Recent interdisciplinary theoretical work has suggested that social capital, or the interpersonal trust of citizens, plays an important role in explaining both the efficiency of political institutions, and in the economic performance of contemporary societies. This paper examines the relationship between social capital and economic growth in a sample of thirty-four countries over the period 1970 to 1992, within the framework of a modified neo-classical model of economic growth. The findings suggest that social capital has an impact on growth which is at least as strong as that of human capital or education, which has been the focus of much of the recent work on endogenous growth theory. It appears to have about the same impact on growth as catch-up or the ability of poorer nations to adopt technological innovations pioneered by their richer counterparts.  相似文献

This article assesses two main theories of the decline of political support that is found in many western democracies. The first is society centred and built on the concepts of social capital, trust and civil society. The second is politics centred and focuses on the performance of government and the economy. The two theories are not necessarily incompatible, but they are usually treated in a mutually exclusive way. In this article they are tested against a combination of aggregate cross-national comparative data and detailed case studies of four countries that have suffered exceptional decline of political support for politicians, political institutions and the systems of government. The puzzle is that cross-national comparative evidence about a large and diverse number of nations supports social capital theory, whereas in-depth study of four countries that have experienced substantial decline of political support does not. The erosion of support coincides in all four with poor economic and/or political performance. A way of reconciling the two theories and their supporting evidence is suggested, arguing that while social capital is a necessary foundation for democratic support, it is not a sufficient cause.  相似文献

There is widespread agreement that democracy, economic wealth and culture are causally linked, but there is sharp disagreement about the degree to which each of the factors influences the others. We contend that a society's culture, in the form of social capital, remains largely unchanged for long periods of time and that it leaves an indelible mark on the society's politics and economics. Using the 1990 World Values Surveys (WVS), we develop national-level social capital scores for the populations of 11 countries. We also use the cumulative General Social Surveys (GSS) to develop social capital scores for Americans who claim to have ancestral ties to these 11 nations. The WVS and GSS scores are strongly correlated, suggesting that social capital is durable and portable. Moreover, the GSS scores, which serve, in effect, as instrumental measures of 19th-century social capital, prove to be better predictors of contemporary politics and economics in the 11 WVS nations than commonly used 19th-century measures of politics and economics.  相似文献

改革开放30年来,我国的社会劳资关系发生了很大变化.从计划经济到市场经济的劳动关系转型特征表现为:我国劳动关系的市场化基本完成;我国劳动关系的法制化逐步加强;我国劳动关系的复杂化矛盾凸显;我国劳动关系的国际化影响明显.从新时期新视角看我国劳资关系的演变趋势是:从经济体制转型的视角看,要突破"利益一体"的传统理论,正视改革开放过程中尖锐的劳资关系矛盾;从社会结构变革的视角看,要摆脱"两大阶级"的传统观念,正视市场经济条件下利益群体分化的现实;从意识形态发展的视角看,要超越"阶级斗争"的传统认识,正视构建和谐社会与劳资关系的民心所向;从劳资关系矛盾的视角看,要克服"传统工会"等体制难点,重视实现以人为本科学发展观的民生需求.构建和谐劳资关系的协调机制亟待新的突破,具体在于:政府部门在处理劳资关系问题时扮演角色的错位、越位现象亟待改观;在法律规范和社会道义中维护劳动者群体的政治权利和经济权利;建立以工会为代表的工资集体协商等集体谈判制度,健全相关的利益协调机制、诉求表达机制、矛盾调处机制和权益保障机制.  相似文献

Proponents of social capital theory have long argued not only that it is in the best interest of civic life to build social capital but also that social capital is vital for the economic health of communities. This has been confirmed by recent research showing that social capital, especially in its bridging form, is positively associated with job creation at the metropolitan statistical area level. At the same time, social capital is often viewed as something either inherent or absent within a community. This article takes on that assumption by presenting a policy‐based approach to developing social capital. It provides two theoretical explanations for how social capital affects economic development and identifies four lessons for economic development practitioners to use to enhance social capital. These research‐based recommendations for economic development practitioners and policy makers seek to improve the social capital and, consequently, the economic development of their community.  相似文献

现代企业理论认为企业是一组契约的组合,在契约关系中,物力资本和物力资本的所有者是作为委托人存在,而人力资本和人力资本的所有者是作为代理者存在的,并得出“资本雇佣劳动”的结论。本文将企业中的人力资本尝试性的界定为权益性人力资本和债务性人力资本两类。随后,对这两种人力资本的概念进行了界定,对其属性、成本和收益进行了分析和描述。在此基础上,提出了对人力资本和非人力资本在企业契约关系中的新的看法。认为,企业产权的最终逻辑结果是企业契约中的权益性要素合在一起雇佣了债务性要素。  相似文献

本研究旨在考察社会资本、人力资本与物质资本及其交互变量对高校毕业生求职难度的影响。实证分析发现:社会资本、人力资本与物质资本对高校毕业生职业获得难度存在显著的影响。在搜寻成本模型中,社会资本同人力资本的交互项对高校毕业生在求职过程中的搜寻成本存在正向影响,即社会资本欠缺者,可以通过提升人力资本以降低搜寻成本;在求职结果模型中,社会资本同人力资本的交互项对高校毕业生的最终求职结果存在负向影响,即社会资本欠缺者,可以通过提升人力资本以提高求职成功的概率,从而降低求职难度。  相似文献

Organizational scholars and institutional theorists have shown a great deal of interest in the concept of social capital. To a large extent, this interest has been fueled by accumulating evidence that social capital plays a vital role in the development of more cooperative, productive, and stable relationships within organizations and institutions. Recognizing these benefits, a major focus of recent theoretical efforts has been explicating the antecedents of social capital. Drawing on concepts from social identity theory and related theories of the self, this paper develops a framework for conceptualizing how individuals' psychological identification with a collective enhances their willingness to engage in behaviors that contribute to the creation and maintenance of social capital. The paper reviews empirical evidence in favor of the framework and draws out some of its theoretical and applied implications.  相似文献

