critical role in building stronger, more supportive school–parent relations and in encouraging higher levels of parent involvement in formal school activities. Moreover, these practices and relations were found to have important implications for Latino student performance.  相似文献

These practices may impact on municipal security risks and returns, either directly in the bond market or indirectly through such market intermediaries as bond rating agencies. This study investigates whether nonprofit organizational effectiveness is judged consistently by differing constituencies and whether changes in board effectiveness and overall organizational effectiveness (judged by differing constituencies) are the result of changes in the use of practices regarded as the "right way" to manage. The results show that different constituencies judged the effectiveness of nonprofit organizations differently, at both periods; that a change in the use of correct board practices over time, controlling for board effectiveness at time 1, was not related to board effectiveness at time 2; and that a change in the use of correct management practices, controlling for organizational effectiveness at time 1, was not related to organizational effectiveness at time 2, except for board members. Implications of the results are considered. Claims about best practices for nonprofit boards and organizations must be evaluated more critically. Finding the right fit among practices is more important than doing things the "right way.  相似文献

Islam generally, and Muslim immigrant communities in particular, have recently been targeted for criticism by Western academics and in popular Western media. This article explores the substance of these criticisms and weighs them against the beliefs and practices of Muslim immigrants in Western liberal democracies. The article addresses three distinct questions. First, what sorts of cultural adaptations is it reasonable for liberal democratic states and societies to expect immigrants to make, and what kinds of adaptation is it unreasonable to demand? Second, how vulnerable are Islamic beliefs and practices to the criticisms commonly leveled against them in the name of liberal democracy and gender equality? Finally, how strong are the parallels between the claims for political recognition and accommodation that issue from immigrant cultural communities and the claims for recognition and inclusion that issue from groups that have historically been marginalized within liberal democratic societies? Although the authors do not dismiss the notion that there may be tensions between the core commitments of liberal democratic societies and some Islamic practices, they conclude that these tensions are exaggerated by Western writers. Muslim communities generally pose no greater challenge to liberal societies than do other religious and immigrant communities. Western writers should be chary of rejecting their claims to toleration and accommodation too swiftly.  相似文献

Seventeen goals presented by the United Nation General Assembly provide an evidence‐based framework of planning and programming for sustainable development goals (SDGs) until 2030. There is a growing catalog of related reviews, recommendations, advice, and publications, whereas the professional community is undoubtedly emphasizing the need to adopt evidence‐based methodologies for the implementation of SDGs. In particular, emerging economies face a big challenge to implement SDGs practices efficiently. Some countries have focused on the business sector for this mission, whereas others invest in a variety of projects to gain SDGs. However, it is still not yet realized how small and medium‐sized enterprises (SMEs) contribute to SDGs. This research examines the influence of SMEs' access to domestic and international finances on SDGs (community and environmental practices). Data were collected from 310 Pakistani SMEs through a structured questionnaire. The findings revealed from structural equation modeling indicate that access to both domestic and international finances significantly contributes to community practices. However, access to international finance significantly helps in community practices but does not substantially facilitate environmental practices. This research recommends policymakers and practitioners to encourage domestic and international financial institutions and capitalists to invest in industrial sectors, which in turn can configure SDGs. By mid‐2001, the Solomon Islands government was on the edge of bankruptcy after two years of unrest on Guadalcanal. Solomon Islanders' hopes that the national government can improve their living standards have been dashed, only 23 years after British colonial rule ended on these South‐West Pacific islands. The reasons for the state's limited capacity to facilitate development extend much further than the financial crisis, as a comparison between power relations typically institutionalized in Western liberal democratic states and those institutionalized in the Solomons state shows. The Solomons state is a syncretism of traditional political practices and modern structures. Many of these traditional practices are impeding development. Recent neo‐liberal reforms championed by the previous government, the Asian Development Bank and other aid agencies did little to address these practices and were terminated in the unrest in 2000. If the state is to improve the living standards of ordinary Solomon Islanders, changes in structure, such as the state governments being established following the Townsville Peace Agreement, are not the sole answer. With the increasing emphasis on risk management in not‐for‐profit organisations, this study is timely in its examination of risk management practices in the Australian not‐for‐profit sector. Specifically, the study investigates the relation between not‐for‐profits’ organisational culture and the maturity of enterprise risk management (ERM) practices. The results show that the organisational culture factors of Outcome Orientation (valuing achievements and results) and Innovation (valuing receptivity and adaptability to change) are associated with the maturity of not‐for‐profits’ ERM. This finding demonstrates the important role that organisational culture plays in shaping ERM practices in not‐for‐profit organisations and the crucial role that leaders play in creating and nurturing such a culture within their organisations. The results also have implications for regulatory policy‐making in, and for, the not‐for‐profit sector.  相似文献

The adoption of “smart practices” requires that smart practices can actually be identified for the areas of public policy in which we are interested. For the problem of designing structures for public agencies, however, identifying smart practices is not easy. This article explores the reasons for the substantial conservativism, lasting over 50 years, regarding the structural design of the U.S. intelligence community. One central argument is simply that it was very difficult to discover a clearly superior structure; in fact, the long‐standing structure may have had some unrecognized virtues. But the other central argument is that one smart practice may have emerged since the 9/11 attacks: It involves the creation of problem‐focused interagency centers that are intended to enhance the sharing and integration of information within the intelligence community. These conclusions about redesigning the structure of the intelligence community are based on the arguments of Luther Gulick on methods of departmentalization and Martin Landau on redundancy and system reliability.  相似文献

