This article begins with a historical account of the various styles of governance in The Netherlands from the post–war period to date. That overview reveals the persistence of an underlying more traditional form of governance, that is, the tradition of consensual corporatism. Although conventionally believed to be an invention of the Catholic Church and subsequent political theorists, the present twentieth and twenty–first–century historical review of this corporatist style of governance leads to the conclusion that its historical roots are, instead, the age–old Dutch state traditions of tolerance, pragmatism and consensus. It looks as though the worn–out clichés of 'images of the Dutch' are indeed the fundamentally underlying core–concepts behind the Dutch style of governance. The ruling, merchant, partrician families of the Dutch Republic, in order to defend their international trade interests, in the midst of somewhat dogmatic Protestant preachers, were pragmatically tolerant of deviant ideas and groups and thus were able to reach a feasible compromise.  相似文献

Abstract

Over the last ten years left‐wing terrorism in Central America has spawned a number of related and opposed phenomena. Right‐wing terrorism has become very active but has degenerated into pseudo‐left‐wing terrorism and finally into gangsterism. Examples of this are the alleged Chacon group in El Salvador and the related activities of the Zimeri gang in Guatemala. Non‐Central American factors have also come into play, such as connections with the PLO and the activities of Cuban exile groups. This situation has made it extremely difficult to label any individual act of terrorism as being related to the Right or to the Left.  相似文献

The term professional is used in a variety of ways as people discuss issues of professionalism in the public service. There are a1so some particular concerns regarding potential conflicts between ideas of democratic control over people who have expert knowledge and skills. These various ideas of professionalism are examined, and a series of more precise defintione are offered. Time-stratified systems theory is used to clarify the concepts and to indicate how control can be exercised over various types of public employees depending upon the concept of professional being used.  相似文献

While US government agencies endorse and support the democratic potential of the internet and social media overseas, the criticisms of the WikiLeaks disclosures of US diplomatic cables reveal the bias in relation to transparency and democracy. This poses a wider problem of connectivity combined with hegemony. This paper discusses what the criticisms of the WikiLeaks disclosures reveal. After discussing the enthusiasm about ‘hyper-connectivity’, the paper turns to the WikiLeaks disclosures, and next spells out global ramifications of the leaked cables, the problems of transparency and hegemony, frictions between democracy and democratisation, and the role of banks blocking donations to WikiLeaks.  相似文献

In this article we describe a study of the construction of governments in Poland by concentrating on the recruitment of individuals to government positions. (1) We therefore consider social, political, and institutional factors in the construction of the government's cabinets. (2) We examine the question of the path to the highest government positions—where did the people exercising power come from and what qualifications do they have?
