The aim of this paper is to study the impact of remittances from labour migrants on welfare, as well as the impact of the use of equivalence scales on poverty, in Tajikistan. The magnitude of remittances sent back is fairly well known from official statistics (e.g. the amount of remittances is regularly monitored by the balance of payment at the Central Bank). In 2009 a change in the flow of money from abroad occurred, and volumes dropped, but it was unknown to what extent; its impact on poverty is still officially unknown. This paper describes a project aimed at conducting a survey to investigate this impact. It would not be possible to do this kind of analysis with a traditional sample survey, since it would generate only a small selection of migrant households. Instead, the new Migration, Remittances and Poverty Survey was used, which was conducted by the Tajik State Statistical Office in August 2010 using an adaptive sampling design from a set of enumeration areas selected mainly from the 2009 Integrated Household Budget Survey (IHBS) and showing households with remittances. To evaluate the impact of equivalence scales on poverty measures, new scales have been estimated on the basis of consumption expenditure from the 2009 IHBS.  相似文献

This article explores the relationship between micro-credit and the reduction of poverty by looking at a unique data set about BRAC, one of the largest micro-credit providers in Bangladesh. The article shows that the majority of population in the data set lived below the poverty line and that poverty was slightly more prevalent among households receiving BRAC credit than among similar non-BRAC households. Moreover, regression results suggest that BRAC's micro-credit program has had an insignificant impact on household consumption. Overall, the analysis in the article leads to the conclusion that micro-credit had minimal impact on the reduction of poverty.  相似文献

Quantitative data from Costa Rica suggest that poverty is 'feminising', especially in respect of female-headed households, who, since the early 1990s, have constituted a progressively greater share of the population classified as poor. This presents something of a conundrum given significant attempts on the part of the state to promote gender equality and to direct public expenditure to low-income women. Some light on this apparent paradox is shed by qualitative fieldwork undertaken in Guanacaste province where female headship seems to have become a more viable, and sometimes, preferred, option among women on account of its role in enhancing well-being. This is largely on account of social and legal changes that have contributed to making women less inclined to tolerate gender inequalities at the domestic level. The findings underline the importance of embracing gendered subjectivities in analyses of the 'feminisation of poverty' and invite caution about the latter being a unilaterally negative phenomenon.  相似文献

The article analyzes the extent and features of in-work poverty in Lithuania in the aftermath of the global economic crisis of 2007–2008. It argues that the significant expansion of the phenomenon during this time period was fostered by neoliberal policies that have been shaping the welfare system in the country for more than two decades. Furthermore, it draws attention to employment conditions and seeks to understand the experiences of those who live in in-work poverty. This article reveals that, during the period investigated, in-work poverty in Lithuania was associated with being a woman, having children, belonging to single-parent household, and being employed in a precarious working environment.  相似文献

Brazil's conditional cash transfer program Bolsa Família (Family Allowance) has gained a worldwide reputation as an effective antipoverty program. However, studies applying the dominant headcount poverty measure, which counts the percentage of households falling below a given poverty line, only credit the program with a first‐order reduction in poverty (and extreme poverty) of 0.15 to 1.88 percentage points. This raises the puzzle of how such a modest impact could lead to Bolsa Família's political popularity. This article argues that Bolsa Família does dramatically reduce poverty, but measuring this impact requires thinking of poverty as how far a household is from meeting its basic human needs; choosing a continuous variable; and using income gap, intensity, and ordinal measures that reflect this conceptualization. The more substantial reduction of poverty intensity helps explain the program's reputation.  相似文献

This article is concerned with the analysis of the possible causes of variation in the incidence of income-only poverty and incomes across the provinces of the Philippines using cross-section data in 1990 and 1991. Assuming all other things remaining the same, the analysis indicates that the incidence of land ownership, the level of sanitary toilet facilities and the proportion of non-agricultural earners in the labour force explains to a statistically significant degree variations in poverty levels across provinces. In addition, these variables along with the availability of irrigation facilities and being located in the island of Luzon were also found to be statistically significant in explaining variations in the level of household incomes across the provinces. The regression results also indicate that the proportion of non-agricultural earners, in turn, is influenced by the level of access to electricity, the level of urbanisation, the rate of illiteracy, having an academic degree and the availability of paved roads. These latter econometric results suggest, therefore, that the links, or lines of causation between the independent variables and the level of poverty possibly are more complex than may be inferred from the results presented in comparable studies of poverty — studies that do not allow for variables operating in an indirect way, through other variables, on the level of poverty. If the results derived from various regression equations turn out to be robust after using improved data sets, then they have implications for the design of poverty-alleviation programs in the rural areas of the Philippines.  相似文献