Research on the exclusionary nature of citizenship has concentrated on the state as the agent who defines the limits of citizenship, framing it as a legal status. Exclusionary discourses and practices resulting from everyday notions of ‘good citizenship’ have received less attention. A stronger focus on these can contribute to our understanding of the relationship between citizenship and exclusion by highlighting exclusion through citizenship. In other words, it emphasises the ways in which practices and discourses of ‘good citizenship’ simultaneously produce its limits, consisting of practices and discourses which are considered ‘not civic’. In this sense, exclusion happens because of, rather than in spite of, citizenship. The article examines notions of civic deliberation among Peruvian bloggers, arguing that these included clear limits, which, if violated, allowed for exclusion.  相似文献

Developing countries are pressured to adopt administrative solutions that the international community considers best practice. Some claim that these practices do not fit such contexts. How could one assess the fit or relevance of a best practice? This article suggests a basic answer: Look at the degree of difference between the proposed adoption context and the context in which such practice emerged as ‘best’. This answer emerges from a discussion on the basis of the new institutional ideas about change and diffusion. An empirical analysis of public financial management reform in African countries suggests support for this answer: Good practices are most evident in countries least different to the developed nations where practices originated and least evident in countries most different to these developed nations. The article contributes to a literature on best practice and yields fundamental messages for development, including the point that best practices are limited as administrative solutions in many developing countries. The government, particularly the Department of Defense (DoD), is undergoing yet another wave of acquisition reforms, which are intended to bring commercial buying practices to DoD's purchasing operations. This research shows that, prior to these reforms, the DoD's buying practices were superior to commercial practices in terms of prices paid for a large number of electronic and engine parts. The research compares DoD and purchasing of more than 676,000 identical items costing more than $60 million with commercial purchasing of the identical items. It finds that the DoD's purchasing superiority holds even when purchasing costs are considered. The DoD achieved these results because it was already using commercial practices commonly followed by large firms: aggregating purchases, using cost data, and negotiating aggressively in markets with few suppliers. Some of the recent reforms will undermine the DoD's ability to exploit these common commercial practices and will raise the government's costs.  相似文献

The media as a social actor emits discourses that reflect in the institutional context, influencing the process of institutionalization of existing practices. One view about the media in organizational studies is that it is a mechanism of organizational complexity reduction, and in this way, it is the focus of the managers' attention to certain aspects of the environment, which has implications for the way that everyday tasks are accomplished in organizations. In this sense, an interest has emerged to understand how the dissemination of information about the acquisition of a refinery in Pasadena, Texas, by Petrobras was the embryo of an international corruption scandal that compromised the organization's image but was also responsible for the emergence of new organizational practices. The data and information used are from secondary sources: the newspapers and magazines with the largest national circulations. The findings reveal that the media sought to influence individuals by elaborating its understanding of the context without being consistently coherent over time. We propose an analytical model of how the media can act in the gradual change of organizational and actors' practices.  相似文献

Procurement is an essential business function of government. Despite the importance of effective procurement practices to government efficiency, very little is known about what local governments do in practice, and how procurement practices affect government spending. This paper reports the results of a survey on procurement practices used by New York State school districts. To examine the potential costs savings from adoption of particular procurement practices, the authors estimate cost models for materials, supplies, and equipment spending. Results from the cost model indicate that the use of competitive bidding, purchasing calendars, central warehouses, and bidders lists are associated with significant cost savings.  相似文献

Professional insecurities include the expectation that ones job or career, and all that depends upon it, are at risk through denial of tenure, dismissal from an official position, or other sanctions for non-compliance with established practices. The expanding subdivision of work in modern society exacerbates professional insecurities by precipitating conflicts of conscience and by proliferating practices that are often ambiguous and incompatible, but nevertheless must be taken seriously because they are expected to be enforced with severe sanctions. This article suggests how the problem of professional insecurities might be understood and managed by aspiring policy scientists especially, and by others as well. There are no universal or final solutions to the problem, but there are better working solutions for particular persons and situations if we are intelligent enough to find them through applications of central theory.  相似文献

Diverse scholars have argued that standards and performance measurements are “instruments of control” that have a profound influence on the day‐to‐day lives of individuals and organizations, causing constitutive effects. Regulatory bodies increasingly use standards to oversee and monitor the regulated. This paper discusses the Dutch Health and Youth Care Inspectorate's use of both standards and a performance measurement system introduced to monitor how Dutch hospitals investigate and learn from serious adverse events. Rather than focusing on how standards affect regulated practices and organizations, our study examines how the use of these instruments affects the standard maker, that is, the Inspectorate. We explore how the Inspectorate's work practices, standards, and coupled performance measurement system influence its regulatory pedagogy, reviewing practices, and decisionmaking. We conclude that standards and performance measurement systems are not by definition “instruments of control” as their constitutive effects are (under)determined by the relationships in which they are enacted.  相似文献