Over the past twenty years interest has grown in the concept of social capital in international and Australian public policy. We explore how social capital is understood as a concept and used in practice for guiding policy development and program delivery in South Australian public health programs. The empirical research compared policy makers’ and practitioners’ understandings of social capital and how theories about social capital and health inequality were translated into practice in three case study projects. It found that there are shifting discourses between social capital and related concepts, including community capacity building, and social inclusion/exclusion. Policy makers reported less use of the concept of social capital in favour of social inclusion/exclusion reflecting changing political and policy environments where terms come into favour and then go out of fashion. In this transition period the two terms are often used interchangeably although there are some conceptual points of difference.  相似文献

There is growing interest in the social sciences in the concept of social capital and the role it plays in facilitating collaborative and collective actions. Within political science, it is the work of Robert Putnam which has dominated social capital research. This paper argues that the 'Putnam-school' approach is lacking in two main respects. First, the role played by public authorities in the creation of social capital is neglected. Second, the implications for governance cannot simply be read off from associational activity and 'stocks' of social capital. The concept of the political opportunity structure is offered and adapted to develop a framework for social capital analysis. Original empirical material from Birmingham is drawn upon and compared to earlier studies of the city in order to support and illustrate the arguments of the paper.  相似文献

Voluntary associations are often ascribed a fundamental role in the formation of social capital. However, scholars disagree on the extent to which face‐to‐face contact, i.e. active participation, is necessary to create this resource. The impact of participation in associations on social capital is examined using three dimensions: intensity (active vs. passive participation), scope (many vs. few affiliations) and type (non‐political vs. political purpose). While those affiliated display higher levels of social capital than outsiders, the difference between active and passive members is absent or negligible. The only cumulative effect of participation occurs when the member belongs to several associations simultaneously, preferably ones with different purposes.  相似文献

ABSTRACT

The transformation of the state in the neoliberal era has characterized the debate in international/comparative political economy and political science scholarship. Many of such accounts, however, often assume a static and reified vision of the state. In contrast, this study, by focusing on the dimension of political agency in the state, provides for a qualitative analysis of the transformations of the Italian state during the consolidation of neoliberalism (1988–2009). Through a Critical Discourse Analysis of the political economy of Italian governments, the article tests two main hypotheses. First, similar discursive strategies of legitimation of neoliberal reforms and permanent austerity are found across the party-system. Second, these strategies occur, with no significant variations, throughout the period considered by our study. The aims of the article are three. First, to emphasize the relevance of political agency in the state to the imposition of neoliberalization; second, to explore how the neoliberal idea of state is redefined within a constellation of collateral discursive strategies; third, to emphasize the importance of the analysis of context-based discursive strategies of neoliberalization. While the empirical analysis confirms the cross-party and longitudinal extension of neoliberal political economy, the conclusions discuss the relevance of these findings to understand contemporary democratic crisis.  相似文献

During the decade 1983-1992, approximately $1.4 trillion of municipal bonds were sold in 87,000 in separate issues, primarily to finance capital projects for education, electric power, transportation, health care, housing, and other public and private purpose activities. Approximately two-thirds of these financings were originated by financing authorities, quasi-government agencies which are the creation of state legislature. Despite the growing role played by quasi-public authorities in capital finance, their impacts have not been studied systematically. We first describe the issuers of tax-exempt debt in the health sector and then derive measures for describing the mix of issuers between state and local levels, and between both government and quasi-government sectors. We present abbreviated test results of the impact that different mixes have on the cost of capital. First, competition is good: using a Herfindahl index analysis we show that states with less concentrated issuers have a lower cost of capital than those with a more concentrated market, including state-level finance monopolies. On the other hand, we cannot assert unequivocally that market deconcentration, in and of itself, should be a goal. For instance, there are economies of scale in the health care finance industry that allow larger (often state-level) issuers to lower the cost of capital.  相似文献

This paper examines the performance of the Finnish economy during the so-called incomes policy period, 1969-80. For this purpose Finland is compared with the other OECD countries both before and during the incomes policy period. The results suggest that in terms of economic growth, inflation and unemployment, Finnish economy has improved its performance, particularly before the economic recession of the mid-seventies. Cross-national comparisons point out that the recession has been met in various ways: some countries have restrained inflation, some unemployment. Secondly, the paper examines the effects of incomes policy agreements on the growth of social expenditure, the result being that incomes policy cannot be regarded as responsible for the growth of social expenditure in Finland. Thirdly, effects on income distribution are analyzed. Here incomes policy has played a role: income inequalities diminished during the first five years of incomes policy. Since then, they have not changed. The paper ends by discussing the impact and nature of incomes policy.  相似文献

In this study I examine whether an innovative government program in Ichikawa, Japan has been successful in increasing the level of generalized interpersonal trust in the community by rewarding civic participation by local citizens. Japan has sponsored the development of a number of “community currency” programs at the local level that are designed to create social capital. A community currency is a local “money” that is only useable within a neighborhood or town. In a typical community currency program, a town rewards civic volunteers with credits to barter with other citizens, use at participating stores, or pay for town services. These programs are specifically designed to stimulate generalized trust by rewarding civic engagement and encouraging social interaction. I evaluate whether the new Tekona community currency program in Ichikawa, Japan has been successful in raising levels of trust among participants, as compared to a randomly selected control group of town residents. I find that community currency involvement increases general trust, which demonstrates that it is possible to institute government programs that create social capital.
