The goal of this article is to examine to what extent legislators in Estonia use performance information in budgetary decision‐making. Interviews with the members of the finance committee of the parliament show that legislators make only limited use of the formal documents containing performance information. Instead, they rely, for the most part, on informal social networks for gathering information they consider necessary for budget discussions. According to the legislators, the main reasons for limited use of performance information are the following: the documents containing performance are too long and cumbersome, the legislative budget process is too time‐constrained, and the parliament has only a limited role in making substantive changes to the budget. The study also indicates that more experienced politicians are less interested in performance information than the novices but there are no significant differences between legislators from governing and opposition parties.  相似文献

This paper explores local government in Spain: the nature of and extent to which performance measures are developed and how they are used in some of the biggest Spanish local governments. The features of performance measurement in Spain raise the question of why non‐mandatory performance indicators are introduced and why specific initiatives are undertaken. A cross‐theory strategy allows us to build a wider explanation of the cases studied. This study shows that performance measurement systems are not neutral but conditioned by the environmental context of each local government to fit into its organizational structure. Spanish local governments are experimenting with different approaches – centralized/decentralized, top‐down/bottom‐up, internal/external use – to implement performance measures. A relationship between external use and the top‐down approach, and internal use and the bottom‐up approach can be found. Our results also show that the institutional image value of taking decisions under rational decision‐making models is the primary driver of implementation processes.  相似文献

In law freedom from torture and ill-treatment is “absolute,” meaning that a state cannot infringe the right for purposes that would seem legitimate such as the protection of national security. However, with the growth in international terrorism, particularly suicide violence, should the freedom remain without limitation? This article considers legitimizing torture by reference to the “positive” legal obligation the right imposes on states to prevent harm to individuals by third parties such as terrorists. Assuming such a legal argument could be made out, it is questioned whether adopting such measures of interrogation would in fact outweigh the negative consequences that would inevitably follow from reversing accepted international standards for the protection of, say, detainees from ill-treatment in state custody.  相似文献

The use of information and communication technology (ICT), particularly that related to the consolidation of the internet as a social and business networking medium, has impelled governments towards enabling e‐government (e‐gov) programs to transform the future of the delivery of public services. E‐gov has a clear economic, social, and political impact that should be monitored in order to steer the design of effective public policies. In this article, we argue that evaluating the impact of e‐gov entails a complex process of e‐gov performance assessment that should take into account the perspective of citizens. Supported by a framework that combines two theoretical views, namely the structurationist view of technology and the social shaping of technology, we propose a model that consolidates nine performance dimensions. This model is the result of empirical work based on an in‐depth analysis of interviews with relevant social groups regarding their perceptions of the technological artefacts of e‐gov.  相似文献

Tracing the links between managerial performance and performance indicators reveals the limited quality of information provided by those indicators. There are two reasons. First, aggregate indices in their composition and assumption provide only a starting point for analysis and evaluation. Second, the political context inhibits publication of informative indicators of the kind which a competent organization might use for internal purposes. Part of the problem resides in misapplication of a private sector analogy. We conclude that both understanding of the nature of managerial performance in nationalized industries and conditions for working towards a more appropriate evaluation have been largely lacking in the public forum.  相似文献

Citizen surveys often measure service use as well as perceived performance, typically in the form of quality or satisfaction ratings. But little attention has been paid to the relationship between public service use and satisfaction. How do the service ratings or satisfaction judgements of frequent users differ from those of infrequent users? Is the direction of the use‐satisfaction relationship positive or negative? Or perhaps non‐linear? And does the direction or form of the relationship differ across services? Using data from New York, we examine the relationship between use and perceived performance for five services: buses, subways, parks, public libraries, and roads. Interestingly, this relationship often appears curvilinear, with satisfaction initially rising with use, to a point after which it begins to diminish. We offer some substantive interpretations of this pattern, as well as some practical implications for the analysis and understanding of citizen surveys for policy and management purposes.  相似文献

This paper introduces the method of importance‐performance analysis of citizen surveys, a useful approach to understanding citizen satisfaction with local government services. Using data from a US national online panel, we directly compare two approaches to importance‐performance analysis: one employing an explicitly stated measure of importance, the other using a measure of importance derived from regression analysis. The different results that the two approaches give suggest that local government administrators and policy analysts arrive at distinctly different conclusions depending on which importance measure they use. These differences are illustrated by simulating the change in citizen satisfaction that would result from improvement in the top‐rated services according to each measure. ABSTRACT

