In public services that are tax funded, public goods are sometimes marketized by being delivered using private companies instead of public organizations. In addition, marketization reforms can entail service users being described as customers for the service rather than as citizens. We assess the effects of these aspects of marketization reforms on users' willingness to co-produce public services. First, service delivery using private companies risks reducing users' willingness to co-produce because firms cannot commit ex ante to not appropriate donated labour for private gain. Second, using customer-oriented language risks reductions by priming individualistic market norms that lower prosocial motivation compared to citizen-oriented language priming citizenship duty. Using three survey experiments in the United States, we find that delivery structures are not neutral. Private firms delivering local public services reduce users' willingness to co-produce, although similar effects are not evident from primimg customer rather than citizenship thinking.  相似文献

We consider two interpretations of the role of external inspection in the public services in the UK in the context of publicly funded, work‐based training programmes for young people. The first is that inspection provides substantive information to buyers concerning training quality, thereby improving efficiency in the ‘training market'. The second is that it provides procedurally oriented reassurance concerning service quality to government and the public, irrespective of substantive quality. Evidence is drawn from the inspection procedures and reports of the Adult Learning Inspectorate between 2001 and 2005. The inspectors rated training providers on various attributes, some clearly procedural, others potentially substantive. We find that while inspectors took both procedural and substantive dimensions of training into account in judging the quality of a provider's services, they attached considerably more weight to procedural than to substantive attributes. In particular, they undervalued the trainee completion rate, despite its potential association with the substantive quality of training and the priority the government attaches to raising it. These results are interpreted as evidence of limited validity in inspection findings, which do little to resolve information asymmetries in the UK training market.  相似文献

Research on the governance of publicly funded research does not recognize that social science and 'science' are distinct activities. Neither does it recognize that regulating research policy in purely science and technology terms has undesirable consequences for the social sciences – intended or otherwise. This paper seeks to correct these omissions and considers the governance of social science through the example of regulating 'everyday epistemology' at the science policy level. The British research council system is used in order to demonstrate how social science has been politically constructed as a legitimate enterprise for public funding. We find that social science is in fact regulated by non-social scientists. The result is that social science, seen as a square peg, is forced into the round hole of natural scientific thinking. When this policy is translated into governance structures it creates a 'slave social science' and subverts the role of social science as social science.  相似文献

This article offers an argument of almost primitive simplicity: politics tends to promise too much and deliver too little. In order to substantiate this argument this article presents the results of the first attempt to analyse an experiment with participatory democracy through the lens of ‘gap analysis’. This approach focuses attention on the creation, management and fulfilment of public expectations vis-à-vis products, services or experiences. In a historical period in which the fiscal and social resources of democratic politics are severely limited the argument and empirical research set out in this article offer valuable insights for scholars and practitioners of politics and public policy. Central amongst these is the suggestion that responding to unprecedented levels of anti-political sentiment is likely to demand that politicians pay more attention to the management of public expectations (i.e. demand) and less on how to maximise political outputs in terms of public services (i.e. supply).  相似文献

A recurrent theme in New Labour's public service reforms has been a tendency to orient services to the user as a consumer or customer of those services. However a consumerist approach – and particularly the 'customer is always right' imperative – appears problematic in relation to criminal justice. This article uses content analysis to explore the use of consumerist narratives by selected members of the UK criminal justice policy network (Prime Minister, Home Office and local government). It finds that the terms customer and consumer are used less in relation to criminal justice than they are in relation to other public services. When used, it is 'law-abiding citizens', particularly victims and witnesses, that are the priority customers of the service. Customer-orientated policing is primarily about standardizing services and encouraging more coproductive behaviours. The language of choice and personalization, which has come to characterize New Labour's approach to public service reform, has as yet had little penetration into criminal justice. However, the policy network is fragmented, with different narratives of consumerism emerging from Tony Blair (the then Prime Minister), the Home Office and local government, demonstrating the contingent ways in which policy-makers draw on historical traditions.  相似文献

Local Public Spending Bodies (LPSBs) occupy an important position in the contemporary structures of governance in the UK. As exemplars of many of the diverse characteristics of the New Public Management, LPSBs inhabit the fuzzy space between the public and private spheres, both in terms of organizational structure and service delivery. One finding from recent research into the internal governance of three kinds of LPSBs – Further Education Colleges, Housing Associations and Training and Enterprise Councils – was that the language of strategy predominated over that of policy on the boards of such organizations. In this article we assess the significance of this finding. We contend that the two terms are not interchangeable and that a vital distinction needs to be maintained between them. Specifically we argue that policy refers to collections of decisions grounded in public values whereas the concept of strategy, particularly as currently understood in the context of the New Public Management, refers to the positioning of an organization in its struggle to survive and grow. We conclude that LPSBs have been invited to behave strategically within a framework of increasingly centralized policy objectives and resource allocations.  相似文献