The sudden independence of Kyrgyzstan from the Soviet Union in 1991 led to a total rupture of industrial and agricultural production. Based on empirical data, this study seeks to identify key land use transformation processes since the late 1980s, their impact on people's livelihoods and the implication for natural resources in the communes of Tosh Bulak and Saz, located in the Sokuluk River Basin on the northern slope of the Kyrgyz Range. Using the concept of the sustainable livelihood approach as an analytical framework, three different livelihood strategies were identified: (1) An accumulation strategy applied by wealthy households where renting and/or buying of land is a key element; they are the only household category capable of venturing into rain fed agriculture. (2) A preserving strategy involving mainly intermediate households who are not able to buy or rent additional agricultural land; very often they are forced to return their land to the commune or sell it to wealthier households. (3) A coping strategy including mainly poor households consisting of elderly pensioners or headed by single mothers; due to their limited labour and economic power, agricultural production is very low and hardly covers subsistence needs; pensions and social allowances form the backbone of these livelihoods. Ecological assessments have shown that the forage productivity of remote high mountain pastures has increased from 5 to 22 per cent since 1978. At the same time forage productivity on pre-mountain and mountain pastures close to villages has generally decreased from 1 to 34 per cent. It seems that the main avenues for livelihoods to increase their wealth are to be found in the agricultural sector by controlling more and mainly irrigated land as well as by increasing livestock. The losers in this process are thus those households unable to keep or exploit their arable land or to benefit from new agricultural land. Ensuring access to land for the poor is therefore imperative in order to combat rural poverty and socio-economic disparities in rural Kyrgyzstan.  相似文献

For the last forty years, remittances have been a lifeline for some Filipinos in times of crisis as well as everyday life. So, it was no surprise when the media and nongovernmental organizations credited the Philippine diaspora with playing a significant role in post-disaster recovery after Typhoon Haiyan/Yolanda struck in 2013. While remittances poured in after this disaster, they were differently experienced, had different impacts, and led to uneven post-disaster outcomes. This article highlights the class-based inequalities that structure access to and mobilization of remittances after post-disaster recovery. We compare the experiences of middle- and lower-class households in three communities heavily affected by Haiyan in Tacloban City, Philippines, to investigate who benefitted and who was excluded from remittances in this post-disaster recovery. The findings of the case study shed light on wider issues of poverty, class, and vulnerability in the Philippines.  相似文献

In view of the differences in the nature and concept of poverty across rural and urban regions, this article argues that a nationwide standardised poverty reduction strategy package may not be equally effective in these two regions. This article examines the limitations of existing poverty assessment approaches used in Bangladesh and identifies various indicators that are responsible for the achievement of higher level functioning in urban regions in contrast to rural areas. The methodology of the study is based on 917 samples of poor persons with microcredit collected from nine districts of Bangladesh. Significant differences have been observed in the indicators of poverty for rural and urban areas. The results from our participatory study reveal that the urban poor are more inclined towards social functioning achievements such as voting, decision-making at both household and work levels, having a voice at local meetings and co-operatives, whereas the rural poor are still demanding the most basic requirements.  相似文献

This article critically assesses the relationship between the claimed fall in global poverty and the rise of China in recent years. It questions the mainstream “pro-globalisation” argument, which suggests that there is a causal link between neo-liberal, “pro-globalisation” policies, and falling poverty and rising China. It is argued instead that the evidence concerning poverty reduction is ambiguous, and it is not the case that the most successful developers have adopted pro-globalisation policies. This latter contention is examined through consideration of the relationship between Chinese development and globalisation, with particular emphasis on the “transnationalisation” of capital and the rise of global commodity chains, and how this has produced new forms of uneven development in the global economy.  相似文献

