Abstract: Recent moves by both Labor and Liberal Governments in Australia indicate increased awareness of the possibilities that a centralized government purchasing body may be able to secure economies in purchasing large quantities of a wide range of goods used by government departments, agencies and commissions, and also that such a purchasing authority can be used as an instrument with which to put into effect government policies concerned with supporting a particular industry or geographic area. The argument in this paper elaborates on this theme. It is suggested that a centralized purchasing authority should act, using its countervailing power, to secure cost savings which would not only provide benefits to government departments, but which could also be passed on to the general public. For these savings to be achieved, significant changes would have to occur in the relatively passive system of tendering which characterizes most government purchases. The government purchasing body would need actively to induce some real competition between rival tenderers, if need be playing one bid against the other. A government contract would be awarded only on the condition that the lower price offered the government was, in fact, also passed on to the general public. Thus both the public and the firm would benefit; the public by paying lower prices and the firm by the extra demand likely to be generated for its product, as well as the security of the government contract. Of course, such a purchasing policy could only be followed against firms with significant market power and excess profits. Even if such a policy were followed for a small number of products, the result could be greater efficiency and lower prices for all consumers of these products.  相似文献

The four papers of which this symposium consists, together with the papers prepared by discussants, were part of a workshop organised by the Academy of Social Sciences over two days at the end of October 1989. The purpose of the workshop was to stimulate debate on this important public policy issue and to generate findings as well as point to material for further research. This introduction highlights the objectives of the workshop, its program, logistics and findings. It is regretted that one commentator was not able to present a contribution in time for inclusion in the journal. I take the opportunity in this introduction to thank the Academy of Social Sciences for sponsoring this workshop, three of its senior officers for their active participation (President, Peter Karmel; Director, Bruce Miller; and Treasurer, Stuart Harris) and the editors of the Australian Journal of Public Administration for providing this forum for the wider dissemination of the discussion it generated.  相似文献

Abstract: This article argues that direct commonwealth involvement in road funding and road policy has benefited the states and local government. Although inefficiencies and friction are evident as a result of joint funding, the benefits of multiple accountability outweigh the costs. A competitive dynamic underlies the involvement of all three levels of government, producing outcomes that no single government dominates, but which reflect in part the responses of each to their respective constituencies. The commonwealth has been driven to more intrusive forms of intervention as existing controls failed to achieve the commonwealth's objectives, and to expanding its financial contributions to counter the diversion of funds by state governments. Its commitment to funding the road program is likely to be highest when its specific purpose grants can be identified closely with the provision of roads in particular regions and localities. In sum, joint funding of the road program produces a system that is responsive to competing conceptions and interests, and the commonwealth's "voluntary vacancy" from all but "national" roads is on balance likely to be detrimental to the program.  相似文献

This paper reexamines the competitive market solution to the determination of product safety. The concept of an optimizing social level of product safety-defined at the point at which the costs of increasing safety are equated to consumers willingness to pay for it-is developed and discussed. Various potential market failures are outlined. These failures give reasons to expect that the competitive solution will not be achieved in practice and provide a rationale for certain types of governmental intervention. Various empirical studies of implicit markets for various types of risks are reviewed as a basis for evaluating market efficiency and regulatory efficiency.  相似文献

The growth of the nonprofit sector in Brazil has been conceptually similar to that of the Anglo‐Saxon Third Way, where the government promotes the creation of partnerships with civil society. This process has been criticized for creating a “manufactured civil society”. This study will investigate whether the same pattern can be observed in the Brazilian context, particularly within the Management Shock Reform implemented by Minas Gerais, one of the principal Brazilian states. Management Shock is guided by a governmental partnership discourse that promotes contractual partnerships with both businesses and nonprofits. We opted for a bottom‐up oriented research approach, aiming to comprehend the rationale for initiating and sustaining the partnerships revealed in the narratives that emerged from both government and nonprofit partners. Data were collected through semistructured interviews and content analysis of documents and the media. Results show the predominance of agency‐type partnerships, highlighting the centrality of the government and its techno‐bureaucratic role in fostering and maintaining Organização da Sociedade Civil de Interesse Público or Civil Society Organization of Public Interest designs. Differing from the Anglo‐Saxon context, we observed the “invasion” of market‐driven values in nonprofits and, to some extent, in government narratives.
