Islamic politics in Russia's Volga-Urals has been affected by the self-images of some of the regional communities, such as Tatarstan as ‘the cradle of Russian Islam’, Astrakhan as ‘Russia's southern outpost’, and Perm and Buguruslan as remote peripheries of the Islamic world. Moreover, some regional authorities, such as Astrakhan and Orenburg, have tried to use Muslims to stabilise the ethnoconfessional situation of the regions and also make them a bridgehead for economic ventures on the Caspian rims and western Kazakhstan. In contrast, the authorities in highly industrialised and politically stable Saratov and Perm have not been interested in intervening in regional Muslim communities. Thus, Islamic politics in Russia may have much wider and varied political connotations than is usually conceived under the term ethnoconfessional politics.  相似文献

The opaque nature of decision making in China has generated considerable interest in the internecine machinations of elite politics. Particularly, but not only, when it comes to issues of leadership transition, considerations of factional formation and conflict come to the fore. This is partly to explain the transition process itself, but also out of concern for how new leaders might change the direction of Chinese policy. This paper suggests that whilst leaders and leadership changes do matter, they matter less than they once did. This is partly a result of the de-ideologicization and increasing diverse nature of elite interests and group formation. But it is also partly a result of the changed nature of China's political economy; in short, there is less desire and less ability for new leaders to impose a clear paradigm shift.  相似文献

This article is based on the premise that organizations are in dire need of transformational leaders who will imbue them with the values and practices necessary to survive and grow in the 21st century. Unfortunately, our educational system is not doing very much to prepare our students to successfully perform this transformational role. We suggest that the reason for this deficiency lies in the fact that too many faculty practice traditional bureaucratic pedagogies which neither models nor develops the values and skills students need to become transformational leaders. Furthermore, the extensive use of these practices serves to limit student involvement in the teaching-learning process and decreases student motivation to perform high quality work. Therefore, this article will discuss how faculty can model transformational leadership by empowering their students. We have found that this approach creates stimulating classes which increase student feelings of ownership, self-efficacy, and motivation. Moreover this experience helps prepare students to be the transformational leaders our world so desperately needs.  相似文献

The attitudes of leaders toward their personal future are very important to domestic and international politics. These views are particularly vital in the case of leaders of non-democratic regimes who could face legal prosecution for their corrupt acts or violations of human rights in their own country and abroad. In spite of these fears, however, the leaders in many authoritarian societies trespass laws, both domestic and international, in order to preserve their power and enrich their families. They expose themselves to the danger of the prosecution after they leave office or lose control of the regime. In this context, the author pays special attention to Vladimir Putin's political future and to the developments in Russia, which favor and disfavor his continued stay in power after 2008.  相似文献

This article argues that prior accounts of Moi and KANU's re-election in Kenya's 1992 and 1997 polls overemphasise divisions within the opposition and underestimate the role of international actors. Drawing on interviews with central players and internal donor documents, the author demonstrates that aid donors played a central part not only in initially advancing the cause of multipartyism but subsequently also, on several occasions, actively impeding further democratisation. Donors twice knowingly endorsed unfair elections (including suppressing evidence of their illegitimacy) and repeatedly undermined domestic efforts to secure far-reaching political reforms, which were a prerequisite for an opposition victory and a full transition to democracy. In the face of anti-regime popular mobilisation, donors' primary concern appeared to be the avoidance of any path that could lead to a breakdown of the political and economic order, even if this meant legitimising and prolonging the regime's authoritarian rule.  相似文献

This paper compares the personal backgrounds and management philosophies of Frederick Winslow Taylor and W. Edwards Deming. Among the commonalities existing between the two leaders are their use of science and measurement, belief in expert knowledge, the importance of training, top management commitment, concern with customer and society, competition with contemporary figures, and American military and international applications of their theories. Among their major differences are their views on quantity versus quality, performance improvement, participation, motivation, the individual versus the group, unions, and use of disciple. Differences are discussed in terms of their relative places in the history of management thought.  相似文献

Ten public and 35 private organizations located in Central New York State participated in a university- sponsored research project to study the effects of organizational characteristics upon types of leadership (transformational/transactional) and power demonstrated by supervisors. Public sector organizations in which managers had low control over rewards were compared to private sector organizations in which managers had high control over rewards.