The Justice and Development Party (or AKP) era in Turkey has witnessed the emergence of a new welfare regime resting on voluntary public and private transfers. This system has been replacing the former welfare system in which the right to social welfare benefits was constitutionally guaranteed. The new welfare system has tended to distribute transfers on a selective and unequal basis. This article analyses the size and effects of this system using a social class-based analytical framework. In explaining class structure in Turkey, we use the official Household Budget Survey database. The results indicate a massive process of proletarianisation has taken place. Our results indicate that the working classes have constituted the majority of the poor. In this environment, the shares of voluntary public and private transfers in the incomes of households have been rising. For some classes, like rural unemployed, urban unemployed and agricultural labourers, these transfers have captured a very high share of the incomes. These transfers have also been distributed very unequally. Their share in the central budget has also been rising. All these point to the emergence of a new neo-liberal welfare (poverty) regime as part of a new labour control regime.  相似文献

The three Baltic countries experienced the most rapid population decline throughout the 1990s and 2000s in Europe. The resulting critical demographic situation motivated the governments of the Baltic states to pay more political attention to family policy issues than in the rest of Europe. The aim of the paper is to analyze the development of family policy in Baltic countries and factors that influenced it during the 2009 economic crisis. Also, the outcomes in terms of child poverty and fertility are highlighted. Results show that the economic resources and fertility level had an essential impact on family policy in the Baltic states. Economic support to families, in turn, directly alleviate the poverty level of families and indirectly influence fertility.  相似文献

The article documents the findings of a qualitative study that assessed the sustainability of providing resources for poverty alleviation. It argues that access to resources does not assure livelihood security. The study also argues that the ability to sustain resources, rather than merely facilitating access, assures poverty alleviation and livelihood security. Using a qualitative research method and the sustainable livelihoods approach, the article assesses the activities and performance of a small group of women in a government-sponsored agricultural project. The findings reveal that exited projects struggle to sustain themselves and that assetting alone – without skills, capacity, sense of ownership and a clear focus – does not yield the sustainability necessary for poverty alleviation. The conclusion is made that although resources are a necessary first step towards poverty alleviation, sustainable resource management should be highly valued in the process. The article recommends that agriculture-based development projects not be seen as the only option for the rural poor, as knowledge of farming is indeed crucial.  相似文献

Urban poverty among laid-off workers has become one of the major challenges confronting China due to the massive retrenchment of state employees since the 1990s. While a great deal of research has focused on the general situation or the analysis of aggregate-level data, the workers themselves have been given much less attention. Based on data from Shaanxi Province, this paper examines the current status of the former state workers and their families in the once-prosperous “City of Textiles,” a district of state-owned textile mills and affiliated residential areas where the risk of slum development and marginalisation of former state workers has increased since economic reform. These textile workers had devoted themselves to hard work, acted as communist zealots and performed family duties at the same time, believing that the government would take care of their families. However, the poverty induced by the layoff programme has not only altered their lives and deteriorated intra-family relationships, but has also pushed some laid-off workers into various illegal activities to maintain household finances and to pay for rapidly rising tuition fees and medical expenses. We contest the commonly held view that poverty faced by former state workers is of their own making and show that current government anti-poverty strategies are inadequate to deal with the problem.  相似文献

ABSTRACT

On the southern Philippine island of Mindanao, scholars have documented a precarious land tenure, livelihood, and security situation for many smallholders. Agrarian political economy studies provide insightful analyses of the underlying causes of much poverty and violence on the island. Less attention has been given to cases of smallholder success. This article proposes that conditions for smallholder farming, even among ethnic minority groups, are more varied across the island than the literature suggests. In upland villages of north-central Mindanao, agrarian transition is a multi-directional process that produces different outcomes among households, kin groups, and villages. The main case study is a thriving mixed swidden and fixed field Maranao-Muslim farming village. Almost all the households in the village have successfully claimed land as their own and diversified and improved their livelihoods in recent times. To explain these positive outcomes, the article uses a relational approach and draws on anthropological literature on kinship, land tenure, and place to assess the bargaining power of smallholders in land deals. A stronger cross-fertilization of key insights in agrarian political economy and anthropological literature on kinship enriches the debate on agrarian transition in the southern Philippines.  相似文献