One of the latest initiatives in Hong Kong's public sector reform is the launch of “performance pledges” in 1992, which have essentially been modelled on citizen's charters in the United Kingdom. While the stated aims of performance pledges, citizen's charters, or similar initiatives, are to raise the standard of public services and to make such services answer better to the needs of ordinary people, hence “empowering” the public service consumers, this latest consumerist trend in public management has more far-reaching implications, both in terms of the organization as well as the legitimation of public service provision. This article examines such implications, with specific reference to the Hong Kong situation, and argues that the outcome of the development seems to point to the empowerment of public managers rather than the consumers as the official rhetoric would imply.  相似文献

With growing attention on formulating the “right” policies and programs to address climate change, the contribution that policy work will make in fostering adaptive capacity needs to be examined. Policy capacity is crucial to policy formulation and should be at the heart of climate mainstreaming. There are six hypotheses about the nature of climate-based policy work based on a survey conducted of Canadian federal and provincial government employees in the forestry, finance, infrastructure, and transportation sectors. To measure the simultaneous effects on perceived policy capacity, an Ordinary Least Squares regression was conducted. Among the key findings was that the increased demand for climate change science within an organization resulted in a decreased perception of policy capacity. Policy work was largely focused on procedure activities rather than on evaluation. The model found that networking was critically important for perceived policy capacity. Effective policy formulation will involve the participation of others normally not associated with traditional policy work. Evidence-based policy work illustrates that policy success can be achieved by improving the amount and type of information processed in public policy formulation.  相似文献

The Medicare and Medicaid programs, which were enacted through the 1965 amendments to the Social Security Act, placed the federal government in the central role of assuring access of the aged and the poor to needed medical care. In this article the trends in the sources of financing medical care services for the aged are examined. The distinction in terms of insurance coverage between acute care services and long-term care services is highlighted. The effect of the programs in terms of reducing the aged's direct financial cost of medical care, increasing their access to medical services, and improving their health status is explored. The unanticipated increase in the cost of these programs has led to a change in emphasis in public policy, from assuring access to mainstream medical care to containing the cost of providing care. The direction of new federal policies is analyzed, and it is concluded that no longer will it follow the private sector's specifications of the conditions and arrangements under which health services are provided to program beneficiaries.  相似文献

The financial and economic crisis in the Central and East European countries raised the profile of economic policy themes that relate to the role of taxation and state spending. The key policy differences related to public budgets and support for a demand stimulus. Responses fall broadly into two categories that we link to a social-democratic and a neo-liberal response. The distinction indicates that the policy responses were linked to the party affiliation of the government on the left–right spectrum. There were some remarkable common trends that cannot be explained by the logical requirements of the economic situation alone. There are differences in timing and in severity, but every country has at some point moved towards a policy of balancing the budget by making cuts. In all cases there were cuts in benefits for marginal groups in society and a switch towards indirect rather than direct taxes. These carry clear distributional implications.  相似文献

This paper addresses the problem of the simultaneous evaluation of local governments’ standard expenditure needs together with the related level of standard public services proposing a new approach to fiscal equalisation based on quantitative methods. Standard expenditure needs are estimated using quantile regression, moreover robust non-parametric methods are employed for the computation of composite indicators of demand and supply factors. Data from English local authorities over the period 1997–2006 have been used to test the internal and external validity of the model.  相似文献

The causes and effects of marketization of public services have been analysed extensively in the literature, but there is relatively little research on how those policies impact on the development of new forms of governance, and the role of users in these new arrangements. This study reviews examples of competition, freedom of choice and personalized care in health and social services in England and Sweden, in order to examine the type of relationships emerging between the user/consumer vis-à-vis market driven providers and various agencies of the state under the marketized welfare. The article focuses on the possible roles users might assume in new hybrid arrangements between markets, collaborations and steering. A user typology: namely, that of a consumer, citizen, co-producer and responsibilized agent in various governance arrangements, is then suggested. The article concludes by arguing that pro-market policies instead of meeting the alleged needs of post-modern users for individualized public services are likely to promote a new type of highly volatile and fragile partnerships, and create a new subordinated user who has no choice but to ‘choose’ services they have little control over.  相似文献

In a neo-liberal approach, the need to increase levels of cost saving, effectiveness, and quality in producing local public services is correlated to awareness of the limited resources available and is an economic issue that has been much debated in recent decades. Ways of measuring and evaluating public services have stimulated academic interest for several years now. In this context, evaluating the levels of performance of public services provided by non-profit organizations (NPOs) as a consequence of contracting-out by public administration is an essential variable in rationalizing—both in terms of quantity and quality—public expenditure.

The aim of this article is to measure multi-dimensional aspects of nursery school services offered by Italian municipalities and to verify whether using different management models makes a difference in the results obtained. We examine data contained in final accounts of main Italian municipalities in order to evaluate effectiveness, cost saving, and quality aspects of the nursery school service supplied.