Followers perceived public sector supervisors as more inspirational by their followers and they used more active management-by-exception behavior than those in private organizations. Private sector supervisors had more reward, legitimate and coercive power than supervisors in public sector organizations.  相似文献

This article discusses two inter-related issues. Firstly, the factors lying behind Russia's fervent belief that its Novorossiya (New Russia) project, aimed to bring back to Russia eight oblasts of Donetsk, Luhansk, Kharkiv, Dnipro, Zaporizhhya, Odesa, Mykolayiv, and Kherson in eastern and southern Ukraine and launched during the 2014 “Russian Spring,” would be successful. Russian identity misunderstood, and continues to misunderstand, Ukraine and Ukrainians through stereotypes and myths of Ukraine as an “artificial state” and Ukraine's Russian speakers as “fraternal brothers” and Russians and Ukrainians as “one people” (odin narod). Secondly, why Ukrainian national identity was different than these Russian stereotypes and myths and how this led to the failure of the Novorossiya project. Russian stereotypes and myths of Ukraine and Ukrainians came face to face with the reality of Russian-speaking Ukrainian patriotism and their low support for the Russkij Mir (Russian World). The article compares Russian stereotypes and myths of Ukraine and Ukrainians with how Ukrainians see themselves to explain the roots of the 2014 crisis, “Russian Spring,” and failure of Russian President Vladimir Putin's Novorossiya project.  相似文献

Abstract

Historically, small economies, especially resource-rich ones, underperformed on average relative to their larger counterparts. Small island economies appear still more disadvantaged due to remoteness from both markets and agglomeration economies. Yet a comparison of two small island economies with similar initial conditions other than their mineral endowment suggests that policy outweighs size, isolation and resource endowment in determining economic performance. Resource-poor Mauritius adopted an unfashionable policy of export manufacturing that systematically eliminated surplus labour, which drove economic diversification that sustained rapid GDP growth and political maturation. Like most resource-rich economies, Trinidad and Tobago pursued policies that absorbed rent too rapidly, which impeded diversification and created an illusory prosperity vulnerable to collapse.  相似文献

A study of 98 lone, rampage killers in the United States from 1949 to 1999 found that those who were killed by police officers killed and wounded more victims than those who completed suicide who, in turn, killed or wounded more victims than those who were captured. Those rampage killers who completed suicide were less likely to be judged schizophrenic and more likely to be killing present or former co-workers.  相似文献

This study employs 1993 Continuous Sample Survey of the Population (CSSP) data for Trinidad and Tobago to investigate the determinants of earnings by ethnicity. The data, organised into three ethnic groupings, reveal lower levels of remuneration in the labour market for Africans and Indians than for individuals of other ethnicities taken as a whole. While the larger portion of the earnings differentials generally appears to be explained by ethnic differences in characteristics valued by the labour market, Africans and Indians would benefit substantially if they were to receive the same rates of remuneration for their educational endowments as workers of other ethnicities in the Trinidad and Tobago labour market. Notwithstanding Indians’ lowest average earnings, Africans appear more likely to be discriminated against.  相似文献

Using public sector employment and corruption perception data for 72 countries across the world, this article demonstrates that despite common notion countries with “smaller” governments do not tend to have lower corruption. Under general assumptions, one can demonstrate that there is an optimal size of public sector employment corresponding to the highest capital intensity. The model has several implications: lower optimal sizes of governments for labor intensive countries and higher sizes for capital intensive ones, possibility to reduce corruption paying a cost of suboptimal output, and a higher “price” of an oversized government for labor intensive countries.  相似文献

This paper attempts to provide limited empirical evidence on the nature of the relationship between country size and rates of economic growth and levels of economic development, and on the possible effects of trade concentration and dependence on trade on this relationship. It suggests that there is no discernible association between country size and economic development, nor between country size and economic growth, and that neither the dependence on trade of small countries nor their commodity and geographic export concentration are necessarily important factors in economic growth and economic development.  相似文献