In this paper, we discuss the state of the art on the creation of arm’s length bodies (ALBs) by local governments. We make three main contributions. First, there are many different types of ALBs and each country has its own categories; an expert survey was held identifying three common types of body, to enable future comparative research. Second, we point out that the creation of ALBs has led to a number of new challenges for local governments, particularly regarding governing bodies at arm’s length to ensure ALBs’ good performance. A lack of capacity and information have to be countered, for example, by increased monitoring – also for democratic accountability purposes. Special attention is needed for the multiple principal problem that arises when local governments jointly create ALBs. Third, research into local ALBs is still in its early stages. We present a research agenda to develop knowledge on the topic.  相似文献

The trends leading to the emergent threat of terrorist laser weapons use are that a military weaponry transition from conventional to Directed Energy Weapons is taking place; that laser weapons offer clear tactical and operational advantages over conventional weapons; that laser prices are dropping while laser performance is increasing; that criminals, criminal-soldiers, and foreign militaries have all utilized laser devices and weapons for counteroptical purposes; and that criminal-soldiers are evolving and getting more sophisticated from both an organizational and weaponry use perspective. This article will look at the aforementioned trends, analyze them, and then offer some concluding thoughts concerning terrorist laser weapons use futures.  相似文献

The appointments process to the higher civil service is important but little information about it is in the public domain. This article provides such information, using material gathered from a series of interviews with senior civil servants. Part one offers an authorized account of the procedures for senior appointments. The second part makes use of information I gathered from officials closely involved in the procedures, to piece together what actually occurs, in a still highly secretive area of Whitehall proceedings and highlights the disparity between'official theory'and actual practice. The article concludes by suggesting that a dominant Prime Minister has the potential to use a system, originally fashioned by Whitehall, for Whitehall, for political purposes.  相似文献

This paper discusses the components of local government budget processes and their relationship to fiscal stress. While many cities and counties are suffering from stressful fiscal situations, leading in some cases to bankruptcy filings or other severe measures, their budgets have to be balanced, unlike the federal government and some state governments. Using survey data from a large number of jurisdictions, this paper shows how local governments have developed budget processes which respond to these changing fiscal situations. Governments use computers, collect and analyze many different types of information, and use budgetary information for other management purposes in order to improve productivity. Budget processes are providing good information to local government decision makers which is helping them respond constructively to the fiscal crises of the 1990s.  相似文献

The complexity of the personnel performance appraisal process prompts the authors to label it the “missing link” in human resource management. Three major purposes or uses of appraisals are identified--motivation, information and development. In addition, four key factors are examined which influence the success of appraisals: (1) the timing of them; (2) the selection of the evaluator; ( 3 ) the variables used for evaluation; and (4) the appraisal technique used. Seven techniques are analyzed and shown to be different in their optimum uses. Addit- ional pitfalls are identified, based upon a thorough literature search, which are categorized into three separate categories: instrumental, evaluator and environmental pitfalls. The problems with the processes and techniques of employee performance appraisals are then examined in the light of the implications they raise for basic societal values such as the merit system, productivity and bureaucratic responsibility. Without drastic revision, the utility of appraisals is subject to challenge. Thus, this important technique of personnel administration threatens to remain the “missing link” in human resource management.  相似文献

Abstract

With the expansion of terrorist activities in the last fifteen years there has been increasing concern that groups might be able to steal nuclear materials and use nuclear weapons for terrorist purposes. The last fifteen years have also seen growing criminal activity in the nuclear domain including thefts of nuclear material, attacks on nuclear facilities, and threats against American cities, although these latter threats turned out to be hoaxes. Nuclear experts have stated that a relatively few technicians could fabricate a nuclear bomb. The principal impediment is access to nuclear material. Although terrorists usually would not be able to further their aims by threats of mass destruction, it is increasingly conceivable that some group might go for the nuclear jackpot. Congress has recently passed legislation designed to protect nuclear materials and to make nuclear thefts and threats subject to severe penalties. This legislation is geared into a recent U.N. convention providing for international cooperation on protecting nuclear materials for peaceful purposes and prosecuting nuclear crimes. Action still needs to be taken, however, to implement a 1982 Nunn Amendment to the Defense Appropriations Bill which calls for the Secretary of Defense to make a study of the feasibility of a nuclear crisis control center for sharing information and monitoring nuclear incidents. The center would help contain such incidents and prevent them from escalating into an international crisis.  相似文献