Regarding overall performance, the distinction between direct management and contracting-out has not brought out significant differences in terms of effectiveness and cost saving, even if the direct management solution is better than the externalized one. By contrast, as previous research showed, quality levels for externalized services are on average lower than for directly managed services.  相似文献

The present government's policy for publicly funded science, which centres on selectivity and centralization, could damage Britain's capacity to innovate. The policy follows from a desire by government to control the scientific community and from the advice of some scientists and science policy experts. This paper details the contradictions in the government's thinking on industrial and scientific questions, and challenges the central, and usually unexamined, assumptions which are used to justify existing policy for science.  相似文献

Juntas, a type of neighborhood association found in many Latin American countries, are described in terms of their common characteristics, functions, and strategies. Factors which strengthen juntas are isolated, and the potential for juntas to become ongoing institutionalized structures is discussed. Information from a large number of written sources was compared in order to identify the common cross cultural characteristics of juntas. Juntas generally originate as squatter invasion forces organized to take over and settle, either gradually or overnight, unocupied lands in or near urban centers. After invasion the huntas continue to function as neighborhood associations which make collective demands on the government for public services and which promote various self-help projects within the squatter community. Juntas are widespread in Latin American countries. Of the 91 squatter settlements which have been studied in 11 different countries, 61 has juntas. Participation of household heads in the juntas ranges from 10-70%. Most squatter invasions are planned or spontaneous radical political action. The collective invasion itself often serves to open negotiations with the government. After the invasion leaders are elected, and they help organize the new community by assigning land, setting boundries, screening new settlers, collecting dues, and directing a variety of self-help construction projects. Collective demands are then made on the government to provide urban services such as water and electricity. The collective nature of the demand helps reduce the risk of official retaliation. Demand strategies include petitioning high level government officials, utilizing personalistic contacts, affiliating with either the rulingpower or opposing parties, appealing to outside agencies, linking up with other juntas, conducting public demonstrations, and publicizing their grievances in order to engender public support. After basic services are provided the juntas promote self-help projects such as organizing taxi services, medical clinics, vocational and lteracy programs, and building playgrounds. The juntas sometimes perform quasi governmental functions, such as, settling disputes between community members and policing the community. Participation in juntas declines as the need for making outside demands lessens; however, the high level of self-help activity keeps the juntas viable. They also retain the latent capacity for political demand behavior if the need for action arises. Factors which strengthen juntas included 1) high population density and large size of the squatter community, 2) defined boundaries, 3) close proximity to urban agencies, 4) climatic factors which make it necessary to act quickly and collectively, and 5) a moderate level of heterogeneity in the squatter population.  相似文献

Abstract

Changing patient demographics and recently expanded federal guidelines require healthcare organizations to provide improved interpreter services to limited English proficient (LEP) patients. Access to health services for LEP patients has become a controversial public policy issue in the absence of consistent payment mechanisms and policies for recipients of federal funds affected by the guidelines. The experience of one hospital in addressing these new market demands illustrates some of the administrative, policy and educational challenges inherent in healthcare service delivery to LEP patients today. This hospital uses bilingual and bicultural college students preparing for careers in health care administration as interpreters. Preliminary data indicate that this is a cost-effective arrangement that can serve as a model for other health care organizations serving LEP patients, and as an incremental, operational coping stratagem while the broader policy issues undergo further debate.  相似文献

User charge is an alternative option to privatizing public service provision. But its use as a policy instrument, compared with that of asset sales or contracting out, for instance, is less researched and documented. This paper tries to fill the gap. By contrasting the experiences of employing user charge for two public services in Hong Kong with diametrically opposing results, this paper offers preliminary conclusions on several lessons, which governments, in their drive toward improved efficiency, can learn in commercializing their trading activities. Implications to public policy making are also suggested. These include: the user-pays principle has to be applied equitably, the public service market has to remain depoliticized, the management has to be transformed to behave more entrepreneurially, and the users have to be educated.  相似文献

Successful performance management strategies are intrinsically linked to the political environment in which public policy‐making occurs. Since the mid‐1990s, many governments have re‐examined how to simultaneously reduce costs, increase performance and achieve results. Public agencies are experimenting with performance measurement and management systems designed to meet public policy goals and respond to citizen demands. Various reform models have been proposed and public administrators now expend considerable time, effort and resources exchanging ‘best practices’, finding ‘best value’, and ‘rethinking’ government operations. Although equally important, less effort has been devoted to performance management (PM) within increasingly complex, ideologically charged and politicized decision‐making environments. Despite significant increases in productivity, more theoretical and empirical research is needed to assist public managers in applying private market‐based alternatives to public service delivery structures. This article compares the PM initiatives of the Clinton–Gore Administration in the United States, known as the National Performance Review (NPR), with President Bush‘s Presidential Management Agenda (PMA). Following the comparison, a theory‐based research agenda is proposed to determine which of many approaches best ‘fits’ the varied and often contradictory systems for delivering public services in a decentralized governance system.  相似文献
