THE HEDGEHOG DILEMMA IN THE COURT-MEDIA RELATIONSHIP IN CHINA

This paper explains why Schopenhauer＇s ＂Hedgehog Dilemma＂ may be the most apposite metaphor for the relationship between the courts and the media. Whatever they get from each other, the media＇s role representing the public and the court＇s role representing justice are both essential to modern democracy. Therefore, their relationship has attracted attention, not just in legal and media professions, but also in public and government debate. In the last two decades, China ＇s highest court has issued judicial interpretations and guidelines to regulate the activities of the media and the court, which has brought the topic to a new level of discussion. As a drafter of these official documents, the author will comment on development in this field and their interaction with values inherent to democracy.     

THE PROCEDURE OF THE CONTROLE OF THE DELEGATED LEGISLATION IN LAW-MAKING PROCESS IN ROMANIA

The special legislative procedures deviate from common rules, from the ordinary legislative procedure. The special legal procedures include： the additional legislative procedure to review the law, the assumption of responsibility by the Government, the legislative delegation procedure, the emergency procedure, and the adoption of constitutional laws, of organic laws, of financial laws and of laws to ratify international treaties.     

THE MANPOWER CRISIS IN THE JUVENILE COURT

The Joint Commission on Correctional Manpower and Training, strongly supported by state governors and with wide bipartisan backing in Congress, is the first attempt at a unified national approach to the increasingly serious problem of correctional rehabilitation. It has undertaken a far-ranging threeyear study which will lead to a series of action programs and legislative recommendations on federal, state and local levels. Our National Council is a member. The author is our representative on the Commission.     

BRINGING THE OUTSIDE IN

In teaching the law related to child protection, it is important to expose students to policy, theory, and practice. This article suggests a variety of ways to include these perspectives in the traditional classroom, including role-plays, guest speakers, and a one-credit externship made available to a limited number of students. These methods are part of an overall classroom experience that is problem oriented and that values student contributions to class discussion.     

THE TRANSSEXUAL IN SOCIETY

Because transsexuals possess bodies that their minds cannot accept, they are trapped between society's demand to conform to the anatomical self thrust on them by birth and their own desire to conform to a different interior self, Although the transsexual dresses and behaves as a member of the morphologically opposite sex, this is neither a case of transvestism nor homosexualiy. Psyahologically. the transsexual is a female within a male body, or a male within a female body. In the past these distinctions were virtually ignored by the medical world. Recently, however, attempts have been made, particularly at The Johns Hopkins Hospital, to determine precisely what constitutes transsexualism and to treat surgically those suffering from it. As important as the need to identify and heat the problem itself is the need to combat the emotionalism and prejudice surrounding the subject, which hamper serious research [Green and Money, 1969: Inside cover notes].