Performance management has been criticized for harming or, at best, ignoring social equity outcomes. While there is evidence suggesting that performance management fosters an emphasis on efficiency and effectiveness at the expense of other public values, we are still in search of a theory linking performance management to social equity. The article takes a first step towards the development of such a theory and proposes the importance of contingency factors. It argues that managerial performance information use will benefit disadvantaged groups in the presence of powerful stakeholders, protective institutions, and minority representation in government. Using data on school districts in Texas, the article finds support for the first two contingency factors but not the third one. Performance information use by superintendents increases test scores of disadvantaged students if these students make up a sizeable, powerful group, and if superintendents put emphasis on complying with the No Child Left Behind Act.  相似文献

New Public Management popularized performance measurement in public organizations. Underlying performance measurement's popularity is the assumption that it injects performance information (PI) into decision-making, thus rationalizing the ensuing decisions. Despite its popularity, performance measurement is criticized. In part, this criticism results from the limited knowledge of the conditions under which PI is purposefully used by politicians. We conducted a survey experiment based on real PI with 1,240 politicians. We hypothesized that PI has a positive impact on performance information use (PIU) when PI is benchmarked with coercive, mimetic or normative pressures. Moreover, due to negativity bias we expected this positive impact to be stronger when PI signals low performance. We found that normative pressures had a positive impact on actual PIU while coercive pressures positively affected intended PIU. Negativity bias is only relevant when linked to coercive pressures and intended PIU for analysing the organization's finances.  相似文献

Despite the fact that performance management has been ubiquitously adopted in the public sector across the world today, there is limited and inconclusive evidence that it improves citizen satisfaction with the government. In this article, we use survey data and multilevel modelling to analyse the effects of multiple performance management components on citizens' perceptions of government performance across 19 major cities in China. The results reveal that performance management does have a positive impact on citizen satisfaction. In addition, citizen participation, performance feedback and accountability, and information openness are positively associated with citizen satisfaction along various performance dimensions in different magnitudes. While we should take account of and mitigate its unintended consequences, our results suggest that it is still promising for public organizations to implement performance management.  相似文献

ABSTRACT

The use of accounting information in the public sector is gaining more attention in recent years, both in literature and among politicians. In particular, it is still necessary to shed light looking at those that have responsibility to make the final decision: politicians. This article attempts to help understand the role of accounting information in decisions made by mayors by analyzing the results of a national survey to which Italian mayors responded. The survey questioned mayors about their use of accounting information during the policy cycle. The use of accounting information by mayors is quite varied, especially if we consider the different phases of the political cycle. The clustering of the results led to the identification of three different groups of mayors with respect to different ways of using accounting information.  相似文献

Performance audit is widely used in public administration, but, at present, little empirical evidence exists on its usefulness and contribution to accountability. Based on survey data from 353 civil servants in Norway, this article analyzes the auditees' perceptions of the audit. Performance audit was seen as useful by a majority of the auditees. If auditees agreed to audit criteria and assessments, were allowed to influence the process, had favourable opinions of the reports, and believed that the State Audit Institution contributed to accountability and improvement, then they regarded it as useful. Reports used for accountability purposes were not perceived as less useful. The auditees' administrative level, the use of the report to further interests, and attention from politicians, the media, and the Parliament impacted on the accountability dimension. These results indicate that performance audit can influence civil servants, but the influence is contingent on how the audited civil servants perceive the performance audit.  相似文献

This article addresses the specific character of interpersonal violence in Uruguay during the second half of the twentieth century (1945–1970). This study tries to establish the relation between self-defense and honor as expressed by Uruguayan law and accepted social codes. Deriving from this relation, the analysis identifies the emergence of a double system for legitimizing the use of violence: the honor disputes stipulated by the law and the observance of accepted and shared sociocultural codes. Walter Benjamin and Max Weber believed that the State had to establish the monopoly on violence as a way of guaranteeing its very existence. Nevertheless, it seems from this analysis that contrary to this assumption, it was from the law itself and the spaces it left open for subjective interpretation that private violence was legitimized. Moreover, this study proposes an approach that contradicts existing research which uncritically assumes the idealized pacific character of Uruguayan society.  相似文献

This article summarises research into a small number of local authorities on the use of performance indicators, carried out for the Local Government Management Board (LGMB) and the Policy and Performance Review Network (PPRN) in 1997, and concludes that home‐grown indicators developed in response to Best Value will overcome some of the inadequacies of the Audit Commission approach.  相似文献
